6 PROGRAMS THAT BUILD UPON INNOVATION SCOPE OF WISLR PROJECT Improve and expand the existing local roads database application and related processes Enable integration of roadway data with location Make multiple methods available for sharing and accessing data Support local, regional and statewide roadway needs analysis 6

7 7 THE DEVELOPMENT OF WISLR THE FOUNDATION STAGE I Parallel Efforts: --Tie data to location --Develop new system STAGE III 2004 Safety ONGOING SUPPORT During WISLR Development -WisDOT and LRSC Partnership -Technical Advisory Group (TAUG) Formed Representation from Key Bodies of Local Government The Vision STAGE II Pavement Management/Analysis STAGE I LR Inventory and Certification Local Control Manager (LCM) Pavement Rating Submittal Compliance

9 BENEFIT to Locals Data access and quality control of submitted inventory changes were limitations for local government that result from the use of paper based processing. Local governments were faced with limited data access to their data, which in turn, made it difficult to assist in the quality check. 9 STAGE I: The Foundation What WISLR offers Local Gov ts: CONVENIENT WEB ACCESS (24 X 7) FOR DECISION-MAKING LOCAL CONTROL OF DATA QUALITY VIEW DATA WITH LOCATION STATEWIDE ACCESS TO MULTIPLE YEARS OF DATA TOOLS FOR DATA AND NEEDS ANALYSIS

20 The Evolution of Wisconsin s Local Roads System W I S L R - Why It Continues To Work 1. Satisfies SS A. Mileage from WISLR used in the formula to compute General Transportation Aides (GTA) B. Provides Locals central repository where statewide local road data AND location can be accessed C. Tools: GIS, Pavement Analysis, Mapping, Reports, Spreadsheets, etc. 2. As a State Agency, WisDOT must adhere to state and federal regulations and comply with mandated transportation standards A. Highway Performance Monitoring System (HPMS) B. Safety 1. Crash Mapping: State and Off-state crashes on a single map 2. Map-21 State Safety Data System Capabilities (Roadway; Traffic; Crash) 3. Badger TraCS Incident Locator Tool (ILT) 4.
