3 FOREWORD North Wales Rally Services Rally North Wales Wolverhampton & South Staffordshire Car Club Ltd welcomes you to the sixtieth year the event has run. The club s aim is to repeat the success of recent years offering, a compact event based from the host town of Dolgellau with minimal road mileage on some of the best stages in the country providing the best value for money possible. Scrutineering starts early afternoon on Friday 23 rd March on the outskirts of Dolgellau. This continues on Saturday morning for 4WD entrants who prefer to turn up and compete same day. Note this session has no provision for Rally 2WD crews who must have completed the process on Friday evening. Rally 2WD will enjoy centralised servicing in Dolgellau, whilst Rally 4WD although tackling the same stages service at the Corris Craft Centre in close proximity to the stages to ensure an even tighter and compact schedule. A change from previous years Auxiliary Management is not be permitted. National A & B crews stage mileage Approximately 45 miles We are pleased to be supported by the MSA British Historic Rally Championship, Pirelli MSA Welsh Forest Rally Championship and ANWCC Forest Rally Championship. (Suzuki) Swift Shining Stars series and Individual crews are most welcome, you don t have to be a registered contender to enter the event. ANNOUNCEMENT Wolverhampton & South Staffordshire Car Club Limited will organise a National A & B 2WD Stage Rally & National B 4WD Stage Rally on Saturday 24 th March JURISDICTION This event will be held under the General Regulations of the Motor Sports Association (incorporating the provisions of the International Sporting Code of the FIA) (GRs), these Supplementary Regulations (SRs) and any further Official Instructions that the Organisers may issue for the event. 3. ELIGIBILITY The event is open to all fully elected members of the organising club, fully elected members of member clubs of the Welsh Association of Motor Clubs (WAMC) and registered contenders of the championships listed in Section 5. All entrants must hold a valid Competition Licence issued by the Motorsports Association Limited appropriate to the event entered. 5. SCRUTINEERING & DOCUMENTATION (SIGNING ON) Rally 2WD scrutineering starts at 14.00hrs on Friday 23 rd March until 19:00 hours. Documentation (Signing On) 14:30 until 19:00 hours. Rally 4WD crews will be able to scrutineer and complete documentation on Saturday 24 th from 09:00 hours onwards. The venues and specific times for scrutineering will be notified in the final instructions. All competitors must produce a valid Competition Licence, Club Membership Card, and Championship Registration Cards as appropriate. All competing vehicles must have a current Stage Rally Log Book and comply with 2018 MSA Tyre, Technical and Safety Regulations, all historic vehicles to comply with R 49 R inclusive. In addition, competitors must have MSA Historic Rally Vehicle Identification Form R 49.5 and, additionally, Category 3 & 4 cars must have homologation papers for their vehicle R All cars will have to pass a sound test before proceeding to scrutineering and again during the event. These will be conducted in accordance with R4.1 R4.1.7 all competitors vehicles must pass these tests which will allow for a MAXIMUM OF 100 DB(A). Failure to comply will result in Penalties under Article 16. All cars must be presented at scrutineering in the same condition as they intend to compete with the 2018 MSA Tyre, Technical and Safety Regulations as well as for class eligibility. This includes the display of competition numbers complying with J4.1. These will be available for purchase on the day from Rally Marketing who will be in attendance in Dolgellau Farmers Mart. A pair of Hi Viz numbers will be supplied by the organisers to be located on the rear near side & off side window. All competing cars must be taxed and insured for the public highway and a valid MOT Test Certificate be produced at scrutineering for any car required by law to have one R Failure to produce such documentation will result in a start being refused. Competitors should sign on and complete all documentation as soon as possible after scrutineering. Competitors wishing to use an in car camera during the event for non commercial purposes are free to do so but must have the installation inspected during scrutineering. Competitors can collect the signed authorisation from the Chief Scrutineer on arrival at Scrutineering. Competitors must sign a declaration in their authority that such use is for personal use only and must not be used for any commercial purposes. At the discretion of the Eligibility Scrutineer and the Clerk of the Course, certain vehicles may be selected for Post Event Scrutiny at the final MC. Failure to present the vehicle at the nominated place and at the appointed time may be penalised under R 32.2 Chart 32.2 Penalties.

7 All cars shall have fire extinguishing systems as R and must carry a small spill kit R All used spill kits must be disposed of by the crew concerned in accordance with the appropriate regulations. Breach of this regulation will result in exclusion. Safety Helmets will be examined and must conform to current regulations to be worn on special stages R Drivers and co drivers shall use seat belts R and wear flame resistant overalls on all special stage rallies R A seat belt cutter must be carried on board the vehicle at all times. It must be easily accessible for the driver and co driver when seated with their harnesses fastened. R Competitors using fuel other than pump fuel as defined in Nomenclature & Definitions (B) should note the requirements of J J The organisers have requested permission from the MSA for competitors, other than Historic, to use fuel complying with FIA Appendix J, Article 252, Article 9 subject to any prevailing championship restrictions. Competitors are reminded that if they are entered in a Championship which has not applied to the MSA for such permission, use of this fuel will be a breach of those Championship Regulations. MSA Fuel testing may take place during the year. 8. EVENT START & FINISH The Rally 2WD event will start from Gwyndaf Evans Motors, Dolgellau at 08:01 hours on Saturday 24 th March finishing at the same location at approximately 12:30 hours. Comprising two loops of three stages with mid event servicing (Dolgellau) followed by a second loop of stages. Rally4WD will start from Dolgellau at around 13:30 and finish at approximately 17:30 hours following the same stages with service at the Corris Craft Centre. 9. ROUTE The route for both Rally 2WD & 4WD is contained on Ordnance Survey Maps 1:50,000 number 124. Mileage will be approximately Rally 2WD 120 miles of which approximately 45 will be special stages, Rally 4WD 105 miles of which approximately 45 will be special stages. The event contains Special Stages on private land, joined by Public Highway sections. Cars will start at one minute intervals. Homologation papers will be required and must be available at any time for inspection, before and after the event. Class M8 *N3 Current and former FIA Group N cars (2WD)) over 1400cc Rally 4WD National B Rally Class M9 Class M10 Class M11 Class M12 Road Rally 4WD 4wd cars over 2000cc including FIA R4, except those eligible under W14 (WRC) & Class M12 N4 Current and former World Rally cars with a sequential gearbox, plus current & former S2000 and R5 cars and any derivatives therefrom. *N4 Current and former FIA Group N cars over 2000cc (4WD) *FIA homologated & previously homologated cars complying with the FIA homologation papers Any vehicle with forced induction shall have its actual engine capacity multiplied by 1.7 to achieve a notional capacity and that capacity shall determine its class. For rotary engines, the original capacity will be multiplied by 1.7 to determine its class and, if it has forced induction, that figure will be multiplied by 1.7 again to determine its class. If fewer than 5 cars are entered in any one class in any event, the organisers reserve the right to amalgamate two or more classes and/or reduce or delete awards from the list as deemed appropriate. Championships Where classes in the various championships differ from those for this event, the relative co ordinator is responsible for the allocation of championship points. All tyres used in class 1 (Road Rally) must comply with Section R18.4 MSA Blue Book VEHICLES STARTING POSITIONS The starting order is at the Organisers discretion. Seeding will be based on past performance for all events. In line with R organisers have the write to reseed any change of vehicle, driver or class. 12. IDENTIFICATION High visibility numbers will be issued by the organisers (to be adhered to the rear nearside & offside windows), door numbers must be supplied by the competitor. Rally Marketing will be in attendance selling these. In addition, each entrant must provide a clear space above the identification numbers (Door Square) for event sponsors advertising material to be displayed (Door Header). Each service vehicle must display an official service plate provided and this must be shown to enter the service area. Only one service vehicle per competitor is permitted and management cars are not permitted. 13. DSOs and JUDGES OF FACT DSOs and Judges of Fact, appointed by the organisers, will be on duty throughout the rallies to observe and report on any competitor considered to be in contravention of R24.7 R24.10 inclusive (Judges of Fact). The names of these officials will be posted on the Official Notice Board. The Chief Scrutineer appointed to the event and the Championship Eligibility Scrutineer are Judges of Fact in terms of vehicle eligibility. All officials and Start Timekeepers will be empowered to judge whether a competitor has made a false start

10 14. DAMAGE DECLARATION Competitors will be required to complete and sign a report that they have not been involved in any incident resulting in damage to private property or injury to persons or animals or, alternatively, giving details of any such incident where damage or injury has occurred R Information given will not incur a penalty, but failure to disclose details of any such incident, or failure to hand in a duly completed form will be penalised in accordance with R 32.2 Chart 32.2 page 330 Penalties and may be reported to the MSA for further disciplinary action. Competitors who do not report at the finish of the event are required to forward the report to the Secretary within 72 hours of the finish of the event R (Secretary of the Event, C/O 52 Dunval Road, Bridgnorth, Shropshire, WV16 4NB). Competitors who fail to comply may be fined up to 100. If you have been involved in an accident, details MUST be given to the Organisers the same day. 15. CONTROLS & TIMING The rally will be divided into road sections and special stages. All controls other than passage controls and route checks will be time controls. Each road section will be allotted a target time based on approximately 30 mph or less, and a competitor can calculate his due time of arrival at any time control by adding this target time to his actual time of departure from the proceeding time control. On any road section following a special stage, extra time will be allowed over the set average speed to account for any delays at the special stage finish. However, excessive lateness taken over target on road sections and special stages is cumulative and once lost cannot be regained. When the accumulated lateness between any two adjacent main controls exceeds the maximum of 15 minutes, then a competitor will be excluded. Should any recorded time not be legible or not appear authentic, the organisers may use any means at their disposal to establish the correct time. The following titles shall describe the various types of controls. Main Time Controls (MTC) Main time controls will be situated at the start and finish of the rally, or any other specified point. Competitors will start at one minute intervals in the order of their arrival at the previous control. At the main IN control, competitors will be given a due time for the next main OUT control. Each competitor will be given a due starting time from any MC and the difference between this time and his actual time will be counted towards exclusion for overall lateness. Also, a time penalty will be applied. A competitor will be penalised for each minute he is late at such OUT controls. Competitors will restart, subject to any penalties above, from any MC with zero lateness, i.e. lateness is only accumulated between two adjacent MCs. Special Stage Arrival Controls (SSA) At this time control, the marshal will enter the competitor s time of arrival and the provisional starting time for the special stage which must be a minimum of 3 minutes after the arrival time in order to allow the crew to prepare for the stage. The area between the Special Stage Arrival Control and the Stage Start is Parc Ferme. Any time in excess of these 3 minutes will be penalised accordingly.

11 Special Stage Start Controls (SSS) The start will be signalled by traffic lights which will go from RED (15 seconds to go) through AMBER (5, 4,3,2,1 seconds to go) finally to GREEN at the start time. In the event of equipment failure, the start procedure will revert to the manual system that is described in MSA R25.7 R Special Stage Finish Controls (SSF) Stop At the SSF, a competitor will receive his finish time in hours, minutes and seconds. This time in hours and minutes will be his start time for the following road section. Any competitor who fails to stop at the STOP line must not, under pain of exclusion, reverse to the stop line but must return on foot. Regroup (RG) At the regroup there will be an IN and OUT time control. Between the controls is Parc Ferme. Crews will be issued an OUT time up to 10 minutes from entering the control. The reason for this control is to close any gaps in the rally convoy. Service Areas (SV) All service areas will have IN and OUT time controls and a target time will be marked as a road section. At the Service IN control, competitors will be given a due time for the next Service OUT control. Due to the nature of the event, the organisers cannot guarantee the amount of service time available. Passage Controls (PC) At certain points in the road book, the organisers may establish PCs in order to collect Time Cards from competitors or for other purposes. There will be no official times recorded at these controls but a competitor failing to provide necessary documents at any PC will be deemed not to have visited that control.

12 16. PENALTIES Assessment of Performance will be as printed in the appropriate section of the MSA General Regulations section R32.2 Target timed events. To be classified as a finisher, a car with its crew must complete the course without incurring the penalty of exclusion. 17. SERVICING Service crews will be subject to the same regulations as competitors regarding noise, bad driving manners, etc. Competitors are responsible for ensuring that their service crews understand and comply with this regulation and that, at all times, service vehicles bear an official service plate showing the competitor s rally number. Competitors and service crews are requested to keep the service areas tidy. Any competitor or service crew found leaving litter in the service area will be excluded. Refuelling is not permitted within the confines of the Service Park. Road section timings from Dolgellau to SS1 and Dolgellau to SS4 have time built in for crews to refuel at the Esso Fuel Station (A470) immediately off rally route (No Super Unleaded) or at the Official Refuel Station operated by Vital Equipment, where Super Unleaded (98 octnae0 will be available at a VAT per litre. High octane fuel is available from the Vital Equipment refuelling rig. Fuel can be ordered via their website or by calling them on Location will be defined in Event Final Instructions. Competitors are reminded that the definition of pump fuel as defined in Nomenclature & Definitions (B) has been revised in the 2018 Blue Book (Page 60). It should also be noted that MSA Fuel testing may take place during the year. Organisers are applying to the MSA to permit use of FIA specification fuels. Vital Equipment will also have stock of scrutineering essentials ranging from, Belt butters, SOS/OK Boards, FHR devices, Nomex Underwear, Simpson Race Products, Zenith Race wear & much more SERVICE AREA SPACE IS AT A PREMIUM. NO TRAILERS ARE TO BE LEFT WITHIN THE SERVICE AREA DURING THE COURSE OF THE RALLY. (A trailer park has been provided, remember this is NOT secured, so ensure your trailer is.) 18. ROUTE NOTES Unauthorised pre event reconnaissance, practising or testing over the Special Stages used on this event is forbidden. Any Competitor or their agent observed on private land without the relevant permission within the area covered by the maps specified in these Supplementary Regulations after their publication will be Refused a Start or Excluded from the Results as appropriate. The only exception to this regulation will be for persons who live on or whose employment causes them to travel along part of the route used on the event. Route Notes for the events are permitted (R 25.9) and will be available from Patterson Pacenotes, Telephone , No other route notes are authorised for use on this event and, if found, will be penalised in accordance with R Competitors are advised that the organisers accept no liability or responsibility for the use of the Subjective Route Notes. 19. FINAL INSTRUCTIONS Final instructions will be ed to crews latest on Sunday 18 th March. Please ensure that the address box is completed correctly.

13 20. INSURANCE The Organisers have applied to Jelf Insurance Partnership for a Blanket Cover Note under the above scheme. This will provide competitors who need to use the scheme with the Third Party Cover necessary to meet RTA requirements on the Road Sections of the event. The basic rate for the event before any loadings will be All applicants wishing to use the scheme must be able to comply with all points of the Jelf Insurance Partnership s Declaration: I do not have the Third Party Road Section extension on my current Motor Insurance I am aged 20 or over I have had no more than 1 fault claim in the last three years I have no more than maximum of 6 conviction points on my UK driving licence I have the appropriate competition licence as well as a UK/EU driving license and if my license is provisional I will be supervised by an adult over 25 I have no physical or mental disabilities I have no other material facts to disclose Anyone aged less than 20 years old will also be accepted at the same price should their co driver be a more senior member of their family or over 25 If you comply with all points above, no Letter of Acceptance will be required. If you are unable to comply with any of the above points, you will be required to complete the Declaration form (the form can be obtained by contacting the event secretary or Jelf Insurance Partnership) which should be forwarded either to the organisers or direct to Jelf Insurance Partnership prior to the event to allow sufficient time for a letter of acceptance to be issued. Third party insurance excess recovery In the event of a claim having to be made for damage caused to third party property by a competitor, the organisers and promoters of the event reserve the right to reclaim the insurance excess under the MSA Master Policy (currently ) from the competitor(s) involved.

14 21. ENTRIES The maximum entry for the events (National A & B combined) is 120 cars. The organisers reserve the right to cancel the event if less than 70 (combined) entries are received, offer reduced mileage, or amalgamate classes as necessary. Entries will primarily be accepted in the order of receipt and by reference to Championships and Series eligibility. The entry list opens on publication of the regulations and closes finally on 21 st March 2017 at 18:00 hours. Entries must be sent to Sue Freeman, 31A Horsebrook Lane, Brewood, Staffordshire, ST19 9EF (18:00 hours to 21:00 hours only) entry.secretary@rallynorthwales.co.uk Online entries are accepted by completing the entry form and ing it to the entry secretary through the Rally North Wales website. For online, BACS, payments please see details published on the entry form. Received entries will be listed on the website as full once payment has been received. The Entry Fee is 585 for all events. The fee is inclusive of MSA Insurance & Permit Fees (including Insurance Premium Tax) one service pack. All entries must be made on the official form and be accompanied by the entry fee. If payment is not forthcoming at time of registering this fact will be stated on the electronic entry list until cleared funds are received by the organisers. Fees for accepted entries withdrawn up to Friday 16 th March 2018 will be refunded less 30. Those withdrawn after 16 th March may only be refunded at the discretion of the organisers. Withdrawn entries must be advised to the Entry Secretary in writing, either by post or . Reserve entries that are not accepted will have their entry fees returned in full. Entries are at the discretion of the organisers and entries may be refused without any reason given. The order of starting will be at the discretion of the organisers but, to assist seeding, competitors should give their previous results on the entry form. Once the entry list has been published no communication will be entered into regarding it. An invitation to join WSSCC is on the entry form. If selected, an application form can be completed at documentation. 2 wheel drive cars enter R2WD Combined National A / B event 4 wheel drive cars enter R4WD National B event Submission of an entry, online or otherwise, establishes a contract with Wolverhampton and South Staffordshire Car Club Limited and full payment must be made or paid by a receipt issued by the competitors National Sporting Authority. Any competitor failing to make a full payment will be reported to the MSA and their ASN for breach of contract. Competitors who submit an entry and withdraw it at a later date must still pay the full amount of their entry fee and appropriate refunds will be made as detailed above. The entry fee has been based on the current Forestry Commission road charges. Should there be any variation in these charges it may be necessary to levy an additional entry supplement, which will be collected at signing on. 22. POSTPONEMENT OR CANCELLATION In the unlikely event the rally is cancelled or postponed, entrants will have their entry fees refunded in full.

16 RESULTS Provisional results will be published as soon as possible after the event. If competitors have a query regarding the interim or provisional results, query forms are provided in the road book and at Rally HQ. These should be handed to the Competitor Liaison Officer.
