2 P a g e 2 Letter from the President To All Head Coaches, Respective Team Officials and all other Club Representatives: This manual is to assist Coaches, Managers and other Team Officials to prepare for the upcoming season. Each team representative is required to become familiar with this manual, and have a clear understanding of the league and Dixie Soccer Club s rules and regulations, policies and procedures. If at any time, Club representatives have a question or concern he/she should contact the REP Committee for assistance. Office staff can assist with administrative duties, but the REP Committee is familiar with rules and regulations that govern the leagues. The Dixie Soccer Club expects the highest standard of personal conduct from Team Officials as well as its players, parents and other spectators supporting the teams. Interactions must be characterized by courtesy, fair play, and acting with the best interest or our players. Safety of our players is the top priority of the Dixie Soccer Club. The following points are a priority for Team Head Coaches and other Team Officials: It is mandatory for all Team Officials to provide the Club with a current Vulnerable Sector Form (police check) completed, and then authorized by the Club. If a Team Official s police check expires, that Team Official is suspended immediately, and will be reinstated only when a current police check is approved by the Club. No exceptions to this rule. All Team Officials are fully accountable for team financial revenues and expenditures. Further details in regards to team financials can be found in the REP Manual. All Coaches must possess the proper coaching certifications outlined in this manual relating to the age and level of play for their team. It is understood that each Team Head Coach will receive a performance review at the end of the season by a member or members of the REP Committee. 3 P a g e 3 INTRODUCTION This manual has been designed to provide all team officials with the information you will need to throughout the indoor and outdoor seasons. Throughout this document, all references made to REP refers to the Dixie Soccer Club s development and competitive teams. If you have any questions please contact the REP Committee of the Dixie Soccer Club. National the top of the pyramid of play 2. Provincial League designation LP. Division designation DP 3. Regional (Elite) League designation LY, Division designation DY 4. Multi-Jurisdictional Club League League designation LM, Division designation DM 5. District League League designation LD, Division designation DD 6. Multi-Jurisdictional Club League League designation LJ, Division designation DJ 7. Club League League designation LC, Division designation DC 8. Peel Halton Development League (PHDL) - U8-U12 age groups LTPD LONG TERM PLAYER DEVELOPMENT Effective 2012 and mandated by the CSA, the ages from U8-U12 will be run as Development League; meaning that there will be no standings or scores kept. Teams will play on Saturday mornings/afternoons as part of Soccer Festivals hosted by various clubs. As per OSA, all clubs are to mandate their teams in these age groups to comply and participate.

4 P a g e 4 OSA DEVELOPMENT MATRIX The OSA Development Matrix outlines the principles that govern competition provided at the District Development level for Under-8 to Under-12 players through the FUNdamentals (Under-8 Festivals only) and Learning to Train (Under-9 to Under-12 Festivals and Leagues) stages of Long Term Player Development. It is important to understand these principles as a coach, parent, and player in order to see how player development is aided due to the changing formats of play as an individual moves up in age divisions. For more information in regards to Development matrix please visit or click on link below: TEAM OFFICIALS CERTIFICATIONS All teams must have one (1) Head Coach and one (1) Assistant Coach with the following certification completed before the season begins: NEW for 2017: Coaching Levels Required as of April 2017: The OSA Technical Advisory Committee has approved the notion to make it mandatory for all coaches in all District Competitive Leagues and higher to have completed the required LTPD specific courses with respects to the age groups they are coaching in, effective April Respect in Soccer (RiS) All competitive level team officials must be complete this program. Making Ethical Decisions (MED) All competitive level coaches must complete this program. Making Head Way in Soccer - All competitive level coaches must complete this program. Coaching U8 age group Respect in Sport, Making Ethical Decisions, Making Head Way in Soccer, Game Leader & Fundamentals Coaching U9-U12 age group Respect in Sport, Making Ethical Decisions, Making Head Way in Soccer, Learn 2 Train & Laws of the Game (7v7 and/or 9v9)

5 P a g e 5 Coaching U13+ age group Respect in Sport, Making Ethical Decisions, Making Head Way in Soccer, Soccer 4 Life & Laws of the Game (11v11) For more information about the coaching level requirements; Respect in Soccer, Making Ethical Decisions & Making Head Way in Soccer, please visit the Ontario Soccer Association website ( All coaches are responsible to obtain the proper coaching certifications and to upgrade their qualifications before the start of each season. The club will subsidize Head Coaches coaching levels only. All Coaches must apply to have certifications reimbursed through the club prior to submission of receipts for reimbursement. Coaches will receive an approval or denial from the REP Committee. If approved by REP Committee, a 50% reimbursement will be made to the Head Coach upon completion of course, once certification and receipt is presented to the Club. The remaining 50% will be reimbursed to Head Coach after 2 years of service with the Club. TEAM OFFICIALS All Dixie SC REP/Development League teams must have one (1) Head Coach and a minimum of one (1) Assistant Coach and one (1) Team Manager. All teams are permitted to have one (1) Assistant Manager. A Head Coach is allowed to coach a maximum of two (2) teams and be an Assistant Coach on multiple teams per season. NEW - A coach may only be carded as Head Coach to one (1) team in the Development/Grassroots age divisions (U8-U12). It is important that each Team Official understands all of the Club and league rules and policies. The Club constitution and league rules can be found on each respective website. The OSA no longer recognizes the position Trainer as a team official. IMPORTANT - It is the duty of all team officials of a girls team to ensure that there is a female on the bench at ALL times. It is recommended that an emergency backup be arranged in case there is no female team official available. Note: Dixie SC Coaches are NOT permitted to coach for other soccer clubs and/or academies while being a team official with the Dixie Soccer Club. DUTIES OF A REP TEAM HEAD COACH The Team Head Coach is solely responsible for the entire aspect of his/her team including all activities and conduct of his/her team staff. It is the Head Coaches responsibility to ensure that all team officials, players and parents abide by the Dixie Soccer Club rules, policies and bylaws. Coaches are ultimately responsible for all aspects of the team including financial planning with the Team Manager. All team officials must complete a Coaching Application form and/or an Administrator Application form, a valid Vulnerable Sector form (police check valid for 2 years) along with a Team Official Registration book in order to sit on the player bench in a game situation. All coaches must provide copies of their Coaching certifications, Respect in Soccer, Making Ethical Decisions & Making Head Way in Soccer course completion certificates at the time of team registration. The names of all team officials are to be entered on the PHSA Team Registration Form and will be designated as team contacts. This form is to be fully completed and forwarded to the Club Administrator/Registrar. The Club Administrator/Registrar will send to PHSA with the initial team registration form. The Coaches and Managers registration forms along with

6 P a g e 6 the team roster are to be attached before any player registrations will be validated. Club Administrator/Registrar must be notified immediately of any changes to the team officials. DUTIES OF TEAM MANAGER The Manager is responsible for all of the administrative duties with the team; this includes all team registration (team official and player), completion and submission of financial templates for approval by team parents/guardians, submission of financial budget to Club for review/approval, travel/tournament paperwork, correspondence between team/parents and the Club, budgeting, uniform ordering, sponsorship, fundraising, booking facilities etc. The Manager is not responsible for any on-field issues, coaching, technical direction, or team training in which the team participates. However, Managers, should be aware of the Coach s responsibilities. During the season, communication with the players and parents is vital; therefore, Team Managers must be involved in all the planning of the season with the Team Coach(s). The Team Manager must handle conflicts that may arise within the team. Major issues which cannot be resolved by the Team Manager and Head Coach must be brought to the attention of the Dixie Soccer Club REP Committee. FINANCIALS FOR DIXIE ATHLETIC TEAMS REP REGISTRATION FEES Every Dixie Soccer Club player will pay a Competitive registration fee (see chart below), specific to the age and designation of the player s team. The registration fees will be determined by the Club each season. LEAGUE REGISTRATION FEES The Dixie SC registers teams to their respective leagues and the league fees for the Outdoor season is included in the Player Registration fee OUTDOOR COMPETITIVE TEAM FEE CHART The following table summarizes the costs: 2017 Outdoor Season Full Registration Payment Plan Installment Registration Payment Plan Age Group U8 (2009) U9-U10 (2008/2007) U11-U12 (2006/2005) Full Payment due by March 10th 1st installment by March 10th Final installment by April 30th $690 $390 $300 $750 $450 $300 $790 $490 $300 U13-U18 $950 $550 $400 (2004/2003/2002/2001/2000/1999) Note: Fees are subject to change by season with the approval of the Board of Directors. All non-mississauga residents will be charged a $20 non-resident fee in addition to their player registration fee.

7 P a g e 7 The Dixie Soccer Club is offering 2 different payment plans: Option 1 - Full Registration Plan Payment in full at time of registration (due by March 10th) Option 2 - Installment Registration Plan 1st installment is due on or before March 10th and final installment is due by April 30th (for outdoor season). All fees will be billed to a credit/debit card, cash and/or cheque (no AMEX). Payments can be made directly to the Team Manager or to the Club Administrator/Registrar. * Players will not receive their uniform kits until FULL registration has been paid to the club* REFUND POLICY The Dixie SC adheres to a strict NO refund policy for players registered in the REP program (Outdoor/Indoor season). Exceptions may be granted should a player be released from the team by the Club and/or team coaching staff. A pro-rated refund minus (-) Club Administration Fee and (-) Uniform Fee may be permitted only when player is released by the Team Head Coach/Club for reasons other than discipline. Fee will be determined on a case-by-case situation by the Club. FINANCIAL GUIDELINES FOR DIXIE ATHLETICS TEAMS The following are financial guidelines and policies which must be adhered to by all Dixie SC REP teams. These policies have been put in place to clarify past Club practices. Furthermore the following will assist the Dixie SC in standardizing our Operational Procedure and reduce the chances of claim against Team and Club Officials. 1) All fundraising activities must be approved by the Dixie SC REP Committee. There are to be no funds raised through gambling. 2) Teams will submit to their parents a proposed Season Budget for the upcoming season. Prior to submittal to the Club, the team will hold a Parents/Player meeting for all rostered players to review the season plan and projected budget. Budget approval must be obtained with signatures of all team officials and parents. The budget will be completed on the template provided by the Dixie SC and submitted to the Club signed by team officials and parents denoting team approval has been obtained. Teams should retain a copy of the signed budget for their records. INDOOR SEASON PROJECTED BUDGETS ARE DUE BY OCTOBER 15 TH FOR THE OUTDOOR SEASON AND BY MAY 15 TH FOR THE INDOOR SEASON. 3) At the end of the season (Outdoor or Indoor), the team officials are required to submit a final financial statement on club provided template. This statement should be reviewed with parents/guardians of all team players. The financial statement does not include any fees paid directly to the Club as part of the player registration process. Teams are required to report on any revenues and/or expenditures that are part of the team bank account. INDOOR SEASON STATEMENTS ARE DUE BY MAY 15 TH AND OUTDOOR SEASON STATEMENTS ARE DUE BY SEPTEMBER 30 TH. 4) Each Dixie SC REP team (U13+) will provide a Bond to the Club in the amount of $500. The bond payment must accompany the team registration and will be cashed by the Dixie SC and used to settle any outstanding invoices, disciplinary fines, or Club penalties. If the team, at the end of the season, has no outstanding payments and has submitted their end of year statement to the Club, the amount of the bond will be re-issued to the team.

8 P a g e 8 TEAM BANK ACCOUNTS Each team must have only one (1) team bank account managed by the team. The team must maintain accurate records of all receipts and expenditures and must make these records available for examination by the parents and/or Dixie Soccer Club when required. All teams are required to have three (3) signing authorities, two (2) of which will be required to sign off on any team account transactions. If required, a letter from the Club can be obtained from the Club Administrator/Registrar to set up a bank account. Dixie SC has the right to act as the "Bank" for any Dixie SC team who have their own bank accounts and are deemed to be a financial risk to the Club. If the Club takes control of the team account, an administrative fee of $ per year will be charged per team. The Dixie Soccer Club will not be responsible for any mismanagement of team funds. The Club will hold the signing authorities completely responsible and will take action for over expendables, missing funds, funds spent inappropriately, leading to suspension from the Club and/or legal action. COACH HONORARIUMS Club will acknowledge the amounts below for Team Officials to charge parents for expenses related to games and/or practices. Parents are to be informed of these amounts and it is the Team Head Coach and Manager s responsibility to ensure, pre-season, that parents acknowledge acceptance of these amounts. We recommend having written acknowledge of these amounts. The Dixie Soccer Club has approved a maximum amount that can be charged per team per season, that can be divided amongst the Team Coaches and Team Manager(s) of each team, that are paid by the team accounts, money raised by collecting from the players (parent and guardians), sponsorship of fundraising efforts. This coaching honorarium must be approved by the parents of the team and included on the teams proposed financial budget (Club approved form) and submitted to the Club for approval by May 1st. Any money paid must be included in the final financial statement provided to the Club at the end of the season. Any additional charges must be approved by all parents of team(s). Parents will be required to sign off on club-approved waiver for any additional charges. The Dixie Soccer Club has approved the Honorarium scale listed below. Each team will determine if they are charging an honorarium for their team officials, knowing that each team cannot exceed the amount listed. Teams will determine if the Honorarium is paid to any number of the team officials. Honorariums to team officials must be approved by the parents/guardians of the team, included in the teams proposed and final financial statement, and paid for through funds raised in the team bank account. 9 P a g e 9 REGISTRATION INFORMATION DIXIE SC PLAYER REGISTRATION Every player in the Club must be properly registered by the Club Registrar before he/she can participate in any game and/or practice within or sanctioned by the Club. All players must pay competitive registration fees. Player registration must be completed in-person at the Club or through Team Manager. Please ensure that the liability disclaimer on the back of the front sheet is signed. A separate form is required for each season in which the player wants to participate - indoor and outdoor. For registration to be processed payment must be received along with registration form. For players who are new to Dixie SC, proof of age identification (Birth Certificate or Passport) must be shown to complete Registration. The proof of birth must be provided in English; a notarized translation is required for documents in any other language. Players registered with another Club for the current season will not be eligible to play in the Dixie SC unless proper releases are obtained and approved by the District Association. Every registered player has an OSA number. This number is to identify each player that is registered by the OSA. The number assigned to either a player or team official at the time of their first registration and does not change. CLUB REGISTRATION DEADLINES First eleven (11) players must be registered by March 15 th. The remainder of the team can be registered up to and including June 15 th. Payments for each registration are due at the time of registration. ALL team registrations must be received at the club office no later than April 1st. Team Manager is responsible for submitting team package which will include player registrations forms, players and team officials books, team official application forms and payment. PLAYER WILL NOT BE REGISTERED IF ANY OF THESE ITEMS ARE MISSING FROM PACKAGE. Uniforms will not be issued without full registration payment from player. NEW - Dixie SC will be moving to the ID card system for all team officials and players U13+ (Outdoor season) and U9+ (Indoor season). Team Managers are to individual photos of all team officials and players to Club Registrar no later than March 30th (for Outdoor season and September 30th (for Indoor season). League rules may have earlier deadlines. If a tournament is outside the District, each team must complete an Application to Travel Form (OSA website-ctms system), duly completed online and forwarded to the Club. Club will forward authorization by the District Association. This is an OSA rule (Section 7.0 Competitive Policy 11.3b). Teams ignoring this rule and submitting ATF form at a later date will be fined. For any exhibition games, hosting team will be responsible to organize field and referees for that game. CLUB/TEAM NAMES All Dixie Soccer Club teams are designated Dixie Athletics. For competitive teams U13+, all teams will be distinguished by their placement level. For Development level teams, U8-U12, club will assign colour to all teams.

A Team Playing-Out Form is required for all teams playing outside the jurisdiction of the Club and must be signed by a team official. This rule applies to indoor season only. TRIAL PERMIT TPF A TPF entitles players not registered with the OSA in the current season to play a limited number of games for a club and is subject to OSA Policy 5, Player Registration, and Section 16. Trial Permit, League and Tournament Rules where applicable. The player will require a Player Registration Book prepared as instructed. The TPF shall be fully completed and signed by the Club Administrator/Registrar in the top left hand section of the form. This is required by PHSA. A TPF allows a player to play two (2) games in a 15-day period and a player is entitled to two (2) trial permits per season. The two (2) 15-day periods shall not overlap. However, the player may only be issued one (1) trial permit to play for any one club. A TPF is not permitted for Ontario Cup. A TPF used in a tournament only entitles the player to play in two (2) tournaments games only not all the games in that tournament.

11 P a g e 11 TEMPORARY ELIGIBILITY PERMIT (TEP) A TEP is required for a player who is registered in the current season with one (1) club but wants to play a limited number of games for another club. This is subject to OSA Policies, Section 5, Player Registration Policies and Section 14 & 18 League & Tournament Rules where applicable. The player has to play in a higher age division or league classification for league play. For tournaments, the player has to meet the age requirements of the tournament. The form is to be signed by the releasing club. PHSA also requires the receiving Club Administrator/Registrar to sign in the top left hand section of the form. A player is entitled to three (3) TEP per season. The TEP may be used for league games or three (3) tournaments or a combination of league and tournament games. One (1) TEP permits a player to play all games in a sanctioned tournament. A recreational player or club league player will need a Player Registration Book if called up to participate in a competitive league or tournament game. TEP is not permitted for Ontario Cup. Failure of the applicant to provide documentation and fully completed forms, will result in the forms not been signed. A $10.00 cost is applicable for all TPF. TRANSFERS Transfers and the instructions are on the Transfer Form, and all concerned must be familiar with the rules of Transfer (Reference OSA Player Registration Policies, Section 5, and Policy 23). Also appeals relating to transfers are referenced in OSA Policies, Section 9, and Appeals policy 12. The Player shall give the Club notice in writing of his/her intent to transfer. If a Club/Team Official holds the player book/card, the player should request the book/card be returned. If refused, the player should inform the Club in writing, to the attention of the Club Administrator/Registrar with a copy to PHSA. Included in the letter must be the name of the person refusing to return the book/card and the date the request was made. Upon receipt the Club Administrator/Registrar will arrange for the return of the book/card to the player within seven (7) days. If this fails then the District must be informed immediately. A $50.00 cost is applicable for all transfer forms. PLAYERS REQUEST TO LEAVE CLUB PRIOR TO THE END OF THE SEASON If a player wants to leave the club before the season ends, the player should submit the request to be released in writing to the Club Administrator/Registrar. The Club Administrator/Registrar will process a PHSA Player Release Form, request the Player Registration book/card, enter the release date and produce an updated Team Roster (without the said player). The information (book/card, roster and release form) is then submitted to the District where the validation pages/card will be cancelled. Once completed the player book/card and a copy of the Release Form must be given to the player. NOTE: A. Player release may be delayed until all outstanding debt with the Club Team is resolved, and all club property returned.

12 P a g e 12 PLAYER RELEASE B. Return of the book/card to the player before the end of the season, does not release the player from the club. The above release procedure must be completed. C. A new book/card will only be authorized, if the original is not returned after five (5) days, providing the above procedures have been followed. All Club/Team Officials holding registration books/cards for players are reminded that the book/card is the property of the player and must be returned to the player immediately upon request. Books/cards must be retained for players who do not register with the Club. These books/cards must be returned to the Club Administrator/Registrar who will arrange the return to the player. Too often, the request by players to have their books/cards returned is denied. Sometimes this can result in a player unable to play for several weeks whilst numerous telephone calls are made between parents, officials of both clubs and the District (which may or may not result in the return of the book/card). The following procedure must be followed when a player is released from a team: 1. If a Team Official holds the book/card, the player should request the book/card be returned. 2. If refused, the player should inform the Club in writing, to the attention of the Club Administrator/Registrar with a copy to PHSA. 3. Included in the letter must be the name of the person refusing to return the book/card and the date the request was made. 4. Upon receipt the Club Administrator/Registrar will arrange for the return of the book/card to the player within five (5) days unless there are outstanding funds owed to the club. If this fails then the District must be informed immediately. 5. NEW - All player release forms are subjected to a processing fee of $25.00 for each Release Form submitted. NOTE: A. Player release may be delayed until all outstanding debt with the club is resolved, and all club property returned. B. Return of the registration book/card to the player before the end of the season does not release the player from the club. The Release Procedure must be completed. C. A new registration book/card will only be authorized if the original is not returned after five (5) days, providing the above procedures have been followed. Fee will be determined on a case-by-case situation by the Club. TRAVEL PERMITS All teams are responsible to apply online for travel permits at the time of applying for tournaments, as long as the tournaments are outside Peel Halton District. Teams playing exhibition games against teams outside of the District (Peel Halton) must obtain PHSA travel permits. Teams playing exhibition games against other PHSA teams must obtain Club Permission as per PHSA.

13 P a g e 13 Travel permits must be requested a minimum of 15 business days prior to a tournament in the USA and 30 business days for international tournaments. Requests are to be forwarded to REP Director/Administrator only. Local Travel Permits must be submitted a minimum of 7 business days prior to tournament. Any team travelling requires proof of Insurance Coverage for every player and Team Officials. A form can be obtained at the Club Office. The following info must be included: Player/Official OSA # Name of Insured Relationship to player Insurance company Policy Number Dixie Soccer Club has the right to refuse a Travel Permit request by a Team. All teams requesting a Travel Permit must be in good standing with the Club. Travel Permits will not be issued to teams with outstanding disciplinary issues or owing fees. A $5.00 cost is applicable for all Travel permits. APPLICATION TO TRAVEL PROCEDURE Applications to Travel Approvals are required for all exhibition games & tournament that are outside of Peel Halton Soccer district boundaries. Development League teams registered with the Club in divisions U9-U10 are not allowed to travel outside Canada, U11-U12 division players are allowed one (1) memorable tournament which includes travel to the USA. U8 division players are not allowed to travel outside of the PHDL league or district. Teams travelling outside Canada must provide to the Club satisfactory insurance for all players and coaching staff registered to the team. All travel details must be provided to the Club including contacts abroad (Hotel #, Coach and Manager Cell # s and address) before leaving Canada. ONTARIO CUP Outdoor and Indoor Ontario Cup: All teams interested in attending the Ontario Cup (Indoor and/or Outdoor) must send an to the REP Committee asking for Club approval. All expenses are the sole responsibility of each team. Exception: If team advances to final round the Club may be able to provide financial assistance. A player shall NOT play for more than one team in Ontario Cup. THE NATIONALS National Club Championships in the Under 14, Under 16 and Under 17 divisions, however, please note that it will be the winners of the Under 17 Girls and Under 17 Boys Tier 1 division that will advance to the Under 18 National Championships. OUTDOOR TOURNAMENTS IN THE USA (Over the Christmas Holidays) Teams going to the USA to participate in tournaments that commence on or before December 31st may take all players registered with the team for the current outdoor season.

14 P a g e 14 Usually not all players registered to a team for the current season will attend these tournaments. This means that the club has to register replacements. As the cut off for registering players in the current outdoor season is September 30th, clubs are advised to register all teams and players participating in these tournaments for the next outdoor season. This process, complete with all documentation (Player Registration Book, Team Registration Form, Team Official documentation and Application to Travel ATF) must be submitted to the District Office BEFORE November 30 th of the current year. OUTDOOR TOURNAMENTS IN THE USA COMMENCING JANUARY 1 ST OR LATER Teams/Players, Coaches, Team Officials going to tournaments in the USA commencing on or after January 1 st, will have to be registered for the new outdoor season. PLAYER CALL-UP All player movement in U13+ divisions, between REP Teams must be carried out according to the following Club Rules listed below. The Club REP Committee must be copied on all communication between team officials. 1. REP A coach is to contact via , REP "B" coach and provide player details and specific game needed in order to request players from REP B or "C" team. REP Coaches are also able to call-up from younger age group teams in the U13+ divisions. 2. Any Call-up player refusing the call up will be subjected to a hearing, discipline or both. 3. At no time should a Rep A coach approach a player directly, in which he/she is interested in. 4. Rep B or "C" coach must communicate with the Rep A Coach before finalizing roster. 5. Teams playing in Youth PHDL are limited to a maximum of 8 call-ups per player. After which this player must either be signed to the team or not called for the remainder of the season. This rule does not apply to OYSL teams as there is unlimited call ups of Youth PHDL players. Note: These rules only apply to ages U13 and above. For players in divisions U7-U12, a formal PLAYING UP permit must be prepared and submitted to PHSA once player is evaluated by the REP Committee and/or Club Head Coach. For players in divisions U6, playing up is not permitted. PLAYER PLAYING 1 AGE GROUP UP PHSA and Dixie Soccer Club may allow in certain circumstances a player to play one year up from their natural age group. Request must be forwarded to Rep Director and Club Administrator/Registrar in writing who will then arrange for REP Committee and Club Head Coach to assess the player. Decision made by REP Committee is final. It is the policy of Dixie Soccer Club that players play at their own designated age group but the Club will consider requests. If request is approved, a waiver must be signed by both parents and player prior to any game being played at the older age group. Note: These rules only apply to ages U13 and above. For players in divisions U7-U12, a formal PLAYING UP permit must be prepared and submitted to PHSA once player is evaluated by the REP Director and Club Head Coach. For players in divisions U6, playing up is not permitted.

15 P a g e 15 RECREATIONAL OR CLUB PLAYERS (movement within the club) for U13 and above Youth players are permitted to play league games in a higher age division or a higher level of play for another team within the same club. A player must meet the age requirements of the tournament when playing for another team within the same club. The following procedure must be followed to get a recreational player: 1. Obtain the player details jersey #, jersey color and age and gender. 2. the REP Director and copy the Rep Committee with the information from above, including your contact information. 3. The REP Director will make contact with the House League Divisional Director or House League Team Coach to get the player details and provide the Head Coach details. A Player Registration book/card will be required. Teams are advised to have several club league players with validated Registration books/cards, ready to be called up in case of injuries or vacations during the season. OSA and PHSA do not have rules as to the number of players called up that may be used in a league or tournament game or how many times a player may be used. Contact the league or tournament hosts for details. Please refer to OSA Rules, section 7.0 Competition policy (b) Requirements for Team Participation in Tournaments. GUEST PLAYERS Registered Dixie Soccer Club players will not be permitted to play for any other Club as Guest Players. Exceptions will be considered for player(s) that would like to showcase with an non-dixie team. All decisions will be made by the REP Committee. REFEREE FEES In order to receive referee fees for league games, Request for Referee Fees Outdoor, must be completed, signed by the REP Director and must accompany league schedule and forwarded to the Club Treasurer. TEAM DISCIPLINE Any ejection or disqualification of a player or team official must be brought to the attention of the REP Director & REP Administrator/Registrar immediately. If a player/team official is ejected from a game, the referee will file the paperwork and the case will either be evaluated as "DBR" (Discipline by Review) or "DBH" (Discipline by Hearing). With DBR cases, the player/team official will be served a set penalty (eg. suspended for 2 games). With DBH cases, the penalty will include a range of games for which the player/team official could be suspended (eg. 2-4 games), therefore a hearing is required to finalize the penalty to be served. With DBR cases, a hearing can be requested, however the team only has 72 hours from the time of the game completion to request a hearing. The team must notify the REP Committee (ie. the next morning in the case of an evening game) in order to initiate the hearing request. There is a hearing fee payable to the league that must accompany the request for hearing. The team requesting the hearing is responsible for this fee payment.

16 P a g e 16 If a team is found guilty for a discipline case, they will be responsible to pay all fines. If accrued fines are not paid to the league, the amount will come out of the team's bond. All player/team official suspensions must be recorded in the player/official book/card by Peel Halton. Please bring the book/card to the Dixie SC as soon as possible to allow for processing. The Dixie SC has the right to enforce disciplinary fines on REP teams (team officials/players/parents/spectators) that do not abide with the Club's rules and policies. Offenders can be subjected to suspension, fines and/or dismissal from the Club. PARENT CONDUCT Parent conduct is the responsibility of the coaching staff. All parents/spectators of the team are subject to discipline either by Dixie Soccer Club or the appropriate league and OSA. The club will also reserve the right to restrict attendance of individuals who are repeat offenders. New - All players/parents are to sign off on Club Code of Conduct and submit form to Club along with Player Registration Form. 24-HOUR RULE The 24 hour rule is a rule implemented to help keep peace between the coach and parents. The rule is simple: Parents cannot approach the coach about issues until after 24 hours of the competition. Reasons for the Rule: 1. To allow the parent s to calm down after the issue has developed. 2. Allow the coach to calm down after the competition. 3. Give parents and coaches time to think about the problem. 4. To prevent any unnecessary acts or scenes in front of players and other parents. 5. Calmer heads will prevail. 6. To stop any embarrassing moments in front of the players or child. 7. The hope that time to think about the issues will help to solve the problem in a positive manner and the right resolution. Sometimes in the heat of the moment parents and coaches say things that they really don t mean. This can hurt the player or team because things were not handled correctly. The parent & Coach relationship is important, but the overall decisions should be based on what is best for the team and players. The rule is in place to help protect the players and team. RECRUITING/POACHING Team officials are not to "poach" players during the Indoor and/or Outdoor season. Poaching of players during the playing season is subject to severe fines and/or suspensions from PHSA which can affect the team officials as well as the Club.

17 P a g e 17 REP COACHES MEETING/LEAGUE MEETINGS A Team Official must represent the team at ALL REP Meetings. Attendance will be taken at all meetings and any team not represented by a registered Team Official will be subject to $25.00 fine. This will be enforced and implemented immediately. All funds collected from this discipline will be used for the Daniela Spagnuolo Foundation, to assist families to subsidize a portion of their registration. One (1) team official must be present at all league meetings, Dixie SC REP team meetings, and the Dixie SC AGM. Any team not having proper representation at meetings will be subject to a fine of $25.00 per meeting. TECHNICAL STAFF CLUB HEAD COACH The Dixie Soccer Club employs Enio Napolitano, to be the Club s Head Coach. Enio is responsible to develop coaches and players registered in the competitive program. Enio will also be involved with the Coach and team evaluation process during and at the end of each season. Enio is carded to sit on the bench with all competitive teams in the Club. TECHNICAL TRAINING Each competitive team (U13+) is responsible for their teams technical training. The trainer will be hired by each team, determined by the type of training required, and paid for by the team account. The coaching staff should present to the parents of their team a proposed training program and budget for approval prior to the beginning of the season. The budget item will be included in the teams proposed financial statement by deadline date. The Club REP Director/Club Head Coach will have a list of trainers available to hire, or each team can research their own trainers that suit the needs of their team. All trainers must have an approved Vulnerable Sector form (police check), and will be approved by the REP Committee. Each development team (U8-U12) will receive technical training for the Outdoor season only, by the Club Head Coach and technical staff. 8 sessions will be included in the Outdoor Registration fee. Schedule will be set by the Club Head Coach and distributed to the Team Head Coaches prior to April 30th. The training will take place during the week at the Dixie SC Clubhouse. POLICE CHECKS Any individual involved with a team, in any capacity, must provide a valid Vulnerable Sector Form (police check) to be filed with Dixie Soccer Club prior to any involvement with a team. These applications are available at the club office and can be processed, at no charge to the applicant whom resides in the Peel Halton district, as cost will be covered by the Dixie Soccer Club s affiliation with the Peel Halton Police Department. Application is to be dropped off by the applicant at the designated Police Station. Upon receipt of results via mail to the applicant, results are to be brought to the soccer club for confirmation. Copies of this form are not to be given to anyone as indicated in the Privacy Act. Failure of any team officials or coaching staff to comply with the above will result in immediate suspension from the Dixie Soccer Club.

18 P a g e 18 PLAYER & TEAM OFFICIAL DRESS CODE MAINTAINING TEAM DRESS CODE All REP teams (U8-U21) must play in approved Club attire. Home and/or Away uniforms must be worn by teams as designated by the Club. All Team Officials must wear Dixie SC designated attire during practices and games. 1. Home Uniform Kit: Adidas Blue/Black Striped Jersey, Adidas Black Short, Adidas Black Socks 2. Away Uniform Kit: Adidas White Jersey, Adidas Black Short, Adidas White Socks 3. Training Kit: Adidas Light Blue Jersey, Adidas Black Short, Adidas Black Socks 4. Coaches Uniform: Adidas Coaching Jersey/Polo, Adidas Tracksuit (as issued by Club), shorts (optional will be selected, but not supplied by the Club). U8-U12 teams will receive 2 coaches uniforms; U13+ will receive 3 coaches uniforms. Teams and Team Officials failing to comply with dress code will be subject to discipline, fines and/or possible suspension. Team Officials will be permitted to wear their Umbro gear for the 2017 Outdoor and/or Indoor Season for practices only. Adidas coaching gear must be worn to all games. Uniforms will not be issued without full registration payment from player. NAMES ON PLAYER JERSEYS U13+ Divisions Names on back of player jerseys are permitted without Club approval for all teams U13+. It is a club rule that all players on team must have names on back of jerseys and not selected players from the team only (with the exception of call-up players) U8-U12 Divisions Names on back of player jerseys are permitted with Club approval for all teams U8-U12. It is a club rule that all players on team must have names on back of jerseys and not selected players from the team only (with the exception of call-up players) Any damage caused to uniforms due to name cresting is the sole responsibility of the team not the Club. UNIFORM ORDERING FOR TEAMS All Team Managers are to provide the Club Administrator/Registrar with Team Uniform sizing sheet no later than February 15th. Order forms will be submitted to uniform supplier by the Club. Team Officials are NOT to contact uniform supplier to place orders. FACILITY BOOKINGS BOOKING OF FIELDS All requests for fields must be ed to the Club Administrator/Registrar at dixiescsecretary@hotmail.com at least 10 days prior to the date required. Failing the 10 days notice, field permit may not be obtained in time. All

19 P a g e 19 requests must include the field name, the date and the time required. Once fields are booked, confirmation will be forwarded. Field fee is to be paid in full prior to the date of the permit. If a team is unable to use a field that was requested, it is the responsibility of that team to find another team that would be able to use the field on that date & time. Once this is final, the team that booked the field must notify Club by , copying the coach that has agreed to use the field. This is very important as it ensures the permit is sent to the correct team. There will be NO REFUNDS processed for fields that were not cancelled in time or fields that were not used by the team. HERSHEY/ICELAND FIELDS Use of these facilities without written permission is prohibited. Teams/Coaches failing to comply will be subjected to discipline or fines according to City Bylaws. GYM PERMITS Gym permits, are obtained by the Dixie Soccer Club, for the use of Development League/REP teams only. These permits are distributed according to age group by the Club. These permits are registered under the Dixie Soccer Club name and therefore, are covered by club insurance. (Please refer to Club Gymnasium Use Policy for rules and restrictions) NOTE: The Dixie Soccer Club will not be responsible for any incident occurring in a gym in which the permit is under an individual's name rather that the Club s name. REP TRYOUTS Tryouts are mandatory for all age groups and for all REP teams. Fall tryouts held in September of each year will be organized by the Club. Spring tryouts are the responsibility of the team, subject to Club approval, during the field time allotted to them prior to the beginning of the Outdoor season. Coaches are urged to use the Club website to communicate and advertise their tryout dates and times. Please contact the Club Administrator/Registrar and/or REP Director with details of tryout to be posted on website. All non-registered players (not registered into OSA) are only permitted to attend two (2) tryouts without being registered into the AIMS system. PEEL HALTON DROP-OFF BY CLUB STAFF Drop-offs and pick-ups will be made to PHSA 2 times per week (Monday/Thursday). All Team Coaches and Team Managers are to plan ahead when submitting documentation that is to be sent to PHSA. Team Officials are NOT to contact PHSA, all communication is to go through Club Administrator/Registrar and/or Club President. TEAM SPONSORSHIP/FUNDRAISING Any sponsorship obtained for the team(s) are non-refundable. Funds are for team use and remain with the team. Team Officials are responsible to ensure all parents are aware of this club rule. All sponsorship cheques are to be made out to Dixie Soccer Club and the club in turn will credit the team. This is to ensure the club acknowledges receipt of sponsorship funds. Sponsorship logos on the Dixie SC jerseys must be approved by the Club. Please the sponsorship logo to the REP Administrator/Registrar. Once sponsorship logo is approved by Club, it will be the team manager's

20 P a g e 20 responsibility to have logo stamped on jerseys. Any damage caused to uniforms due to sponsor logo cresting is the sole responsibility of the team not the Club. OUT-OF-TOWN RESIDENCY FEE The City of Mississauga Council has approved a non-resident fee of $20. for any registered player that does not have a City of Mississauga address. The club is required to collect the $20. fee, and submit to the city on an annual basis. TEAM SUCCESS STORIES Team Managers and other Team Officials and/or parents are asked to please send in any team accomplishments with picture (if possible) so we can post on the Club website. Send information to dixiescsecretary@hotmail.com. Please include team name, age group, and short story. CLOSING STATEMENT Dixie Soccer Club holds the rights to all teams. Team Head Coach and Team Officials are agents of Dixie Soccer Club. The Head Coach is ultimately responsible for all team affairs. Please follow the rules and regulations listed.
