2 DOWN GAA - WORKING TOGETHER Page 2 CLG LOAN SCHEME Croke Park have announced that it has been agreed to close the CLG Loan Scheme for the :me being, applica:ons will not be considered at the present :me. Please advise units that they should approach a financial ins:tute if they require borrowings and authorisa:on should be obtained in advance of any contracts being entered into. The Scheme is s:ll open to take deposits from units and the current interest rate is 1.9% ( the ECB rate plus a margin of 1.85).. PREPARATION FOR AGM As we enter into the Season of Annual General Mee:ngs and Conven:ons can I suggest that to assist Clubs with their prepara:ons you take a look at the GAA Clubzone Website hqp:// At this link Club Officer Roles are contained in the Club Advice Manual and this will assist exis:ng post holders plus those new to any posi:ons. DOWN GAA YEARBOOk 2014 It has been agreed by the County CommiQtee that as a trial this year, an online photo album will replace the tradi:onal Down GAA Yearbook. This publica:on will be put together by the Communica:ons CommiQee over the next couple of months and we are invi:ng clubs, schools and indeed individuals have any photos they wish to be included to them, along with a short narra:ve explaining the context of the photo (which must be fully cap:oned), to me no later than Friday 14 November I can be contacted at pro.down@gaa.ie and the album will be available before Christmas via Down GAA online pla`orms. While we cannot guarantee that every photo will be published, the communica:ons CommiQee will do its utmost to ensure that every unit who contributes will be included in the publica:on. Further details in rela:on to the online publica:on will be issued in due course. SHINTY Down played host to the Interna:onal Shinty Series last weekend when Ireland took on Scotland in Pairc Esler. It was a great honour for the County and the Stadium to be host this pres:gious event which also involved a Camogie/Shinty Interna:onal Series between a Down Select and Scotland and an Under 21 Series between Ireland V Scotland.

3 DOWN GAA - WORKING TOGETHER Page 3 UPCOMING COURSES Free GAA Coaching Awards If you are unemployed or a club volunteer looking to develop their skills? Ulster GAA will be running coaching awards for Foundation Football, Hurling and Disability inclusion. An Employability skills workshop will also be offered free also. Further Details: shane.mccann.ulster@gaa.ie or Development of talent coaches Sport NI are creating 3 regionally situated hubs (Coleraine University of Ulster; Belfast House of Sport; Dungannon South West Regional College ) for the development of talent coaches. They will be starting the project in October Each one of the hubs will begin with an introductory session during the week beginning 20th of October Each hub will run the same programme of workshops (approximately one every 2-3 months) over a 18 month to 2 year period. More details of the programme are available and if you are interested in improving yourself as a coach, please contact contacting myself at: kevin.kelly.ulster@gaa.ie The targeted coaches for these hubs will be coaches currently active within the talent structures i.e. County Academy Squads, County Minor, U21 or Senior coaching. The programme will be supported by some of our colleagues based at the Sports Institute NI and also sports coach UK. GAA Activity Planner The GAA have come up with a great coaching resource in the Activity Planner. The GAA Activity Planner is an online tool to help coaches of Gaelic Games plan, save and share their sessions by selecting from a variety of coaching activities. The activities are categorised according to the stage of the player development pathway, type of skill and also activity type as described in the Coach 10 Activity Wheel. for more information of this FREE tool please check it out at The Activate GAA Warm-Up: Enhance Performance and Reduce Injury Ulster GAA in conjunction with SINI have developed Activate GAA. Activate is a GAA specific warm-up for training and matches that improves movement skills and reduces injury. It is a dynamic warm up which includes the ball. This website contains resources and training videos to complement Ulster GAA coaching courses and support the delivery of the warm-up to squads. activategaa.sini.co.uk/ DOWN ALL-STAR DATE CONFIRMED! The inaugural O'Reilly Transport Club Down All Stars 2014 ceremony has been confirmed for Friday 5th December in the Canal Court hotel, Newry (7.30pm start.) The names of the 26 nominees have just been released. Kilcoo's Stephen Kane and Drumaness custodian Gary O'Hare will battle it out for the goalkeeper's jersey. Daryl Branagan and Niall McEvoy of Kilcoo, Bryansford's Timmy Hanna and Luke Howard, Drumaness's Michael Rainey, Clonduff's Darren O'Hagan, Kevin McKernan of Burren, Bredagh's Owen Costello and Warrenpoint's Ryan McAleenan are the 10 players seeking 6 places in the defender's category. Down legend Benny Coulter (Mayobridge) and Kilcoo SFC winner Paul Greenan face stiff competition from Paul Gilchrist (Drumaness) and Peter Fitzpatrick (Ballymartin) for the two midfield berths. There is an array of talent in the forward division nominations with Kilcoo stars Ryan Johnston and Conor Laverty, Mayobridge's Conleth O'Hare, Conor Maginn of Bryansford, Ballymartin's Ryan O'Hare, Ross McGarry and Donagh McAleenan of Warrenpoint, St John's Chris McKay, Glenn's Matty Bagnall and Eamon Toner from Burren all vying for inclusion. The team of 15 will be announced on the night with the player of the year in Division 1, Division 2 and Division 3 also being revealed. The special guests for the evening will be Mayo legend and RTE pundit Kevin McStay and Down hero Mickey Linden. 4 DOWN GAA - WORKING TOGETHER Page 4 CONOR WOODS PICKS UP RING ALL-STAR On Friday night past the GAA announced the Champions 15 award winners for the 2014 Ring, Rackard and Meagher hurling championships. GAA President Liam Ó Néill said: "These awards are recognition of the effort, skill and commitment of each recipient and I congratulate each of you on your selection. These three competitions continue to go from strength to strength and that is in no small part due to the commitment and dedication, not to mention the skill levels, of the players competing, many of whom are honoured in these selections. In 2013 this was a great success and we are hoping to build on this success and have enlisted the help of our fellow Gaels in Camogie and Ladies Football. This will be a night for the benefit of the whole Down GAA family and we hope that going forward we will see more coopera:on between the codes as we try to develop the Down GAA brand as one family. The Chefs of the Canal Court Hotel and the Carrickdale Hotel will come together to share their exper:se in cooking the perfect Christmas Lunch and there will be lots of :ps for the aspiring cooks. We will also have a special guest in aqendance on what promises to be a great night at the home of our sponsors the Canal Court Hotel & Spa, Newry. People wishing to exhibit in the Craf Fair should contact the Down GAA Office and leave their details so if any of your Club Members have an interest in exhibi:ng at the Fair please let them know as soon as possible. SOUTH DOWN NEWS Convention time nears The South Down GAA convention will take place in Mayobridge on Monday, December 1st. Clubs have been requested to put forward nominations for the various positions with the role of chairman up for grabs as current incumbent Michael McArdle has completed his five-year term. The event begins at 7.30pm and all nominations of motions must be sent in by November 3rd. Awards Night The South Down awards night will take place in Clonduff on Friday, November 28th. DOWN LOSE MAGEEAN CUP FINAL Hard luck to the Down team which lost in the final of the Mageean cup to Cross and Passion 2.12 An Dun 0.17 in what was a great game of Hurling.

5 DOWN GAA - WORKING TOGETHER Page 5 ACTION FROM SHINTY GAME IN NEWRY A GOOD MAN GONE, GONE TOO SOON We learned in the past couple of weeks of the death of Seán Lavery former St Michaels Stalwart and Selector on the Down Minor All Ireland Minor Winning Team of Sean had been resident in County Cork and the following is a tribute which was published to him in the Killeagh Club Notes. We in Down GAA extend our sympathy to his wife Mary, son Ross and daughter Aisling and to his home Club St Michaels on the loss of a very proud Down man who gave great service to Down and who made history as part of the Management Team that took the Tom Markham Cup to Down in We begin our notes this week with sad news of the untimely passing of Sean Lavery after a short illness. Sean came to live in Killeagh parish at the end of the last century and immediately began imparting his vast Gaelic football coaching expertise to teams of all ages. In the intervening years, Sean helped numerous teams to success at regional and county level, especially many Inch Rovers under-age ladies football teams and Glenbower Rovers teams, including at Under 21 (County winners in 2011) and Junior level (East Cork winners ). However, Sean was just as committed with many teams that didn t enjoy success, for example, our Under 13 and Under 14 team who he coached this year along with Tom Kelly. In spite of his failing health, Sean was adamant last Saturday that he wanted to see his beloved Inch Rovers U12 Girls play in the County Semi-Final, and he gave his usual passionate half-time talk to the team. It was upsetting for these girls, the Under 13 and Under 14 boys, and all involved with Inch Rovers, Killeagh and St. Ita s who knew Sean, when we heard of his passing on Tuesday morning. Our deepest sympathies go to Sean s family his wife Mary, son Ross, daughter Aisling, his brothers and sisters, nephews, nieces and extended family. Sean got a fine send-off on Thursday with a beautiful funeral Mass in his local Inch church, concelebrated by Fr. Tim Hazelwood and Fr. Pat Corkery, followed by burial in Killeagh and a gettogether for all in Killeagh GAA Clubhouse. Many people had travelled from the other end of the country to pay their respects to Sean and it was of some comfort to them to learn of how well he had served his community through his coaching and volunteer work in the local GAA club. A big thank you to all those who came up trumps once again in helping out by providing trays and boxes of sandwiches, cakes and refreshments, and for serving the many who returned to Páirc Uí Chinnéide on Thursday. On days like this we realise that being part of a GAA club is much more than about seeking success on the field, important and all as that is. Goodbye Sean, your memory and your legacy will live on whenever Gaelic football is played in these parts.

6 DOWN GAA - WORKING TOGETHER Page 6 HEALTH IS WEALTH CONFERENCE Ulster GAA have announced details of the 2014 Health & Wellbeing Conference Sláinte is Táinte Health is Wealth which will take place in the Ramada Plaza Hotel Belfast on Saturday 8th November from 9am-3:30pm. The conference, once again sponsored by The Irish News, is the pinnacle event in the Ulster GAA s Community Development calendar and attracts 300 GAA Club volunteers from across the Province each year. Now in its 6th year we are delighted to position health as the focus of this year s event having undertaken an immense amount of work in the area in recent years. Some of the workshops will include: Addressing Addiction Coping with Crises From Playing Well to Staying Well Heads Up Mental Health Mol an Óige Club s enhancing Young People s Health There will also be a number of keynote speeches by guest speakers. Registration is now open for this conference, at a cost of 15/ 18 per delegate and Ulster GAA is pleased to announce a special discount for the first 20 clubs registered where a club will get 5 delegates for the price of 4 at 60/ 72. Work to develop a Down GAA Centre of Excellence which includes: Administration Headquarters with Offices and Meeting Rooms; At least four full-size sandbased flood-lit pitches; At least six full-size changing rooms, with two specifically fitted for female use; One full-size flood-lit Third Generation Astroturf Pitch; High-Performance Gym; Handball Court; Hurling Wall; Indoor Hall. Outcome Sought. One central state-of-the-art GAA Headquarters and Training Facilities for all County Teams and Development Squads. To be available to Clubs and Schools and to incorporate the County Administrative Headquarters. Recommendation 7.3. Explore the possibility of forming partnerships with Schools or Clubs in which the Down County Committee would be an anchor tenant in a legally-binding agreement which gives the County access to quality facilities in the short to medium term. Outcome Sought. Allowing Down GAA to have use of first-class facilities in the community. Recommendation 7.4. Complete the Pairc Esler development project which includes the provision of: Modern Dressing-Room facilities including Medical/ First Aid Room; Improved Media facilities; Event Control and Safety Facilities; Improved Catering Facilities; Hospitality Facilities; Stadium Office Facility (Logistics). Outcome Sought. Improved facilities at Main County Ground. Lead Committee: County Management Committee on behalf of Down County Committee.

9 DOWN GAA - WORKING TOGETHER Page 9 MATCH SUSPENSIONS AND ALTERNATIVE PENALTIES Rule 7.2(b) re Match Suspensions and Alterna0ve Penalty to non- applicable Match Suspensions The Rules Advisory CommiQee advises: That where a Match Suspension has been imposed and it subsequently becomes apparent to the CommiQee- in- Charge that due to some circumstance the Match Suspension cannot be implemented in full or in part in the specified Compe00on: (1) There is an obliga0on on the CommiQee- in- Charge to inform the player that a two weeks suspension applies in subs:tu:on of each one Match Suspension. (2) The two weeks suspension should apply immediately. For example - if a player has a two Match Suspension, has served one and the second Match Suspension cannot be implemented in the specified Compe::on, the two weeks Suspension should apply from the date of the game in which the first Match Suspension was served. (3) The CommiQee- in- Charge should advise the player as soon as it becomes apparent that the Alterna:ve Penalty shall/may apply even giving advance provisional no:ce where feasible. (4) In the event of an Alterna:ve Penalty being applied, it is not necessary for the CommiQee- in- Charge to charge (i.e. Propose a Penalty to) the player again but merely advise him of the Alterna:ve Penalty. (5) In the event that a CommiQee- in- Charge does not advise a player of the Alterna:ve Penalty becoming immediately opera:ve, it is not to be taken that the player has played while under suspension. As stated, the obliga0on is on the CommiQee- in- Charge to inform the player of the Alterna:ve Penalty and if this is inadvertently done late, the player shall serve the two weeks suspension from the date of his last game in the code. (6) CommiQees- in- Charge should note that the circumstances outlined in Rule 7.2(b) warran:ng the applica:on of the Alterna:ve Penalty are non- exhaus0ve. Other examples would include a change in the Championship status of a Club Team for the following year (say relegated to a lower status) or player (say a player who plays in a higher Championship status than the grade in which he is to serve the Match Suspension).

The Code of Behaviour (Underage) is a mandatory Code for all persons working in any role of responsibility with Children in the GAA, Camogie, Ladies Football, Rounders or Handball, and has been adopted by our relevant Central Councils and is in accordance with Rule. Please note Sec:on 8 of the Code of Behaviour which is a new Sec:on that outlines the agreed mechanism for Dealing with Alleged Breaches of the Code of Best Prac:ce at Club and County level. This requires all Clubs and Coun:es to appoint their own Code of Best Prac:ce Hearings CommiQee to hear and adjudicate on breaches of the Code. Briefings will be held at County and Provincial level on how to assist Clubs and Coun:es address these new structures. More details available on
