Competition Rules 1.1 In ALL matches in both the Senior and Middle school competitions, up to four (4) reserves will be allowed to interchange with the players on the field of play. Any such interchanges may only be made during a stoppage in play and with the knowledge and consent of the referee A goalkeeper who plays for the 2nd XI is also eligible to be one of the four reserves for the 1st XI to substitute for an injured goalkeeper on the field of play. 1.2 A player who is cut and/or bleeding MUST leave the field of play immediately. The player may be replaced by an interchange reserve subject to (1.1) above and may be substituted back into play at a later time Any blood-stained item of the player s kit MUST be replaced (in the case of shirt, shorts, socks or gloves) or washed clean (in the case of boots). 1.3 Mercy Rule: In all games other than 1st XI games a mercy rule shall apply. The mercy rule is: - When the difference in score of Ten or more goals is reached then the match shall be declared over and the team in front the winner. The teams, through mutual agreement between the coaches, will then continue to play the game under conditions that will make the game more even". 1.4 For all 1 st XI and 2 nd XI games a FIFA inspected or FIFA approved ball must be used for the duration of the game. 1.5 Coaches are reminded that: Match cards must be used in all senior 1 st XI games Senior 1 st XI teams must have numbered shirts Match cards will photographed or scanned be mailed to the Soccer Secretary ( Nick.ward@wesley.wa.edu.au) by the referee All players must wear approved shin pads. Any player who fails to wear shin pads or who removes them during the game will be cautioned and will not be allowed to take any further part in the game unless wearing shin protection Boys may not play for their school in more than one team in the same fixture. (As outlined in Sportsmasters Resolution S/33/88). NB: A student can play in the same sport twice in the same fixture week, subject to negotiation with the respective Sportsmasters' only on exceptional circumstances i.e., teams being short of players Coaches should also remind their teams of the FIFA directive to referees to take strong action against players tackling from behind. Notes on the process: (i) If a player has received TWO cautions in the PSA competition during a season, the Soccer Secretary is to advise the Sportsmaster [of the player s school] in the week immediately following the second caution. The Sportsmaster is to advise the player, the coach and the Headmaster. (ii) If a player receives a THIRD caution in the P.S.A. competition during a season, the Soccer Secretary is to advise the Sportsmaster in the week immediately following the third caution. The Sportsmaster is to advise the player, the coach and the Headmaster, who then takes action. (iii) It is recommended that the action taken is commensurate with the FIFA. rule, and that the player be suspended for the next PSA fixture.

Teams 2.1 Senior school 1 st XI, 2 nd XI, 3 rd XI, Year 10A, Year 10B Year 11 students may play, by mutual agreement in Year 10B teams, when a school is short of players. 2.2 Middle school That Year 8 and 9 teams be selected and played in A and B and C teams. Other teams may be arranged by mutual agreement. A Year 8A/B/C and Year 9A/B/C teams are to adhere strictly to their year and may not play for another year group. 3. Duration of Play 3.1 Senior school Two 40 minute halves with a 5 minute half time interval. 3.2 Middle school Two 30 minute halves with a 5 minute half time interval. 4. Venue 4.1 Senior school Year 10 teams will play at the opposite venue to the 1 st XI and 2 nd XI. 4.2 Middle school Year 9A & 9B teams same venue as 1 st XI. Year 8A & 8B teams opposite venue to 1 st XI. 5. Starting Times 5.1 Senior school Saturday 1 st XI 10.45am Saturday 2 nd XI 9.00am Saturday 3 rd XI 9.00am Saturday Year 10A & 10B 9.00am 5.2 Middle school Friday Year 7A C 2.00pm Friday Year 8A C 2.00pm Friday Year 9A C 2.00pm 6. Officials 6.1 Senior school All 1 st XI and 2 nd XI matches will be refereed by a referee from Football West Each team will be provided with Football West Referees & Linespersons, who will officiate for the duration of the game. In the event of an accredited linesman being unavailable then each team will be expected to provide one competent linesperson who should officiate for the duration of the game. The linesperson should be familiar with the laws concerning throw-ins and offside The referee will supply flags for the linespersons. 6.2 Middle school and Year 10 All 10A matches will be refereed by a Referee from Football West. The Home team is responsible for providing a competent referee for all other games. The referee should be appropriately dressed and equipped Each team will be expected to provide one linesperson who should be familiar with the laws concerning throw-ins and offside The Home team will be expected to supply flags for the linespersons. 7. Home Team Responsibilities 7.1 Ensure that the pitch is correctly and clearly marked, that goal nets are secure and that corner flags are in position. 7.2 Supply a size 5 match ball and ensure that a second (emergency) ball is available. 7.3 The Football Australia referee will be paid directly by the PSA via the referee coordinator. 3 the fixtures and the 1st XI result to the Sunday Times on Saturday following your Game. 8. Points System 8.1 Competition points will be awarded on the basis of 3 (three) points for a win, 1 (one) point for a draw and no points for a loss in 1 st XI games only. 9. Postponed, delayed or abandoned fixtures A Default Rule to be adopted: (a) Referees decision. (b) Directors of Sport from each of the participating schools. (c) Headmasters. (d) Community sport to be used as a reference (see Appendix 1). All match results are to be ed to the PSA Soccer Secretary by 3.30pm on Monday following the fixture and the 1 st XI result to the "Sunday Times" on Saturday following your game. 4 APPENDIX 1 Community Postponement Rules 1. A fixture may not be postponed, delayed or abandoned except: a) on the instructions of the referee; or b) by order of the police or other authority exercising its statutory powers to that effect; or c) on the instructions of or with the prior written consent of Football West. 2. If the appointed referee postpones delays or abandons a fixture, he must, within 30 minutes of making such a decision, inform: a) the Home club; b) the visiting club; and c) the Referee Allocator 3. If a fixture does not commence for any reason on the scheduled date of the fixture, without having been rearranged with the approval of Football West, it is the responsibility of the allocated referee to notify Football West. Should no referee be allocated by Football West, the responsibility rests with the Home club. 4. A fixture postponed in accordance with paragraph 1 may only be replayed at a date and time mutually agreed by both clubs except in the circumstances specified in paragraphs 6 and 7. The details of the rearranged fixture must be communicated to Football West at least 3 business days prior to the fixture. 5. If a club requests the postponement of a fixture, Football West reserves the right to require that an alternative date, time and venue are agreed before any such request is granted. 6. If a fixture is postponed in accordance with paragraph 1, and the clubs involved are not able to reach an agreement as to when the fixture will be played, Football West will determine the date, time and venue of the fixture and any such decision is final. If the rescheduled fixture incurs a cost, Football West may pass on that cost to either one or both clubs depending on the circumstances which led to the postponement. 7. If a postponed fixture cannot be rescheduled in accordance with paragraph 6, or cannot be completed for any other reason, Football West reserves the right to declare the fixture a 0-0 draw. 8. A club or participant found to have caused the abandonment of any fixture will be sanctioned in accordance with the Disciplinary & Grievance By-Law and will forfeit that fixture. 9. If a fixture is abandoned prior to half time, then the fixture will be replayed, unless, in the opinion of the referee, one of the participating teams caused the abandonment of the fixture or unless otherwise specified in these rules or accompanying annexes. 10. If a fixture is abandoned at half time or after the commencement of the second half, then the score at the time of the abandonment of the fixture will be deemed to be the match result, unless, in the opinion of the referee, one of the participating teams caused the abandonment of the fixture. 11. Paragraphs 9 and 10 do not apply to the Mini Roos League. Abandoned fixtures in the aforementioned league will not be replayed under any circumstances. Where results are recorded by Football West, the result will stand as it was at the time of the abandonment.

5 12. If a fixture is abandoned, and that fixture is one in which the outcome must be that one of the teams must be declared a winner on the day, for example a knock out cup match, and at the time of the abandonment scores are level, then that fixture will be replayed in full, unless in the opinion of the referee, one of the participating teams caused the abandonment of the fixture. 13. An abandoned fixture which is to be replayed may be arranged at a mutually convenient time and venue by the participating clubs. Football West must be notified in writing of the date, time and venue of the rescheduled fixture at least 3 business days prior to the rescheduled kick-off time. 14. If an abandoned fixture cannot be rescheduled through mutual agreement, Football West will determine the date, time and venue of the fixture and any such decision will be final. If the rescheduled fixture incurs a cost, Football West may pass on that cost to either one or both clubs depending on the circumstances which led to the abandonment. 15. If an abandoned fixture cannot be rescheduled in accordance with paragraph 14, Football West reserves the right to declare the fixture a 0-0 draw. If the abandoned fixture is one in which the outcome must be that one of the teams must be declared a winner, Football West reserves the right to determine the outcome of the match using any method it chooses. 16. A fixture which is normally played between teams of 11 players may not continue if either team is reduced to fewer than 7 players.

6 Appendix 2 Lightning guidelines (updated February 2015) Lightning safety procedures: The purpose of this document is to provide a guide for personal safety during thunderstorms. A brief review of common medical problems encountered with a lightning strike and appropriate first aid treatment is also included. Anticipating a thunderstorm Keep a constant lookout for thunderstorm clouds in the region. They can develop in as little as 15 minutes. If thunder is heard and intra-cloud /cloud to ground lightning can be seen, you are already in a higher risk situation. Once thunder can be heard, keep estimating the distance to the lightning activity by using the flash to bang reckoning method. This is a mental calculation that anyone can do simply by counting the delay between seeing a lightning flash, to hearing the audible thunder associated with the flash. The rule of thumb is that every 3 seconds of delay between a flash to thunder, equates to a distance of 1 kilometre, so where 30 second flash-to-thunder time interval, the lightning activity is about 10 km away. Data from lightning location systems shows that you should seek a safe location whenever the flash-to-thunder time (flash to bang) interval is less than 30 seconds or 10 km distance to the lightning activity. The 30/30 rule The rule states that when you see lightning, count the time until you hear the associated thunder, and if this time delay is 30 seconds or less, go immediately to a safe location as described above. If you cannot see the lightning, just hearing the thunder means you are most likely to already be within striking range, and it is time to seek whatever appropriate shelter is available. After the storm conditions have apparently dissipated or moved on, wait a further 30 minutes, after hearing the last thunder before leaving the safe area location. Should thunder be heard within this period, recount from the last thunder heard. The rule is best suited for existing thunderstorms moving into the area. However, it cannot predict or protect against a first lightning strike. Thunderstorms can develop overhead where there will be no prior notice that a storm is incoming. Be alert to changes in sky conditions portending thunderstorm development directly overhead. Larger outdoor activities, with longer evacuation times, may require a longer lead-time than implied by the rule. When lightning threatens, go immediately to a safer location. Do not hesitate. The lightning casualty statistics are full of stories where persons who were just about to make it to safety, when they were struck. Even a few extra minutes lead time can be lifesaving. Some might discount the odds of the lightning risk as being greater than winning a lottery.
