Meeting called to order by President Greg Anderson at 10:05 AM Flag Salute Led by Nick Henderson Welcome from Nancy Springer, Chief Building Official, Sacramento County Self-introductions Review of August 10th meeting minutes Motion to approve minutes from Nick Henderson was seconded and approved by unanimous vote. Executive Board Reports: Secretary / Treasurer s Report Jim Mangino Total Liabilities and Equities as of August 31 st are $128, This total will be filed for audit. Vice-President s Report Joe Cuffe Next meeting will be held in the City of Sacramento on October 12 th, Joe Cuffe and Scholarship chairman, Don Wilden, visited the CRC BIT students to promote the Bob Stoddard Scholarship. The scholarship application is available on the SVABO website through the end of September. Joe announced that the SVABO history book is now digitized and is available on the website. The 50 th anniversary history book covers from 1949 through He also asked for input from SVABO members to gather information on the last 20 years to prepare for the organizations 70 th anniversary coming up in /50 raffle. Please buy some tickets and participate in supporting the Chapter. President s Report Greg Anderson Greg talked about the SVABO Outreach project which took place on September 8 th, Greg presented a slideshow of the project and the progress that was made. Although a hornet s nest made the project difficult in the beginning they were able to push through to a successful outcome. Greg thanked all the folks who donated time, materials, food and coffee, all of which made the project a huge success. Greg also thanked Christian Ward who supplied a lot of the heavy equipment needed to complete the project. Past-President s Report Scott Zangrando (not present) No report Code Quiz: Brett Hale Thanks Brett for the knowledge. Black and white code quizzes work just fine too. (Code quiz attached). 2 Committee Reports: Code Development Committee: Jay Hyde Report to the membership is attached. Education Committee: Tom Burnette for Terry Knox Tom spoke about the upcoming training (attached) and announced the next education meeting will be held in Folsom on September 19 th, Outreach Committee: Andrea Coley Andrea Coley thanked President Greg Anderson for all his time and efforts in coordinating and organizing the Outreach project. Scholarship Committee: Don Wilden (not present) Please see the Vice President s report for the full details. Permit Technician Committee: Nancy Springer for Tammy Dominguez The Permit Technicians committee meeting took place on September 11 th, Please send any available Permit Techs to the future meetings. PASS Ad-Hoc committee: Gene Paolini (not present) No report Installation Dinner Ad-Hoc committee: Andrea Coley The installation dinner will be held in the same location as last year (Folsom) on December 1 st, The committee is working on coordinating the catering and finalizing the details for the event. Agency Reports: CALBO No Report League of Cities No Report California Energy Commission No Report HCD Nancy Springer Nancy talked about Factory Built Housing guidelines. Greg Mahoney Greg brought up the requirements of SB 7 which requires water meters on individual units in new construction multi-family projects. The requirement went into effect on 1/1/2018.The bill states that the water meter requirement will be included in future versions of Title 24 codes. Discussion took place. DSA No report ICC - Chris Ochoa Chris talked about the ICC Pulse Podcasts where our own Greg Mahoney will be an upcoming guest. An announcement will be made when Greg s podcast will be posted. Chris also discussed the details of the Military Families Program and the new location for the ICC ABM in 2019 will be Las Vegas. The full ICC reports are attached. Nancy Springer Nancy talked about the ICC Code Specialist Certification and how that can be acquired automatically if other certain ICC certifications have already been obtained. 3 CSLB Nancy Springer Nancy announced the next board meeting will be Thursday, September 20 th at 9 AM. She also talked about licensing requirements for solar systems and a group discussion followed. CBSC Greg Mahoney Greg informed the membership that the CBSC Code Advisory Committee hearings have been completed and the 45 day public comment period is open. See the attachment on the 2018 Triennial Code Adoption Cycle. CBOAC Andrea Coley Andrea announced the upcoming CBOAC ABM will be at The Cliffs Hotel and Spa in Pismo Beach. The event will take place on April 28 th through May 2 nd, A Save the Date postcard is attached. Old Business: Winfred DeLeon Winfred gave an update on the progress of the Regional Board of Appeals document and is looking for any further input. A discussion took place on legal aspects and authority. New Business: Greg Mahoney Greg received a call from Cosumnes River College looking for teachers for the BIT program. It was stated that if additional teachers aren t found that some classes may have to be cut back. Greg decided to teach one more class to help the program which is already running thin. Thank you Greg for offering your valuable knowledge, time and efforts to help support the program. Group discussion took place. Announcements: Greg Anderson The Big ASSociation Party will take place Thursday, September 27 th, 2018 from 5 to 9 PM in West Sacramento. Flyer attached. Joe Cuffe Announced an opening for an Assistant Building Official position in Rancho Cordova. Nancy Springer Congratulations to Curtis Johnson for his promotion to Building Official for Butte County. 50/50 Raffle: Tom Burnette won $25 and donated his winnings back to the chapter. Thank you Tom! Jim Mangino won the alternate ticket for a free admission to the Installation Dinner Presentation: Given by Dave Fogt from CSLB gave a presentation on the Permit Avoidance program. 5 SVABO CODE DEVELOPMENT COMMITTEE REPORT TO THE MEMBERSHIP September 14, The Committee has not met since the last SVABO Chapter Meeting 2. The Committee has prepared reports on Significant Changes to the 2018 Edition of the International Residential Code, the 2018 Edition of the 2018 International Building Code and the 2018 Edition of the International Fire Code. a. These are available for the Chapter members use. 3. ICC Code Development: a. Please register on the CDP Access website to be eligible to vote. Deadline id September 24, You must register every year and your vote could be significant: b. As of March 2018 there were: i. 3,318 Code Changes ii. 207,176 votes cast. iii. 1,552 voters out of 16,156 governmental member voting representatives. 1,312 in California (54,930 private sector members). c. Public Comment is available on line for review. The Code Development Committee is working with the LA Basin Chapter to review public comments and report back significant issues to the Chapter. d. Public hearings are on October in Richmond Virginia. i. Balloting will last for 2 weeks and starts about 2 weeks after October 29. ii. If there are significant issues that affect California our chapter s votes could make a difference. 4. Our next Committee Meeting will be held on September 28, 2018 at the Mogavero Offices 2012 K Street from 8:00 AM to 10:00 AM. The meeting may also be attended via teleconference: a.
