1 This document outlines the funded and planned transportation projects in the Clackamas Regional Center Area. For more details and background, read the Existing Conditions Report Clackamas County has adopted plans and programs to guide and support development in the Clackamas Regional Center area. These plans further address the need for the area to meet multi-modal transportation goals through implementation of land use plans and transportation projects. The table below lists the plans associated with the CRCA, and brief plan descriptions follow. Table: Adopted Plans in the CRC Connections Study Area Document Adoption Date Clackamas Town Center Urban Renewal District Fuller Road Station Area Plan 2007 CRC Pedestrian and Bicycle Connection 2012 Clackamas System Plan 2014 Clackamas County Plan 2014 Clackamas Town Center Urban Renewal District (1980). Established in 1980 to facilitate infrastructure improvements needed to support the development envisioned for the CRCA. These improvements include the I-205/Johnson Creek Boulevard interchange and the light rail line along I-205. The district was retired on June 30, 2013, and the remaining urban renewal funds are slated to be spent by the end of Fuller Road Station Area Plan (2007). In preparation for light rail service along I-205, Clackamas County adopted a plan for the Fuller Road Station Area in The 60-acre station community area added the Station Community Mixed Use (SCMU) zoning district, with form based code development standards and a cap on vehicle parking. These standards re-enforce pedestrian-oriented development, storefronts and business oriented to the public roads, and highly connected street and walkway networks to enhance access to and through the area. CRC Pedestrian and Bicycle Connection (2012). This project analyzed the system of pedestrian and bicycle connections between the light rail station at Clackamas Town Center, and major area

2 employers and services, including Kaiser Sunnyside Medical Center; Stevens Road Commercial Area and Eagle Landing Mixed Use Development; high density housing north of Clackamas Town Center; SE 82 nd Avenue Development/Housing, Clackamas Promenade Shopping Center; the Clackamas Town Center; and the cluster of public uses south of Harmony Road, including Clackamas Community College- Harmony Campus, and the North Clackamas Parks & Recreation District Aquatic Center. The project developed recommendations for seven priority pedestrian and bicycle routes, and created protocols for the design and installation of pedestrian signs and bicycle wayfinding signs to enhance use of the priority routes. System Plan (2014). In February 2014, Clackamas County adopted an extensive, updated System Plan (TSP) for the multi-modal transportation networks that serve the County s unincorporated areas. The result of the traffic analyses identified areas of concern for traffic and development in the CRCA in 2035, including seven intersections operating below the mobility standard. The next iterations of analysis updated the 2035 land use forecast, assuming less growth. This combined with planned projects developed to address the failing intersections created a 2035 scenario where no intersections fail in the CRCA. Despite this scenario, the County has ongoing concerns that intersections will fail if the land use forecast is refined in future years. Clackamas County Plan (2014). This plan describes the priority active transportation routes that, when implemented, will make it safer and more convenient for people to walk and bike throughout urban and rural areas of Clackamas County. Twenty-three high priority, Principal (PAT) routes form the spine of the Clackamas County active transportation network. The principal routes are intended to provide access to necessary services such as transit, shopping and employment centers, and locations for recreation and exercise. When fully implemented, the principal routes will increase active transportation opportunities making it easier, safer and more desirable for people to walk, bike and use transit in Clackamas County. A few key ATP facilities in the CRCA are Causey Avenue, Sunnybrook Boulevard, King Road and Sunnyside Road. About half of the capacity projects included in the 2035 Preferred Alternative network will be constructed over the next few years. Figure 12 shows those projects and all the other projects within the study area that are currently funded. Table 10 lists the project details as well as an ID to match the projects to the map. 5 Figure 14 illustrates the location of multi-use paths and bikeways on roadways in the study area based on inventory data obtained from the county and ODOT. A significant portion of the area has bicycle lanes. Bicycle facilities should be provided on all roadways designated as collectors or higher (i.e. major arterials, minor arterials and collectors). The County s Comprehensive Plan identifies all collector and arterial roadways in the study area as either an existing or planned bikeway. Nearly all routes have gaps in the bikeway network. The county has heard feedback from stakeholders that there are the following bikeway issues in the study area: Lack of infrastructure and connectivity from Johnson Creek Blvd to connect with the Springwater Corridor Clackamas Town Center is difficult to access by bike I-205 Multi-Use Path crossing at Sunnyside Road needs improvement Area around Otty Road needs better bicycle infrastructure King Road needs continuous bike lanes Harmony Community College campus lacks bicycle infrastructure Need bike path through the Three Creeks area Need a north-south greenway west of I-205 Need more crossings over I-205 Need better connections on 82nd Avenue Sunnyside Road is wide for safe bicycle travel Extracts from Existing Conditions Report Page 5

7 Figure 16 illustrates the location of sidewalks, multi-use paths and crosswalk signals. Most roadways in the study area have sidewalks, however there are roadways without sidewalks or with incomplete sidewalks. According to Metro and county standards, sidewalks should be provided on all major arterials, minor arterials, connectors, collectors and local streets in urban areas. The county has heard feedback from stakeholders that there are the following sidewalk issues in the study area: Fuller Road has gaps Harmony Road from 82nd Avenue to I-205 has gaps Lack of sidewalks in Overland Park Sunnyside Road need the Promenade has gaps The connection from the Town Center to the Promenade is difficult Need better east/west connections Need better connections to Aquatic Park Access along 82nd Avenue is difficult Sunnyside Road/82nd Avenue is unsafe Fuller Road/King Road/82nd Avenue intersection is unsafe Fuller Road/Harmony Road intersection is unsafe Parking lots are unsafe because the walkways are inadequate Walking on Springwater Corridor can feel unsafe because of fast moving cyclist Need better access to the light rail station Sunnyside Road is too wide for pedestrian crossings and travel Extracts from Existing Conditions Report Page 7

9 Some of the funded projects in Figure 12 (above) address the issues listed in previous sections. Additionally, the Clackamas Regional Center Pedestrian and Bicycle Connection has projects for the Clackamas Town Center Area. It was started in February with a grant from the statewide and Growth Management (TGM) Program, through ODOT to create safe pedestrian and bicycle connections between the Clackamas Regional Center MAX Green Line station and major employers and services. It identified and prioritized safe pedestrian and bicycle connections, entailed significant public involvement and developed a list of pedestrian and bicycle improvement projects. See Figure 17 for project locations and Table for project descriptions. Many projects from the CRC Pedestrian and Bicycle Connection address issues on both private property and county roads. The county s TSP identifies projects on county facilities to address the gaps and deficiencies on the bikeway and pedestrian network as well as safety and capacity projects. NEXT STEPS The information in this report will be used to create a list of additionally needed infrastructure for the study area and to assess whether an MMA boundary is the correct tool to help the CRCA reach its goals and vision. If it is the correct tool, this information will help the Technical and Stakeholder working groups choose a boundary. If it is not the correct tool, a boundary may still need to be chosen. As mentioned, the county s 20-year transportation plan addresses the capacity issues restricting development, but some of the intersections are close to the threshold of failure, which under current code would potentially complicate development. The current performance measures address vehicle capacity but not the other travel modes that are key to realizing the CRCA vision and goals. A boundary with alternative performance measures has the potential to allow developers to contribute to the transportation system in more ways than just capacity.
