4 Presidents Welcome I would like to take this opportunity to welcome all participants to the 2017 Mini Nationals. It has been 23 years since the Mini Cooper Enthusiasts Club (now Minis Waikato) hosted the first Weekend of activities for Minis around the country. We obviously had the right idea for it still to be The Event of the year for Mini enthusiasts. Our theme for this year s event is Minis in Motorsport. As 2017 is the 50 th Anniversary of the last Works Mini victory on the Monte Carlo Rally we have made it our theme for the weekend is also recognised as the 50 th Anniversary of Rallying in New Zealand, and more appropriately, the 45 th Anniversary of Andrew Cowan s magnificent win in the 1972 Heatway International Rally. (Driving a Mini Clubman GT.) We will be trying some new ideas for this year s Show and Shine with the aim being to simplify things for the judges and reward those who put in the extra effort. The competitive trial will also be the first of its type for the Nationals. The emphasis being on time keeping rather than local or general knowledge. This years speed events will be taking place on what was a section of the Hamilton Street Race circuit, so it is used to a bit of rubber being laid down. I hope you enjoy your time catching up with Mini friends from around NZ, and entering into the events on offer. I would like to take this opportunity to thank all our sponsors for their support, and also the many volunteers and helpers, without whom the event would not be possible. 5 General Information Alcohol and drugs 2017 alcohol and drugs are not permitted to be consumed by any competitor, participant, Marshall or official during any of the events of the Mini Nationals Those who under the influence of alcohol or drugs will not be permitted to participate. Pets Dogs or other pets, are not permitted at any event of the Mini Nationals Queries and questions If you have query or questions please do not hesitate to ask a Waikato Minis Club Organising Committee member who can be identified by hi-vis jackets. Food and Drinks Food and drinks not supplied by the committee are available at the Jukebox Cafe at the Hamilton Classics Museum. Officials Officials can be located at The Minis Waikato tent near the Jukebox Café. Rubbish Please keep the Classics Museum ground clean, by using the bins provided. Waiver Minis Waikato reserves the right to publish results of this event the names and photos of the Winners and others participating in this event. 3
6 Programme of Events Friday 20 October 4:30 pm Registration and social get together at the Classics Museum Railside Place Frankton Hamilton. Complementary food will be available with a cash bar operating for refreshments. Saturday 21st October 8:30 am Show and shine. Hamilton Classics Museum carpark. Participants need to be in before 8:30 a.m. Breakfast will be available Jukebox Cafe at your expense 11:00 am Show and Shine winners announced 12 noon Drivers briefing 1:00 pm Mini Monte Carlo Regularity event. 5:00 pm Social get together at the Hamilton Classics Museum. 6:30 pm Evening meal at the Classics Museum. Sunday 22 October 8:00 am Motorkana. Motorkana venue. Proceedings will begin with the driver's briefing. First car away at 8:30 a.m. 9:30 am Hamilton district tour. This will involve morning tea at the Coombes Johnson Mini Garage and then a leisurely drive through the Waikato countryside. 1:00 pm Autocross. Motorkana venue. 6:30 pm Prize giving dinner at Distinction Motor Inn 4
7 Documentation Please ensure you have all the necessary documentation as listed below; Driver's licence Club membership card or MSNZ racing licence Vehicle logbook (if applicable) Roll cage homologation papers (if applicable) Event information Saturday 21 October 2017 Scrutineering; Only cars entered in the Autocross will be scrutineered. Here are some pointers you should check. Your battery must be secure and the power lead terminals covered up. Your boot, side pockets, back seats should be clear of loose objects. Your helmet must meet the required standards. Overalls must be clean cotton, wool or race type fire retardant. All roll Cages must be homologated with a MSNZ logbook. Ball joints, steering and brakes must be safe and play free (a WOF does not automatically mean a passed scrutineering). Carburettors should have at least two return springs fitted. Fire extinguisher if fitted, must be secured with two metal straps in an easy reach position. 5
8 Mini Nationals, Awards Mini Monte Rally Award ( and Nationals winner) This will be awarded for the best total over the three events, by a single competitor, in a single car.mini Monte Rally competitors will also be ranked, within the Individual Event Awards. Individual Event Awards For a single event, by any competitor in any car. Trophies will be awarded for the: Show & Shine, Speed Event (Motorkhana, Autocross) and the Regularity Rally. Multi Car Entrant A competitor may wish to enter their Road Car in the Mini Monte Rally, but also like to have a go at an individual event with a specialist vehicle, ie a trailer princess for the Show and Shine, or a Moke in the Motorkhana. Show and Shine A competitor may wish to enter two or more cars in the Show and Shine. If for judging (to accept awards) then a $30 supplementary entry charge is required.if merely on display, with no expectations of awards, then there will be no charge. Speed Events Those entered in the Full Monte may enter a second car in this event. A $30 supplementary charge will apply.
9 Club Trophy Mini Nationals 2017 Determination of the Club Prize. To be eligible for the Club Prize each club will have at least 3 entrants. The 2017 Club Prize will be determined by two factors, 1) The Clubs Participation effort, being the result of the number of entrant cars and the distance travelled. 2) The Clubs Performance at the Nationals, being the result of completion points. Both factors will have equal weighting. 7
10 Motorsport Regulations MOTORSPORT NEW ZEALAND REGULATIONS Minis Waikato is affiliated to Motorsport New Zealand (MSNZ). As such, we as a Club must abide by the rules and regulations of MSNZ. Form filling to comply with the regulations will be required, Please read carefully the section detailing MSNZ requirements for the 2017 Classic Mini Nationals DRIVERS BRIEFING Prior to each event, we will be holding a driver's briefing. All participants must attend these briefings, as they will give you vital information about each event. For the Motorkhana and Autocross it will be compulsory for every driver to attend the driver's briefing. MOTORSPORT NEW ZEALAND REGULATIONS These regulations are for your safety so please read carefully to ensure you comply with and are eligible to compete in the 2017 Classic Mini Nationals events. FORMS Every entrant will be required to complete a MSNZ Club-sport entry form. Entrants under the age of 16 will need to have their parent/s or legal guardian to complete the declaration on the reverse of the Club-sport entry form. DRIVER ELIGIBILITY Non-MSNZ affiliated Club members (ie the Mini Club you belong to is not MSNZ affiliated) can obtain a Waikato Minis Club membership for the day for $10 to participate in the speed events. MSNZ affiliated Club members may enter any of the events. 8
11 UNDER 16 YEARS OF AGE Your parent or legal guardian must complete the declaration on the reverse of the Club-sport entry form. PASSENGERS Passengers will not be permitted in cars during the Motorkhana and Autocross. EVENT ELIGIBILITY All competitors must compete in a Mini, MINI, or Mini variant for all events with the exception of the navigation trial in which any road registered and warranted vehicle will be eligible. ROLL CAGES Road cars fitted with roll Cages MUST be LTSA certified. Purpose built race-cars MUST have a MSNZ logbook and the roll cage MUST be MSNZ homologated. TYRES Only tyres recognised as road legal by LTSA, are allowed. Tyres must have a minimum depth tread of 1.5 millimetres. SCRUTINEERING Scrutineering, will be held from 8 a.m. on Saturday 21 October at Classics Museum during Show and Shine and late scrutineering will take place at classics Museum on Sunday morning. Scrutineering audits will be to schedule A and AA in the MSNZ manual number 32 and will be performed on all cars entered in the Motorkhana and Autocross events. SAFETY All Marshalls and Officials can be identified by the high-viz vests they will be wearing. A fire extinguisher will be at the start and finish line of the speed events. Marshalls and the Recovery Vehicle will hold fire extinguishers. 9
12 SPECTATORS Spectators will only be allowed in specified areas, which will be clearly marked and visible. Spectators will also be briefed on specified areas prior to the commencement of the Motorkhana and Autocross. A Marshall will be present to ensure the safety of the spectators. The Marshall will report any safety breaches to the clerk of the course. In the event of a breach of safety where a Marshal, Spectator, official or competitor are put at risk, the event will be stopped until the breach is rectified. During the events, all children must be, supervised at all times by their parents or caregivers. JURISDICTION This event is a Club-sport basic triathlon promoted by Minis Waikato This meeting is held under these supplementary regulations the MSNZ national sporting code and it's appendices and schedules, particularly Appendix Four Schedule C being the standard regulations for all Club Sport events and Appendix Two Schedule A Driver Safety and Vehicle Requirements. 13 Show and Shine 1 Concours Classics Cars to faithfully reproduce a just left the factory appearance. 2 Stock Standard , Minis to be as close to factory spec. 3 Modified Limited alterations to original specification. (ie wheels, Tyres, steering wheel etc.). 4 Custom Built Unrestricted alterations to the original vehicle. (ie engine size or type, roll cage, fiberglass body components etc.) 5 A Series Other Variants of the Mini using A series east/west engine. (Marcos, De Joux, MG1100, Allegro, Metro, Austin /Morris 1300 etc.) 6 BMW Any vehicle built by BMW Badged MINI Rental cars welcome but not eligible for Show and Shine points 11
14 MINI MONTE RALLY The Rally part of the Mini Monty Rally will be run to Motorsport NZ guidelines as a Regularity Rally. Navigation will be as per a Real Rally with a route book including written instructions, tulip diagrams, and distances between instructions. It is our intention to make it as difficult as possible for competitors to go the wrong way! Although we know some may try their best, we cannot be held responsible for that. The difference between a real Rally and a regularity Rally is that you will be given a prescribed average speed. It is up to you to keep as close to that speed as possible for the duration of the Special Stage, of which there will be two. You can try your best to keep to these averages by any means, including Haldas or GPS, and we will even give you some guides to help. Or, you can simply follow the instructions at your own pace, enjoy the roads and the scenery, and it is possible that you will fluke the correct clock in time and achieve a placing accordingly. There are no questions to answer or obscure signs to find, so you may need to provide entertainment for your passengers. The driver will be able to enjoy the roads without slowing for every sign or letterbox. It will make sense to let anyone who catches you up, to go on past as soon as possible, as they may think they re doing the correct speed. They have already caught up at least 2 minutes, so there is no advantage in holding them up. 12 Odo distances are given, but we know many of you will not have working Odo s. It will still help
15 Mini Tour Sightseeing Navigational Run Information This very exciting navigational run will go places you have never been before. All roads travelled are sealed roads. The start of the run will be at 9:30 am Sunday from the Hamilton Classics Museum. There will be a set of directions. The Navigational Run will finish at the Hamilton Classics Museum. To participate in the navigation run the following applies; The driver must have a current full driver's licence. Your vehicle must have a current warrant of Fitness All road rules are to be obeyed. 13
16 Speed events Venue The proposed venue is one section of the old Hamilton V8 Supercars track Morning Motorkhana For those who have not had any Motorsport experience before this is the best place to start. This is a low-key low-pressure event, which equally caters to those that want to try out their driving skills, in a safe environment and for those who have a competitive streak. One car at a time competes on a short course driving against a Stopwatch, starting and finishing at the same spot. Each driver is allowed two attempts on each course and the best time on each one counts to the final placings. Nothing special is needed to compete, just a roadworthy car (it will be checked for minor Warrant of Fitness items and loose items will need to be removed) closed footwear and a club membership (unless this is your first event). The Courses are short and you will usually only need first gear (and reverse occasionally). Speeds are low and cones are small and cause very little damage if hit. Afternoon Autocross An Autocross is the next step up from Motorkhana in the motorsport spectrum. It is similar to a Motorkhana in that only one car runs by itself against the stopwatch around the course set out with cones but that is where the similarities end. An Autocross course is longer in sometimes include more than one lap of the course. This also includes higher speeds and slightly higher risks so with that comes a greater safety requirement. All cars entering the autocross will be scrutineered to Motorsport New Zealand rules which are similar to that of a Warrant of Fitness but do also need a secured fire extinguisher, if installed, secured battery with covered terminals and recommended double throttle springs. Driver's will also need suitable helmet and overalls. The requirements for these are found on the Motorsport New Zealand website. 14
