11 DATE AND PLACE OF COMPETITION The competition at the XXIII Central American and Caribbean Games, Barranquilla 2018, will take place July aat Club Campestre in the city of Cali. 12 ENTRIES Only NOCs recognized by CACSO, which National Federations are members of the Pan American Federation, FPS, or other corresponding Regional sports Organization, may enter athletes to take part in XXIII Central American and Caribbean Games, Barranquilla Associate Members, if authorized, may also participate in this sport. ENTRY BY NUMBER The Entry by Number forms (which state the number of participants in each singles and team events), shall be delivered to the Organizing Committee of the XXIII Central American and Caribbean Games Barranquilla, 2018 no later than midnight (Barranquilla, Colombia time) on April 20, 1018, as established in CACSO Regulations, Chapter VIII. ENTRY BY NAME 12 An Entry by Name form is required for each eligible participating athlete in the XXIII Central American and Caribbean Games, Barranquilla 2018, which must be completed by the NOCs and received by the Organizing Committee no later than midnight (Barranquilla, Colombia time) on Wednesday, June 20, 2018, as established in CACSO Regulations, Chapter VIII. Each NOC must submit its Entry by Number and Entry by Name on the official forms provided by the Organizing Committee and which will be mailed out 6 months prior to the games. For any doubts or clarification purposes, the Organizing Committee has the following inscripciones@barranquilla2018.org.co

13 MINIMUM PARTICIPATION For an event to be considered official, at least five (5) representations must participate from the same number of National Olympic Committees. In the event that after the Technical Meeting takes place, one or more representations is unable to participate due to force majeure (verified by CACSO), the event will take place with a minimum of four (4) representations from equal number of National Olympic Committees. GENERAL RULES The competitions of the XXIII Central American and Caribbean Games Barranquilla 2018 will be held in accordance with CACSO Statutes and the Regulations of the corresponding International Federation in force at the time of the Games. Cases not provided in the abovementioned regulations will be resolved as follows: A. Cases of a general nature will be resolved in accordance with CASCO Statutes and the Regulations of the Central American and Caribbean Games. 13 B. Cases of a technical nature will be resolved following the procedures of the Pan American Federation. UNIFORMS AND SPORTS EQUIPMENT Must respect the Rules of the Central American and Caribbean Games and of the corresponding International Federation, as well as Rule 51 of the IOC, where are set forth the rules for NOCs regarding the Use of Manufacturers Trademarks.

14 TRAINING FACILITIES Access will be allowed only to accredited team members. No public admittance allowed. Equipment shall meet the requirements of the corresponding International Federation. PARTICIPATION Only NOCS recognized by CACSO, which National Federations are member of the Pan American Federation, FPS, may enter to take part in the competition at the XXIII Central American and Caribbean Games, Barranquilla If recognized by the FPS, associate members recognized by CACSO may also participate. MAXIMUM NUMBER OF COMPETITORS 14 In accordance with the quota established by CACSO, the competition will have a maximum of sixty (60) athletes, twenty-four (24) women and thirty-six (36) men. Each NOC may enter a maximum of three (3) athletes per category, provided they meet the qualifying criteria for the competition of the XXIII Central American and Caribbean Games, Barranquilla Maximum participation per NOC per event is as follows: A. SINGLES: Up to 2 athletes in each singles event per NOC B. : 1 team in each Doubles Event per NOC C. TEAM: 1 women s team and 1 men s team per NOC.

16 SICOMPETITION FORMAT The competitions will take place subject to the Official Regulations established by the Pan American Federation (FPS) in force at the time of the competition. 1. SINGLES 1.1 A DIRECT ELIMINATION SYSTEM WILL BE APPLIED SCORING AND MATCHES Scoring in the Singles Event will follow the point-a-rally to 11 (PARS- 11) format. A singles match will consist of the best of five games, as per WSF regulations DRAWS AND SEEDS Draws will take place with 8, 16 or 32 participants; the size will be defined by the number of entries by name. The Technical Delegate will seed this event taking into account the number of entries by the different countries and will use the best level possible as basic criterion for the seeds. Seeds will be determined at the General Technical Meeting at the beginning of the event.

17 The procedure to be followed for this must consider the following: LEVEL 1 MEN S: PSA 1 to 60 Women s: WSA 1 to 40; LEVEL 2 FPS: 1 to 8, Pan American Adult, the most recent results NIVEL 3 HOMBRES: PSA 61 a 120 Mujeres WSA 41 a 80; LEVEL 3 MEN S: PSA 61 to 120 Women s WSA 41 to 80; LEVEL 4 FPS: 9 a 16, Pan American Adult, the most recent results. LEVEL 5 MEN S: PSA 121 a 180 Women s: WSA 81 a 120; LEVEL 6: CASA 1 to 8, Adults tournament, the most recent results. LEVEL 7: FPS 17 to 32 Pan-American Adults, the most recent results. LEVEL 8: #1 from each unseeded country. Should there be more than 1 qualified athlete, a drawing will take place. LEVEL 9: #2 from each unseeded country. Should there be more than 1 qualified athlete, a drawing will take place. 17 LEVEL 10: #3 from each unseeded country. Should there be more than 1 qualified athlete, a drawing will take place. Matches between competitors from the same country should be avoided during the first round of the Singles Event; should the draw result in this situation, a re-draw must take place. Byes may be necessary during the draw. The same shall be assigned to seeded players, in qualification order, in descending order, in the case of seeded groups. The draw will take place according to the following program: In the case of a draw of 16, the 8 top seeds. In the case of a draw of 32, the 16 top seeds. In the case of a draw of 64, the 32 top seeds.

These people must be seated in the assigned places while athletes play. In the event of an appeal, the delegate must approach the General Referee exclusively, or the Technical Director, never the referees, markers or the opponent s delegate or players SCORING AND MATCHES The PARS (point-a-rally) system played to 11 points will be used for doubles events. A doubles match will be player to the best of three games, in accordance with WSF regulations DRAW AND SEEDS The Men s, Women s and Mixed Doubles will have draws of 8 / 16 /, depending on the number of countries that have entered, applying a direct elimination system (as described under Singles). The size of the draw will be determined by the number of entries by name received. Delegates must submit their team lineup at the time of the entries by name. Players may only participate in one Doubles Event (either Mixed, Men s or Women s). The pairs of players must be

19 confirmed during the Technical Meeting that will take place at the beginning of the Tournament. A player in a pair may be substituted no less than one hour prior to the first doubles match. No substitutions are allowed after said pair has been determined (one hour prior to the first match.) Seeds for Doubles will be determined by the results of the previous Pan American Championships. If any of the countries is not being considered up to this stage, they shall be considered PROTECTIVE EYEWEAR WSF requires that all doubles squash players should wear protective eyewear (eye guards). If a player from a team insists on entering the court without protective eyewear, his or her team will lose the match OTHER During the Doubles matches only two (2) people, the coach and the delegate, will be allowed to remain within the designated area for each country. These people must be seated in the assigned places while athletes play. In the event of an appeal, the delegate must approach the General Referee exclusively, or the Technical Director, never the referees, markers or the opponent s delegate or players. It is compulsory for players, coaches and delegate to wear their country s official uniform during the matches. Each country must bring at least 2 uniforms of different colors. All players from a single country must wear the same uniform and the color must be different from that of other countries. 19

20 1.3. TEAM EVENT Men s and Women s team events will take place in two stages. Stage 1 will be the Qualifying state and Stage 2 will be the Classifying stage or Play-offs. Draw size will be determined by the entries by name. A round robin format will be used in Stage 1 (groups of all against all ). In Stage 2, draws of 4/ 8 / 16 will be used to determine Tournament positions SCORING AND MATCHES All tournament matches will use the point-by-rally to 11 points (PARS-11) system. A Team match corresponds to the result of its 3 athletes singles matches. 20 Each Singles match will be the best of 5 games, in accordance with WSF rules. During Stage 1, if the score is two (2) zero (0), the third game must be played under the same conditions as the 2 previous games. In Stage 2 or Play-offs, if the score is two (2) zero (0), the third game may be played to determine the best of three (3) games or could even not be played as it will not affect the final result (unless the Classifying Stage involves an entire group, in which case all the games must be played.) SEEDS Teams will be seeded based on the results of the last Pan American Tournament. But, those countries that were not considered within these results, will be seeded pursuant to CASA, ORDECA, South American or CACG rankings. Team order must be determined by the Technical Committee based on the aforementioned results. Delegates must submit to the Technical Director the names of their team participants in skills-based descending order, before 5 p.m. of the day prior to the Team Technical Committee meeting. The order of the Team players will be presented at the Team Technical Meeting. Any appeal regarding player order must be addressed to the Technical Director by noon on the day prior to the beginning of the Team Event, for the Team Technical Meeting will take place the day prior to the beginning of the Team competition. The draw for the slots of the different Draws and player match order for each day of the event will take place during the Technical Meeting.

21 Player lineup of the Teams may be modified up to one (1) hour prior to the beginning of a team s next match. If player 1 does not play, player 2 becomes player 1, player 3 becomes player 2. If player 2 does not play, player 3 becomes player 2. In both situations there will be a default in player 3 position DRAWS BETWEEN 6 AND 8 TEAMS: Two groups will be formed (A, B) in Stage 1. The groups will be organized with the following seeds: Group A: 1, 3/4, 5/6, 7/8 Group B: 2, 3/4, 5/6, 7/8 In Stage 2, the top two qualified players will play in a draw of 4. The winner s round defines 1st and 2nd place. The consolation round will determine 3rd and 4th place. The draw will be organized as follows: Casilla 1 A1 Casilla 2 B2 Casilla 3 A2 Casilla 4 B1 Los terceros y cuartos clasificados de cada grupo jugarán en un cuadro de 4. The consolation round will determine 7th and 8th place. The draw will be organized as follows: BETWEEN 9 AND 11 TEAMS: Three groups will be formed (A, B, C) in Stage 1. The groups will be organized with the following seeds: Group A: 1, 4/5/6, 7/8/9, 10/11* Group B: 2, 4/5/6, 7/8/9, 10/11* Group C: 3, 4/5/6, 7/8/9, 10/11* The bye will be drawn at random. In Stage 2, the top two qualified in each group will play a draw of 8 with 2 direct passes (Byes). The winner s round determines the 1st, 2nd, 3rd and 4th place. The consolation round determines 5th and

22 6th place. The draw will be organized as follows: Slot 1 A1 Slot 2 Bye Slot 3 first drawn from C1, B2 and C2 Slot 4 second drawn between C1, B2 and C2 Slot 5 third drawn between C1, A2, and C2 Slot 6 fourth drawn between C1, A2, y C2 Slot 7 Bye Slot 8 B1 (Note. In slots 4 and 6 cannot be drawn Teams that come from the same group of the draws in slots 3 and 5) Those qualified in third place will play a Round Robin round (the 3 teams all against all) to define 7th, 8th and 9th place. Those qualified in fourth place will face each other directly to determine 10th and 11th place BETWEEN 12 AND 16 TEAMS: Four groups will be organized (A, B, C, D) in Stage 1. The groups will organized with the following seeds: 22 Group A: 1, 5/6/7/8, 9/10/11/12, 13/14/15/16 Group B: 2, 5/6/7/8, 9/10/11/12, 13/14/15/16 Group C: 3, 5/6/7/8, 9/10/11/12, 13/14/15/16 Group D: 4, 5/6/7/8, 9/10/11/12, 13/14/15/16 In Stage 2, the top two qualified in each group will play a draw of 8. In the winner s round will be determined 1st, 2nd, 3rd and 4th places. In the consolation round will be determined the 5th, 6th, 7th and 8th places. The draw will be organized as follows: Slot 1 A1 Slot 2 first drawn between, B2, C2 and D2 Slot 3 first drawn between C1 and D1 Slot 4 second drawn between, B2, C2 and D2 Slot 5 third drawn between A2, C2 and D2 Slot 6 second drawn between C1 and D1 Slot 7 fourth drawn between A2, C2 and D2 Slot 8 B1 (Note. In slots 4 and 5 cannot be drawn Teams that come from the same group of the draws in slots 3 and 6) Those qualified in third place will play a draw of 4, defining place 9 through 12. The draw will be organized as follows:

23 Slot 1 A3 Slot 2 first drawn between C3 and D3 Slot 3 second drawn between C3 and D3. Slot 4 B3 - Winners will define 9th and 10thplace. Losers will define 11th and 12 place. Those qualified in fourth place will play a draw of 4 to determine places 13 through 16. The draw will be organized as follows: Slot 1 A4 Slot 2 first drawn between C4 and D4 Slot 3 second drawn between C4 and D4 Slot 4 B4 - Winners will define place 13 and Losers will define place 15 and ORDER OF THE MATCHES All matches will follow a daily playing order. This order will be drawn for each day from the following options (once an order is determined by draw, the process will not be repeated until each sequence has concluded): 1-2-3, 1-3-2, 2-1-3, All team members must be present at the advertised time of play. If a player fails to be present at the scheduled time, the remaining players must move one place up in the playing order and that match (for example, that of player #3) will be considered lost (W.O or walk-over). The player arriving late will not be allowed to be part of the team. The country s delegate will be entitled to appear before the Appeals Committee in the event of exceptional circumstances.

24 TOURNAMENT WITH AN INCOMPLETE TEAM If a team has less than three players for any reason (injury, illness or other), said absence will be assigned the last place, player #3. The lineup of players will be determined as explained above: If player 1 is not playing, player 2 becomes player 1, player 3 becomes player 2, and the match of player #3 will be a no-show or default. If player 2 is not playing, player 3 becomes player 2, and the match of player #3 is a no-show or default. If player 3 does not play, the match is considered a default. A defaulted or abandoned (W.O.) match will be scored 3/0 in the matches and as 33/0 in points. 24 If a player needs to abandon the court during a match due to an injury or illness, the playing order will not be affected FINAL TEAM ORDER IN A GROUP All teams will play against each other in groups to establish a merit-based order. This will be decided according to: 1. First, according to the highest number of matches won. 2. If two teams are tied, there will be a tiebreaker based on the points earned by each team (or the winner of its series, specifically).

25 3. If three teams win the same number of matches, the tiebreaker will be the highest number of matches won. If two teams are still tied, the results will be analyzed between these two teams. 4. Should the tie continue, then the highest positive difference between matches won and lost in all the matches played will be considered. If two teams are again tied, the winner will determined by who wins when comparing the two tied teams. 5. If the tie continues, then, by the highest positive difference between points earned and lost in all matches. If 2 teams are still tied, then by the result between the 2 teams. 6. If the tie continues, it will be broken by a draw OTHER For the Team event, only five (5) people team players, coach and delegate, may remain in the area assigned to the team s country. These people must remain seated in the assigned seats at all times while the match is being played. Appeals must be brought before the Tournament Referee or the Technical Director solely; never before the referees, the marker, or the delegate or players of the opponent. While a team event is being played, players, coaches and delegates must wear their country s official uniform. 25

26 STRUCTURE OF THE SQUASH TOURNAMENT TECHNICAL COMMITTEE TOURNAMENT ORGANIZING COMMITTEE TECHNICAL DIRECTOR APPEALS COMMITTEE 26 TOURNAMENT REFEREE TECHNICAL COMMITTEE The Technical Committee will be responsible for all technical matters of the tournaments, such as decisions about development of the events, seeds, tournament draws, team compositions, accreditations, and all other necessary decisions for the success of the tournament. The Technical Committee will be comprised by three (3) members, the tournament Technical Director, the tournament Referee and a third member designated by the Executive Committee of the Pan American Federation. THE APPEALS COMMITTEE The Appeals Committee will consist of seven (7) members, designated by the Executive Committee of the Pan American Federation. The Appeals Committee shall attend to all petitions submitted before it, and shall be responsible for all disciplinary matters. The decision of the Committee shall be final and may not be appealed.

Demand proof of legitimacy or other evidence of any injury, illness or any other emergency situation that requires an athlete to leave an event or the tournament due to such cause. THE TECHNICAL DIRECTOR The Technical Director will be responsible for organizing, coordinating and supervising all the competitions, among them, the general and daily planning of events and assignment of courts for training and competition. He/She will be the highest authority of the tournament and will be responsible for coordinating all tournament activities and events, based on the regulations set forth in this and in all the conventions or resolutions of the Technical Committee. THE CHAMPIONSHIP ORGANIZING COMMITTEE The Championship Organizing Committee will be responsible for appointing and supervising the administrative and support staff, providing necessary supplies and coordinating logistical activities such as lodging, transportation, food, hydration, social activities, press facilities, etc. 27 THE TOURNAMENT REFEREE The Tournament Referee will be responsible of conducting championship, including everything related to the referees. (See Section 10 for a detailed description of Refereeing and the duties of the Tournament Referee.)

36 TRAINING SCHEDULE Training must take place at all the venues designated by the Organizing Committee; the practice schedule will be established and distributed at the General Technical Meeting at the beginning of the Championships. The venues may only be used during the times assigned by the Tournament Director. MAXIMUM NUMBER OF COMPETITORS CACSO has established a quota for the competition of maximum sixty (60) athletes, twenty-four (24) Women and thirty-six (36) Men. Each NOC may enter a maximum of three (3) athletes per gender and category, provided the qualifying criteria for for the XXIII Central American and Caribbean Games, Barranquilla 2018 are met. Maximum participation per NOC in each Event will be as follows: 36 A. SINGLES: Up to 2 athletes per Singles event per NOC B. : 1 team per Doubles event per NOC C. TEAM: 1 Women s team and 1 Men s team per NOC This qualifying system was approved by the PSF on October 9, TECHNICAL MEETING The Technical Meeting will take place on July 19 at 2:00 p.m. at CLUB CAMPESTRE - CALI. All information regarding the Tournament will be provided during this meeting as well as establishing seeds, draws, etc. Up to two representatives for each NOC may attend this Technical Meeting. Invitation cards for the Technical Meeting will be available for

37 Heads of Teams at the Sports Information Center at the Central American and Caribbean Villa upon their arrival. The Technical Delegate and the Competition Manager of the Organizing Committee will preside the meeting that will take place in Spanish with translation into English. OTHER TECHNICAL MEETINGS Other Technical Meetings will take place as needed, especially prior to the commencement of the doubles and teams events, so as to determine seeds and racquets, as well as drawing the slots. Only the country delegate and coach may attend these meetings. TECHNICAL OFFICIALS The Pan American Federation (FPS) must appoint by means of a resolution, a Tournament Referee who in turn will be responsible for selecting, appointing and overseeing the national and international referees, in accordance with the regulations that govern the Championship. This will be in force prior to addressing any conflict relating to Championship Regulations. 37 A minimum of thirty-six (36) people are required for the tournament, which will be distributed as follows: One (1) Tournament Director, eighteen (18) international referees and ten (10) from the host country, and seven (7) in the Appeals Panel. MEETINGS Refereeing meetings must be held on a daily basis before the competitions begin, to discuss issues relative to the refereeing, to inform referees and markers of the appointments for the day, and other activities.

38 PROTESTS AND APPEALS CASE RESOLUTION Issues not provided for in these rules and regulations shall be resolved as follows: GENERAL ISSUES shall be resolved by the Organizing Committee in accordance with FPS and CACSO regulations TECHNICAL ISSUES shall be resolved by the Appeals Panel pursuant to the and existing Regulations of the Pan American Federation. All technical protests must be submitted in writing to the Appeals Committee within two (2) hours after the game at the latest. All protests must include a US$100 (one hundred United States Dollars) deposit or its equivalent in the currency of the host country. The 38 Committee s decision will be announced before the next competition commences and may not be appealed. Should a delegate wish to appeal a game s score, said appeal must be made in writing before the Tournament Referee, who will decide on the appeal. Judgments by the Referee during any game regarding squash regulations may not be appealed.

39 OFFICIAL SPORTS EQUIPMENT OFFICIAL BALL The official ball for the competitions will be type DUNLOP double yellow point and white Dunlop balls should a glass court be used. PROTECTIVE EYEWEAR It is mandatory for all athletes under 19 to wear protective eyewear as established by WSF. This also applies for doubles events players. In the event that a player refuses to comply with this regulation, said player will lose the match. UNIFORMS It is mandatory that athletes, coaches, captains and delegates wear the official competition uniform and representation of each country. Athletes may use any color clothes or color combination. Each country must have at least two uniforms of different color for opponent teams to be easily identified. All uniforms must bear the country name on the back. 39 Note During the doubles competition, all players from a country must wear the same uniform, which shall be of a different color than the opposing country s color.

40 MEDAL CEREMONIES Medal ceremonies will be held pursuant to Chapter XIII of the CASCO Regulations. SINGLES: First place: A gold medal and a diploma Second place: A silver medal and a diploma Third place: A bronze medal and a diploma (2) AND TEAM: First place: A diploma for the team and a gold medal and a diploma for each of the athletes. Second place: A diploma for the team and a silver medal and a diploma for each of the athletes. Third place: A diploma for the team and a bronze medal and a diploma for each of the athletes (2) 40 The use of promotional clothing is strictly forbidden. The Technical Committee, the Director, the Tournament Referee, or a referee are authorized to request that a player, coach, or delegate change his attire should his/her attire should he/she not meet what his established in this rule. RACQUET STRINGING Racquet stringing services will be available. Delegations must pay this service if they chose to use it (cost to be confirmed). DOPING CONTROL Doping control will be performed as provided by the CACSO Medical Commission, the rules of the corresponding International Federation, and the standards and procedures and 2018 version of the World Anti-Doping Agency, WADA.
