3 Welcome The University of Manchester Campus Sport ISSL League Hello and welcome to this year s Campus Sport Programme. Campus Sport activities are focused on providing an easy way for our staff and students to take part in sport at a level that suits you. Our very popular leagues provide an opportunity to be part of a team playing regular fixtures in a range of sports. We also have Our FREE participation programmes; Hall Sport includes many fitness based activities including supported training for users of the residential gyms. This offer is exclusively for students living in Halls. To register for over 30 hours of free sport please visit our website Our other new FREE programme called SPORTICIPATE and offers drop in sessions in a range of sports and activities. We are also planning some large scale SPORTICIPATE events and Learn To beginner sessions throughout the year. To register please visit the website. The SPORT Office staff are on hand if you have any questions about sport, health and fitness opportunities at the University and there is a wealth of information available online also at so there are no excuses for not getting involved! The season saw a lot of rain, and Manchester Medics FC retain the Premiership title for the ninth consecutive year. Physics clinched the Division 1 title. Division 2 was won by BAEcon, Division 3, St Anselms and Canterbury Court, Division 4, AM Soccer. The Alan Mainwaring Shield was won by History FC. Manchester Medics secured the league and cup double by winning the Roy Little Cup. Hopes are high for the level of competition this season too. I hope you enjoy taking part in the ISSL this year and look forward to seeing you around in the near future. 4 Campus Sport Forums All Campus Sport leagues will have a forum where all team captains will have the opportunity to provide feedback to SPORT. Captains are expected to attend these meetings or send a representative. There will be additional Campus League forums to gather feedback from representatives from all of the Campus Leagues at the end of each term. There will be up to two sport forums per league per year. Sport Forum 1: ISSL Annual General Meeting This will take place before the league commences. The aim of this forum is to: Meet the other captains Meet the league committee Have an introduction to the league Go over rules, fixtures and captain contact details Ask any questions Vote on any items submitted in advance for discussion. At the AGM all captains and teams are welcome to submit items in advance for discussion. Members will be given the opportunity to vote to pass any changes that are put forward by the committee. Sport Forum 2: League feedback period This period will take place towards the end of the league and will be an online evaluation that all players will have the opportunity to complete. The aim of this process is to evaluate: Equipment Refereeing Fixtures Results Facility access Communication Website Changes required for the next academic year The ISSL committee consists of the Chairperson, the League Secretary (Sport Development Coordinator), the Referee Secretary and, in a non-voting capacity, the Grounds Manager. Each year there are up to two places available for student members to serve on the committee as representatives from the teams. If any players are interested, please contact the Sport Development Officer for Campus Sport. General Information All league games will be played at the university s Wythenshawe Grounds, in Northenden, on Wednesday afternoons. Cup games are played on Saturday mornings. Each team will be issued a set of fixtures that will ensure they play every team in their division twice. Registration and Insurance All players have to be registered the 1 per player charge is now included in the registration fee; you will be provided with a team registration form. You must register a minimum of fifteen players none of which may be registered with another team. Any player you wish to add to your squad after the initial submission of the player registration form will be charge 2 per player. This charge is enforced after 3 weeks of fixtures, allowing time to form a squad. All teams and players are insured if they are registered. New players must be registered at the SPORT Manchester Head Office, or by contacting the Campus Sport Development Coordinator prior to a game or they will violate the terms of the insurance and appropriate disciplinary action will be taken. Ringers Only two ringers are allowed to be on the pitch at any one time for each team. A ringer is defined as 1) a recent ex-member (within two years) of the University of Manchester or as 2) a member of a squad s B team in a lower division (and therefore not a B team in the same ISSL division). All ringers must be clearly identified with an R1 or R2 symbol on the team sheet, according to which type they are classed as (as above). Ringers are permitted only at the discretion of the League Secretary and must be registered. The cost of registration for R1 ringers is 2 per player, added after initial submission of the player registration form. Officials The match referees will be arranged by the Referee Secretary (League Coordinator). Prior to kick-off, teams must give in their match fee to the manned league desk in the pavilion reception this fee will cover the referee cost and games will not kick-off until the referee has been paid. In the event of a shortage of referees on a match day, teams will be expected to provide a volunteer to cover games if requested. This is a rare situation but teams are strongly encouraged to assist the league so that fixtures may be played. Volunteer referees will receive the match fee as an external referee would. If any players are interested in becoming an FAqualified match official please contact the SPORT Manchester office on campus.sport@manchester.ac.uk.

5 Team sheet Teams must complete and hand in a team-sheet to the desk a minimum of 15 minutes prior to kick-off. Games will not kick-off until this has been completed satisfactorily. Match Fee: league Prior to each game, teams must give in their 18 match fee to the manned league desk in the pavilion reception this fee will cover the referee cost and games will not start until the referee has been paid. Please use the largest denomination money possible to save time at the desk, thank you! Times Matches will take place at 2.15pm. Please arrive on time. Time for a warm-up is available prior to kickoff if teams arrive in sufficient time. Saturday matches kick-off at 10.30am. Games are 80 minutes long. This will be played as two halves of 40 minutes with a short break between halves. Injury Time Stoppage time is permitted for serious injuries the referee will stop play and keep time. However, players and/or teams deemed by the referee to be time-wasting will be penalised as appropriate. Equipment Teams must provide a suitable match ball. If there is a clash of kit colours, bibs may be available from the pavilion reception but this is not guaranteed. Please check your opposition s listed kit colours in the event of a clash, the AWAY team will be responsible for changing their kit. In addition, please ensure that all players on the bench have covered their kit with another colour to distinguish them from their team mates on the pitch. It is advised that teams ordering new kit for this season that they avoid black. The referees are all told to wear black and this can create clashes. There are a limited number of coloured referee shirts available if there are teams that play in black. During the season all teams were issued with pegs and net ties. New pegs and ties will be ordered for the new season. Cancelling Matches If a team cancels a match, the walkover score (3 0 win) will be awarded to the opponents. Teams who cancel matches will be charged the full referee fee if the cancellation notice is less than 24 hours before the game time and may be charged the pitch hire for the match ( 50). If a team cancels three times they risk being expelled from the league. Failure to show If the opposition fails to show for a fixture, then you may use that pitch time to practice and the walkover score will apply. If a team is more than 15 minutes late to register after the pitch booking time, then the game will be void and a walkover awarded to the team that arrived on time. The game may be played as a friendly and the referee will be paid by both teams as usual. Teams who are consistently late to fixtures will risk being expelled from the league. Teams who have cancelled games during the current season and wish to reapply for the following season will be subject to a committee verdict and may be refused reapplication, with their place awarded to a team from the ISSL waiting list. Posting Results Both teams must ensure the referee has completed the team sheet and that the correct score is listed. This sheet is handed by the referee to the manned league desk in the pavilion. Points will be awarded as below: 3 points for a win 1 point for a draw 0 point for a loss -1 point for no show/late arrival Scores and division tables will be available on the SPORT website via the address to the right. End of season The league operates a promotion and relegation system between divisions: Up Down Prem - 2 Div Div Div Div In the event of a team dropping out at the end of a season, the next best-placed team in the division below will also be promoted. The year finishes with an end-of-season awards evening, which all players, managers, coaches, captains, officials and supporters are welcome to attend.

6 Captain/manager s match-day duties Home team Provide a suitable, regulation match ball(s), which must be in good condition and inflated to the referee s satisfaction. Complete a team sheet pre-match, identifying the captain and any ringers.* Hand the team sheet in to the manned league desk in reception with the match fee. Check the facebook page, notice board and league desk for any new league notices. Collect the two goal nets and the four corner flags from the staff in the equipment store a library card will be required as a deposit. Erect the goal net and the corner flags for one end of your pitch. After the game, ensure the referee has completed the officials section of the team sheet then add your signature. Away team Hand in the match fee to the manned league desk in reception. Collect the home team s completed team sheet from the manned desk and add your own team list, identifying the captain and any ringers.* Check the notice board and league desk for any new league notices. Hand in the completed team sheet to the match referee. Erect the goal nets and corner flags for one end of your pitch. After the game, ensure the referee has completed the officials section of the team sheet then add your signature. * Referee The match referee has been instructed by the league committee to request the team sheet is rewritten if the information is not readable so please ensure you write clearly and in block capitals and keep the sheet in good condition, thank you! After the game, the referee will complete the team sheet with the score, any bookings, substitutions and any other relevant information; as a captain you must then sign the completed team sheet before the referee hands it in to the manned desk in the pavilion reception. Late kick-off Teams must ensure they have had their goal nets and the match ball inspected by the referee prior to kick-off and that they have correctly completed the team sheet so that they do not delay the match kick-off. If the referee deems any team responsible for delaying a match kick-off beyond the scheduled kick-off time, he will record this on the team sheet and that team may be subject to a fine. Teams failing to take to the pitch a maximum of 15 minutes after the scheduled kick-off time will risk the game being awarded to the opposition; in this situation the fine for a cancelled game will be issued and the team responsible must pay the full referee fee. However, if the game proceeds as a friendly fixture, both teams must pay their usual referee fee. If a team is short of players at the stated kick-off time, they may take to the field with a minimum of eight players and start the game to avoid conceding through a late kick-off. Late-arriving players may take to the field only under instruction from the referee. Substitutes *NEW RULE FOR 15-16* Teams may name up to five substitutes on the team sheet and use all of them in the course of a game. The league now operates a rolling substitute rule. Players must inform the referee when they make changes. Players who are subbed can still come back on. In the event of a penalty shoot-out after extra time (Cup and Shield games only), only the eleven players on the field at the full-time whistle may take a penalty for their team. First Aid On match days the league will endeavour to provide first aid personnel, who will be on hand to treat any injuries and/or to refer injured persons for further treatment at a medical establishment. However, teams should acquire their own first aid kit to treat minor injuries, for example, grazes and minor cuts. Match abandonment In the event of a game being abandoned due to serious foul play, violent conduct, serious injuries to a player or inclement weather, the referee shall still be paid in full by both teams. If a game is abandoned after a minimum of 60 minutes has been played, the result shall stand at the time of abandonment. Games abandoned with less than 60 minutes played will be declared void and rescheduled by the committee for a future date.

7 Teams and players Player transfers All players must be registered under the team they play for. If a player would like to move to another team then his registration can be transferred. To complete a transfer the player must type a short statement to detail the teams he wishes to transfer from and to. This statement must be signed and dated by the player concerned and by both the old and new team managers before being handed in to the SPORT Manchester Office with the 10 transfer fee. Players wishing to transfer must complete this paperwork a minimum of two days before playing for their new team or they will not be registered. Players transferring teams after they have played a game for their old team in a current Cup/Shield competition may not play in the current Cup/Shield for their new team; such players will be deemed cup-tied. Teams fielding players who are not registered under their team will be fined and risk forfeiting the fixture, along with the deduction of three league points. Further information can be found via the link on the Campus Sport web pages. Roy Little Cup and Alan Mainwaring Shield Entrance Entrance to the Roy Little Cup is open to teams from all divisions. Entrance to the Alan Mainwaring Shield is given as a priority to the second, third and fourth division teams. The fee to enter the Cup competition is now included in the league registration fee. Games - Saturdays All Cup and Shield games are played on Saturday mornings during term time, with a 10.30am kick-off. The Roy Little Cup will run first, beginning in October. The Alan Mainwaring Shield will begin later in semester one. New players During the Roy Little Cup competition, new players may be registered up to (and play in) the second round stage. Thereafter any new players must have played in at least three ISSL league fixtures for that team before being permitted to play in the remainder of the Roy Little Cup competition. During the Alan Mainwaring Shield competition, new players must be registered before the second round stage. Thereafter any new players must have played in at least three ISSL league fixtures for that team before being permitted to play in the remainder of the competition. Match fee: Cup & Shield The match fee for the initial rounds of the Cup and Shield competitions will be 18, as for the league fixtures. However, for the final of each of the Cup and Shield competitions the match fee will be 30 per team. This is to cover a referee and two assistant referees. Communication The SPORT Manchester Office staff and ISSL committee will regularly issue notices, s and letters for the attention of teams. If you feel you are not receiving s please contact the Sport Development Officer for Campus Sport. Notices will be displayed occasionally at the Wythenshawe Grounds on match days make sure your team are up to date with all information provided. There is also a Facebook group for the ISSL league. All captains will be invited to join this group and will have all up to date information, while allowing players and teams to communicate with each other.

8 Conduct SPORT expects all individuals and teams involved in sport to participate showing sportsmanship, respect, consideration and appreciation towards their opponents, teammates, officials and University staff at all times. Under no circumstances should you react in a violent manner nor use any form of foul and abusive language, whether it is directed at a member of staff, match official, opponent, playing colleague, team official or spectator. Individuals signing the player registration form are agreeing to abide by this code of conduct and will accept that any deviation from these rules will result in disciplinary action being taken by The University of Manchester. Please ensure you behave in a professional and responsible manner at all times. Rules of Play The Campus Sport league will be played according to the Football Association s rules and laws. Players are reminded that the referee may issue cautions, warnings and even dismiss players from the field of play for any offence committed and that SPORT will uphold any such disciplinary action. The Campus Sport league is affiliated to the FA and as such the FA will investigate any serious incidences reported immediately prior, during or immediately after any league fixtures or any serious incidents arising from league fixtures. Any serious incidents of violent or abusive behaviour will also be subject to criminal prosecution as per UK law. Persons under the influence of alcohol or other intoxicating substances are not permitted to participate in sport activities at the University nor are these substances permitted on University Sports Grounds. Such action is a breach of Health & Safety policy and of the SPORT insurance policy terms and as such will result in disciplinary action by The University of Manchester. Refereeing The match referee s decision on any issue arising immediately before, during or immediately after the game is always final. SPORT ask that players respect the match referee and raise any issues with the league Chairman or Sport Development Officer for Campus Sport after the game. Discipline The ISSL has instigated a discipline and fine system, as required by the FA. This system is aimed at deterring incidents, particularly violent and reckless conduct as this can result in injuries to players. Frustration is not an excuse for abusive behaviour towards anyone and it will not be tolerated. The ISSL committee and the SPORT staff hope that all players enjoy the league; the rules set out within this handbook are aimed at the safety and welfare of players and officials. If you have any problems or questions, please discuss these with the Sport Development Officer for Campus Sport, contact details are towards the back of this handbook. Bookings All bookings will incur a fine and some will incur a suspension period. Offences of a serious nature will be dealt with by Manchester FA. Suspensions Any player who attempts to play a fixture (league or cup/shield) whilst suspended will be fined 20 and the team he is representing will have up to six league points deducted, at the discretion of the league committee. Fines Any fines issued must be paid promptly, within 14 days of the offence. Fines not settled within this time may result in the fine being doubled and the forfeiting of subsequent fixtures, with the walkover score being applied, at the discretion of the league committee. Fines should be paid in cash to the league coordinator at Wythenshawe; online payment is not an option. Personal safety: kit For safety reasons, no jewellery (excepting medical bands, which must be taped down securely and brought to the referee's attention) or inappropriate clothing or footwear is allowed to be worn when playing. Players found to be in breach of this rule will be asked to leave the pitch so that the game may be started and will return to the pitch only under the referee's agreement.

Failure to attend a league meeting/submit any required documentation: 20 All fines are to be made payable to The University of Manchester and paid to SPORT-Head Office reception. Yellow and red cards: Cautions and dismissals NB: If a referee omits to show the appropriate card when taking action against a player, this does not nullify the caution or sending off offence. All suspensions and fines take immediate effect whether issued in writing or verbally. Players are advised that cautions and dismissals may be issued immediately prior to or following a fixture, at the discretion of the referee. The ISSL committee reserves the right to amend, add to or otherwise change the league rules and regulations as deemed necessary in response to any incident or occurrence. Suspensions Two cautionable offences in a game (two yellow cards shown) * Straight sending off (red card shown) * 3 cautions in 3 games played (consecutive) 5 cautions in a season (cumulatively not consecutively) Serious foul play Abusive language, including remarks of a discriminatory nature Kicking, striking, headbutting, spitting at or otherwise physically attacking a player, official, spectator or attempting any of the above Threatening a player, official or spectator Failure to provide the referee with player name or correct player name when requested Refusal to leave the field of play when requested Causing a match to be abandoned Sent off, with a onematch suspension imposed to be served in the subsequent fixture of that competition Minimum of a threematch suspension imposed to be served in the subsequent fixtures of that competition Minimum of a threematch suspension imposed to be served in the subsequent fixtures of that competition A one-match suspension imposed to be served in the subsequent fixture Minimum of a threematch suspension imposed to be served in the subsequent fixtures of that competition Red card, with a ban period to be served with immediate effect, the exact length of which is subject to the committee s decision Minimum of a five-match suspension imposed to be served in the team s subsequent fixtures Minimum of a five-match suspension imposed to be served in the team s subsequent fixtures Minimum of a five-match suspension imposed to be served in the team s subsequent fixtures Minimum of a five-match suspension imposed to be served in the team s subsequent fixtures Immediate and permanent suspension from all ISSL activity Serious misconduct in any circumstance can and will be punished with immediate and permanent suspension from all ISSL activity and may also incur penalty through Manchester FA. * Any player issued with a red card during a game will be required to arrange a meeting with the Sport Development Officer to discuss conduct and will be required to make their presence known at the league desk to the Chairman at the first game back after their suspension has been served.

10 The FA: Respect As an affiliated member of Manchester FA, the ISSL is also now participating in the Football Association s Respect programme. The purpose of Respect is to emphasise the importance of providing a safe, non-threatening and enjoyable playing environment for football officials and players and to encourage every person taking part in football, at whatever level, to take responsibility for their actions and to follow high standards of good behaviour. Under Respect, there will be an encouragement to improve captaincy and refereeing skills, particularly in the match environment, with the aim of stopping incidents escalating into more serious situations that could have been prevented. Captains and referees will be expected to work together to manage the players and the game effectively. As a league, we need to work together to attract and retain high quality, dedicated referees and as a captain, you want referees to be fighting to referee your game, not fighting to avoid it! *As an affiliated league the FA keep a record of team details. These include; Team name, captain name, and phone number. These details will NOT be given out to any third parties. However if captains are unhappy giving their details, please let the league committee know. To find out more about this initiative, visit League desk For each league fixture and for the majority of the Cup and Shield fixtures, the league committee will have a desk in the pavilion reception area. This will be manned by the League Coordinator / the ISSL Chairman / the Referee Secretary / the Sport Development Officer. If you have any questions about the league on match days please come and ask, if you have any grounds-related questions please ask a member of the Wythenshawe staff. Additional points Inclement weather In the event that rain, snow, ice, high wind, etc prevent play, fixtures will be rearranged for an available Wednesday afternoon or Saturday morning (10.30am kick-off) during term time. Fixtures are not usually called off due to inclement weather until the morning. If you think the weather may affect games, please do not call the Wythenshawe Grounds until at least mid-morning on the fixture date in question. SPORT-Head Office staff will also endeavour to notify teams by text message but this may not always be the case so please be prepared to phone the grounds yourself. The Facebook page will be updated between 9am 11am on Wednesdays. For cup games the page will be updated on Friday pm with the current state of the pitches. As soon as information reaches the SPORT office about any fixtures being postponed/rearranged it will be communicated to captains and members of the Facebook page. League trophies and medals Any team winning a division or competition or finishing in second place will be awarded 16 medals. Teams may order and pay for additional medals by notifying the Sport Development Officer for Campus Sport. No guarantee can be made to obtain additional medals after the order has been placed as this depends entirely on the supplier. The ISSL has a small collection of silverware which is presented at the awards evening. However, teams are asked please not to remove the silverware from the building after the presentation. Above all, the ISSL committee and SPORT-Head Office staff hope that all players, teams and officials enjoy the league.
