3 FOREWORD Welcome to the 2016 MSA Asphalt Rally Championship. After the disappointment of losing the Jim Clark National Rally and then the cancellation of the 2015 season-closing Cheviot Keith Knox Stages, we are pleased to offer a full seven-round calendar, from which competitors five best scores will count towards their final tally. Consequently, and to suit all budgets, it is possible to contest the required number of events without leaving the mainland. Obviously, we hope you will - but the choice is yours! Each of the events has its own character and it is the ability to master the vastly different challenges posed throughout the year that defines a champion - not only overall, but in all the classes as well! We are pleased to maintain the support of Millington Racing Engines (for the Rear-Wheel Drive Challenge), AB Motorsport (for the Front-Wheel Drive Challenge) and Mintex Racing, through Questmead. Following on from his giant-killing performances in a Mark II Escort, including a number of outright event wins, Simon Mauger s first Championship title came at the wheel of a Metro 4M4, a Class B13 car - proof that possession of a World Rally Car is not a pre-requisite for success at this level! As ever, the MSA Asphalt Championship caters for all vehicles provided that, obviously, they comply with the current MSA Technical Regulations. The season starts on 13th March with Port Talbot Motor Club s Tour of Epynt, and we look forward to seeing you in Llandovery. Here s to a safe, hard-fought and, above all, enjoyable 2016 Season! 4 GENERAL REGULATIONS Article 1 Announcement 1. The BTRDA will organise and promote the 2016 MSA Asphalt Rally Championship, which will be coordinated by Andrew Haill. Permit No. ***** has been issued by the Motor Sports Association Ltd (MSA). Article 2 Calendar 1. The Championship will consist of 7 qualifying events (See Appendix A). A competitor s best five scores will count towards the Championship. Should less than seven events be run, there will be a reduction in the number of scores that apply as follows: Events Run Scores to Count If, through force majeure, any of the qualifying rounds is postponed or cancelled, the promoters of the Championship reserve the right to either include an alternative event or reschedule to the postponed event s new date. Notification of any such changes will be given as soon as possible. Any other changes carried out by the championship promoters will be in accordance with MSA Yearbook Article D Article 3 Eligibility 1. The MSA Asphalt Championship is open to paid-up members of the BTRDA having a valid National Rally licence as required by the events. 2. Championship registration does not guarantee entry on any event and the Championship promoters cannot be held responsible for refusal of entry. Article 4 Registration 1. All competitors (drivers or co-drivers), before they are eligible to score points, are required to register by completion of the Championship registration form and payment of the fee. Competitors will sign on at every event and will declare their eligibility for class and category thereon. 2. Once a registration has been accepted, no registration/subscription fees will be refunded. 3. Registration fees (which include membership of the BTRDA): 60 per driver & 50 per co-driver. Registration is available online at If paying by cheque, it should be made payable to BTRDA and forwarded to the address shown on the registration form. 4. In applying for registration, a competitor agrees to be bound by the rules as laid out in these regulations. Championship bulletins will be issued during the course of the year. These will be numbered and dated and, where appropriate and marked thus, will have the same force as these regulations. 5. The organisers and promoters reserve the right to refuse a registration. 6. Registration for the Championship will close after Signing-On for the fifth round. 7. Competitors must make available areas on both front doors and front windscreen of the competing vehicle for the purpose of displaying the following: A - The official event logo/title. B - The vehicle competition number. C - The Official Championship logo, as supplied. 2

5 D - Championship sponsors screenstrip, as supplied, and applied exclusively to the top of the front windscreen. In the event of a variance between these Asphalt Rally Championship Regulations and BTRDA Ltd Championship rulebook, these Rally Championship Regulations take precedence. 3. Any other dispute relating to the MSA Asphalt Rally Championship will be referred by the Coordinator to a panel of three Championship Stewards, drawn from the following, as appropriate to the case: Mr Andrew Kellitt Mr Keith Ashley Mr John Skinner Mr John Arnold Article 6 Vehicle Classes & Eligibility The final decision as to the positioning of Championship decals lies with the Coordinator. 8. Registered competitors must display all the decals/plates/screenstrips as supplied by the Championship Coordinator for the duration of all qualifying rounds of the Championship. If Championship decals are not displayed, not only will the competitor be deemed ineligible for the allocation of Championship points, which will not be reallocated to the next registered competitor, but they will not be considered for inclusion in the TV coverage. 9. Once a competitor has registered for the Championship, it will not be possible to de-register. 10. In order to be eligible to score points, registered codrivers wishing to contest Championship qualifying events with non-registered drivers must ensure that the competing car has a Championship screenstrip in place and standard BTRDA decals (310mm x 110mm) affixed to both front doors. These will be available from the Championship Coordinator at Signing-On prior to each event. 11. Championship registration does not guarantee TV coverage. The final decision on programme content rests with the producer. Article 5 Enforcement of Regulations 1. The Championship is subject to the General Competition Rules of the BTRDA Ltd. and the MSA. Any query regarding these regulations or the running of the MSA Asphalt Rally Championship must be referred to BTRDA Ltd via the Championship Coordinator. Any subsequent protest must be referred in writing to the BTRDA Panel of Stewards, via the General Secretary within time 3 1. Cars will be split into the following classes: Cars conforming to FIA International Group N Regulations Class N1: up to and including 1400cc Class N2: over 1400cc, up to and including 1600cc Class N3: over 1600cc, up to and including 2000cc Class N4: over 2000cc Cars conforming to FIA International Group A Regulations Class A5: up to and including 1400cc Class A6: over 1400cc, up to and including 1600cc Class A7: over 1600cc, up to and including 2000cc Class A8: over 2000cc, including currently homologated WRC cars. Cars complying with 2016 MSA Technical Regulations Class B9: up to and including 1400cc + all FIA R1 cars Class B10: over 1400cc up to and including 1600cc + all non turbo-charged FIA R2 cars Class B11: over 1600cc up to and including 2000cc + all turbo-charged FIA R2 cars Class B12: over 2000cc two-wheel drive cars + all FIA R3 cars Class B13: over 2000cc four-wheel drive cars + all FIA R4 cars Class B14: non-homologated current or former WRC cars, or one derived from one, + current and former S2000 cars and all FIA R5 cars

6 Category: AB Motorsport Front-Wheel Drive Challenge open to all registered drivers/co-drivers of such cars in Classes N1 through to B12. Category: Millington Rear-Wheel Drive Challenge open to all registered drivers/co-drivers of such cars in Classes N1 through to B Homologation papers for cars in classes N1 through to A8 + R1 - R5 must be carried in the rally car and be readily available for inspection at all times. 3. The engine capacity of all turbocharged and rotary engine cars is deemed to be increased by a factor of 1.7; forced induction rotary engines equivalence is 2.89 (1.7 x 1.7); rotary engines are allowed a maximum of 2 rotors and will be considered equivalent to 4 valves per cylinder petrol engines in respect of the maximum engine capacity including the above mentioned equivalency factors and the appropriate class must be entered. 4. At any time during the events counting towards the Championship, the Eligibility Scrutineer/Chief Scrutineer may require any car or any component of a competing vehicle for stripping and examination at Post-Event Scrutineering following that event. The Eligibility Scrutineer/Chief Scrutineer may, at his discretion, seal any such component for examination at a later date, provided that this examination takes place no later than 30 days following the date of sealing OR before the next qualifying round of the Championship, whichever is the sooner. The Championship Coordinator may, at his discretion, permit a vehicle to compete in a subsequent qualifying round of the Championship, provided that the 30-day limit is not exceeded. All sealing will be by means of wire and official MSA numbered seals, special reactive paint or other suitable method MSA Yearbook J3.1 (all). Failure to ensure that all seals remain intact or that the 30-day limit is not exceeded will render the vehicle ineligible and subject to Championship penalties. Components that have been fitted to the car and subsequently removed may also be requested for examination. All costs of stripping, examination and rebuilding will be borne by the competitor. Wheel dimensions of FIA-homologated Group A&N vehicles must comply with Appendix J of the FIA and, in the case of cars complying with 2016 MSA Technical Regulations, MSA Yearbook R and R will apply. 5. Failure to comply with a request for stripping or examination of a component, components or sample within the specified time will result in the vehicle being deemed ineligible and penalties as Article 7.4 will apply. 6. FUEL: Pursuant to J permission is granted for competitors, other than any Historics, in the 2016 MSA Asphalt Rally Championship to use fuel complying with FIA Appendix J, Article 252, Art All crews must use the appropriate safety equipment as required by the Regulations of the FIA for homologated A & N vehicles or the MSA for cars complying with 2016 MSA Technical Regulations. 8. Any vehicle which is found to be ineligible for its declared Championship class at the conclusion of an event will be EXCLUDED, not reclassified. The onus is always on a competitor to present a vehicle which conforms to the eligibility for the class entered. Article 7 Scoring 1. A competitor may only score points in the class relevant to the vehicle in which he is competing on any individual Championship event. Drivers and codrivers are eligible to score points on Championship events in which they are classified as finishers. 2. Overall points will be awarded to registered drivers and co-drivers on each event as follows: 1 st 30; 2 nd 28; 3 rd 27; 4 th 26 and so on down to 29 th All class and category points will be awarded to the first 12 registered drivers and co-drivers in each of the classes or categories on each round as follows: 1 st 15; 2 nd 12; 3 rd 10; 4 th 9; 5 th 8; and so on down to 12 th In the event of a car being found ineligible or excluded for any reason, then the penalties specified in MSA Regulations (C:3.5.3) shall apply. 5. If a car is selected for Post-Event Scrutineering, then Championship points will remain provisional until the vehicle is inspected and approved by the Championship Eligibility Scrutineer, or his nominated deputy. 6. Any ties will be decided in favour of the competitor with the greatest number of maximum scores in their counting rounds. In the event of a further tie, the greatest number of second highest scores shall decide, and so on. Should this fail to resolve the tie, then reference will be made to the scores gained on ALL the qualifying rounds. If this fails to resolve the tie, joint awards will be presented to the competitors concerned. 7. Points tables will be issued following each round. These will be published on the Championship website and sent via to registered contenders. Points will become final 7 days after publication. 4

7 Article 8 Championship Awards 1. Awards will only be presented to Championship contenders who have started a minimum of four rounds. In addition, all awards must be collected at the end-of-season prize-giving ceremony they will not be posted or forwarded by other means. All named trophies are perpetual and must be returned within 11 months of presentation. 2. A number of external trade organisations will support the Championship. Their relevant decals will be supplied and must be affixed in the position specified under Article 4.7. Failure to display ALL decals as supplied will mean that the competitor in question becomes ineligible for any of the overall cash awards as specified below and in any subsequent bulletins. 3. Overall Awards 1 st Driver: The ARC Trophy + BTRDA Award. 2 nd Driver: An Award. 3 rd Driver: An Award. 1 st Co-driver: An Award + the Motordrive Seats Perpetual Trophy. 2 nd Co-driver: An Award. 3 rd Co-driver: An Award. First, second and third overall drivers and co-drivers are ineligible for any class awards. 4. Class Awards Awards will be presented to the first, second (subject to five registrations) and third (subject to ten registrations) drivers and co-drivers in the Classes listed in Article AB Motorsport Front-Wheel Drive Challenge Award The driver and co-driver of the winning front-wheel drive car will each receive awards. 6. Millington Rear-Wheel Drive Challenge Award The driver and co-driver of the winning rear-wheel drive car will each receive awards. 7. Hendy Ford Motorsport Trophy The Hendy Ford Motorsport Trophy, plus a voucher for 100 redeemable at Hendy Ford Motorsport, will be presented to the driver of the highest-placed Ford, configured as the original production version, in the overall points table at the end of the season. 8. Prima Motorsport Junior Award A trophy, + replica, to the highest-placed driver in the overall points table under 25 years of age on 1 st January Kwiktrak Awards Kwiktrak vouchers, to the value of 100 each, will be awarded to the driver & co-driver of the highestplaced B13 car in the overall standings at the end of the season. 10. John Horton Motorsport Management Star Performance On each qualifying round, a John Horton Motorsport Management Star Performance award will be presented to the driver who, in the opinion of the Championship organisers, has achieved a result deemed to be worthy of special recognition. In a similar vein, at the end of the season, the John Horton Motorsport Management Drive of the Championship trophy will be awarded to a suitable candidate. 11. Tony Davies Memorial Award To be presented to a suitable candidate. 12. Additional Awards may be presented at the discretion of the organisers. 5

10 APPENDIX C BTRDA RALLY CHALLENGE 2016 The mixed surface BTRDA Rally Challenge includes events from both the RAVENOL BTRDA Rally Series and the MSA Asphalt Rally Championship, with the aim of recognising the best competitors on both surfaces. The 2016 calendar includes 7 events with the best 5 scores to count, but they MUST include at least 2 scores from each surface. There are no additional decal requirements but there is a nominal charge of 10 per competitor which will go towards the cost of the awards. To enter the Challenge, competitors just have to complete a simple form at the BTRDA desk at the first BTRDA Rally Challenge event that they do. SCORING Points in each class will be allocated as follows: - 20 points to the highest placed registered driver/co-driver in each BTRDA Rally Challenge class, 18 points to the second placed registered driver/co-driver in each BTRDA Rally Challenge class, 17 points to the third and so on down to two points for the 18th placed driver / co-driver and every subsequent driver / co-driver in the class that finishes the event. One point will be awarded to every non-finisher. Overall Challenge points will be allocated as follows: - 30 points to the highest placed registered driver/co-driver, 28 points to the second, 27 points to the third and so on down to 2 points to the twenty-eighth placed driver/co-driver and every subsequent driver/co-driver who finish the event. 1 point will be awarded to every non-finisher. Class 6 Class 7 Class 8 Current and former FIA Group N / NR4 cars over 2000cc* Over 2000cc 4-wheel drive WRC, RRC, R5 and S2000 cars and all derivatives Any ties will be decided in favour of the competitor with the greatest number of maximum scores within their best five scores. In the event of a further tie the greatest number of second highest scores shall decide and so on. In the event that there is still a tie then reference will be made to the highest overall position obtained on any of the Challenge events.
