2 Foreword Croeso i / Welcome to the 2018 Plains Rally. Organised by Knutsford & District Motor Club Ltd., the Plains Rally is a round of the Jordan Road Surfacing BTRDA Rally Series, Pirelli MSA Welsh Stage Rally Championship, Restruct Ltd and Welsh Mixed Surface Championship and ANWCC Forest Stage Rally Championship. The event will again be based in Welshpool, the gateway to Wales and we will be offering 8 special stages in classic Mid-Wales forests. This all sounds very familiar, but we have made some changes, which we hope to complete in 2019, to bring a new look and challenge to the event. For many years, we have shared a forest allocation with our colleagues at Wolverhampton and South Staffordshire Motor Club in the Dyfi complex. Consequently, both Rally North Wales and the Plains have run very similar stages. During negotiation of our 2018 Forest Allocation, representatives of both events, together with the FLO and Natural Resources Wales held discussions to affect some changes that would be beneficial to both events. The upshot of these discussions being the Plains will not run a Gartheiniog stage on the 2018 event. In its place we are pleased to announce that we have an allocation in Dyfnant. This is the first time in 14 years that we have been able to run a stage in Dyfnant and we are grateful to NRW and Rainbow Trails for their help in making this happen. 12 Supplementary Regulations 1.0 Introduction 1.1 This is a National B Forest Stage Rally with Authorised Foreign Participation (NCAFP). 1.2 The event title is 2018 Plains Rally. 1.3 Held under the General Regulations of The Motor Sports Association (incorporating the provisions of the International Sporting Code of the FIA), the Supplementary Regulations for the Plains Rally. Modifications, amendments and/or changes to these Supplementary Regulations will be announced only by numbered and dated Bulletins. 1.4 The competitive element of the Plains Rally (special stages) will be held on gravel forest roads that are part of the Welsh Government Estate, under the control of Natural Resources Wales. 1.5 The event will contain 8 special stages, save for force majeure. 1.6 The overall approximate distances for the event will be: Liaison 167 miles; Special Stage 44 miles. 2.0 Organisation and Description 2.1 The event will be organised by Knutsford & District Motor Club Limited. 2.2 The event will be a qualifying round of the BTRDA Rally Series incorporating the BTRDA Gold Star, BTRDA Silver Star, BTRDA Rally First Championship, BTRDA Historic Cup, BTRDA Production Cup, BTRDA Rallye R2 Cup, and Fiesta ST Trophy. 14 4.0 Eligibility 4.1 The event is open to all competitors that have a National B Stage Rally Licence or higher. 4.2 Competitors must be a registered contender of one of the qualifying Championships: SR 2.2 to SR If competitors can t comply with SR 4.2, then they must be a fully paid up member of a member club of the Welsh Association of Motor Clubs or the Association of North Western Car Clubs. 4.4 Competitors must have valid insurance cover for those parts of the route that take place on Public Highways. 4.5 Competitors competition licences, championship registration, club membership cards will be checked at signing -on. Where an entry is made in the name of a professional team, sponsor, or motor club, an Entrant s licence must be available for checking at signing-on. 4.6 All competition cars must comply with the Technical Regulations published in the 2018 MSA Yearbook. All turbo charged petrol engines will have their cubic capacity multiplied by 1.7 to determine the class that they should run in, except when FIA Appendix J, Article 260 applies. 4.7 Classes: 1 N3 Current and former FIA Group N cars over 1400cc up to and including 2000cc 1 NR4 Current and former FIA Group N cars over 2000cc B10/R2 Over 1400cc up to and including 1600cc, including all FIA R2B cars B11 Over 1600cc, up to and including 2000cc B12 Over 2000cc two-wheel drive, including all FIA R3T cars B13 Over 2000cc four-wheel drive cars that do not qualify for Classes NR4 or B14, and FIA R4 cars B14 Current and former World Rally cars with a sequential gearbox, plus current and former S2000 and R5 cars and any derivatives therefrom C cars up to 1400cc with: i. 8 Valve engines, ii. Engines with more than 8 valves that retain the standard fuel and inlet manifold systems, iii. Engines up to 1000cc not eligible for class RF1.4 Current and former FIA N1 cars iv. 1400S All other cars up to and including 1400cc RF1.4 All BTRDA Rally First cars up to and including 1400cc RF1.6 All BTRDA Rally First cars up to and including 1600cc RF2.0 All BTRDA Rally First cars up to and including 2000cc 3 H1/2 All Historic Category 1 and 2 cars and Category 3 cars with single cam engines 3 H3 Historic Category 3 cars with multi-cam engines over 1600cc plus all Category 4a cars and Category 4b cars up to 1600cc 3 H4 Historic Category 4b cars over 1600cc that comply with R FIA homologated and formerly homologated cars complying with their homologation papers. 2 Remote reservoir suspension systems are not permitted unless fitted as standard or homologated. 3 Historic Category 1, 2, 3 and 4 rally cars that comply with R49 of the 2018 MSA Yearbook 14

15 5.0 Entries 5.1 Entries must be made on the official entry form, which must be returned to the Entries Secretary, with the appropriate entry fee. 5.2 Entries can be made online, via the entries section of the event website. Entries made online will not be accepted until the appropriate entry fee has been received. 5.3 Entries will be accepted on a first come, first served basis, on receipt of the entry fee. 5.4 The maximum entry for the event is 150 plus 45 reserves. 5.5 The minimum entry for the event is The minimum entry for each class is If any of these minima are not reached, the organisers reserve the right to amalgamate classes, reduce competitive mileage, or cancel the event, as appropriate. 5.8 The entry fee is 560. A reduced entry fee of 510 applies to registered BTRDA Rally First competitors only. 5.9 Payment of entry fee: payment can be made in cash, by cheque (payable to Knutsford & District Motor Club Ltd), or by Bank Transfer (Internet Banking). Due to changes introduced by PayPal, the organisers are not accepting payment of entry fee via PayPal. 5.9 The entry fee provides one entry on the Plains Rally, inclusive of: Rally Plates, competition numbers, hi-visibility competition numbers, tulip road book, and one service pack Due to the route layout, there are no realistic opportunities for Auxiliary or Management Service. Withdrawal of entry in writing, after the start of documentation, will receive a refund at the organisers discretion. For clarity, in writing means: letter, fax, , or text message. 6.0 Insurance 6.1 Organiser s Insurance: The entry fees include the insurance premium to insure the competitors and other parties as necessary against third party risks whilst taking part in such parts of the Rally on Private Land or Roads. The cover is provided for such period as the Organising Permit is in force. 6.2 Competitors Insurance: Drivers must have valid insurance as is required by the Road Traffic Act, covering them against liability for both personal injury to, and damage to the property of, third parties on public road parts of the event. It is the Driver s responsibility to arrange such insurance and/or extend existing insurance to comply with the requirements of the Road Traffic Act. Drivers will be required to sign and declare that they are covered by such insurance. Any failure to sign a declaration may mean that the car in question is not permitted to start the event. The organiser also declines any liability for breach of the laws and regulations of the UK as covered by the itinerary. Competitors shall be held responsible for any accident or breach of laws in which they may be involved and shall declare to the Organisers of any incident from which liability may arise and shall have no claim against the organiser arising out of accidents of the organiser, servants or officials during the Rally. 6.3 The Organisers have applied to Jelf Insurance Partnership for a Blanket Cover Note under the above scheme. This will provide competitors who need to use the scheme with the Third Party Cover necessary to meet Road Traffic Act requirements on the Road Sections of the event. 16 * I do not have the Third-Party Road Section extension on my current Motor Insurance; * I am aged 20 or over; * I have had no more than 1 fault claim in the last three years; * I have no more than maximum of 6 conviction points on my UK driving licence; * I have the appropriate competition/club membership licence as well as a UK/EU driving license and if my license is provisional I will be supervised; * I have no physical or mental disabilities; * I have no other material facts to disclose; * Anyone aged less than 20 years old will also be accepted at the same price should their co-driver be a more senior member of their family or over 25. If you comply with all points above, no Letter of Acceptance will be required. If unable to comply with any of the above points you will be required to complete the Declaration form (the form can be obtained by contacting the event secretary or Jelf Insurance Partnership) which should be forwarded either to the organisers or direct to Jelf Insurance Partnership prior to the event to allow sufficient time for a letter of acceptance to be issued. Jelf Insurance Partnership Partnership House Priory Park East Kingston Upon Hull HU4 7DY Tel + 44 (0) Fax + 44 (0) info@jelfmotorsport.com 7.0 Identification, Noise Test and Scrutineering 7.1 Competitors will be supplied with numbered rally plates to be fixed to the front and rear of the competition car. 7.2 Competitors will be supplied with black numerals in accordance with R.6.1.3(a) to be fixed to the front doors of the competition car. 7.3 Competitors will be supplied with hi-visibility numbers to be fixed to both rear-side windows. 7.4 All numbers and plates will be handed out at the trailer park. 7.5 Competitors MUST remove all competition numbers and rally plates at the end of the event, or on retirement, whichever is the sooner. 7.6 Competitors must ensure that all competition numbers, plates, and registration plates remain clean during the event. 7.7 Championship contenders should ensure that any Championship decals are valid for 2018 and fixed in accordance with Championship Regulations. 7.8 Advertisements may be carried subject to H to and H to but these must not overlap on the rally plates. 7.9 A noise test will be conducted in accordance with GR R The noise test will take place adjacent to the trailer park Pre-event scrutineering will be held on Church Street Car Park, Welshpool Competition cars will be checked for compliance with MSA Technical Regulations, general roadworthiness and class eligibility Post-event scrutineering will be held on Church Street Car Park, Welshpool. Competitors selected for postevent scrutiny will be handed a notification at PC7, immediately after the final time control, MC2. On receipt of notification, selected competitors must attend post-event scrutiny within the time-scale specified in the notification Competitor s personal safety equipment: Helmets, Frontal Head Restraints, Flame Resistant Overalls, will be checked for compliance with MSA Technical Regulations The entrant of any car which carries an on-board camera must have the camera and its installation approved by a scrutineer at scrutineering. 16

17 8.0 Route Information 8.1 The organisers will provide a road book and time cards, which will provide all the information required by competitors to comply with GR R.26.1 and GR R The organisers will provide a road book, which will provide all the information required by service crews to access the service area and recover competitors that have retired. 8.3 The route is on the following Ordnance Survey Maps: 1:50,000 Landranger series: 124, 125, 126, 135 1:25,000 Explorer Series: OL23, 215, Competitors may use subjective route notes on this event. 8.5 Subjective route notes for this event will be available from Patterson Pacenotes (Brian & Liz Patterson). It is the competitor s responsibility to order and pay for their notes direct from Patterson Pacenotes as the event organisers will not be involved in this process in any way. Please see the Patterson Pacenotes advert for further details. 8.6 Competitor and Service route map books for the event are available from Pine Lodge Maps. Please see the Pine Lodge Maps advert for further details. 8.7 Any Competition Licence holder who Permits the unauthorised presence at any time of any vehicle on a known Special Stage or Forestry Commission Land will be disqualified from the event itself and referred to the MSC National Court. GR R Plant Diseases and Forest Biosecurity 9.1 To help control the spread of plant diseases that are/may affect the forest estate, domestic and ornamental gardens, competitors and service crews must follow the biosecurity measures published in the competitor and service road books in respect of competition vehicles that have left the forest track, service vehicles involved in the recovery of retired competition cars, and all footwear/clothing worn by competitors/service crew that have left the forest track Fuel and Refuelling 10.1 Competitors may use fuel that complies with the definition of pump fuel in the 2018 MSA Yearbook Competitors are permitted to refuel in the following manner: Fuel dispensed from pumps at filling stations marked in the road book. The grade of fuel supplied at the time of the road book survey will be recorded Fuel supplied by the operator of the Refuelling Zones marked in the road book For environmental and safety reasons, NO refuelling is permitted at any time by any competitor in the service area or refuelling zones, by the competitor or anyone acting on behalf of the competitor, from drums, cans or similar The Refuelling Zones will be operated by Vital Equipment Limited Competitors are responsible for ordering their fuel directly from Vital Equipment. The last day for ordering fuel is Friday 4th May 2018 (5pm). Fuel can be ordered by telephone: , by info@vitalequipment.co.uk, or by using the order form: 30-w.asp Vital Equipment have advised the organisers that competitors will only be charged for the fuel they use i.e. competitors will not pay for any fuel not dispensed following retirement from the event. The price of Super Unleaded is VAT per litre. 17

Due to the layout and proximity of the stages to each other, there is no opportunity for changing tyres, or conducting minor repairs, other than by the competitor, using tools and spare tyres carried in the competition car. The organisers will appoint Judges of Fact to monitor competitors receiving unauthorised assistance R to R All competitors receiving unauthorised assistance will be penalised in accordance with R32.2(n) Entry to the service area will be strictly limited to vehicles bearing service plates, which must be affixed to the front of the vehicle always. NO PLATE, NO ENTRY Service vehicle details must be provided to the organisers at signing-on Service vehicle crews may only service competing cars, in the service area The following Health and Safety statement must be shown to all your personnel: Every person participating in the Plains Rally, whether employed or voluntary, shall take reasonable care for the health and safety of themselves and other persons, who may be affected by their actions or omissions during the operation of the event There will be one service area. Service will be after special stage 4. There will be a service allowance of fortyfive minutes. Competitors and their service crew members should be familiar with, and work to the MSA Service Area Risk Management document The service area will be laid out in bays approximately 6 metres wide by 8 metres deep Service bays will not be pre-allocated to any competitor or group of competitors Service must take place on a ground protection sheet If the service crew need to drain the fuel tank, to work on any part of the fuel system, they can only undertake such work on issue of a Permit to Work, which will be available from the Service Area Commander Service vehicles must follow a specific route to and from the service area Service vehicles must have the service plate supplied by the organisers affixed to the front of the vehicle always. If the service plate is not displayed as instructed, entry to the service area will be refused Service crews must remove all their rubbish when they leave the service area Competitors are reminded that they are responsible for the driving standard and general behaviour of their service crew. 12 Timing 12.1 Target timing will be used on the event An official clock, set to rally time, will be available at Rally HQ during documentation on Friday 11 th May to allow competitors to set their own watches to rally time. The official clock will be moved to MC1 on Saturday 12 th May Road section target times will be calculated at 30MPH for A and B roads, and 15MPH for all other public highways and forest roads used as liaison sections. 18

19 12.4 Road section target times will also include an allowance for: removing helmets and FHRs, time and passage control procedures, and refuelling in a refuel zone, as appropriate Each special stage will have a bogey time calculated at not more than 70MPH average, and a maximum time calculated at not more than 30MPH average 12.5 Competitors will be awarded with the following times: Under stage bogey = stage bogey time Over bogey but under stage maximum = actual time taken Over stage maximum = stage maximum The maximum permitted penalty free lateness for this event will be 30 minutes. 13 Time Controls 13.1 There will be 2 Main Controls, marked MC in the road book The event will use Stage Start Lights. The start lights use the following 60 second sequence: 15 seconds before start time RED 10 seconds before start time RED / AMBER 5 seconds before start time AMBER (flash/countdown) Start time GREEN (Go!) 13.3 At each stage start, the start marshal will instruct the competitor to be ready to start. The marshal will give a loud verbal indication of 30 seconds to go. No further verbal warning will be given, prior to the start lights changing to RED / AMBER In the event the automatic start equipment fails; a manual start procedure will be adopted as per R25.7 to R The event will use automatic timing beam equipment at the flying-finish of all stages. If the automatic timing equipment fails, the timekeepers will revert to a manual system of recording flying-finish times The Service Area will have an In and Out time control and a Target Time will be specified between these controls. The section between In and Out controls will be marked as a road section in the road book Passage controls will be indicated at certain points in the Road Book to collect time cards from competitors or for other purposes. No times will be recorded at these controls but a competitor failing to stop at a passage control will be deemed not to have visited the control and not have completed the route Should any recorded time not be legible, or appear to be unauthentic or incorrect, the organisers may use any means at their disposal to establish a time. Please note that it is the responsibility of every competitor to ensure that the times and official signatures are correctly recorded and that their time cards are handed in when instructed There will be one Re-join point on this event GR R , GR R The re-join point will be the service in time control. 14 Penalties 14.1 Penalties will be applied according to GR R Competitors must provide the organisers with a signed Damage Declaration: at MC2, via the Sweeper Car on retirement, or by post, within 72 hours of he event. GR R , GR R Competitors that do not provide such a declaration will be penalised in accordance with GR R.32.2(p). 15 Interpretation of Regulations 15.1 It is the responsibility of competitors to understand the interpretation of all Regulations and written instructions. Marshals will be instructed not to enter discussions involving such interpretations. Organiser s times and mileages will be deemed correct and not the subject of protests. 19

20 16 Results Protests and Awards 16.1 Interim times may be provided to competitors at certain points on the route (marked Field Results in the Road Book) Provisional results will be posted on the official notice board situated at Rally HQ, The Royal Oak, Welshpool as soon as possible following the finish of the last car A computer terminal and printer for use by competitors will be available at the finish A query form is provided in the Road Book for competitors to complete and hand in at the Competitors Liaison Desk, if they have a query regarding the interim or provisional results Provisional results will be declared FINAL after thirty-minutes subject to the resolution of any protests, which must be made in accordance with the provisions of C5.1 to C Competitors will receive copies of the final-results within seven days of the event Provisional Event Awards will be presented as below on the Finishing Line (MC2); these will be declared final once Results have been made final. No competitor may win more than one event award.
