11 DATE AND PLACE OF COMPETITION The competition at the XXIII Central American and Caribbean Games, Barranquilla 2018, will take place from Sunday, July 29th to Thursday, August 2nd, 2018, in the Coliseum of Atlantico University in Barranquilla, Colombia. The weigh-in for each category takes place the day off division s competition. The competition will develop as follows: Qualification Rounds Elimination Rounds Repechage Rounds Finals If there are less than 6 wrestlers in a weigh-in category, the Nordic round system will take place (each wrestler against each wrestler). b) At the end of the segment, wrestlers are paired off to find the ideal number. Repechages will begin with the athlete who lost the first round competing against one of the finalists, and so on up to the losers of the semi-finals, in direct order. The winners of the two final repechages will receive a bronze medal. WEIGHING TIME AND MEDICAL EXAMINATION : 00 a.m On the same day before the beginning of the competition of said division.

15 MINIMUM PARTICIPATION For an event to be considered official, at least five (5) representations of National Olympic Committees must be participating. If, after the Technical Meeting, one or more representations are unable to participate due to force majeure (verified by the CACSO), the event will be held with at least four (4) representations of National Olympic Committees. AGE OF COMPETITORS Competitors must be at least 20 years old by December 31, 2018 (born in 1998); athletes who turn 18 years old during 2018 (born in 2000) may also participate if they produce a medical certificate and parental authorization. ENTRIES 15 Only NOCs recognized by the CACSO and whose National Federations are affiliated with the International Federation, Pan American Confederation or corresponding Regional Sporting Organization may enter competitors to the XXIII Central American and Caribbean Games, Barranquilla ENTRY BY NUMBER Entry by Number Forms (which indicate the number of participants in each individual event) must be fully completed and returned to the Organizing Committee of the XXIII Central American and Caribbean Games, Barranquilla 2018, no later than midnight (Barranquilla, Colombia, local time) on April 20, 2018, in accordance with the provisions of the CACSO Rules, Chapter VIII. ENTRY BY NAME An Entry by Name Form is required for each eligible participant in

16 the XXIII Central American and Caribbean Games, Barranquilla Entries by name must be completed by each NOC and returned to the Organizing Committee no later than midnight (Barranquilla, Colombia, local time) on Wednesday, June 20, 2018, in accordance with the provisions of the CACSO Rules, Chapter VIII. Each NOC must submit their Entries by Number and Entries by Name in the official forms provided by the Organizing Committee 6 months prior to the Games. Further questions or queries in this regard can be resolved by the Organizing Committee at the following address: inscripciones@ barranquilla2018.org.co. GENERAL RULES 16 The competition at the XXIII Central American and Caribbean Games, Barranquilla 2018, will be held in accordance with the CACSO Statutes and the United World Regulations in effect at the time of the Games. Any unforeseen cases not covered in these rules and regulations will be resolved as follows: a. Cases of a general nature will be resolved in accordance with the CACSO Statutes and the Central American and Caribbean Games Rules. b. Cases of a technical nature will be resolved in accordance with the procedures of the United World Americas. UNIFORMS AND SPORTS EQUIPMENT The Rules of the Central American and Caribbean Sports Games and the United World Regulations must be met, as well as IOC Rule 51, usage guidelines of trademarks registered by manufacturers. TRAINING FACILITIES Access will only be granted to accredited team members. General public will not be allowed access. The equipment available will fulfill the guidelines set by the corresponding International Federations.

17 BARRANQUILLA 2018 QUALIFYING SYSTEM participation Only NOCs recognized by the CACSO and whose Associated National Federations are affiliated with United World (UWW) and United World Americas (UWWA) may enter competitors to the competition of the XXIII Central American and Caribbean Games, Barranquilla MAXIMUM NUMBER OF COMPETITORS According to the quota places established by the CACSO, the competition will have a maximum of one hundred fifty (150) athletes, one hundred (100) men and fifty (50) women, 144 athletes as a result of the Qualifying Championship and 6 Wild Cards (2 for each style). Each NOC may enter a maximum of eighteen (18) athletes, a maximum of 6 per style, provided they have qualified according to the qualification criteria for the XXIII Central American and Caribbean Games, Barranquilla Only one (1) athlete per country may participate in each weight category. 17

18 BARRANQUILLA 2018 QUALIFYING SYSTEM The Central American and Caribbean Championship of Associated Styles 2018 will be the qualifying event for Barranquilla The host country (Colombia) qualifies directly, but participation in the qualifying event is mandatory. Based on the aforementioned points, the athletes placed in the top 8 for each style and weight category at the qualifying event will qualify for the Central American and Caribbean Games, Barranquilla If a Colombian athlete fails to qualify, the country that earned the eighth quota place will have to concede his or her place to the host country. Quota places are for the country, not necessarily for athletes. 18 If any of the following situations were to happen: a qualified athlete is unable to participate due to sanction, injury, etc.; a CON chooses not to enter on or several athletes; a qualified athlete is disqualified for doping or any other cause; the following criteria shall apply: The country that has qualified immediately beneath (9th, 10th, 11th, etc.) will occupy the available quota place. If no other countries qualified, UWW, through UWWA, may grant a wild card to another country in the area to complete the athlete quota places approved by CACSO. The associated NOCs must send written confirmation to UWWA no later than April 18, 2018, of the quota places that will be occupied. If the aforementioned issues were to arise, UWWA will inform COBAR 2018 of the substitute countries no later than May 20, 2018, so that the NOCs will be able to comply with the dates provided by the CAC- SO for the entries by name and number.

19 QUALIFYING SYSTEM APPROVAL This qualifying system was approved by UWW, UWWA and the CAC- SO on January 20, TECHNICAL MEETING The Technical Meeting will take place Saturday, July 28, 2018, at the Puerta de Oro Convention Center. TIME. Up to two representatives from each NOC may attend the Technical Meeting. The invitation card for the Technical Meeting will be available to the Heads of Team upon their arrival at the Sports Information Center of the Central American and Caribbean Village. The Technical Delegate and the Organizing Committee s Competition Manager for will chair the meeting, which will be conducted in Spanish with an English translation. TECHNICAL OFFICIALS Technical official designation will proceed as follows: The 2 Technical Delegates and the 2 Referee Instructors will be designated by UWW at the beginning of Judges and Officials are designated by each National Federation through their respective NOCs. Technical Support Personnel will be designated by the Colombian Associated Federation. DRAW The Drawing of the competition will be carried out during the official pesaje of the same day of every competition. APPEALS Appeals will take place according to article 34 of the UWW International Competition Regulations.

20 Coaches and athletes have the right to request revision of a determined action, which will be immediately performed using the monitors of the competition venue. QUALIFYING TO LIMA 2019 All wrestlers that earn a gold medal in each style and weight category will qualify to the Pan American Games, Lima In case some country already had obtained his classification a combat is realized between both medalists of bronze out of competition, and the winner is the classified one. AWARD CEREMONIES Award ceremonies will take place according to the CACSO Regulations, Chapter XIII. It will conform to the standards of the current version of the World Anti-Doping Agency (WADA) procedures.
