1 Scintilla 2k17 Events Rule Book The rules that have been drafted for various technical & cultural events for Scintilla 2k17 are mentioned in this document. These rules are strictly for the participants only.

3 CAD Modelling Rules Time duration allowed to complete 3D Modelling & Assembly is 90 minutes Evaluation will be based on completion of the content & time required for completion. No sharing of PCs is allowed Competition will start exactly as per the schedule. Identity Card is compulsory for all participants. Entry Fee Rs. 40/- 1 st Place Rs. 1500/- 2 nd Place Rs.700/-
4 Calci War 1. For Elimination Round The participant should have his/her own calculator & pen Overwriting is not allowed on the provided answer sheet. All 10 questions must be solved within 10 minutes. All the questions will be displayed one-by-one using a projector (60 seconds for each question). If any misbehaviour is observed amongst the participants, he/she will be immediately disqualified. Result will be displayed based on the correctness of the answer. 2. For Final Round Result will be displayed on the basis of correctness of answer & time. First two ranks will be awarded. Registration Fee Rs. 20/- Prizes: 1 st Place Rs /- 2 nd Place Rs. 700 /-
5 Futsal 1. No. of Players Futsal is played between 2 teams of 5 players each (1 of which is the goalkeeper). The roster size of each team is set at 8 players. 2. Field Characteristics The arc painted around the goal represents the penalty area. Please encourage players to use the imaginary corner arcs to give themselves room to perform corner kicks. 3. Ball balls. The game will be played with a Futsal ball & will not be played with size #5 4. Substitutions Unlimited Rolling substitutions may occur without referee s permission. Rolling substitutions must occur in front of the own team bench & must not interfere with the play. 5. Equipment a. Shoes Flat, sports shoes only are permitted. Studs, slippers, sandals & playing barefoot is not allowed. b. Shin Guards Use is shin guards is permitted c. Long nails, wearable (watches, bracelets, necklaces, etc.) is not allowed. 6. Length of Matches, Half-time & Timeouts a. Match Length 1. First rounds will be played as two halves of 5 minutes each. 2. Quarter Finals will be played as two halves of 7 minutes each. 3. The Final will be played as two halves of 10 minutes each. b. Half-Times Half-times will be of 2 minutes in length. The referees may use their discretion to short the half-times if games are running behind schedule Second Restart Rule A restart must occur within 4 seconds of placing the ball for free-kick, cornerkick or goal-kick. Defenders must give the required 5 feet of distance from the ball.
6 8. Out-of-Touch Restarts It occurs when the ball has completely crossed over a line (touchline or goalline). The game will be restarted with an Indirect Free-Kick & the opposing team must give required distance of 10 feet. 9. Offside There are no offside violations in futsal. 10. Slide tackling & shoulder charges These are not permitted. First violation is a warning. On 2 nd violation, yellow card will be awarded with 1 minute time penalty. For red card, 5 minutes of time penalty will be awarded to the player. 11. Goalkeeper Throws Goalkeepers may throw or distribute the ball with their hands within the arc. The throws cannot cross half-court on the fly. The ball must first touch a player or the floor on their own half of the court. Balls that cross the half-court result in an indirect free-kick. There are no punts or drop-kicks allowed by the goalkeeper. The goalkeeper can throw the ball into play or dribble or pass the ball. The focus of Futsal is ball control & attempting to punt or drop the ball is not consistent with this goal. 12. Back Passes Unlimited back passes to goalkeepers are permitted. Keeper may not use hands to receive back passes from their teammates. 13. Fouls & Free-Kicks Fouls Fouls are in accordance with the Laws of the Game except that there are no Slide Tackling or Shoulder Charges in Futsal. Free Kicks All fouls that result in free kicks, will do so in accordance with the laws of the game. (For Indirect and Direct Fouls, the free kick will result in Direct or Indirect kick depending on the foul). Accumulated Goals The first 6 fouls for the entire half that are committed by each team are recorded by the referee. On the 7th foul of that half, the opposing team shall receive a direct penalty. The kicker must shoot the ball. All other players shall be in the opposite half of the court while this is taking place. If the kick is saved, the game returns to live action. If a goal is scored the game restarts with a kick-off. Penalty Kicks They are taken from the top of the arc.
7 14. Mercy Rule If a team goes ahead by 8 goals, the opposing team may add an additional player or the winning team may withdraw a player (not substitute) from the field of play. The teams can remove or replace players if the score gap narrows. All of this is with permission of the Referee! 15. Eligibility Rules All players from a team must be from same institute or college. All the players should appear with their ID cards for the tournament. If fake IDs are found in any team the whole team will be disqualified. IDs must be of permanent form, if duplicate ID is there it should be with a college letter with a college seal and principal s permission. Team should be present 15 minutes before the match near the field. If team is not present on the time it will directly be disqualified. No excuse will be considered after disqualification. Entry Fee Rs. 300/- Prize Details 1 st Place Rs. 3000/- 2 nd Place Rs. 1800/-
8 Gaming a. Need for Speed Four players will be racing against each other. First two will qualify for further rounds. Only bonus cars will be allowed (No saved files or customization). Tracks will be selected on the spot by lots. Performance matching - ON. Nitrous - ON. Collision detection will be OFF for starting rounds and will be ON for Further rounds. In final stage 3 races will be played. Points will be allotted to players depending upon their positions: 1 st Position 8 points 2 nd Position 6 points 3 rd Position 4 points 4 th Position 2 points In case of system failure (disconnection) if proved to be unintentional, the race will be restarted. Player can get his own accessories. All the players must appear for the match 10 minutes before scheduled time. Participants coming prior to given timing will not be allowed to participate in the event. Committee s decision will be final. Entry Fee Rs. 30 /- 1 st Place Rs. 1000/- 2 nd Place - Rs. 700/-
9 Gaming b. FIFA 11 Each half will be of 5 minutes. A player will not be allowed to select any International Team, Legendary Team and Classic Teams (any clubs can be selected). In case of system failure (disconnection) if proved to be unintentional, the match will be restarted. If disconnection takes place after half time and if the player possesses a red card, then after restart, opposite player will get 1 goal lead. Game speed will be FAST. A player can bring his own accessories. All the players must appear for the match 10 minutes before scheduled time. Participants coming prior to given timing will not be allowed to participate in the event. Committee s decision will be final. Entry Fee Rs. 30/- 1 st Place Rs. 1000/- 2 nd Place Rs. 700/-

Counter Strike 1.6 (5 vs. 5) Gaming Maps o de_dust2 o de_inferno o de_nuke o de_train o Knife Map ka_knifemap Round Time 2 minutes Freeze Time 7 sec Bomb Time 25 sec Starting Money $800 Friendly Fire ON Each team will consist of 5 players. 2 knife rounds will be held at the start of the match. The 1 st to select the map and 2 nd to select the side. A total of 20 rounds will be played, 10 on each side. The team winning a total of 11 will be declared the winner. In case of a draw (10-10), an extra 5 rounds will be played on the same map with 16000$. The side will be decided by a single knife round. The team winning 3 rounds is declared the winner. Auto sniper and shield are not allowed. A player is not allowed to talk or communicate with his team after dying (he is only allowed to tell his position). Players are allowed to bring their own headphones, mouse, keyboard etc. All the players must appear for the match 10 minutes before scheduled time. Participants coming prior to given timing will not be allowed to participate in the event. Committee s decision will be final. Entry Fee Rs. 150/- 1 st Place Rs. 2000/- 2 nd Place Rs. 1200/-
11 d. Counter Strike 1.6 (1 vs. 1) Gaming Maps aa_dima Knife Map ka_knifemap One knife round will decide which side to take 5 games per side will be played. Winner of 6 or more than 6 games will be proceeding for next round. It will be knockout tournament. Round will be of 1 min 30 sec. If there is tie between two players then further 3 matches must be played. Automatic snipers will not be allowed. Use of shield is prohibited. All the players must appear for the match 10 minutes before scheduled time. Participants coming prior to given timing will not be allowed to participate in the event. Committee s decision will be final. Entry Fee Rs. 30/- 1 st Place Rs. 1000/- 2 nd Place Rs. 700/-
12 Gaming e. Mini Militia (Mobile Gaming) Each team will consist of 5 players. Game will be provided by committee. Game time will be of 5 min. All the players must appear for the match 10 minutes before scheduled time. Participants coming prior to given timing will not be allowed to participate in the event. Committee s decision will be final. Entry Fee Rs. 150/- 1 st Place Rs. 1500/- 2 nd Place Rs. 700/-
13 Rules Poster Presentation Area for poster presentation: Computer, Information Technology, Electronics and Telecommunication, Electrical, Civil, Automobile, and Mechanical Engineering. Entries Restricted: 30 COMP/IT, 30- Mechanical/ Automobile/ Civil, 30- Electronics & Telecommunication and Electrical. Maximum 2 members per groups will be considered. Poster should be handwritten only and contents should be READABLE. Size of poster should be 90cm X 60cm (Width X Height). Poster should include title and code number (Code number will be given to the participants on event day). Name of students or institute should NOT be revealed on poster or during oral presentation. Try to use minimum sentences and maximum pictures (Charts, figures, tables, etc.) to express your thoughts. Use proper color for text, headlines and sentences. Do not write too much description; instead, represent contents points wise, whenever applicable. Expected Contents on poster are: Abstract, Introduction, Design, Methodologies, Result and Conclusion on the poster. All material must be accessible without having to lift or turn a page. Participants have to carry supportive material like drawing pins, etc. by their own. Judges decisions will be final. Entry Fee Rs. 100/- 1 st Place Rs. 2000/- 2 nd Place Rs. 1200/-
14 Rules: Technical Paper Presentation Any contemporary topic related to the student s branch may be selected. Registration Fee: Rs. 200 per team. Each team can have maximum 2 participants from the same branch. Soft copy of the paper should be submitted along with your contact details ONLY on the scintilla@rmcet.com. No other means will be accepted for submission. The paper should be strictly in IEEE A4 format (template available at Scintilla web page or IEEE website as follows - plates.html). Paper length: Min 4 & Max 8 pages Please name your paper file strictly as below: First 2 letters are your branch code (given below) followed by your paper title. o IC is the paper code for IT and Computer branches o ET is the paper code for Electronics and telecommunication branch o MA is the paper code for Mechanical and Automobile branches For example: 1. IC MY_PAPER_TITLE 2. ET MY_PAPER_TITLE 3. MA MY_PAPER_TITLE Response will consist of paper-code and review of your paper. The presentation should be strictly in English language. The time provided for each paper presentation will be 12 minutes (10 minutes for presentation + 2 minutes for question-answers). Extended presentation will lead to cancellation of Q&A session and will call for negative marking. The PPT should be in plain text and multimedia support will not be provided (images if any should be of high quality). The PPT should be compatible with MS PowerPoint Participants who don t fulfil the requirements specified above will be disqualified. Students should bring at least 2 hard copies. Important Dates Full paper submission last date 25 th Feb Notification of acceptance 28 th Feb Entry Fee Rs. 200/- 1 st Place Rs. 3000/- 2 nd Place Rs. 1800/-
15 General Rules: Quiz Only team entries are eligible. Team shall consist of maximum 2 persons. The decision of quiz master will be final and will not be subjected to any change. The participant shall not be allowed to use mobile or other electronic instruments. Questions shall be in the form of multiple choices. Audience shall not give any hints to the competitor. Replacement of any participant of a team is not allowed after registration. Elimination Round Each team would be given a set of question paper containing 25 multiple choice objective type questions. Time limit - 15 minutes. Only 8 teams would be selected for final round. In case of tie between two or more teams, further 5 more questions would be ask for the final selection. The selected teams will have to appear for final round. Final Round Round 1 - A question will be asked to a team and if they are unable to answer it will be asked to the next team Round 4:32 questions. Each team would be asked 4 question each 10 marks for correct answer and -5 for wrong answer. If a team cannot answer the questions, they can pass the questions and the question would be forwarded to the next team. Answering time is only 30 seconds. Team discussion is allowed. 2 teams will be eliminated after this round. Round 2 Rapid Fire Each team will be asked 10 questions one after another in one minute time. 10 marks for correct answer and -5 for wrong answer. Answering time is only 5 seconds. Team discussion is allowed. 2 teams will be eliminated after this round. If a team cannot answer the questions, they can say pass for the next questions and the question will not be forwarded to the next team.
16 Round 3 Audio Visual Round Teams will be shown clips and will have to guess or answer it correctly 10 marks for each correct answer Each team would be asked 2 audio-visual a questions each Answering time is only 30 seconds No passing to the next team. Out of the 4 teams only a single team will be selected as the wining team. A surprise round would be held in case of a tie in the final selection. Entry Fee Rs. 40/- 1 st Place Rs. 1000/- 2 nd Place Rs. 700/-
17 Robo Dangal Robot Specifications Maximum Dimensions 40cm 40cm 40cm in non-expanded condition. Weight of the robot must not exceed 25kgs. Maximum power supply provided is 24V/4amp. No restriction for, On mount mechanisms on the robot. Mechanism should not fail to meet robot specifications. Keep sufficient length of main power cable and remote control cable for ease of movement of robot. Maximum four members in each team. College student ID is compulsory. Teams should carry their own required accessories. Robot Dangal Rules Matches will be conducted between 2 robots at a time. Each match will consist of 3 rounds of 3 minutes each. Only two minutes will be spared for repairs between rounds, if required. Robot will be directly eliminated if the robot does not satisfy given robot specification. Robot will be eliminated if the opponent s power cable is damaged. Use of external forces to move your robot (pulling your robot with the help of power cable) will lead to direct elimination. The team will be disqualified if the team does not report at the control station within five minutes after announcement. Accessories having sharp edges which can be harmful to humans are strictly prohibited. The arena will be constructed of damp soil.

19 Robot Specifications Robo Race Dimensions 10cm 15cm. Dimensions 10cm 15cm. Keep sufficient length of main power cable and remote control cable for ease of movement of robot (approx. 7m cable). Teams should carry their own required accessories. Rules & Regulations Maximum two members in each team. College student ID is compulsory. Two robots will perform simultaneously but no competition between them. 20 Programming Rules There will be separate elimination & final round for simple & blind programming Elimination round will consist of objective questions (30 ques.) which carry 1 mark each No negative marking Duration for elimination round will be 30 minutes Only 20% of elimination round appeared students will be selected for final round Questions will be based on C Programming For blind programming, console screen will be switched off Entry Fee Rs. 30/- each for simple & blind 1st Place Rs. 1000/- 2nd Place Rs. 700/- *Prize Money will be different for Simple & Blind Programming*
21 Spot Photography Rules Participation in the competition will be strictly individual. Participants shall be responsible for arrangement of required material in the competition. (Strictly mobile phones). Other than mobiles no other devices/equipment will be allowed to capture the photos. (e.g. Selfie stick, externally mounted lenses etc.). This competition is open only for Scintilla 2k17 events and RMCET campus photographs. Digital manipulation that distorts the original image will not be accepted. Themes and locations will be announced in Class Room No. 12 at 3.30 P.M. on the day of competition. Each photo should bear a caption and all the photographs are to be submitted in a folder named after the participant. The Competition is for 2 hours and will start at 04:00 P.M. The participants have to take the picture within the stated time frame and from the pre-defined area. The participant will have to submit his/her best 3 photos before 07:00 P.M. on 2 nd March 2017 to the Committee members. All the submitted images are non-returnable. The winner will be decided on the basis of best photo and caption; the caption shall explain the relevance of the picture by itself. The participants won t be given a chance to explain to the judges. Decision of the judges will be final and binding on all the participants. Entry Fee Rs. 20/- Rs. 700/-
