Is top referee Brendan Rice as quick with the two-step as he is with his whistle. Can Kyla Trainor move as quick on stage as she can on the football field?. Are County Secretary Sean Og McAteer's dancing shoes as sharp as his pen? Can camogie ace Grainne O'Higgins dance better than her mother? These are just some of the burning questions that are about to be answered when Down GAA Does Strictly' in The Canal Court Hotel, Newry on Friday 15th November. Eleven couples are participating. A night of craic and entertainment is in store when a star studded line up of some of Down GAA's best known faces take to the stage for what will be an action packed and fun filled event. One person swopping the green sward of the GAA playing fields for the red carpet and stage of the Canal Court is former All-Star Benny Coulter. While a bit nervous Benny is looking forward to the challenge He said; "Give me a jersey any day; this is nerve wrecking, but it will be a bit of fun. There will be a bit of banter with some friendly rivalry, but it will all be in good sport. Still, it will be great to get the chance to show that I'm not only a better footballer that Polie (Mark Poland), but a better dancer too." Mark Poland naturally disagrees saying that "My huge fan base in the Mournes will give me an added edge and I am confident of winning. Sure Benny is not even the best dancer from Mayobridge on the stage as he's not in the same league as Sinead McNamee, who is partnering Niall Madine." The doors will open at 7.00 p.m. and tickets can be obtained at the Down County Office in Castlewellan. Well now you have a chance County Convention takes place on December 12th in the Canal Court Hotel Newry and Clubs have the chance to take motions to Convention to then go to GAA Congress with the real opportunity to initiate change. The Motions forms are going out to the Clubs this week, so if you feel that you have something that you think could make a difference then contact your Club, put the wheels in motion and in the spring when Congress perhaps passes your motion you can say I started that!, I made that change possible! Be active let your voice be heard make sure your Club initiates change on your behalf by getting a motion to Convention first. County Finals Our County Finals are over now for another year but we would like to hear your views. What would you do differently? We cannot become complacent we must always strive to go one better. One leading Question how do we get the neutral supporter to the County Finals, our attendances at County Finals ranks low amongst other Ulster Counties. We pride ourselves in a high quality Yearbook and would very much hope that your club will be part of it. YOUTH CONVENTION We have talked about it in the recent past but in 2014 it is happening, the Down GAA Youth Convention will take place on February 1st in the Abbey CBS Newry. Over the next two issues of Extra Time we will be revealing the line up of guests from inside and outside the world of GAA who will be joining us on the day. Down led the way back in the 70s and 80s with our Youth Conventions it is now time to get back to what we do best and once again lead the way. We need to keep our young men and women involved in our Association and yes we need to give them wings! Make sure that your Club is represented on February 1st, these young people are our future they won t all play gaelic games but they will all share our passion for them, let s keep them involved. Their has been an increased advertisement of road races and to a lesser extent cycles that have not been notified to Willis or to Sinead Quinn. If the event is not notified there is no cover. 4 Page 4 EXTRA TIME DOWN GAA NEWSLETTER BACKGROUND Since January 1st 2013, it has been mandatory for players in age grades up to and including minor to wear a mouthguard in all Gaelic football practice sessions and games. From January 1st 2014, this rule will apply to Gaelic footballers in all age grades. KEY POINTS Gaelic footballers in all age grades must wear a mouthguard from mouthguard is the best available protective device for reducing the incidence and severity of sportsrelated dental injuries Players can be sent-off in a game for not wearing a mouthguard Players will not be covered under the GAA player injury scheme if they don t comply with the mouthguard rule No Mouthguard? No Game! This document has been compiled to assist GAA Clubs, players, parents, coaches and referees in complying with the provisions of the rule. ABOUT MOUTHGUARDS There are three types of mouthguard: GAA MOUTHGUARD INFORMATION INFORMATION FOR CLUBS, COACHES, PLAYERS AND PARENTS Stock mouthguards are preformed and come ready to wear. They are inexpensive and can generally be purchased in sports shops for in or around 5 each. However, little can be done to adjust their fit, they are bulky, can make breathing and talking difficult, and they provide limited protection. Dentists do not recommend their use, nonetheless, once they carry the CE (European Conformity) mark they are acceptable in terms of complying with the new rules. Boil and bite mouthguards can also be bought over the counter at most sports shops and generally offer a better fit than stock mouth protectors. The boil and bite mouthguard is made from thermoplastic material. It is placed in hot water to soften, then placed in the mouth and shaped around the teeth using finger and tongue pressure. Dentists do not recommend their use in general. Typically this type of mouthguard will cost in the region of 8 to 33 and again any mouthguard with the CE mark on it in this category is sufficient to ensure compliance with the new rule. Official OPRO GAA/GPA boil and bite mouthguards are available for purchasing through the following retailers: Supervalu, Centra, Lifestyle Sports, Elverys, O Neills and Heatons Custom-fitted mouthguards are individually designed and made in a dental office or a professional laboratory based on your dentist's instructions. These will not just offer the best protection against dental and oral injury but they should not affect performance i.e. breathing and speech should be relatively unaffected particularly if these have been worn regularly. Firstly, your dentist will make an impression of your teeth and a mouthguard is then moulded over the model using a special material. Due to the use of the special material and because of the extra time and work involved, a custom made mouthguard is more expensive than the other types, but it provides the most comfort and protection. Custom-fitted mouthguards by OPRO are available from a network of dentists nationwide. Prices can vary significantly and it is worth seeking and comparing prices from a number of practitioners before deciding to purchase. Typically a custom-fitted mouthguard should cost between 50 and 75. However, many dental practices offer significant reductions to GAA Clubs that are ordering in bulk. GAA Clubs can generally liaise with dental centres and clinics to arrange for someone to visit the Club on a given day to take dental impressions from a number of players. Custom-fitted mouthguards purchased in bulk in this manner should cost around 30 to 50 each. To find a list of dentists and dental centres in your area, you can use the Find a Dentist function on the Irish Dental Association s website In addition, to find a dentist in Britain, you can use the Find a Dentist function offered by the British Dental Association - OPRO Custom-fitted range merchandise/ merchandise/mouthguards/ WHICH TYPE OF MOUTHGUARD SHOULD I PURCHASE? The decision on which type of mouthguard a player should obtain is a matter of personal preference. There is no doubt that custom-fitted mouthguards offer the best fit and protection but they are the most expensive option also. The stock and boil and bite options will suffice for compliance with the rules, but only if the product carries the CE mark. It is essential that a player feels that his mouthguard is properly fitted. Should a player feel that this is not the case; we would strongly advise that dental practitioners are consulted with. In terms of underage players, it should be borne in mind that teeth and mouths are still developing up until about 12 years of age and young players may grow out of custom-fitted mouthguards over a period time. However, dental practitioners are ultimately in the best position to give advice to individuals in this context. HYGIENE ADVICE Mouthguards can be rinsed with cold water or with a mouth rinse before and after each use and /or cleaned with toothpaste and a toothbrush Occasionally clean the mouthguard in cool, soapy water and rinse it thoroughly Place the mouthguard in a firm, perforated container to store or transport it, this permits air circulation and helps to prevent damage Protect the mouthguard from high temperatures - such as hot water, hot surfaces, or direct sunlight to minimise distorting its shape Occasionally check the mouthguard for general wear, if you find holes or tears in it or if it becomes loose or causes discomfort, replace it Bring the mouthguard to each regularly scheduled dental visit to have your dentist exam it ROLE OF THE REFEREE If a player refuses to comply with a Referee s instruction to wear a mouthguard, he will incur the penalty as outlined in (Rule 6.2, Rules of Foul Play, The Playing Rules of Football, Official Guide, Part 2, 2012) Caution the offender; order off if he persists.

5 Volume I1 Issue X - OCTOBER 2013 ROLE OF THE PLAYER Players must ensure that they have mouthguards and wear them during Gaelic football practice sessions and games. In addition, players must abide by the referee s instruction during games. ROLE OF THE CLUB Clubs must ensure that their players, player s parents/guardians, coaches and team mentors are made aware of the mouthguard rule and ensure compliance within the Club setting. ROLE OF THE OFFICIAL GAA COACH IN SCHOOLS If an official GAA coach is coaching Gaelic football in primary schools then children must wear a mouthguard to participate in a practice session or game. PE LESSONS IN SCHOOLS In terms of PE lessons, the GAA has no control over what activities or games teachers choose to deliver during PE time. However, we would advise that wearing mouthguards for Gaelic games will significantly reduce the risk of sustaining dental injuries and that it would be prudent for each School to have a policy in this regard. GAA PLAYER INJURY SCHEME Players will not be covered under the player injury scheme if they are not wearing a mouthguard. The claim form has been updated to reflect this new requirement. Please ensure that only the most recent edition of the claim is used from January 1st Use of the old claim form will result in delays in claims processing times. The most recent version of the claim form is available on GAA.ie under Club Zone - GAA Insurance and Injury Scheme and also at Willis.ie under Group Scheme - GAA Injury Scheme INJURY PREVENTION Research figures indicate that Ireland has one of the highest rates of sport-related oral injuries in the EU, with one third of all adult dental injuries being sports-related. In many sports such as rugby and hockey the wearing of mouthguards, also known as mouth guards or gum shields is the norm with nearly all Clubs adhering strictly to a 'no gumshield - no game' rule. A recent survey of Irish parents found the average cost of emergency dental treatment for sport related dental injuries in children to be Studies have also shown that the overall injury risk is close to twice as high when a mouthguard is not worn, relative to when a mouthguard is used during athletic activity. Mr. Cliff Beirne, an Oral and Maxillofacial Surgeon at the Sports Surgery Clinic Dublin, has predicted that the introduction of this rule will reduce the number of facial injuries suffered by 80 per cent and dental injuries by 60 per cent in Gaelic games. The GAA s Medical, Scientific and Welfare Committee has acknowledged that the use of a properly fitted mouthguard is the best available protective device for reducing the incidence and severity of sports-related dental injuries and was centrally involved in ensuring the introduction of compulsory mouthguards in Gaelic football. SOME QUESTIONS 1. When does the new rule come into effect? Since January 1st 2013, players playing in grades up to and including minor have been required to wear a mouthguard in Gaelic football games and practice sessions. From January 1st, 2014 players in all grades will be required to wear a mouthguard in Gaelic football games and practice sessions. 2. What will happen if I am not wearing a mouthguard in a game? If a player refuses to comply with a Referee s instruction to wear a mouthguard, he will initially be cautioned by the Referee and if the player continues to refuse, the Referee can send him off. 3. Who is responsible for ensuring mouthguards are worn at training or practice sessions? In general, it is a matter for each Club to ensure the rule is adhered to at training or practice sessions. Clubs and players should note that players will not be covered under the GAA Player Injury Scheme if they are not wearing a mouthguard. 4. Do players have to wear a mouthguard in Hurling games? No. The rule only applies to Gaelic football; however, wearing a mouthguard whilst playing Hurling does reduce the risk of dental injury. 5. Our Club has a nursery, are children in these juvenile age groups exempt from wearing a mouthguard? No. The Medical, Scientific and Page 5 Welfare Committee advise that children should begin wearing a mouthguard at whatever age they start playing. Young mouths need protecting too and if players start wearing mouthguards at a young age this will add greatly to the development of a culture of wearing mouthguards in Gaelic football. 6. Does this rule apply to Ladies Football? The Ladies Gaelic Football Association has announced that from January 1st 2014, all underage players must wear a mouthguard whilst playing Ladies Gaelic Football. 7. Does the new rule regarding the wearing of mouthguards apply to games in Primary Schools? If an official GAA coach is coaching Gaelic Football in primary schools then children must wear a mouthguard to participate in a practice session or game. 8. Do children have to wear mouthguards for PE sessions? In terms of PE lessons, the GAA has no control over what activities or games teachers choose to deliver during PE time. However, we would advise that wearing mouthguards for Gaelic games will significantly reduce the risk of sustaining dental injuries. 9. Does the new rule regarding the wearing of mouthguards apply to Cumann na mbuncsol Football practice sessions and games? Cumann na mbunscol Náisiúnta are subject to the General Rules of the Association, it is a matter for each School to ensure that the rule is adhered to by their pupils in practice sessions and football games. 10. Do I have to wear a mouthguard whilst playing Second Level games? Yes. 11. Do I have to wear a mouthguard whilst playing Third Level games? Yes. 12. Does this apply to overseas players? Yes. International Units are subject to the General Rules of the Association.

6 Page 6 EXTRA TIME DOWN GAA NEWSLETTER 13. I m a referee; do I have to check all players mouths before a game to ensure compliance? Referees will not be expected to individually check players before a game; however, if a referee notices that a player is not wearing a mouthguard, he should caution the player and if the player still refuses to wear one, he should be sent off. 14. Which type of mouthguard should I purchase? The decision on which type of mouthguard a player should obtain is a matter of personal preference. Stock and boil and bite options are not generally recommended by dentists, however, they will suffice for compliance with the new rules if the product carries a CE (European Conformity) mark. There is no doubt that custom-fitted mouthguards offer the best fit; however, teeth and mouths develop up until the age of 12 GAA MOUTHGUARD INFORMATION - CONTINUED therefore young players can grow out of mouthguards over a period of time. Should a player feel that a mouthguard is not fitted properly, we would strongly recommend that advice is sought from a dental practitioner on an appropriate solution. 15. I currently wear orthodontic braces, what are my options? It has been noted that children wearing orthodontic braces and wishing to play Gaelic football will be particularly concerned about the rule change; however, the GAA recommends that these players seek advice from a range of dental practitioners on the most appropriate solution for them. 16. Is there an official GAA/GPA mouthguard? Yes, there is a full range of official OPRO GAA/GPA mouthguards available in bronze, silver, gold, platinum, junior and custom-fitted ranges. This is Ulster GAA s flagship non-games event which is focused at supporting club, volunteer and community development right across Ulster s nine Counties. A full house is expected as club volunteers converge in Cookstown for the popular conference which is targeted at club volunteers involved in governance roles, including: Chairpersons, Secretaries, Treasurers, PROs and all those involved in Club and County committees. 8 Page 8 EXTRA TIME DOWN GAA NEWSLETTER Chapter 3 Coaching, Games Development and Refereeing Broad Strategic Aims To develop effective coaching management structures and coach education programmes in order to facilitate the delivery of quality coaching provision for coaches and players. Recommendations 3.1, 3.2 and The County Coaching and Games Development Committee to conduct a full review of current County Coaching Structures and Procedures. Outcome: An effective Coaching and Games Development Programme. 3.2 Implement the Coaching and Games Policies laid down by the Association at both Provincial and National Levels. Establish the post of Games Development Manager who will act as head of all coaching staff and report to the County Secretary and link with Ulster Council Coaching staff. Outcome: One Executive level staff member with responsibility for the overall development of Coaching and Games Development in the County, under the aegis of the Coaching and Games Development Committee DOWN GAA STRATEGY What Gets Measured Gets Done 3.4 Plan and implement a well-grounded coach education programme which will place emphasis on the basic skills of Gaelic Games. Outcome: Priority to be given to the core skills of Hurling and Football. 10 Page 10 EXTRA TIME DOWN GAA NEWSLETTER STREAMING OF GAA GAMES There has been a significant increase in the number of Provinces, Counties and Clubs looking to record and / or stream online GAA matches in recent months. In order to facilitate these requests without infringing on the rights held by the GAA s broadcast partners, this document intends to set out the process and policy which GAA clubs / counties / provinces should follow before recording or streaming any GAA match. In each case it is proposed that the GAA unit requesting permission to stream a game must attain the permission of the appropriate GAA unit ( approving GAA unit ). For clarity: Clubs should seek approval from their County Board County Boards should seek approval from their provincial council Provincial councils should seek approval from the Commercial & Marketing Department in Croke Park Step 1: Find out if the competition (within which the game occurs) falls under the rights sold by the GAA at national level to its broadcast partners (a full list of these competitions is available on request) If the competition does fall under these rights then no GAA unit has the right to record / stream this match. The GAA s broadcast rights holders are not required to broadcast / stream every game so even if a game is not going to be broadcast / streamed the rights for that competition still reside with the relevant broadcaster. Step 2: If the competition does not fall under the rights sold by the GAA at national level to its broadcast partners, the GAA unit is required to carry out a pilot recording in order for the GAA to be satisfied with the quality of the production. This pilot should be carried out in similar circumstances to the intended real recording i.e. same camera crew, same equipment, same number of cameras, same venue, same editing and commentary team etc. When the pilot is complete the unit should pass the recording to the relevant GAA unit for approval. Step 3: The approving GAA unit then issues an agreement to the requesting unit for signing. The parties who must sign this agreement are: camera / production team requesting GAA unit approving GAA unit The approving GAA unit must have an agreement signed by each of the three signatories outlined above in advance of the fixture. It is important that the streamed game achieves similar quality to the pilot. A DVD of the recording must be passed to the approving GAA unit afterwards for archiving. This agreement is important in protecting the GAA archive for future generations and ensuring that only the GAA retains the rights to a GAA fixture. Step 4: The match is now ready to be recorded / streamed, however it can only be streamed on official GAA websites (i.e. the official club / county / provincial site) or, in specific cases, a pre-agreed community channel platform. Check with the approving GAA unit that the site is official before proceeding. Please note, as this agreement relates to the online streaming of matches to a public audience it differs from the practice of recording footage for internal team purposes (e.g. training and analysis purposes). Therefore team video analysts / tacticians should continue to go through the existing channels when seeking permission to record. The Coaches delivering will also highlight best practice when incorporating cross curricular themes into PS lessons. I would ask that you recommend this course to the staff within your school. Particularly those who are involved with the delivery of the school PE and after schools sports programmes. 11 Volume I1 Issue X - OCTOBER 2013 Page 11 FORGING A KINGDOM: THE GAA IN KERRY, Dr Richard McElligott from north Kerry has just written a book about the early history of the GAA in Ireland, which looks at Kerry as a case study to explore its profound impact on the political, social and cultural life of Ireland during its first fifty years between 1884 and The GAA in Kerry, is published by the Collins Press and retails at (Current online deal of 14.39). For more information please visit: The book examines the reasons behind the formation of the GAA both nationally and locally in county Kerry. It explores what sport in Ireland was like before the GAA arrived. It assesses the reasons for the GAA s initial popularity among Irish people both in terms of politics, culture and economics. It details the problems involved in the formation of the first clubs in Kerry, their adaption to the GAA s rules and the hard struggle in forming a County Board and trying to run and administer the GAA s organisation in such a large and physically challenging county. It looks at the problems surrounding early county championships and also national competitions. The book deals with clashes between the GAA and the Church and the attempts of Fenian and revolutionary movements to gain control and corrupt the GAA and its membership, both nationally, and in Kerry. It also looks in detail at the role of the GAA in the Gaelic Revival and the influence of Irish political nationalism on the Association at large. Likewise, links with cultural and revolutionary movements such as the Gaelic League, the IRB and Sinn Féin are all examined. The work also explores the emergence of Kerry s unique footballing tradition and examines why hurling fell by the wayside and never gained equal recognition. How the rise of Kerry as a footballing power was fundamental to the GAA itself becoming the most popular and widely supported sports body in Ireland is highlighted. Yet the book also looks at the increasingly desperate attempts to make hurling as much a part of the emerging Kerry tradition, a process which ultimately failed. The book explores the GAA s relationship with other sports like rugby in Kerry and how the conflict between both sports there was actually the catalyst for Listowel man, Thomas F. O Sullivan, to force through the infamous Foreign Games Ban in The role of the GAA members nationally and locally in events such as the 1916 Rising, the War of Independence, and Civil War, and the effects of political violence on the GAA are outlined. After the Civil War, the senior Kerry side emerged politically divided yet united, the symbol Irish society craved in its search for unity. The work explores this teams origins and its immense impact on the history of Gaelic football at the time. Yet their story is not as simple as it has previously been told and the book also details how Kerry and other counties remained a political hotbed for Republicanism and how this continually manifested itself among the hierarchy of the GAA in the years up until 1934 and beyond. INSPIRING CHILDREN: FOSTERING A LOVE OF GAELIC GAMES Some of the top names in Gaelic Games coaching will be involved in the Liberty Insurance GAA s annual National Games Development Conference Inspiring Children: Fostering a Love of Gaelic Games which will take place on Friday and Saturday January 10th and 11th, 2014 in Croke Park. This is the 11th annual Conference, and aims to address issues related to the child player that are of most concern and interest to members of the GAA community. Run as a partnership between all of the Gaelic Games Association, the Conference will offer the 700 delegates attending an opportunity to access talks relating to key coaching issues in hurling/camogie, Gaelic football/ladies Gaelic football, Handball and Rounders which are specifically related to the child player. A star studded line up of speakers will feature coaches from the world of Gaelic Games, players, teachers, coaches and international speakers, as well as speakers from all Gaelic games backgrounds, including Eamonn Ryan (Cork Ladies football team), Jody O Connor (Clare), Paudie Ó Néill (Dublin) and Joe Brolly (Derry) will present the final key note address at the conference. Go Games which has proved revolutionary in the development of players across all Gaelic games will be a key focus of the Conference. A dedicated forum will discuss the evolution of games and how the Go Games are the ideal opportunity to introduce young players to Gaelic Games. A special feature of the Conference will be the hosting of the first Games Development Research forum, which will feature a number of the leading young researchers who will present their findings related to Gaelic games.
