The audience was welcomed by club Vice- Chairman Dr Eddie Harney. First up was the panel of local professionals who were interviewed by club member and BBC Reporter Kevin Magee. The panel consisted of Lawrence Cullen, Dr Eddie Harney, Chris McLoughlin NI Fire and Rescue Service, Loretta Cunningham PSNI, Marty Rourke Funeral Director who each had a story to tell. A hard hitting presentation about speed, drink/ drug driving, seat belts and inattention (especially mobile phones) was delivered by Constable Helen Black Education Officer for Road Policing. Following the indoor presentation the crowd moved out doors to view a live demonstration by the Road Rescue Team of the Northern Ireland Fire and Rescue Service (NIFRS) assisted by local fire-fighters. A live commentary was provided on the demonstration, where local teenagers acted as casualties and were extracted from the car. Live To Play is a Road Safety initiative promoted by Ulster GAA in conjunction with Clubs and County Boards. It aims to raise awareness and to educate members on how best to stay safe on the roads. The education is aimed at young drivers (aged 16-24) but is applicable for all adult road users. The full impact of Live to Play may never be known but if even one life is saved by the campaign it will truly be worth it. The Saul club is to be congratulated on a well organised event with special mention to co-ordinator Chris McLoughlin for all his hard work. 2 Page 2 EXTRA TIME DOWN GAA OPEN NIGHT FOR FANS On Friday 11th May 2012, Down GAA hosted a night for Fans at the Abbey School. For the first time ever the GAA coordinated a series of open nights in every county in Ireland as part of the build up to our 2012 championships. The night allowed fans and supporters from all over Down to meet the Down Senior Football players and Management team. The night allowed children and parents an opportunity to get up close to the players, to speak with them and the opportunity to get autographs and photographs. 4 Page 4 EXTRA TIME IMPLEMENTATION AND REVIEW COMMITTEE SUMMARY OF RECOMMENDATIONS 1. Governance/ Administration To adapt administrative structures and procedures within the Rules of the Official Guide and County Bye-Laws in order to facilitate: The efficient management of the work of the Association; Effective lines of communication; A harmonious partnership between voluntary and employed personnel; A capacity to plan for the future development of the Association in Down. 2. Running the Games/Fixtures To work towards the development of an All- County Master Fixtures Programme which will integrate Hurling and Football, Adult and Under-Age and seek to accommodate Camogie and ladies Football in order to provide an annual fixture regime designed to meet the reasonable needs of all players, in accordance with National policy. 3. Coaching, Games Development and Refereeing To develop effective coaching management structures and coach education programmes in order to facilitate the delivery of quality coaching provision for coaches and players. To develop the Summer (Cúl) Camp project in order to maximise the coaching and promotional benefits for participants and clubs. To develop a Referee Education Programme designed to support Match Officials through focused training, mentoring and assessment and to educate players, team mentors and supporters to play their part in the Respect Initiative in accordance with National Policy. To ensure full compliance with the Association s policy in relation to the Safeguarding of Children and young people. DIRECTION TO REFEREES ON RACIAL ABUSE What action should be taken in the event of a Referee witnessing racial abuse by one player to another player during a game? In accordance with the Playing Rules, Official Guide Part 2 the referee should caution a player who "Threatens or uses abusive or provocative language or gestures to an opponent or a team-mate". He should order off for second cautionable foul. This is an issue which will continue to arise in our ever changing multicultural society and must be dealt with sooner rather than later. Under rule currently, it is dealt with by way of a caution being issued. Is this an acceptable sanction or should the sanction be of a greater nature? However it would be prudent and advisable for the referee in his additional comments to outline the detail of the threat, abuse or provocation. The Committee in Charge will then be in a position to deal with any suggestion of Racial or Sectarian abuse in accordance with Riail 1.12 and 7.2 (e) T.O CLUB VISITS The opportunity is there for members of Coiste Banisti to visit your Club, to listen to your Committee, to answer any queries you may have. This is a very worthwhile exercise for both Club and County Officers, to date in June there is just one Club visit planned and that is to Ballycran on June 12th so many dates left in the Diary for this month. To avail of a Club Visit then please contact secretary.down@gaa.ie WEast CHERNOBYL GROUP SEEKS VOLUNTEERS WEast Chernobyl group, a humanitarian aid organisation who are based in Northern Ireland but work in various orphanages and institutes in Belarus are looking for volunteers from Northern Ireland to help with their 2012 project Year of Diversity, in which they encourage cultural interaction between volunteers from Northern Ireland and the Belarussian young people. They are currently seeking volunteers to travel in September to lend a hand and help out on the programme. More information on the group can be found on their website: Belarus is a country in Eastern Europe which was greatly affected by the Chernobyl Disaster in 1986 and continues to feel the affects of this. The 2012 project Year of Diversity focusing attentions in Orphanage 5 in Minsk, which is home and school to 180 young people aged between 8 and 18 years old. In this programme there is 2 objectives and arts based one and a building (refurbishment) project. A fortnight goes quickly, it was worth it for many reasons. 5 Volume 1 Issue 4 Page 5 BALLYMARTIN S PETER COLLINS WINS TOP PRIZE The 5th Monthly Down GAA Clubs Draw took place on Friday Night at a Story Telling Night in the Tullylish Clubrooms. The top prize of went this month to Peter Collins of Ballymartin. President of Down GAA and Tullylish Pat Mac Flynn did not disappoint the home attendance when he managed to pick from the Drum a winner from Tullylish. Down GAA want to thank Tullylish for their hospitality in hosting the Draw and next month on the 25th June we visit Annaclone where the first Super Draw will take place. Supporters' Club raises 20k The Down GAA Supporters' Club have raised 20,000 for the County Board training fund. The monies were raised through a number of activities including programme sales, membership and other fundraisers. Over the past 12 years, the Supporters' Club has raised in the region of 115,000 for the training fund. The pupils selected the G.A.A. Museum and made the visit to Headquarters on Friday 18th May. During the tour of the stadium pupils were given a comprehensive history of the development of the G.A.A. headquarters and its future plans to attract an even wider audience. The students showed particular interest in the development of the new Sky Walk around the roof of the stadium. The tour ended in the Museum where some students spent time reading the history of their own club. Some of the more athletic students took time to hone their football, hurling and camogie skills. The visit finished with lunch on the third floor. In the afternoon pupils did a walking tour of Dublin. Pupils researched individual tourist attractions and relayed their findings to the group in the course of their tour. This trip to the Croke Park Museum was supported by Irish Daily Mail and Down GAA GOOD PRACTICE FOR TREASURERS Over the next few issues we will examine the role of the club treasurer and good practice for club treasurers. Day to Day Practice These procedures should be put in place to protect the integrity of the treasurer and also as a check and balance for the good of the club and all future treasurers. Bank Write a letter to your bank asking them to send you statements at the end of every month. There are two reasons for this: This keeps you aware on a monthly basis of the clubs bank position. You can check the bank statement to your records and any errors can be identified and remedied on a timely basis. Procedure for Cash Received You should get a receipt book and give every person who gives you cash a receipt. This book can be used when writing up the cash received book. Bank all cash. This may not be possible where you are running an event but record any cash payments out along with the money received. You should bank money on a regular basis. At least once a week and immediately after any large event. Keep a cash lodgement book where the make up of a lodgement is recorded. If you enter the page number of the cash lodgement book on the back of your lodgement stub you are able to refer back to this book to analyse lodgements. Where people collect regular monies for the club encourage them to keep a separate record which can be cross-checked to your records. The people that this may apply to are: i) The registrar for membership ii) The gateman for gate money iii) Person responsible for lottery iv) Person who takes on organising any event The segregation of recording money raised by the club from the treasurers role can be an important internal control for the club. You should try to organise the financial affairs of the club so that there is segregation of duties involved in collecting money for the club.

6 Page 6 ROUND UP FROM CCC At the minute we are currently in the Exam Breaks for All County U16 and Minor Leagues which in some people s opinion are too long while others think it s too short. When the season is over the CCC will have to look at the whole Programme for our games taking into account the various issues as regards the Exam Breaks. Last weekend saw the Feis 7 s take place throughout the County with the Finals taking place in a sun drenched Castlewellan. The Senior Football was won by Castlewellan who overcame An Riocht, while the Minor Football was won by Rostevor. It took two sessions of extra time to separate Rostrevor and Loughinisland in a very competitive final. Castlewellan won the Junior Hurling defeating Carryduff in the Final. The Senior Championship Round One starts on Thursday June 7th with a double bill in Pairc Esler featuring Shamrocks v Mayobridge followed by Saval V Liatroim. The action continues throughout the weekend until Sunday evening finishing with another double bill in Newry with Kilcoo v An Riocht and Longstone v Ballyholland. The following weekend sees the start of the Reserve and Premier Reserve Championships with the Junior Hurling starting on the Monday night that weekend. Camp JMac delivers Gaelic coaching from fully qualified coaches to boys aged 13 to 16 from any club in the county. The past two years the coaching has been delivered by Gerard McAnulty and Paul Devlin (both on the Down senior panel) as well as other County players coming in to help and give advice, from Marty Clarke teaching Aussie rules, Brendan McVeigh taking keepers for one on one coaching and Stevie McDonnell explaining how it felt to captain his country. This year is no different, Gerard and Paul will still be the two main coaches all week and Down county players will be calling in all week as well as Derrys Paddy Bradley. There will be a registration and information evening in Mayobridge club on Wednesday 13th June from 7.00pm to 8.30pm. This is for anyone who wants to register for this years Camp JMac in Mayobridge or wants to ask questions about it. Another way to register is fill in the form from the Camp JMac Facebook page and send it to the address provided. Each person who comes to Camp JMac will be given a Camp JMac 2012 jersey, a pair of gloves and a gum shield, as well as other prizes through out the week. CHALLENGE GAMES At the most recent meeting of An Lár Choiste Cheannais na gcomórtaisí concern was expressed by the members that some unauthorised challenge games might recently have taken place both at club and county level. You are reminded, and are asked to remind all within your clubs, of the responsibilities involved in arranging Tournament and Challenge games as set out in Rialacha 6.39 and 6.40 T.O

Do you think you can strike a sliothar further than Ulster Champion Ruairi Convery or All Ireland Champion Graham Clarke??? Then here is your big chance!!! The Ulster Poc Fada will take place on Divis Mountain on Thursday 21st June, commencing at 7.00pm and all challengers are welcome to come along and do battle with Ulster s Provincial and All Ireland Champions. Other fun events will also be held for Over 40 Hurlers, Over 35 Camogs and Senior Footballers, who will compete in an inaugural invitational Cic Fada event. All games in the early rounds were competitive and entertaining setting the scene for two closely contested semi-finals. Clonduff narrowly defeated Mayobridge by a single point in the first semi final, and in the other semi final it took extra time to separate Saval and Rostrevor, with Rostrevor edging victory in this match by a goal. The final saw two evenly matched teams battle it out producing some great football, with Rostrevor leading by 1 point at halftime, but in the 2nd half they took there goal chances winning 3-04 to Clonduff The South Down Board would like to thank St Marks High School Warrenpoint for the use of their excellent faculties. 8 Page 8 EXTRA TIME BEST MAINTAINED CLUB GROUNDS COMPETITION Once again it has been decided that Comhairle Uladh should run a competition to find the best maintained club ground in the province. The competition will be open to all clubs and will take the format of a series of inspections of the grounds by a team of personnel, using the grounds inspection format. The dates for the submission of competition decisions are as follows: County Decisions to be made and forwarded to Comhairle Uladh by the 31st July 2012 The Provincial Decision will be made following an inspection of the County winners by An tuachtarán agus An Rúnaí by the 31st August The prizes on offer for the winners of the competition are as follows: Ulster award for the overall winner will be 5000 and a commemorative plaque. Runner Up will receive 3000 and a commemorative plaque. County winners will receive 1000 and a County commemorative plaque. The awards are to be presented at a ceremony, the details of which are to be announced in the near future. Best Maintained Club Grounds Competition Instructions 1. All Clubs in Ulster are eligible to enter the competition, provided that the ground is vested in the GAA. 2. Each County Secretary is asked to encourage all the Clubs in their County to enter the competition. 3. Each Club entered in the competition will be visited and judged using the Club Grounds Checklist, (see attached) 4. Counties must submit their winners to Paul Sanders in the Ulster Council office by the 31st July The Uachtarain and Runai of Comhairle Uladh will visit all County winners and carry out an inspection, again using the Club Grounds Checklist. 6. An overall winner will be declared after the 31st August The prizes for the winners will be presented at a ceremony thereafter, details of which will be confirmed at a later date. 8. The decision of the judges in each case is final.

9 Volume 1 Issue 4 Page 9 GaelGo APP TO PROMOTE CULTURAL EVENTS Ulster GAA and Comhaltas have launched a new mobile phone app to promote their cultural games, events and activities. The GaelGo app is now available to download for free on all smart devices from GaelGo has been funded by DCAL as part of a project to promote the creative industries in Northern Ireland, which included the development of two apps one for Ulster GAA and Comhaltas and the second for the Ulster Historical Foundation. The GaelGo app keeps locals and tourists alike up to date with Irish culture and its music and sporting communities. The bi-lingual resource uses an interactive map to profile upcoming games, concerts, and Fleadhanna. Users can find Irish traditional music sessions near to them and watch videos from the latest GAA and Comhaltas events.the Ulster-Scots Experience app includes information on 200 locations which demonstrate the strong historic and cultural links that unite Scotland and Ulster. The sites include towns and villages, castles and churches, graveyards and monuments, and archives and industries. Welcoming the development of the apps Culture Minister Carál Ní Chuilín said: Ireland is renowned internationally for its culture, art and heritage. This rich cultural tapestry can inspire people to visit our shores to discover our stories and traditions. Increasingly people also come from across the world to explore their roots in this part of our island. More and more people access information through their smart phones. These apps are therefore making information more accessible to everyone promoting events and places of interest. I am also hope they can be used to encourage our local digital and creative industries to seek inspiration and commercial success through partnership with the culture, arts and leisure sectors. Ian Graham, Chief Executive of Momentum, said: The digital content sector can help to transform our tourism offering and bring our stories and history to life. Our local digital companies can carve out a global reputation for innovation in combining technology, tourism and culture. Seamus McCormack of Comhaltas, said: Comhaltas Ceoltóirí Éireann is a global movement to preserve and promote Irish culture and traditional music. The Gaelgo Cultural Event Finder further extends that global reach but can also inspire people living in Ireland to connect with their culture and rich traditions. Fintan Mullan of the Ulster Historical Foundation said: With over 50 years of experience helping people trace Irish and Scots-Irish ancestors, the launch of the Ulster-Scots Experience will help the Foundation to increase interest in the history of the province of Ulster and inspire pride in Irish and Ulster heritage and culture GaelGo is now available for download from the App Store for free it includes all up-todate information on GAA games, events and activities. 10 Page 10 EXTRA TIME 2012 GAA KELLOGG S CUL CAMPS The summer 2012 GAA Kellogg's Cúl Camp programme has now been finalised. 40 clubs across the county will be hosting camps over an 8 week period in July and August. 11 Volume 1 Issue 4 Page 11 Applying to attend the 2012 kellogg's Cúl Camps: Application forms for the 2012 Camps are ready to go to print and will be distributed to clubs before the end of May Completed Application forms should be given to Your club coordinator at least 1 week in advance of the camp start date. The National Online Registration System is now up and running and can be accessed by visiting Anyone wishing to register their children online is asked to do so AT LEAST one week before the camp is due to commence Kellogg s Cul Camps Pricing Structure: The pricing structure for the 2012 Camps is as follows: Camps MUST register with their club coordinator (listed above). Club co-ordinators are asked to ensure that this information is relayed on to all parents of nursery aged kids. Indoor Facilities During Camp Week: All clubs and Club Co-ordinators are encouraged to seek a backup indoor facility during camp week in the eventuality of bad weather. Clubs are reminded however that they will be responsible for covering any costs incurred from the hire of indoor facilities. Coaching Positions: Down GAA will be recruiting a number of Coaches (over 18) and Assistant Coaches (under 18) to work at the camps over the summer months. Child 1: 35 (42 Euro) Each child from the same family wishing to attend after that will register at a cost of 30 (36 Euro) Nursery Camps: Down GAA will once again be running Nursery Camps in These camps are open to children who are enrolled in p1 or p2 from September 2011 to June The cost for attending the Nursery Camp will be 25 per child. PLEASE NOTE: Nursery camp registrations CANNOT be made online at Children wishing to register to attend the Nursery Anyone who wishes to apply for either of these positions should Conor O Toole developmentmanager.down@gaa.ie Applicants should include their Name, Club, Address, Date of Birth, Contact number and a brief summary of their coaching experience to date. The Awards initiative recognizes and rewards GAA Clubs, Schools & Volunteers throughout Ulster for their commitment to Gaelic games and their community irrespective of their playing ability. Noel Doran editor Irish News, congratulated all the clubs, schools and volunteers that received awards adding that the Irish News Club & Volunteer awards are tangible proof that our clubs, our volunteers & our schools are indeed the foundation of the GAA. He added, the Irish News Club & Volunteer Awards have proven to be overwhelmingly successful as recognition for the hard work of the winning clubs, volunteers and schools. The awards are a great celebration of the vibrant communities that are created by schools, clubs and volunteers right across Ulster.
