2 Message from the Clerk of Course Welcome and thank-you for your interest in the 2018 Eureka Rally! The event is set to be a great opening round of the 2018 seasons for both the CAMS Australian Rally Championship and the Focus on Furniture and Bedding Victorian Rally Championship. Ballarat is a great base with ample accommodation and all the services that a rally team may need to seek out. It has all that a capital city has to offer, but not only is it far easier to get about in, it is a beautiful provincial city to visit as well. This year the Service Park and Rally Hub are located at Ballarat Airport on the edge of the city with easy access to special stages in the surrounding forests. Saturday will feature four compact stages with little break between them in the Wombat Forest to the east of Ballarat. Sunday will involve less liaison distance to link four stages looping south of Ballarat. Thanks to the Department of Environment, Land, Water and Planning for access to the great forests and to the Shires of Moorabool and Golden Plains for access to their roads. The event is fortunate to have the considerable support of The Courier local newspaper, Ballarat City Council, Ballarat Regional Tourism and the Victorian State Government among a host of further event sponsors and partners. As well as print media exposure, plans and financial investment are in place to deliver a free to air TV program on the ARC and a social media program on the VRC. The Victorian rally community is excited to continue to host a round of the ARC and build on the success of last year s event, and a large pool of friendly, dedicated and committed volunteer officials is looking forward to delivering an event to be proud of. The costs of staging and promoting a rally of this standard are constantly increasing. The VRC entry fee has had to increase from $900 last year to $990 this year but competitors will benefit from increased media exposure. The assistance of CAMS has resulted in the ARC entry fee being able to be maintained at last year s level of $1500, which was the lowest ARC entry fee of the series. Together with the removal of ARC registration fees, we hope this provides incentive for more competitors to mix it with the regular ARC competitors. Organisation a) The 2018 Eureka Rally will be a National Championship Special Stage Rally, run under the provisions of the International Sporting Code of the FIA, the National Competition Rules (NCR of the Confederation of Australian Motor Sport Ltd (CAMS), the National Rally Code, the 2018 CAMS Australian Rally Championship (ARC) Regulations, these Event Supplementary Regulations and any Bulletins authorised under the ARC regulations. b) The Event will be conducted under and in accordance with CAMS OH&S and Risk Management Policies, which can be found on the CAMS website at c) The Event will include a component which is Round 1 of the Victorian Rally Championship (VRC), also known as The Begonia Rally, to be run under the provisions of the Victorian Rally Bulletin and the 2018 Victorian Rally Championship Standing Regulations. 6 d) Where there is any conflict between the relevant Victorian Rally Championship regulations and the ARC Regulations and these present Regulations, the ARC Regulations and these present Regulations will apply. e) The CAMS Permit Number authorising the event is: 818/0403/02 f) The organiser and promoter of the 2018 Eureka Rally to take place on Saturday 3 & Sunday 4 March 2018, will be Ballarat Light Car Club, ABN number Article 4. 7 Article 6. Event Description a) The Event will be approximately 600kms long including 16 Special Stages totalling approximately 215kms. Less than 5 km of these Special Stages will be on a bitumen surface. See Itinerary - Appendix II b) The Event will be a Sprint event as defined in the ARC Sporting Regulations and will consist of two Heats on successive days. c) Competition in the second Heat will be conditional on the vehicle having started in the first Heat but not necessarily finishing that Heat. d) Competition in the second Heat will however only be available to those vehicles completing Heat One or being placed in the overnight Parc Fermé prior to 0200hrs on Sunday 4 March and notifying the organisers in writing of their intention to restart by 1800 Saturday 3 March. Article 7. Vehicle Eligibility a) For the ARC, vehicle eligibility will be in accordance with 2018 Australian Rally Championship Regulations - Part 1 Sporting Regulations and Part 2 Technical Regulations. b) For the Victorian Rally Championship, vehicle and class eligibility will be in accordance with Rally Road/Eligibility in the CAMS 2018 Manual of Motor Sport & the 2018 Victorian Rally Championship Standing Regulations. Article 8. Competitor Eligibility a) Competitors who are eligible for the VRC may be entered in the ARC section of the event and also be eligible for Awards & Points in the VRC. Where competitors enter the VRC section of the event the crew will not be eligible for Awards and Points in for the ARC. b) For the ARC component of the Event, both the driver and co-driver shall hold, as a minimum, a current CAMS National Rally licence. Co-drivers who will not drive during the event may hold a National Rally Navigator Only Licence. The minimum licence requirement for other competitors is a Clubman Rally Licence. c) For the ARC component of the Event, the Competitor must comply with CAMS ARC Sporting Regulations, including the use of Control Tyres in accordance with, Part 2 Technical Regulations, Art. 4 Tyres, and attendance at ARC scrutiny. d) Any Competitor entered for the VRC component of this Event is automatically registered for VRC points and awards, unless they elect not to be so registered at the appropriate place on the entry form. e) Where Competitors enter only the VRC component of the event, they will be seeded behind the ARC crews. Article 9. Apparel Crews must wear at minimum the apparel outlined in Schedule D of the 2018 CAMS Manual of Motor Sport. Apparel standards are different for ARC and VRC. Page 7

8 Article 10. Entry Form, Entries and Entry Fee a) Entries are to be made via the online entry form available from Competitors unable to access the online entry form are to contact Competitor Liaison (see Article 2). Payment is to be by EFT, cheque, money order as directed on the entry form. The disclaimer form is to be downloaded and signed by the competitor, driver and co-driver and presented at documentation. Entries will only be accepted when the competitor, driver and co-driver have signed the entry form and payment is made in full. b) Entries open upon publication of these Supplementary Regulations c) Entries close 2000hrs on Friday 9 February 2018 d) The number of entries will be limited to 80. If this limit is exceeded preference will be given to higher seeded drivers. e) The entry fee for the Event is fixed as follows: Australian Rally Championship $1500 Victorian Rally Championship $990 f) All fees include the Organisers Advertising Area G. To remove this advertising is $ each sponsor, to a max additional $ Refer Appendix I of these Regulations for vehicle signage diagram. g) The entry fee includes: CAMS Permit Fee CAMS Insurance (refer Appendix I of the CAMS Manual of Motor Sport) One set of Road Books Two standard Service vehicle registrations CAMS (Victoria) Road damage fund fee For VRC entries, trophy fund and publicity fund fees $90.00 per nationally entered crew to cover results services RallySafe vehicle tracking system hire, excluding hardware (all crews) h) Additional service vehicle registrations will be $ per vehicle (to be registered before the close of Documentation). A maximum of four Service personnel will be registered per service vehicle and each one must sign or have their permanent ID number shown on the service vehicle registration form. i) Extra road books may be purchased at $55.00 per set. j) Testing will be available at a cost of $ per car per four hour session (a maximum of eight hours testing is permitted per driver). 9 Article 11. Servicing and Refuelling a) Up to four service vehicles per competing car starting the rally may provide service throughout the rally. Each vehicle must be clearly identified by means of Service plates issued by the Organisers and affixed in the locations specified. b) Refuels will be located within the Service Park and at remote refuel zones. A maximum of two Service Crew members per competing vehicle will be permitted into these refuel zones. c) It is recommended that each service crew member wears fire-resistant clothing, gloves and goggles. Cars must be refuelled at designated points within the refuel zone where fuel mats are present. d) In the Service Park, cars may only be washed by use of a sponge from a bucket. Where oils, solvents and degreasing fluids are used all residues must be securely contained and not be allowed to come in contact with the ground. The use of pressure cleaners is prohibited. Breaches noted by an official of the rally will result in a report to the Stewards with a recommendation that a fine be applied. e) A car wash facility will be located adjacent to the Service Park immediately before the In Control. It will be conducted by volunteers from the Country Fire Authority and Scouts and include a pressure clean option. Driver and Co-driver may assist, but service crew are not allowed to assist. f) Service vehicles are not permitted in the competitor only lanes as shown on the Service Park map in Appendix III of the Rally Guide, from 8.30 am to 8.00pm on Saturday 3 March and from 8.00 am to 5.00pm on Sunday 4 March without the approval of the Service Park Manager. Breaches noted by an official of the rally will result in a report to the Stewards with a recommendation that a fine be applied. Article 12. Competitor Functions a) A Welcome Function will be held on Thursday 1 March at 1800hrs upstairs at City Oval Hotel, corner Mair and Pleasant Streets, Ballarat. This will include introductions to key officials of the Event and an informal question and answer session. There will be an opportunity to socialise afterwards including meals and drinks. Attendance by drivers and co-drivers is not compulsory. b) The Post event Function will also be held at City Oval Hotel. We are encouraging competitors and officials to come and relax, socialise and enjoy a drink at the bar and swap stories about the event. Bistro meals will be available. Article 13. Reconnaissance a) Crews will be issued with a pass covering each stage and valid for two passages over the course. This pass must be presented to and endorsed by an official at the start of each Special Stage during reconnaissance. b) Each reconnaissance vehicle will be provided with a number to be placed in the centre of the front windscreen and on each of the side rear windows. These numbers must be affixed to the vehicle for the entire duration of reconnaissance. c) The maximum speed limit applicable during reconnaissance shall be 60 km/h on all special stages and as per any roadbook Restricted Speed Zone limits on road sections and 80 km/h on other unsealed roads. Under NO circumstances are crews to travel in the opposite direction to the set course. d) The speed of the vehicles being used for reconnaissance may be monitored by Officials using Speed Cameras and Radar guns. 10 e) During reconnaissance, roads WILL NOT be closed and crews are advised that they DO NOT have priority over other road users. Members of the public may also be using these roads and may be travelling in opposing directions. f) Crews are also advised that the Road Traffic Act will remain in effect for the duration of reconnaissance and that all road laws must be observed (e.g. complying with advisory signs, obeying speed limits imposed and keeping to the left). Officials will be on course to monitor crew compliance with these laws and regulations. g) The organisers may specify further conditions for reconnaissance in a Bulletin, including specific times for reconnaissance of stages. h) Reconnaissance may be carried out in any road-registered vehicle. Advertising, underbody protection, safety equipment and internal navigational aids are permitted. i) The carrying of radar detectors in the vehicle during reconnaissance is prohibited. j) The tyres to be used are to have a maximum groove width and depth of 8mm and no other opening in the tread may be greater than 12mm. (worn rally tyres are not to be used) Tyres marked M+S having a non-aggressive tread pattern may be used, but only after a written application by a competitor has been approved by the Clerk of Course or his representative. Article 14. Vehicle Advertising Those competitors who have paid the Entry Fee accepting advertising proposed by the Organisers will be supplied with the additional sponsor signage. This signage must be affixed in area G as per the diagram in Appendix I. Article 15. Documentation and Scrutiny a) Crews are required to present the items outlined in the ARC Sporting Regulations Art S4.4 at Documentation (CAMS licences for competitor, driver and co-driver, civil licences of driver and codriver (not required if navigator only licence held), CAMS affiliated club member ship of driver and co-driver, vehicle licence/permit/registration papers, third party extension for Queensland registered vehicles). b) Documentation will be available during the following times and must be completed prior to presentation of that vehicle for scrutiny: Wednesday 28 February Thursday 1 March Friday 2 March 1800hrs 2000hrs 0800hrs 1900hrs 0630hrs 06730hrs c) Road Books, Service Instructions, Reconnaissance Pass, Decals and Organiser s Advertising will be available for collection upon completion of Documentation. d) All ARC competitors must present their vehicles for official scrutiny & turbo scrutiny at Pedders Suspension 1005a La Trobe Street, Ballarat on Friday 2 March between 1500hrs and 1800hrs according to a schedule to be published in a Bulletin. e) A penalty of $5.00 per minute will apply for any lateness. 11 f) All VRC only competitors must present their vehicles for part documentation and official scrutiny & turbo scrutiny at Pedders Suspension, 878 Burwood Hwy, Ferntree Gully on Saturday 24 February between 1300hrs and 1600hrs. g) Regional competitors entered only in the VRC component may elect on the entry form to arrange regional scrutiny. Turbo and supercharger sealing must be conducted at official scrutiny. Regionally scrutineered vehicles may be subject to further inspection by the Chief Scrutineer at the Event. The completed scrutiny form will need to be presented at Documentation. h) The following compulsory items will be checked at scrutiny: A3 SOS/OK sign (These may be purchased at Documentation), triangles, helmets, balaclavas, driving suits, and frontal head restraints for all, and footwear, gloves and socks for ARC. i) Competitors are advised that any in-car video or moving film cameras must be installed in the vehicle prior to scrutineering so that the camera and its mounting can be inspected. j) Following the final control of the rally those vehicles selected for post event scrutiny plus any others nominated by the Stewards will proceed to Pedders Suspension, 1005a La Trobe Street, Ballarat. k) All competitors must make provision in their competition vehicle for the RallySafe GPS and tracking system. A Fitting Kit I Instruction Manual is available at l) Operating instructions are available by reference to the Briefing Video Tutorial at RallySafe wiring loom, antennas and mounting kit can be purchased for $ (plus GST & postage). Contact Rally Safe at The RallySafe GPS units and tracking systems will be available for all competitors, including VRC, at Documentation on Thursday 1 March only from 1200, and Friday 2 March, and at Scrutiny on Friday 2 March. For ARC cars, the correct functioning and installation of the equipment will be checked at scrutiny. For VRC cars, the correct functioning and installation of the equipment will be checked prior to the event start. The power supply to the Rallysafe unit and the proper connection of all aerials must be continuous from 30 minutes prior to the vehicle leaving the first Time Control of a day until the car reaches the final Time Control of that day or retires from the Event. Interruptions to the power supply or aerial connections or any other misuse of the RallySafe equipment may be reported to the Stewards of the Meeting, who may impose a penalty up to exclusion. If the unit is damaged whilst in the care of the competitor, then the competitor is responsible to pay for repairs or replacement as necessary. Insurance is available from RallySafe if required. Competitors have the ability to insure the RallySafe unit against loss or damage, further information can be found here. Should a competitor retire, they must return the tracking unit to the Rally Safe in the Service Park as soon as possible. Competitors are responsible for the return of tracking units to Rallysafe representatives or the Rally Office immediately after arrival at the final control or Parc Fermé. Article 16. Running of the Rally a) The Start of the Rally will be at 0930hrs (1st ARC car) on Saturday 3 March, from a ceremonial start in the centre of the city. Crews must report to this control in accordance with the Official Start List and Page 11

12 with sufficient fuel until RZ 1 or RZ 2. Within the staging area at the ceremonial start tyre marking/checking will be carried out. Crews are reminded that a team representative must be present to provide a tyre declaration form filled out fully and signed. b) Cars will start all Sections at 2 minute intervals. c) A Virtual Chicane will be employed on SS 9/13 in accordance with NRC SSR 5.6(a)(iii). d) The warming of tyres, heavy braking or unnecessary swerving on road sections will not be tolerated during the event. Any reported instances of such behaviour will be treated as a breach of the CAMS ARC Sporting Regulations Art 16.2(h) & will be referred to the Clerk of Course for further action. e) The following parts of 2017 stages will be used again in 2018: SS 1/6 Mt Hope all SS 2/7 Paradise all SS 3/8 Blackwood Ridge 0 to 5.49km SS 4/9 Wild Dog 2.53 to 7.34km SS 12/16 Moorabool all SS 13/17 Enfield 0.18 to 11.39km SS 14/18 Ross Creek all Article 17. Controls and Parc Fermé a) Crews may book in early at the following controls without penalty: TC8B, TC16B. b) Flexi-service will apply at the end of Heat 1. At the Time Control at the entry to this Service Park (TC8A) each crew will have the option of (a) proceeding directly into service or (b) placing their car in an adjacent Parc Fermé from which their car may be removed at any time within 1-hour of the arrival at the TC. If the car is not removed within the 1-hour period, the time of entry into the Service Park will be deemed to be 1-hour after the time at which the car was booked into TC8A. c) Following the two hour Service at the end of Heat 1 it is not required that the driver or co-driver be present when the vehicle is placed into the overnight Parc Fermé. It is the competitor s responsibility to ensure however that the vehicle is checked in according to the Itinerary and that the Time Card is completed. d) Crews who withdraw from the rally must complete the form at the back of the Road Book, Notification of Withdrawal from Rally and submit it to a CRO, Sweep Vehicle or a Control Official. e) When completing the form, competitors MUST indicate if they are withdrawing from the Event altogether or if they are re-joining. f) Any competitor who withdraws from a Heat and fails to notify a CRO, Sweep Vehicle or Control official prior to the next Stewards meeting of their intent to re-join will not be included in the Start List for the next Heat. Article 18. Insurance Crews involved in accidents resulting in property damage are advised that they may be required to pay up to the first $5,000 of any claim to rectify such property damage. Refer Appendix I of the CAMS Manual of Motor Sport for further details regarding insurance cover. Page 12

13 Article 19. Emergency Procedures / Yellow Flags Crews must make themselves familiar with the emergency procedure outlined in the front of the roadbook. Failure to adhere to these requirements will be reported to the Stewards of the Meeting for consideration of exclusion or other penalty. Article 20. Alcohol, Drugs and Other Substances a) Any holder of a CAMS Competition or Officials licence (or equivalent licence issued by another ASN) may be tested for the presence of drugs (or other banned substances) and subject to a penalty/ies) for a breach in accordance with the CAMS Anti-Doping Policy and/or the CAMS Illicit Drugs in Sport (Safety Testing) Policy as published on the CAMS website. b) Consumption of alcohol in the service park or any section of the competition venue/course under the control of the Officials is forbidden until all competition is concluded each day. c) Accordingly, any holder of a CAMS Competition or Officials licence (or equivalent licence issued by another ASN) may also be tested for the presence of alcohol by a CAMS Accredited Testing Official (CATO) in accordance with the CAMS Standard Operating Procedure for Breath Alcohol Testing. Article 21. VIP Ride Day a) There will be no Shakedown stage. VIP Rides will be conducted in association with Testing on Thursday 1 March. b) VIP Rides will be conducted in accordance with the CAMS Motor Sport Passenger Ride Activity (MSPRA) Policy that includes a safety briefing for all participants. No team may place a passenger in a competition vehicle without attendance at the safety briefing. c) Each vehicle taking part must be scrutineered and have the event rally plates/numbers and other event signage affixed prior to the commencement of VIP Rides. d) Each passenger will be required to register and sign the compulsory Passenger Ride Entry Form before riding in a competition vehicle. Article 22. Results and Protests a) Provisional Results will be published on the Official Notice Board, Online on Sunday 4 March 2018 at 1800hrs. These results will become Final 30-minutes after posting subject to no protests being received. b) Protests, if any, must be lodged in accordance with Part XII of the NCR and the 2018 ARC Sporting and Technical Regulations. Article 23. Postponement, Abandonment or Cancellation The event may be abandoned, postponed or cancelled for reasons of force majeure in accordance with NCR 59. Page 13

14 Article 24. Copyright Video & Film a) It is a condition of entry that vision taken by competitors from competing vehicles using in-car video or moving film cameras may not be used for commercial use or broadcast, or used for transmission without the specific approval of the Organisers, which shall not be unreasonably withheld. b) Further to this, any such vision shall be made available to the Organisers on request at no charge, who shall be able to use such video, film and moving images for any purpose whatsoever without any payment or encumbrance. c) Competitors also note that it is a mandatory requirement to accept the fitting of an in car dashboard mounted event sponsor decal for the duration of the event. On Board Camera d) The organisers reserve the right to fit an in-car camera to any competitor s vehicle at the organisers sole discretion Article 25. Rallysafe - Overtaking a) Any crew intending to overtake another moving car during a Special Stage must push the Pass button on the RallySafe unit. If the car to be overtaken is within 500m it will receive a message that another car wishes to overtake them and the crew of this vehicle must then allow the other vehicle to pass at the first safe opportunity. Any refusal to allow another car to overtake will be considered to be a breach of NRC EG 3.8. b) Transmission of send/receive of overtaking messages are logged in both vehicles. These will be available to the Clerk of Course and to the Stewards of the Meeting in consideration of any penalty for failure to allow the vehicle to overtake. Article 26.
