6 BYE LAWS 1.1 That team's field the same amount of players in all Under Age and Adult league Competition 1.2 Eligibility to Play (Age Groups - Club Football in Roscommon) That no club player can play two grades above their own age group in the U.12, U14 and U.16 club Competition An U-13 club player cannot play minor or above (adult competition) No U.14 player can play in adult competition. 1.3 That we field teams of 15 a side,13 aside or 11 aside only at all underage competitions. 1.4 That a club who has entered two team in the same competition provide the full panel of players (all) listing the first fifteen that can only play on the first team prior to the start of the competition. 1.5 That a club promoted to a higher grade in Adult Championship, remains at the higher grade for two year in exceptional circumstances REGULATIONS 2. Communication 2.1 All communication to / by club secretary ONLY. Communication initially by and / or txt (alerting of ) and txt to coordinator of competition if concerning fixtures. 2.2 NO communication by managers / individuals associated with teams/clubs will be acknowledged or acted upon by fixtures committee. 3. Postponements and Re-Fixes 3.1 Postponements will be granted ONLY on the death of a club player / official or immediate family member. Responsibility for communicating with the fixtures committee and opponents lies with the club seeking the postponement. The fixture must be played within eight days of the original fixture date, the date and time must be provided when seeking the postponement. to be sent to opponents and fixtures secretary on the same outlining the change in date and time. 3.2 Tragic circumstances will be considered. 3.4 Play on or before no exceptions 3.5 Two Days notice in writing ( from Sec.), play within 8 days as long as not affecting County training or Matches, must provide a date otherwise forfeit game - must have agreement with opposition.
7 3.6 Clubs must provide information in relation to major events that occur in their parish that affect original fixtures sent out at the start of the year. Minimum FOUR (4) weeks' notice must be given to the fixtures committee. E.g. First Holy Communion, Confirmation, School Tours. Fixtures committee will endeavor to accommodate the clubs. 3.7 Fixtures Committee reserves the right to change original fixtures. Dates provided in original fixtures are provisional and are subject to change due to outside influences. 4. Entering Two Teams 4.1 Juvenile: Clubs entering two Teams in the same competition must always field fifteen on their first team. 4.2 Adult C Ship: Rules as per Rule Book 5. General 5.1 Referees to be encouraged to report abusive conduct from the side-line 5.2 Size 4 football shall be used in all grades of competition. 5.3 Teams to submit team lists on official team sheet. Full name to be supplied (First Name and Surname) 5.4 Referee and Clubs to txt in result to Coordinators 5.5 All Cups and Trophies shall be returned to the Committee or Council in charge, one month prior to the final date. 5.6 Team Lists to be provided to Fixtures Secretary six days prior to a Final to facilitate the production of Programs 5.7 Extra Time is compulsory in all ties that end in a draw at the knockout stages of any competition except All Adult Finals Extra time will be played in the Final Replay if the tie ends in a draw. FINAL REPLAY to be PLAYED within two Weeks (15 days) of FINAL. 5.8 Duration of each game at different age groups as defined by the table in appendix A referee must extend time in each half for delays whether deliberate or incidental in the half, or extend time for a free to be taken. 5.9 Where a referee stops play to deal with an injured player(s), the team in possession of the ball at the time of the stoppage in play, shall retain possession on the restart. Play shall resume with the team that had possession, kicking the ball, and all players shall be 13m from the ball at the point of kicking it. However, they cannot score directly from the Kick Ball. Where neither team was in possession, play shall be restarted by the referee throwing the ball in between one player from each side.
8 5.10 In the event that your pitch is not available and you cannot locate a venue for the game to be played, the game is moved to the opposition's grounds. Two Days Notice must be provided to the Coordinator to confirm fixture. Re fixed game will go to the opposition ground All competitions are 15 a-side UNLESS OTHERWISE STATED. Teams can field 15, 13 or 11 aside only. Minimum of 11 players are required to start a game. If a team fails to field 11 players they will forfeit the game. Adult Championship is always 15 a-side See Appendix A for Round Robin Section of the Adult Championship (allows 13 Aside). Adult League is 13 a-side The club in whose area the game is being played shall be responsible for marking the pitch A team that fails to turn up for a fixture will be responsible for the Referee s Cost and they forfeit the fixture SIN BIN is playing time Side line must wear bibs 5.16 Where teams finish with equal points for qualification for the concluding stages, or for promotion or relegation, the tie shall be decided by the following means and in the order specified: Juvenile and Adult League Teams on equal points - position in table are decided by the following: (a) The outcome of the meeting of the teams in the previous game in the competition (b) The Outcome of the meeting of the Teams compared with the Teams in their Group starting from the top of the table processing them one by one (c) All Games played (d) Two Teams - Play OFF Three Teams - Three way Play off Three Way Play Off - 3 * 20 Minute Games (10 Minutes each Way). First two teams drawn from a Hat, Winner of First Game plays in Second Game. Still Level after 3 Games positions decided by kicking off the ground from the 20 metre line over the bar. 5 Players each team followed by sudden death. Adult Championship Teams on equal points - position in table are decided by the following: Play Off: a. Two Teams Play Off b. Three Teams Draw one Team for highest position other two PO for positions c. Four Teams 2 POs for positions Draw to see who plays who initially d. Five Teams Draw one Team for highest position two POs as option (c)
9 5.17 In all games teams must take to the field at least five minutes before the official starting time Two Play Rule A player in possession of the ball after two plays of the ball must play the ball away. Applies to Under 12 Competition, Under 14 League. Under 14 Championship except Division Free Taker At Under 12 Level the person who is fouled takes the Free Kick. Common sense will prevail. 6 Adult Competition The Adult Competition shall consist of a League (Divisions) and a Championship (Senior, Intermediate, Junior). The winner of the Senior, Intermediate and Junior competition shall go forward to the Connacht Club Championship. 6.1 Adult Competition General A team shall consist of 15 players. A panel of 30 players and a maximum of 7 officials are allowed on the side line [LGFA RULE BOOK See appendix a for deviations] 6.2 Adult Championship Substitutes: 5 Substitutes are allowed. 6.3 Adult Championship Regulations A Field Officer, one for each team, will be appointed by the organizing committee whose responsibility shall be to Communicate, if deemed necessary, any breach of the match Regulations herewith outlined: An Exclusion Zone will operate One authorized Team Official shall wear a distinctive top which shall have the word BAINISTEOIR in clear large letters. Bainisteoir and Maor Foirne must remain within a specified area which will be clearly indicated No verbal abuse towards opposing team members, mentors and Match officials will be tolerated Only 7 people maximum allowed enter the playing field plus Water girls. Passes will be allocated beforehand All 7 persons and water girls must wear identifiable bibs Four Water Carriers are permitted per team and must not be under 16 years of age. They must be female. Water girls must not be members of the management team or substitutes. Water Carriers may only enter the field of play during a break in Play.
10 6.3.7 Club Officers must distribute a pass to each person entering the Playing field. Handing them over in bulk to the Steward at the Gate is not acceptable Under no circumstances are children permitted inside the playing Area/dugout for obvious safety reasons Clubs are responsible to ensure that match regulations are adhered to for the duration of the game. N.B. Breaches of the above regulations that are brought to the Attention of the County Board will be dealt with accordingly. 6.4 Adult League League games must be played irrespective of availability of Co. Panellists. The fixtures committee in consultation with the county team management will endeavour to have county panellists available for as many games as possible Substitutes: Unlimited substitutes allowed in all games 7. Juvenile Competition 7.1 In games where a club fails to field the game shall be awarded to their opponent. 7.2 Substitutes: Unlimited substitutes allowed in all games 7.3 Only officials directly involved with the team will be allowed onto the side line (Max 7 officials) 7.4 Teams are discouraged from running up one-sided scores against weaker opposition. To discourage teams from running up one sided scores in Under Age games. The losing team has the option of conceding the points. They must inform the referee and opposition that they are conceding the points. The game should continue to it normal conclusion 8. Misc 8.1 Fixtures will endeavour to have all Semi-Finals two weeks prior to Finals. 8.2 Clubs can request a final to be re-fixed 14 days prior to the final. They must indicate in writing ( ) from the secretary outlining the reasons. All requests will be looked at but will not necessarily mean that Final will be re-fixed. The Fixtures will set the Re-fix date and not the clubs. 8.3 Teams pulling out of games without two days notice in writing forfeits the match no re-fixture. 8.4 If a team has no substitutes to replace an injured player, that has to come off the field of play due to injury, the opposition must remove one player so that both teams have equal numbers. Failure to do shall result in the game being forfeited. Responsibility lies with the management of the teams. They must inform their opposition and the referee.
