The evised poposal, which follows an outpouing of moe than 55,000 lettes fom congessmen and the public, epesents a significant pullback fom "mandatoy standatds" poposed last Septembe when officials pedicted they would eliminate one of evey ten hospital beds in the county by Fomally called National Health Planning Guidelines, the poposed standads ae the fist attempt by the fedeal govenment to detemine an adequate level of hospital cae in the United States. As witten and now evised by the Depatment of Health, Education and Welfae (HEW), the guidelines sa11. thee should be fewe than fou ge.neal hospital beds fo 1,000 population in a community and that the aveage bed should be occupied at least 80 pecent of the time. Thee ae now about 4.4 beds pe l,000 nationwide and a 75 pecent occupancy ate. What makes the new poposal diffeent fom the old, as descibed by HEW Secetay Joseph A. Califano, J. at a news confeence Wednesday, is that moe oom has been left fo local health planning agencies to adjust the standads to thei own needs. This is paticulaly tue fo ual aeas, which aised the loudest objections to the Septembe daft because of suggestions by HEW officials and local hospital administatos that numeous ual hospitals and matenity wads would have to close. Califano made clea duing questioning that the guidelines give the fedeal govenment few weapons to use in tying to convince local agencies to go along with the fedealstandadsand no authoity to close hospitals o eliminate beds. One impotant change in the standads would ease an ealie equiement that metopolitan hospitals delive at least 2,000 babies a yea in ode to maintain an obstetical sevice. The evised poposal would lowe that to 1,500 deliveies fo hospitals equipped to deal with complications aising fom pegnancy and childbith and would exempt small, unsophisticated obstetical units that aen't equipped to deal with poblem deliveies to seiously ill newbons. Rathe than apply a specific standad to small unis, the evised guidelines encouage local agencies to develop sevices on a egional basis to ensue that patients can get the special facilities when poblems aise. Califano said because of the unusual public inteest, the depatment will accept futhe public comment on the issue and the evised poposal until Feb. 20 and will then publish final guidelines by Mach 6. Note Dame, the school that is supposed to be "Class" all the way, one of the best colleges in the nation, so pestigious, etc. Yet they have no one epesenting them, but fans who ae lucky enough to get tickets, and of couse a Pue Class Basketball team, and Coaching Staff! I am cetain that this timeless symbol of the Note Dame community, when seen in such dazzling splendo, bings teas of joy and nostalgia to many alumnus' eyes. Nevetheless, I feel that pehaps the secuity pesonnel esponsible fo this lighting display have eed somewhat in thei decision to so bightly illumine ou beloved dome. I feel this way pimaily because of the fact that not a single instance of ape has occued on the top of the dome in seveal decades. And pesently, I feel that the possibility of ape being attempted thee is extemely emote. Passing by the Administation building seveal times daily in my fou months hee at Note Dame, I cannot help but notice that the membes of the ND-SMC community do not congegate on the ampats and the dome pope. Futhemoe, the pospect of a potential apist luking in the shadows of the bastions beneath the dome appeas unlikely.. If the lighting was concentated hee solely to pevent the figue of Ou Blessed Mothe atop the dome fom being violated, I feel that such a pecaution was unnecessay. An attempted ape of Ou Lady of the Lake would be ineffectual at best, meely fom the fact that she is well ove 15 feet tall, while most apists ae unde six feet six inches. In view of these elaboate safety pecautions taken on behalf of the dome itself, I feel that pehaps othe aeas of the Note Dame and St. May's campuses deseve adequate potection fom apists also. Rumo has it that the possibility of a ape occuing on the oad connecting the St. May's and Note Dame campuses is seveal times geate than the chances of one occuing on the dome. Accodingly, I have devised a simple, inexpensive, and pactical plan to emedy this situation. My solution is this: 1. Remove fou of the six high-intensity lights which illuminate the dome, leaving two othe lights to shine on only the font of the dome. (Most alumni don't eve see the back of the administation building anyway.) 2. Puchase feet of extension cod. (Available at any hadwae stoe fo about $. 79/6- foot length. Total cost involved: $320/2400 feet. 3.Connect the extension cod up to the fou lights and place these lights at stategic points along the afoementioned oad. The extension cod could be stung fom tee to tee, and each light could be suspended ove the oad by means of a stout cable bolted to a tee on each side of the oad. This I believe, would keep installation costs well unde $1000. The benefits would be incalculable! The billiant oange light that would flood the oad would be a deteent to even the most deviant apist. And the monetay sacifice would be mino in compaison with the annual budget of the Univesity. All my life I have been told by alumni, counselos, and fiends that Note Dame has always demonstated an unflagging espect fo the welfae of its students. Fou months ago, I aived hee with these wods inging in my eas; I have yet to be disillusioned. Accodingly, I undestand that this "light pioity" poblem (no pun intended) which I have mentioned above, is an unconscious ovesight on the pat of the Univesity. The game was not paticulaly exciting. The vacation blues wee behind the team. The scoe was academic, and the win, an espected one. What matteed was that the Iish wee back in South Bend, and Digg~ Phelps. substituting twenty fou times thoughout the game, made sue that each playe on his bench was made well awae of that fact. Dave Batton celebated with 24 points and 13 ebounds. Rich Banning ejoiced with 16 points. Jeff Capente, stepping in fo the injued "Duck" Williams, commemoated the occasion with nine assists--a team high this season. What looked like a Stanley Cup Championship celebation ensued on the ice as the hon sounded. We knew that we possessed the talent to poduce anothe National Championship team fo Note Dame, but we also ealized that the oad to being numbe-one was going to be filled with many challenges and advesities. Once Sping football ended, we wee left to go ou own ways and pepae individually fo the challenging season of Anytime an athlete is left to wok out on his/he own, a cetain inne dive takes ove which helps you to sacifice many things in ode to pepae fo what the futue holds. So it was this past summe fo all of us. We came back to school in mid-august eady and willing to make the sacifice equied to be numbe-one. The two-a-day pactices wee long and tiing, but we woked had, while always keeping -in mind ou goal. Befoe any of us knew it, the fist game against Pitt was a week away and what at one time seemed a deam was soon to be a eality. Opening the season against the defending National Champions was a thill in itself, but moe than that, it was an oppotunity fo us to pove ouselves. Although we did win the game, which is the most impotant thing, we didn't play vey well as a team and wee citicized by many people. The next week we lost to an up and down Mississippi team and fo some un~xplainable eason, I felt as though the loss took a Jot of pessue off the team, yet we wee definitely disappointed. The next week we had to come fom behind to beat Pudue and we eally began to feel as though things wee stating to come togethe. Afte we soundly defeated a good Southen Cal team, we had ou confidence going fo us and we knew that we could play with anybody in the county. Afte avenging last yeas' Joss to Geogia Tech and concluding the egula season with a win ove Miami, we set ou sights on playing Texas. We knew that if we wee going to get a cack at the National Title we would have to not only defeat Texas, but soundly beat them. Duing the weeks pio to the Cotton Bowl game we head about how geat Texas was and listened to all the talk by the news media. That is all it was- talk! Because we wee mentally, physically, and most of all emotionally eady to play this geat Texas team. Now eflecting back upon the game, I ealized that we may have been the only people in the stadium at the time that tuly believed that we could win, and win we did. Thinking about the game and season today gives me a geat 'sense of satisfaction because we accomplished what we had set out to do. We ovecame defeat, advesity, and injuies to become the National Champions and that is what it takes to be Numbe One. Although thee wee many fine individual effots that kept us going game afte game, it was a team effot that kept it all togethe.
