2 Scratches (USRowing) Entries may be scratched or changed without penalty until May 5, Scratches received beginning May 6, 2015, are not subject to a refund. Scratches made after the Coaches and Coxswains Meeting, will be subject to a forfeiture of entry fees and an additional $25 scratch fee. Scratches will be accepted via RegattaCentral until May 10, Beginning May 11, 2015, all scratches must be submitted to USRowing on-site using the forms provided at the USRowing registration desk. Any crew failing to submit written notification of a scratch, either online or on-site, may be subject to an additional no-show fee of $100 to be charged to the RegattaCentral account holder. PROPOSED: ADD: Any crew that competes in the first round of an event is required to finish the event. A crew that scratches after competing in the first round of an event is ineligible to compete in that event at the next year s regatta. This does not apply to crews that scratch due to injury, and are able to provide medical documentation for the injury. Rationale: The rationale behind this proposal is to prevent crews from competing in the heats, then scratching out of the final, leaving empty slots in the finals. This is most important for the qualification events, where scratching out of a final may deprive a crew that was legitimately interested in qualifying in a given event the opportunity to compete in the final for a bid. By keeping these crews out of the final, a scratching crew also removes that crew s ability to petition, if they were to have a petition-eligible situation that occurred in the final. Finally, given that entries are limited to 24 in all events, this prevents crews from taking the limited spaces available in the events, when they have no intention of competing throughout. This rule matches the rule applied to crews at the Youth Nationals Championships. This rule is also applied at the Southwest & Northwest Youth Championships. 3 Entry Limits (USRowing) Each organization may submit a maximum of 2 entries all Youth National Championships qualifying events. Each of these entries is eligible to receive separate bids for Youth Nationals, meaning an organization can earn a maximum of two bids in these events. Due to scheduling concerns, all events will be limited to a maximum of 24 entries. Entries are taken on a first-come, first-served basis. Athletes are eligible to compete in a maximum of two (2) events. Coxswains are NOT limited in the number of events they may enter; however, they must meet all appropriate eligibility and classification requirements for the event being entered. PROPOSED: Entries submitted by crews that are using the USRowing Northeast Youth Championships as their qualification regatta will be given the first priority in entering qualification events. Crews from organizations using other regattas for their qualification regatta will be allowed to enter qualification events only if space is available. Entries in non-qualification events are taken on a first-come, first-served basis. Rationale: The rationale behind this proposal is to ensure that crews that are not able to qualify at other regattas in the region are given priority for their opportunity to compete for a bid at Youth Nationals. 4 Classifications (USRowing) 2 nd Boats- The 2 nd boat classification is not open to any rower competing in a Youth National Championship qualifying event in the same discipline (sweep or sculling). In order to enter a 2 nd boat, organizations must also enter a boat in the corresponding Youth National Championship qualifying event. PROPOSED: 2 ND Boats- The 2 nd boat classification is not open to any rower competing in a Youth National Championships qualifying event in the same discipline (sweep or sculling). In order to enter a 2 nd boat, organizations must also enter a boat in the Youth or Ltwt event in the same gender classification and boat class. Rationale: The purpose behind this proposal is to clarify the requirements for entering the 2 nd boat category. Questions arose at last year s regatta regarding this rule, so the proposal is to specify the practice utilized at last year s regatta. 5 Team Point Trophies (USRowing) Proposed addition to the packet. Proposed: The following traveling trophies shall be awarded to teams based upon the points earned by that team s crews at the year s USRowing Northeast Youth Championships. The following table summarizes how points shall be awarded for events. All events will be scored. One boat per team scores in each event. Northeast Youth All Points Trophy - Presented to the team with the highest point totals in all events. Northeast Youth Mens Points Trophy- Presented to the team with the highest point total in Men's events. Northeast Youth Women's Points Trophy - Presented to the team with the highest point total in Women's events. Northeast Youth Sculling Points Trophy - Presented to the team with the highest point total in Sculling events. Northeast Youth Novice Points Trophy - Presented to the team with the highest point total in Novice events. TEAM POINTS REFERENCE TABLE The club of the winning boat in each event shall receive points based on a modification of the "Barnes Scoring System" on the chart below. The teams of the remaining boats in the finals race of the event shall receive points according to the following percentage of the points awarded to the champion in that event. If more than six boats raced in heats in an event, points shall be awarded as if six boats raced in the final, regardless of the number of crews that actually race in the final. In the event of a points tie, a coin toss shall be used as a tiebreak. All events will be scored. 7 Rationale: The rationale behind this proposal is to create an opportunity to create a set of team point trophies to reward teams for their achievements at the Northeast Youth Championships. The proposed structure awards trophies for the traditional groups, full team, men s, and women s. Also, USRowing is adding the Sculling trophy to recognize those programs that focus on the sculling discipline, and would be disadvantaged for fuller team trophies. Similarly, to recognize that many programs use this as a season-ending regatta for their novices, USRowing is proposing to offer a Novice team trophy. The point system is based on the system used in the Southeast, and awards points to every event, so that every event has importance.
