1 Our School 1.1 School Travel Champion contact details STP champion details: Ruth Levin Deputy Head Tel: STP assistant(s): Peter Green David Hobbs Tel: Parent Governor LBRuT STP Advisor: Lisa Rutland 1.2 Summary of our school population Type of school: LEA Infant and Nursery Age range of pupils: 3-7yrs No. of pupils 232 No. of SEN pupils: 13 enrolled: No. of SEN pupils entitled to transport: 0 No. of staff who work at the school: 15 Full time 20 Part time 60 Voluntary 0 Other 1.3 Our school catchment Hampton Wick Infant and Nursery School is a small, high performing two form entry school in Teddington, within the London Borough of Richmond upon Thames. It is in close proximity to its link school St John the Baptist Church of England Junior School and Teddington Secondary School. New Classroom Development 2011 From September 2011 two additional classrooms are to be built to accommodate two classes with 30 children in each. This expansion of the school is to accommodate a bulge year of up to 30 children which will remain in the school for the full three years. Development Details: Type and size Two school classrooms 54m squared each with cloakroom and toilet facilities. Parking There will be no additional parking necessary. There will be no changes to present vehicle parking arrangements. Vehicular, pedestrian and cycle access There is no predicted addition vehicular, pedestrian or cycle access necessary. Servicing arrangements and emergency vehicle access There is no servicing or additional emergency access necessary. Trip generation and distribution. There may be up to an additional 30 children attending the school as a result of the new classrooms. This may increase the number of trips to and from the school at the beginning and end of the day. Our survey of the way children travel to and from school (included in Part 4 of this School Travel Plan) showed that 29% of our children come in to school by car and therefore we estimate a possible increase of up to 8.7% additional car journeys to school as a result of the new classrooms. There will be no additional trips to or from the new classroom development during the school day. There will be no vehicular access to the new classroom development. There is no predicted increase in out of hours/community use as a result of this new classroom. Hampton Wick Infant and Nursery - School Travel Plan 2010/11 3

The figures in Part 4 of this travel plan indicate that there will be minimal increase in transport use during the school day. There is no predicted increase in out of hours/community use. Current public transport services, walking and cycling infrastructure have sufficient capacity to accommodate the possible additional trips created by the development and the Travel Plan will continue to promote alternatives to single person car trips. Traffic Impact Assessment. All the data collected, assessments carried out and all feasible measures undertaken by the school and Local Education Authority to reduce the number of trips would indicate the existing road network has sufficient capacity to accommodate the residual vehicular trips created by this development. Refuse/recycling arrangements for school The refuse and recycling arrangements would remain as they currently are with refuse collected by truck from large dustbins at the front of school on Monday mornings and recycling collected from recycling bins by truck on Friday mornings. 1.4 Location of our school Our school is situated on a road, which is mainly residential, including a fairly new housing estate of over 220 dwellings.the main entrance of our school leads onto Normansfield Avenue, a mainly residential road. We have three entrance gates, two of which are for pedestrians only and a larger entrance for vehicles. See map in Appendix A. 1.5 Transport provisions and links (including SEN) Walking Wide pavements along Normansfield Avenue allow easy access when walking however the pavements are uneven in places and collect water when it rains. There is a pedestrian crossing at the top of Normansfield Avenue on the Kingston Road and a Zebra crossing on Normansfield Avenue which leads straight into our school walking entrance however no safe way of crossing Broom Road. Cycling Our school has a small cycle and scooter rack which the children can use and many parents/carers also take their children's bikes home with them. Buses Both the 285 and 281 stop near to the top of Normansfield Avenue which is about a 5 minute walk from our school. The 281 runs every 6-7 minutes from both Hounslow and Kingston. The journey on the 281 from Teddington to our school takes about 20 minutes. The 285 also runs from Teddington every 10 minutes and from Kingston every 4-9 minutes. Both buses pass through Hampton Wick. Trains/Tube The closest train station is Hampton Wick Station, which is about a 10 minute walk from our school. Hampton Wick station is served by many surrounding areas including trains which come from New Malden and Kingston upon Thames, where 4 trains leave every hour, Teddington where 3 trains leave every hour and Richmond where 2 trains leave every hour. Hampton Wick Infant and Nursery - School Travel Plan 2010/11 4

Roads Our school is located in Normansfield Avenue which is off Kingston Road and Broom Road. Both are the main road network links for Kingston, Hampton Wick, Teddington and Twickenham. From Kingston Road it is easy to reach other surrounding areas such as Richmond, Hampton Hill, and New Malden by car. Parking There is a small car park which staff are able to use to park in. Outside our school, along Normansfield Avenue and in near by roads there are parking restrictions from 9.30am until 11.30am. Directly outside school there are zigzag yellow lines for no parking. 1.6 School facilities Car parking facilities Cycle storage What type of cycle storage and security is in place? 6 2 What have we achieved so far 2.1 Activities and promotion that we take part in Walking initiatives Walk on Wednesday (WoW) Walking bus Select Scooter training e.g. ScootSurfers Independent travel training (SEN) Big WoW Walking events e.g. sponsored walk Incentive/reward schemes e.g. pedometer challenge Walk to School Week/Month We take part in WoW every week and almost every child in KS1 receives a badge at the end of the month. A few children's parents have to drive all the way because of distance or time constraints. We had a WoW assembly to launch the scheme and a second later in the year as a refresher. See Appendix B Last year we organised ScootSurfers for our year 2 children who spent the day increasing their safe scooting skills. This was such a success we are trying to book the training for our year 1 and 2 children this year. See Appendix B Every year we have a Walk to School week which focuses on encouarging all the greener ways of travelling, during which Debra the Zebra comes for an assembly. Cycling initiatives Cycle storage or permission to install Year 5/6 cyclist training n/a Level 3 cyclist training (secondary) n/a Cycle maintenance (staff/pupils) Pool bikes - Select Sponsored cycling events Staff cyclist training Parent cyclist training - Select Incentive/reward schemes e.g. cycle competitions, challenges, etc Bike to school day Mad about cycling Cycle to secondary school training n/a Family cycle training Staff/visitors encouraged to cycle wherever possible School runs holidays/excursions Bikers breakfast School distributes/displays local cycle maps Dr Bike Last year we organised a sponsered bike ride. Every child brought their bike or scooter to school for the day and rode/scooted laps of the playground to raise money for our Wilderness project. We invited doctor bike to the event for 2 days to check all our bikes were road safety. See Appendix B. We have a cycle and scooter rack and encourage children to cycle to school with the WoW badges as an incentive. Staff are encouraged to cycle and 2 members of staff have used the cycle to work scheme to purchase new bikes. Hampton Wick Infant and Nursery - School Travel Plan 2010/11 6

Smarter driving initiatives Car share (formal or informal) Car free day Reduced parking permits Policies to discourage irresponsible Behaviour - Select Park and walk zone Reduced car park spaces Smarter driving promotion School has lobbied for speed reduction outside grounds We encourage car sharing and park and stride through our WoW every week. Our car park is very small so the reduced number of spaces results in less people wanting to drive. The restricted parking along our school road helps deter people from driving to events such as class assemblies and school productions.we have regular messages in our School Newsletters to discourage people from parking on the zigzag lines and across our school gates. See Appendix C. Public transport initiatives School Travel Party Scheme Public transport workshop for pupils/parents Oyster (Zip) card promotion Addressed anti-social behaviour Promotes public transport through leaflets, notice boards, website, etc We use the school travel party scheme for our year 2 trip every year to Kew Gardens and the National Archives. The children take the train from Hampton Wick station, change at Richmond and take another train onward to Kew Gardens. Our behaviour policy addresses anti-social behaviour and our school straplines of kind words and kind actions promotes appropriate positive behaviour. See Appendix D. Road safety initiatives Junior Safety Officers or equivalent n/a Junior Citizen n/a A-Z of Traffic Tales Focus on the Environment Children s Traffic Club Focus on Cycling Pedestrian skills training (Year 3) n/a Street Feet (Key Stage 1) UpGrade n/a Theatre in education on road safety We used to have Street Feet come every year for a road safety demonstration. We use the Street Feet road safety resources often in our Reception Outside area and during a focus afternoon on road safety in KS1 earlier this year. We have the A-Z Traffic Tales delivered every year and staff use the resources as part of their topics within class. Feet First theatre performance attending the school 8 th February. 8 Partnership initiatives Partnership work with Road Safety Officers School working towards/achieved Eco School status Working towards or achieved National Healthy Schools status Demonstrate partnership work with LA s school sports development officer School is working towards or has achieved STP Sustainable school status Partnership work with the Police (e.g. Safer Neighbourhood Team) We have received our Healthy Schools Award three times and completed our Healthy Schools enhancement this year. We have our Bronze and Silver Eco Schools Awards and are currently working towards our Green Flag. We have a strong partnership with our community police. They have given talks to the children and often come in. We have a good sports partnership and have been able to offer Tennis, Real Runners and Skipping clubs, see Appendix E. We are working towards our higher standards silver accreditation for the STP sustainable school. Travel plan promotion School improvement/ development plan Included in school s selfevaluation (SEF) form School prospectus Enrolment activities The Plan is an item on the governors AGM Achievements have featured in local press School website Parent information evenings School newsletter Pupils are involved in updating the Plan Residents/neighbours are aware of the Plan Achievements shared with other schools We have a sustainabilty SIP and Sustainability action plan which the STP is part of see Appendix F. Two parent Governors are on the STP committee. It is part of our Curriculum and Achievements committee terms of reference so a regular item on the agenda and discussed at FGB, Appendix G. We are often in the Council's Schools Go Green Newsletter - Appendix H - and our sponsored bike ride was in the Richmond and Twickenham Times (appendix B). Our school newletter has details of any green event taking place and our Eco team help to support and update the STP, see Eco Action Plan in Appendix I. We are currently writing a section for our school website regarding sustainability which will include encouraging greener travel methods. Our link Junior school are in the process of writing their school travel plan so we are sharing our achievements with them. 2.2 Funding Our kick start STP capital grant was spent on our bike rack which is heavily used, see Appendix B. 2.3 Engineering n/a Hampton Wick Infant and Nursery - School Travel Plan 2010/11 8

3 Travel problems and issues at our school 3.1 Previous problems/issues Original issue or concern Council s engineer s feedback Is this still a problem? Very well used cycle and scooter storage which is overflowing and not very secure. Improvement of the pavement and road surfaces around the local area. Poor street lighting in Normansfield Avenue, Broom Road and Hampton Wick station. Very difficult and unsafe to cross Broom Road and Lower Teddington Road. No shelter on school grounds to wait under if it is raining. Dangerous to cycle around Kingston one way system and along Kingston Road and Broom Road. School to address. The Council s STP team offered all schools with valid STPs the opportunity to receive installed secured cycle parking at no cost. Unfortunately Hampton Wick Infant and Nursery did not have a valid STP and therefore did not benefit. I suggest the school applies for cycle parking through any available funding streams. Lisa Rutland, LBRuT Principal Transport Planner, 24/12/10 This will be incorporated into the STP engineering request log which will be reviewed in the forth quarter of 10/11 financial year for 11/12 planning. Lisa Rutland, LBRuT Principal Transport Planner, 18/01/11 The lighting on Broom Road has been upgraded to white lights. This has increased the lighting quality in this area. Funding was requested to upgrade the lighting in the surrounding area including Normansfield Avenue but was not approved. This problem has been noted and is unlikely to occur in the near future due to insufficient funding. Danny Glitherow, LBRuT Engineer, 29/12/10 This will be incorporated into the STP engineering request log which will be reviewed in the forth quarter of 10/11 financial year for 11/12 planning. Lisa Rutland, LBRuT Principal Transport Planner, 18/01/11 School to address. I suggest the school applies for funding through the Small Grant scheme to fund the facilities. Lisa Rutland, LBRuT Principal Transport Planner, 24/12/10 This will be incorporated into the STP engineering request log which will be reviewed in the forth quarter of 10/11 financial year for 11/12 planning. Lisa Rutland, LBRuT Principal Transport Planner, 18/01/11 Yes Work has been carried out on some of the local roads. Normansfield Avenue still has uneven pavements as does Glamorgan Road. Lighting is still poor in Glamorgan and Broom Road Still a problem No as we raised funds from our FHWINS to provide a shelter outside our school entrance where parents can wait when it is raining. Still a problem Hampton Wick Infant and Nursery - School Travel Plan 2010/11 9

3.2 What problems/issues continue or have since arisen Details of the issue/concern More space to park bikes and secure scooter parking Difficulties crossing Broom Road safely and cycling along Hampton Wick High Street Reduce parking along Normansfield Avenue How was and when was the issue identified? It is often mentioned by both parents and members of staff A number of parent surveys mention the problem A number of parents mention it and in their surveys Parent survey Possible solutions and risk to implementation Purchase a new bike rack Pedestian crossing Zebra crossing Traffic calming measures Cycle path on Hampton Wick High Street Restrict parking to only one side of the road Who will need to help? 14 The number of staff and pupils travelling to school by car has decreased which has meant an increase in greener modes of travel. The number of children walking has increased from 100 to 117 this is probably due to more children coming on their scooter after the safe scooting training last year, new scooter parking and support for WoW. Inviting Street Feet into school this year will help to support this increase further. The number of children coming by bicycle has increased from 15 to 25 partly in support for WoW but also after our encouragement to cycle during our bring your bike to school week and sponsored ride last year. Many more children would prefer to cycle and once we have a new bike rack, and a safer way to cycle to school and cross Broom Road we will hopefully see a further increase. As a school we need to further encouarge car sharing amongst both our staff and children to further reduce the number of car users. There is a lower number of responses than actual number of staff and children this is due to children absences on the day and part time staff such as SMSAs and cleaning staff not working on the day of survey completion. The number of staff travelling to school by car has decreased for a number of reasons: Firstly two members of staff have used the cycle to work scheme to purchase new bikes so now cycle to school. The reduced number of parking spaces in our car park and the change to parking regulations outside school has resulted in parking being more difficult so some staff who used to drive are now walking and one comes by bus. 4.3 Year on year comparison Pupils Staff Mode of 2004 (not % Point 2004 (not % Point 2007/ / / /2011 Travel available) Change available) Change Car 35% 29.1% -5.9% 51% 38.7% -12.3% Car share 1% 1.3% +0.3% 6% 6.5% +0.5% Bus 2% 3.1% +1.1% 0% 6.5% +6.5% Rail 1% 2.2% +1.2% 0% 0% 0% Bicycle 8% 11.2% +3.2% 14% 9.7% -4.3% Walk 52% 52.5% +0.5% 35% 38.7% +3.7% Park and -1% 1% 0% Walk 0% 0% 0% Other 0% 0.4% +0.4% 0% 0% 0% Totals 100% 99.8% 100% 100.1% Hampton Wick Infant and Nursery - School Travel Plan 2010/11 14
