The brochure has been designed to provide you with basic information regarding pipelines and how to recognize leaks and respond in the event of a pipeline emergency.
2 Simonette Expansion Pipeline Project Project Description Pembina Pipeline Corporation ( Pembina ) plans to construct and operate a pipeline called the Simonette Expansion Pipeline Project ( the Project ). The Project is a component of Pembina s larger expansion of its existing Peace Pipeline System. The Project consists of the addition of approximately 60 km of 16 inch diameter pipeline to parallel the Simonette pipeline from a gas plant tie-in located at W5M to the Pembina Fox Creek Pump Station at W5M. The Project is needed to connect current high vapour pressure ( HVP ) and low vapour pressure ( LVP ) hydrocarbon liquids in the Simonette area of Alberta to existing processing facilities. The products transported in the pipeline will include HVP hydrocarbon liquids containing a mix of ethane, propane and butane, and LVP of condensate and a light crude oil. The proposed pipelines will be constructed in the same rightof-way to minimize disturbance. After receipt af all applicable regulatory approvals, Pembina initiated clearing and construction of the Project in Q Pembina estimates the Project will be in operation starting Q Health & Safety Pembina is dedicated to protecting the health and safety of the public as well as its employees and contractors. Operations will be conducted in strict accordance with industry best practices and in compliance with all applicable technical and safety standards and regulations. Pembina personnel are trained to recognize hazards and deal with emergency situations, so that any abnormal situation that might arise can be quickly detected and corrected. The Alberta Energy Regulator ( AER formerly ERCB) requires that a site-specific Emergency Response Plan ( ERP ) be developed prior to commencement of operation of the Project. The ERP will meet the requirements of the AER s Directive 71 Emergency Preparedness and Response Planning for the Petroleum Industry. Pembina will adopt an Emergency Planning Zone ( EPZ ) of 1600 metres for this Project, measured from either side of the centre line of the pipeline. Keeping our communities safe and vibrant because we work, live and play here too.
3 Emergency Management Although rare, emergencies can occur. To prepare for these instances, Pembina personnel regularly participate in emergency exercises to prepare an immediate, effective and coordinated response. Pembina s Emergency Management Program includes: Current emergency response plans Emergency response exercises Employee training First responder training Community awareness initiatives Pipeline Right-of-Way (ROW), Call Before You Dig Pipelines are installed within a strip of land called the right-ofway (ROW). Companies are given rights to use this land for the construction, operation and maintenance of the pipelines, however, ownership of the land remains with the landowner. One of the leading causes of pipeline failures is from someone damaging the pipeline when they re digging near it. We watch for unauthorized digging, but we re also asking for your help. To ensure your safety, approval must be obtained from Pembina for some activities on the ROW, for example: Operating vehicles over the right-of-way where a road does not exist Ploughing below 30 cm Fencing Before commencing any work near the pipeline ROW, you can arrange to have the pipeline located free of charge by contacting Alberta One-Call. The service can be arranged by calling Product Characteristics Natural gas, the source of Natural Gas Liquids (NGL) is a mixture of gaseous hydrocarbons. NGLs can be classified according to their vapour pressures as low (condensate), intermediate (natural gasoline) or high (liquefied petroleum gas [LPG]). Pressurized (liquefied) gases such as ethane, propane, butane and/or pentane are: Transparent in colour Heavier than air (will gather in low areas) May cause frost bite burns on contact (liquid product) May cause respiratory irritation, dizziness, nausea if inhaled in high concentration

We have developed a comprehensive emergency management plan to assure an effective response to pipeline emergencies. Our personnel are trained to work in cooperation with emergency responders to manage these events. In the Event of an Emergency, Pembina Personnel Will: Shut in the vessel or pipeline if possible Locate the leak Activate the Incident Command System Initiate public protection measures NOTIFY: - First Responders - Regulatory agencies - Affected area stakeholders Conduct containment and recovery Preserve the area for incident investigation Prepare for clean-up and repairs Shelter-in-Place Shelter-in-place or sheltering is the practice of remaining safely indoors during an outdoor release of a hazardous product. This practice will help to create a pocket of safe air inside and keep dangerous air outside. In an incident involving HVP product, sheltering has been determined to be the best public protection measure. Sheltering is determined to be appropriate when: There is insufficient time or warning to safely evacuate the public that may be at risk Residents are waiting for evacuation assistance The release will be of limited size and/or duration The location of a release has not been identified or The public would be at higher risk if evacuated
5 Top Safety Priorities STAY AWAY FROM GAS PLUME Move upwind or crosswind; go inside if possible Stay out of low areas Eliminate ignition sources Do not smoke Do not start your vehicle Do not drive through gas plume Listen to battery-operated radio/fm alert system for updates In the Event of an Emergency DO NOT SMOKE. DO NOT START YOUR CAR. Go inside, tightly close windows/doors. Turn off appliances that blow air out or in; stop air flow (shut off dryers, fans, air conditioners, turn down furnaces to minimum). Go to an inside room on the highest floor and stay away from outside doors and windows. An outside fire or explosion could break windows. DO NOT shelter in your basement NGL products are heavier than air. Keep phone lines free so emergency responders can contact you if necessary. Wait for further instructions. Don t leave until told to do so even if you see people outside. Responders will check the outside air with monitors to make sure it is safe for you to leave. Call the emergency number only if you need to. Be patient and stay calm; responders may be calling many residents. Turn on local radio or television for information updates. Wait for an all clear message. Personnel will ensure buildings are properly ventilated before appliances can be turned back on. Although shelter-in-place is usually the recommended practice, there may be circumstances where evacuation is preferable. Evacuate only if told to do so. You will be provided with a route and reception centre location. If you choose to evacuate rather than follow the recommended sheltering, please call the emergency number at to advise them of your actions. We will provide you with the safest route.
