Introduction 1.1 The Rally will be run in compliance with the International Sporting Code (and its appendices), 2014 FIA Regional Rally Sporting Regulations and its V4, the National Sporting Regulations which comply with the FIA regulations, and these Supplementary Regulations. Entry 4.1 Opening and closing date for entries Opening date: 15 September 2014 Monday Closing date: 17 October 2014 Friday 4.2 Entry procedure Competitors wishing to take part in the 2014 China Rally Longyou must send the entry form, duly completed, to the address below, and the entry application will only be accepted by receiving the total entry fees or by a receipt issued by the competitors National Sporting Authority. All details on the entry form must be completed by close of entries. 10 If the entry is sent by fax or , the original one must reach the organizer, at the latest, within 5 days after the entry close Foreign ASN license holders must hold an authority from their National Sporting Authority or obtain its stamp on the entry form. 4.3 Number of entries accepted The maximum number of entries is 50. Attention is drawn to Article 74 of the International Sporting Code relating to the refusal of an entry. If more than 50 entries are received, the organizer reserves the right to decide which entries (among the non-registered drivers) will be accepted or refused Vehicles which conform to Article 4.of 2014 FIA Regional Rally Championship Sporting Regulations and Chapter V4 are accepted. 4.4 Entry fees With the optional advertising proposed by the organizer: USD (RMB5,525.00) Without the optional advertising proposed by the organizers: USD1, (RMB10,400.00) The entry fees include the following: 1 Supplementary Regulations 1 road book 1 map 8 passes for service crew In addition to that, for each entered competitor, the organizer will provide the followings: 2 Supplementary Regulations 1 road book 2 maps 10

11 1 set of service panel & 1 set of guest panel 1 service manual For each additional service vehicle, it shall be registered at a fee of USD20.00 (RMB130.00), and the completed Vehicle Information Form should be submitted before the close of entry. 4.5 Payment details Please send the payment related via the use of telegraphic transfer to the bank below within 7 days after the entry application, and inform Event Secretariat by the copy of transfer receipt. The organizer may refund 50% of the entry fee to those competitors who, for reasons of force majure (duly certified by their ASN), are unable to start in the Rally 5. Insurance 5.1 Public liability 11

12 The public liability including the Third Party Liability of the rally cars and recce cars within the designated time and route during the event is covered by the organizer. The insurance will come into effect from 0000hrs on Tuesday 4 November 2014 and will automatically expire at the end of the rally (Sunday 9 November 2014) or at the moment of retirement or exclusion from the event. Limit of accumulative total compensation: RMB 15,000, Personal injury insurance and medical insurance All national crews are required to have a minimum personal injury insurance no less than RMB360, and a medical insurance no less than RMB40, For overseas crews, a personal travelling insurance which covers first aid and repatriation transfer is required, and those insurance policies are required to be shown at administrative checks. 5.3 Asia Emergency Assistant (AEA) In an effort to ensure your safety, the Organizing Committee has authorized Asia Emergency Assistant International Pte. Ltd. (AEA) to offer medical transfer service for overseas participants during the rally. All overseas team members including competitors and working staff are kindly required to provide the medical insurance details to the permanent secretariat. These will be crucial if utilizing medical service offered by the Organizer. The name of person insured; Insurance company details (name, address, tel. & fax number); Policy number; If including fees for emergency overseas air transportation or not (YES/NO) 12

Advertising and identification 6.1 Advertising The following space must be reserved for the organizer s compulsory advertising by the entrant: -B1: both sides of the front door, 67cm 17cm -D: bonnet of the car, 43cm 21.5cm -C: rear window, 30cm 10cm -A3: both sides of the front door, APRC logo, 67cm 17cm Competitors who accept the organizers optional advertising must reserve on each side of the front door of the car, two spaces 15cm high x 25cm wide (A1 and A2). The content of the advertising will be published by bulletin Advertising is permitted on the body of the car, including the roof. Advertising on windows is prohibited with the exception of a maximum 10cm wide strip on the upper part of the windscreen and 8cm wide strip on the upper part of rear window. 6.2 Competition numbers, names and national flag Competition numbers Competition numbers, in accordance with article 18 of the 2014 FIA 13

Tyres 7.1 Tyres specified for use during the rally The use of studded or spiked tyres is prohibited under pain of exclusion. Refer also to article 60 and Appendix V of 2014 FIA Regional Rally Sporting Regulations. 7.2 Tyres for use on reconnaissance During recce the tyres used must be designed primarily for normal tarmac use, and competition use tyres of any type are forbidden. The tyres used during reconnaissance must not exceed a tread depth of 8.5mm. Straight circumferential grooves may be no wider than 10mm, all other grooves at any angle to the circumference may be no wider than 7mm. The wheel rims are free within the limits of Appendix J, Group N and shall be fitted with approved tyres. 8. Fuel 8.1 Fuel shall comply with the provisions listed in Article of the Appendix J to the FIA International Sporting Code. There is a SINOPEC fuel station, which can be reached by road book in Service Manual. 8.2 The use of official FIA fuel is permitted. 8.3 Refueling zone and supplementary refueling zone will be indicated in event itinerary, and can be reached by road book. 14

Reconnaissance 9.1 Procedure for registration Crews who will take part in the recce must provide all the information requested for the recce car, and please collect your recce plates and the recce card at the event Secretariat according to the event program. 9.2 Specific restrictions The reconnaissance card collected during the registration must be shown at the start and STOP of special stages. The same special stage can be covered no more than twice except SS For the requirement to the recce cars, the Article 25.1 of 2014 FIA Regional Rally Sporting Regulations will be applied Crews are forbidden to drive in the opposite direction to that of the rally The maximum speed in special stages during the recce is 70km/h For recce schedule, please refer to appendix Administrative checks 10.1 Documents to be presented The following items will be checked at the Administrative Checks: *Competitor/entrant license *Driver and co-driver competition license *ASN stamp/visa for foreign competitors *Chinese driving license of driver and co-driver *Personal insurance papers *All the details on the entry form. 15

16 10.2 Documents collected during the administrative checks *Supplementary regulations, road books, service manual and maps *Door panel for competition cars, recce cars, service vehicles *Passes for competitors, service crew, team manager and guests (if needed) *Scrutineering form, recce card, infringement card and guests 11. Scrutineering, sealing and marking 11.1 Venue: Jian Ce Zhan Time: 1500hrs-2000hrs Wednesday 5 November 2014 Details will be published on the official notice board at 0830hrs on Tuesday 4 November The mud flaps are compulsory to comply with the 7.7, article 252 of Appendix J The window film is compulsory to comply with the 11, article 253 of Appendix J 11.4 Drivers equipment is compulsory to comply with Chapter III, Appendix L to the FIA International Sporting Code The door panel and the organizer s optional advertising must be fixed before the scrutineering. Meanwhile, the spare transmission and spare turbo charger are required to present for the sealing and marking Tracking system: In accordance with the 2014 FIA Regional Rally Sporting Regulations, all the competitors entered into the APRC China Rally must install the tracking system provided by the organizer. The tracking system needs to be installed before the scrutineeing, during which it will be checked. The Tracking system will be recuperated by technician at the end of the rally or in case of retirement. 16

17 12. Other procedures 12.1 Ceremonial start Venue: Rongchang Square Date: 1045hrs 7 November Friday All crews are required to be present wearing overalls. The starting order of the ceremonial start will be published on the official notice board at 1300hrs on Thursday 6 November Meanwhile, the article 43 of 2014 FIA Regional Rally Championship Sporting Regulations will be applied Finish procedure Venue: Rongchang Square Time: 1515hrs Sunday 9 November The finish procedure is as follows: 3rd car of registered drivers in the APRC event, on to ramp, interview on ramp and then proceed to park in a location as directed by and under the authority of the event officials. 2nd car of registered drivers in the APRC event, on to ramp, interview on ramp and then proceed to park in a location as directed by and under the authority of the event officials. 1st car of registered drivers in the APRC event, on to ramp, interview on ramp, nose down on ramp for photo session. Podium boxes in to place. Presentation of trophies. National anthem and associated flag raising. Champagne spray and photoshoot. Provision for team photos on ramp or in adjacent area. 17

18 12.3 Early check in at the end of a leg Crews may check in early without incurring any penalty at TC1A, TC7D, and TC13C Super special stage For the Super Special Stage (SS1), two cars will start at the same time and the cars must cover the two parallel routes described in the Road Book The starting signal of super special stage A: The car stops at the starting line with the crew ready. The red light and green light in front of the starting line is switched off. B: The countdown starts at the last 15 seconds, and the red light is switched on. C: When counting down to last 5 seconds, the red light starts to flash. D: After flashing 5 times, the red light is switched off, then the green light which indicates the starting signal will be switched on. At the same moment when the green light is switched on, the time keeping device will start to work. E: The green light will maintain for 20 seconds, then be switched off. F: Both the start time and stage time will be entered into the time card at STOP For those cars that fail to take part in or to finish Super Special Stage or retire on the road section between the Stop Control and the Parc Ferme, repairs may be carried out in accordance with the article 47.3,V4 of the 2014 FIA Regional Rally Sporting Regulations (APRC) and the car may restart for TC1B. Any such car will be allocated a stage time of the fastest time plus 5 minutes. Meanwhile, any crew recording or actual time in excess of the fastest time plus 5 minutes will be allocated time of the fastest time plus 5 minutes in accordance with Article 41.4, V4 of the

19 FIA Regional Rally Sporting regulations. For the above mentioned crew(s), the competitor must inform the event secretariat with a written application 40 minutes before the publication of the starting order for the next day. Meanwhile, the car has to maintain the same body and engine with pre-event scrutineering and be checked by scrutineers Promotional activities and procedures A promotional activity will be organized at Rongchang Square between 0930hrs and 1020hrs on 7 November with participation of all crews. The activity will include session for taking photos, autograph, and handing out souvenirs All crews and team managers are required to be present, and please park competition cars at the designated venue as the following timetable: Car NO hrs-0910hrs Car NO hrs-0920hrs Competition cars can be driven by team members to Rongchang Square. When arriving at the square, please follow the instruction of marshals on duty. The space allocated to each car will be published at 1300hrs on Thursday 6 November 2014 on the official notice board. All crews must be present at the activity at 0930hrs wearing overalls. The promotional activity will be finished at 1020hrs, then all crews will continue to take part in the ceremonial start Official time Official time throughout the rally will be Beijing Standard Time (GMT+8) as disseminated by the organizers. A display of Official Time will be located 19

20 at the reception of Rally HQ Start for TC0 All crews must report to the parc ferme for TC0 (refer to the layout of starting area in road book) at the exit of service park 5 minutes earlier according to the start order published on the official notice board at 1300hrs on 6 November Thursday. For every minute lateness, a fine of RMB will be penalized Starting system of special stages The start signal will be given by an electronic countdown system clearly visible to the crew from the start position. The countdown starts 30 seconds before the starting with a red light and a digital number. The red light turns yellow when 5 seconds left and turns green when the time is due. The breaking of the start line detection device (beam) prior to the starting signal shall be deemed a false start Should either the electronic countdown system or start line detection device (beam) be inoperative, the primary system as outlined in Article 37.3 of the 2014 FIA Regional Rally Championship Sporting Regulations will apply, and the marshal will count down and the last five seconds one by one prior to the competitors start time Start order and start interval Start order A: For Leg 1, all APRC registered drivers will start in the first group, and non-registered drivers will start in the next group. 20

21 B: For Leg 2, the start order will be determined by the performance of drivers in Leg Start interval A: For section 1, the start interval of the first 30 cars will be 1 minute, and from the 31th car on, the start interval will be 2 minutes. B: From section 2 on, the start interval will be 2 minutes for all cars Restart after retirement This is applicable to this event in accordance to Article 46.1 of Chapter V4 of 2014 FIA Regional Rally Sporting Regulations Flexi service All crews could use for flexi service. Meanwhile, crews are required to conform with the requirement of the waiting time in the technical zone for flexi service Excessive speed during the rally Infringed crews during the rally will be penalized according to article 20 of the 2014 FIA Regional Rally Sporting Regulations,. 13. Prizes characters 14.1 Overall Classification 1 st US$1,000, plus trophies for Driver and Co-driver 2 nd US$600, plus trophies for Driver and Co-driver 3 rd US$400, plus trophies for Driver and Co-driver 14.2 Trophies for the first three placed APRC drivers and co-drivers 14.3 Trophies will be awarded to the first driver and co-driver for production cars Trophies will be awarded to the first driver and co-driver in each class Manufactures Cup Trophy will be awarded to the Manufacture placed first outright 14.6 Cup for the Drivers and Manufacture of 2wd cars Trophies will be awarded to the driver,co-driver and the manufacture placed 1 st for 2wd cars FIA Asia Rally Cup Trophies will be awarded to the driver and co-driver placed 1 st for Asia Rally Cup. Except the trophies presented on the podium, other trophies could be collected at the event secretariat within 1 hour after the publication of the final classification. 22

Final Checks, protests, and appeals 15.1 Final Checks Venue: Jian Ce Zhan Date & Time: 1535hrs 9 November Protest Fee The cost of a protest fee shall be EUR If the protest requires the dismantling and re-assembly of different parts of a car, the claimant must pay an additional deposit EUR The expenses incurred for the work and by the transport of the car shall be borne by the claimant if the protest is unfounded, or by the competitor against whom the protest is lodged if it is upheld. If the protest is unfounded, and if the expenses incurred by the protest (scrutineering, transport, etc.) are higher than the amount of the deposit, the difference shall be borne by the claimant. Conversely, if the expenses are less, the difference shall be returned to them Appeal Fee The FASC appeal fee is EUR1, The international appeal fee to the FIA is EUR12,
