3 Dear Handball Friends, Only two weeks after the extraordinary handball competitions at the 2012 London Olympic Games, the world of handball gathers for the next handball highlight looking forward to inspiring moments: For the fourth time after 2002, 2010 and 2011 Qatar will host the IHF Super Globe, the top tournament for club teams in the world of handball. Eight teams from all five continents will compete for the IHF Super Globe trophy, as was the case last year all continents are represented with their top club teams. And the spectators in Qatar will see Olympic and World champions. The IHF is fully assured that the IHF Super Globe will be another major step for handball and will be another superb success, from both the sporting and the organisational point of view. After the beginning of our Global Coaching Clinic in Qatar in 2011, the 2012 IHF Super Globe will coincide with the 2012 IHF Symposium for Top Coaches, including speakers like Alfred Gislason and Talant Dujshebajew, the two coaches of last year s IHF Super Globe and 2012 EHF Champions League finalists THW Kiel and Atletico Madrid. The IHF is convinced that Qatar will be a perfect host of this tournament again, as the Qatar Handball Association and the club of Al-Sadd proved repeatedly in the past that they fulfil highest international standard on their road to the 2015 IHF Men s World Championship, which will be staged in Qatar too. I am sure we will experience the great and hearty hospitality and the outstanding atmosphere in this handballloving country again. Handball is rising and developing in Qatar and the sixth edition of the IHF Super Globe will bring handball a decisive step forward in Qatar and the entire Gulf Region.. 5 The IHF Super Globe is the World Championship for club teams. The current club champions from the continents of Africa, Asia, Europe, Oceania and Pan-America as well as the reigning champion, the host team of Al-Sadd and one wild card from Qatar are eligible to compete in this championship. Organiser The Super Globe is an IHF event. The IHF transfers the right to the Qatar Handball Association to organise the event. The Qatar Handball Association is acting as the local organiser. Players and officials (stating their function) shall be registered with help of the relevant IHF form: - provisionally: by 27 July 2012 at the latest (28 players at most) to the IHF Head Office - definitively: one hour before the Technical Meeting to the responsible IHF representative (16 players taken from the provisional list). The registration must be executed with help of the relevant IHF form. The registration, on the relevant IHF form, must include: a) officials (who must not be changed during the entire competition) surname, first name, date of birth, nationality, gender, function within the delegation and indication of the officials (by use of letters A, B, C, D,E, F) b) players including player number, surname, first name, date of birth, nationality, club, height, weight c) colour of players uniform: shorts and shirts of 1 st and 2 nd set of uniform; colour of goalkeeper's 1 st and 2 nd set of uniform. (Cycling pants may be worn. They must be the same colour as the shorts. Face protection or anything similar is not allowed.) Player eligibility Players competing in the 2012 IHF Super Globe shall meet the following provisions: a) The player has to be registered, as an amateur or a professional player, with the participating club s member federation. 12

13 b) If registered as a professional player, a written employment contract, binding the professional player to his club, must exist. c) The participating club s member federation shall submit a confirmation to the IHF that the player indicated in the provisional team list of the participating club concerned is eligible to play in the respective country and that all provisions for an orderly transfer of the player concerned have been fulfilled. The participating club shall submit the named confirmation together with the provisional team list. d) A maximum of three (3) short-term transfers per team are permitted. e) Minimum duration of contracts of short-term transfers is two months. Transfers with longer contracts are unlimited. Players clothing Players clothing worn at the IHF Super Globe shall be subject to the Regulations for IHF Competitions and the Equipment Manual respectively. The players shirts shall bear the player s name and the number as prescribed below. 9 min 10cm high 9 min 20cm high JOHNSON 9 min 7cm high Approval procedure The teams sets of clothing must be approved by the IHF prior to the Super Globe. The teams shall submit coloured photos of their uniform, including advertising, to the IHF by 27 July The Head Office shall approve the uniforms in writing prior to the tournament. The following categories are banned regarding advertising on uniforms in Qatar: betting, lottery, alcohol. The participating teams shall bring along only those two sets of clothing approved by the IHF. Details about the choice of colours are laid down in the Equipment Manual. 13

14 Players clothing during official presentation During the official presentation prior to the matches all players of one team shall wear consistent clothing (all players wearing tracksuits or all players dressed in players clothing or a combined solution is possible). Team officials clothing The team officials in the substitution area must be uniformly dressed in sportswear or civilian clothing. Colours which may cause confusion with the court players of the opposing team are not allowed (see Substitution Area Regulations 3) Competition Management The Competition Management is responsible for the orderly management of the event, in close cooperation with the organiser. It gives advice and makes all the necessary decisions during the event, with the exception of disciplinary decisions. It is also responsible for the appointment of Officials, Technical Delegates and referees. The teams may contact the IHF hotel (see page 7) to reach the Competition Management or the COC representative on site. Rules of the Game/Competition-related regulations Matches shall be played according to the current Rules of the Game. The following regulations will apply for the 2012 IHF Super Globe. 16 players may be put in per match 16 players may be put in per match at the 2012 IHF Super Globe. Half-time break The half-time break at the 2012 IHF Super Globe shall be 15 minutes. Team-Time Out According to Rule 2:10 and Clarification 3 of the Rules of the Game each team has the right to receive a maximum of three team time-outs during regular playing time but not during overtime. No more than two team time-outs may be granted in each half of the regular playing time. Between two team time-outs of a team, the opponent must be at least once in possession of the ball. 3 green cards, bearing numbers 1, 2, and 3 respectively, are available for each team. The teams receive cards bearing numbers 1 and 2 in the first half of the game and the cards no. 2 and no. 3 in the second half provided they received no more than one team time-out in the first half. In case they received two team time-outs in the first half, they receive only green card no. 3. Within the last 5 minutes of the regular playing time only one team time-out per team is allowed. 14

15 Technical Meeting An initial Technical Meeting with the team officials of the participating delegations, the organiser and the IHF representatives shall be held on 27 August at 9am at the team hotel to provide all necessary information and to settle organisational, technical and financial issues. The teams have to bring all players passports and a sample of their players uniform sets to the Technical Meeting. Moreover they are to submit the definitive registration list by use of the IHF form. May we point out once again that only players indicated in the provisional registration list submitted to the IHF may be included in the definitive registration list. Technical Meeting Agenda 1. Welcome 2. Definitive team registration (check of players passports) 3. Information provided by the organiser (transportation, laundry, meals, DVDs videos, meeting rooms, etc.) 4. Playing schedule / throw-off times 5. Warm-up / timing / procedure before and after the match 6. Media matters (mixed zone, press conference, etc.) 7. Training schedule 8. Appointment of delegates and referees 9. Doping controls 10. Determination of colours of players uniforms 11. Miscellaneous Protests A protest may be made against decisions and occurrences at the 2012 IHF Super Globe during and outside the matches, up to one hour after completion of the match and against payment of CHF 500., to be made at the same time. The Disciplinary Commission shall deal with the protest (see also Legal Provisions and the Regulations concerning Penalties and Fines). The reasoning for the protest must be stated in writing no later than two hours after the end of the match and submitted to the Disciplinary Commission in one of the three IHF languages. The Disciplinary Commission shall decide on the protest no later than five hours after the end of the match, including possible disqualification of players or teams, and shall determine the extent of the fine or penalty. Appeals An appeal may be made against the decision of the Disciplinary Commission up to two hours after receipt of the decision, and with payment of CHF 1,500. at the same time. The Jury shall deal with the appeal, and its decision shall be final. The Jury decision shall be made and announced within 4 hours (see also the Legal Provisions and the Regulations concerning Penalties and Fines.) 15

18 Match evaluation Preliminary round The matches shall be evaluated as follows: each match won = 2 points each match drawn = 1 point for each team each match lost = no points The teams are ranked according to the total number of points gained. If two or more teams have gained the same number of points after the group matches have been completed, classification is decided as follows: results in points between the teams concerned goal differences in the matches between the teams concerned greater number of plus goals in the matches between the teams concerned. If the teams are still equal, a decision is made between those teams with equal number of points as follows: goal difference is subtracted in all matches greater number of plus goals in all matches. If classification still is not possible, a draw shall decide. The IHF representative on site shall execute the draw, if possible in the presence of the responsible team officials. If the responsible team official cannot be present, other co-workers selected by the IHF shall take part. Semi-finals and Finals These matches shall be evaluated as follows: In case of a draw at the end of the regular playing time, after a break of five (5) minutes there is a first overtime period of 2 x 5 minutes, changing sides half way through with a one-minute break in-between. Provisions to the contrary set for individual tournaments shall be given priority. If the match should still not be decided after this overtime period, after a break of 5 minutes there shall be a second overtime period of 2 x 5 minutes, changing sides half way through with a one-minute break in-between. Should the match still not be decided after the second overtime period, it is decided with 7m penalty throws in accordance with Rule 2:2 of the Rules of the Game. Placement matches In case of a draw at the end of the regular playing time of the placement round and placement matches the match will be decided with 7m penalty throws in accordance with Rule 2:2 of the Rules of the Game. Cancellation or discontinuation of match If the match is cancelled or discontinued, the Competition Management shall decide on further action. 18

19 Player replacement Each team may replace a maximum of two players (against two players indicated in the provisional list) during the entire tournament (e.g. each team may put in two new players or may put in a player who has already been replaced once), i.e. the list of 16 may be changed twice at most. Players may be replaced against players indicated in the provisional delegation list ( list of 28 ) only. If a team has registered less than 16 players, it may register one additional player during the IHF Super Globe. Procedure for late registration or substitution of one or several players New players must be orally registered with the Competition Management or the respective IHF delegate in the respective venue no later than 9 am on the respective matchday. A written registration and a proof of citizenship (passport, etc.) shall follow one hour before the match at the latest. The official IHF form (see Forms) must be used. Official balls The IHF will provide the official balls of IHF partner Select to be used for the matches of the 2012 IHF Super Globe. 21 Accommodation 13 rooms (8 double rooms and 5 single rooms) shall be reserved per delegation. All rooms shall dispose of Internet access free of charge. Teams have the right to four meals per day breakfast, lunch, snack (on matchdays only), dinner. Additional days of stay With the agreement of the organiser, the participating teams may arrive before or depart after the specified date. However, the teams must pay any additional costs themselves. The rate per person and per day in a single room is USD The rate for two persons per day in a double room is USD Additional participants For the duration of the IHF Super Globe, the teams may appear with a delegation consisting of more than 21 people. However, the teams must bear the costs of the additional participants themselves. The rate per person and per day in a single room is USD The rate for two persons per day in a double room is USD Meeting rooms The organiser will reserve meeting rooms for the teams as well as for the IHF and provide the necessary furniture and technical equipment free of charge. The meeting rooms for the teams shall dispose of a screen, a projector and a DVD player. Video recordings All teams are basically allowed to take video recordings, although some restrictions may be necessary on account of the space available. The organiser shall provide a special place at the hall for the person taking the video. The recordings may only be made by one person from each team in each hall, may only be used for internal purposes or developing team tactics and may not be commercially exploited. Match DVDs The organiser undertakes to record each match. One DVD copy shall be available for the teams concerned free or charge. Scouting The IHF and the organiser assure the data processing and all match-relevant statistics. All statistics are available at 21

22 Awards and ceremonies The first three teams will be awarded with medals and certificates to a maximum of 21 persons each as part of the victory ceremony after the final. The medals and awards will to be provided by the organiser. The remaining participants shall receive commemorative medals. Additionally a trophy is awarded to the 2012 IHF Super Globe champion. Press conference The coach and one player from each team shall attend the press conference, which is held 15 min after the end of the match. Prize money The following prize money shall be distributed to the participants: 400, US dollars to the IHF Super Globe champion 200, US dollars to the second-ranked team 150, US dollars to the third-ranked team Closing banquet Depending on the travel schedule of all teams, the organiser may prepare a closing banquet for the participating delegations and the IHF representatives. Anti-Doping Doping tests will again be carried out at the Super Globe. Further information will be provided by the IHF Anti-Doping Unit (ADU). Please contact the ADU for further queries you may have. 24 TV rights The IHF granted all TV and marketing rights to the organiser. In case the participating teams are interested in TV rights, they are requested to contact the organiser. Advertising on sportswear Rights in respect of advertising on sportswear are laid down in the Regulations on Advertising and the Equipment Manual. Given that the marketing rights have been transferred to the organiser, the outer side of sleeves is reserved exclusively for the organiser s advertising (without financial participation by the participants). 24
