7 Road Safety Mississauga Advisory Committee October 22, Community Crime Prevention Awareness - September 21, 2013 Peter Hamilton-Smith, Chair discussed the Community Crime Prevention Awareness Event held on September 21, He noted that the event was held on Celebration Square and felt the event was not a success due to the lack of people who attended and that it did not have the right target audience. Discussion ensued with respect to the Share the Road magn~i\mdconcerns were expressed that the font was too small and that newer mo~~f~~"have plastic bumpers resulting in the magnets not being able to stick. 9 March 2, 2014 Craig Trenholm Road Safety Mississauga Committee City of Mississauga Dear Com mittee Member, I have been working on a proposal to improve the safety of pedestrians and cyclists in an ulban environment like ours. This program would use an enhanced red light camera system combined with computer vision analytics and telemetry to identify dangerous driving behaviour. Identifying, recording and storing of bad driving behaviour would be done electronically. A police officer would evaluate electronically flagged video evidence and communicate with offenders through our Community Road Watch Progro.m. This is the same thing police currently do with infomnation received from members of the public when they report bad driving behaviour. This proposal is based on Collision Types, as tracked in collision reporting statistics. It targets one specific Collision Type for improvement using "Red x theory from the field of Quality Assurance. "Red X" theory targets the aspect of a problem can produce the maximum improvement for the effort expended. The biggest problem in the area of pedestrian and bicycle safety, on the par! of drivers, is their inadequate or ineffective visual scanning at intersections. This solution targets drivers turning right at traffic lights where pedestrians have the right of way. Among the six intersection collision types, this one ranks second worst for pedestrian injuries. It is also very significant in temns of death and injury to cyclists. This collision type has become increasingly significant over the past few years. There are several reasons for this being the best target for enforcement and education efforts, including driver behaviour issues that make this intersection manoeuvre a greater challe,lge than most drivers realize. If we can improve driver behavic>ur in their right turns through improved visual scanning, that improved visual scanning might improve other driving manoeuvres as well. This program consists of three elements which could be deployed in tandem, on a rotating basis, at. strategically located intersections. EDUCATION o An inexpensively delivered message, at the most useful time and place to educate drivers and effect cnange in driving behaviour. (Bus shelters, located at camera deployed intersections possibly co-sponsored wilh signage rights holder

10 ENFORCEMENT o Enforcement of, "Stop at Red Light" provisions requiring drivers to stop on a Red Light prior to any olherwise permissible, righl tum on a Red Light. This is already a part of the Red Light Camera systems currently deployed. Using it here would offset costs associated wilh this program. PASSIVE ENFORCEMENT WITH INDIVIDUAL EDUCATION VIA REVIEW OF DRIVER ERRORS. o o Through the Community Road Watch program, and with Ihe use of additional video camera moniloring, drivers failing 10 yield or to properly observe pedestrians, would receive a message similar to the message currenlly delivered by Police 10 aggressive drivers when complaints are received from citizens. A video clip of an Aggressive Driving incident could be made available for the offending driver to view online. Over the past three years I have reviewed pedestrian collision and death statistics as well as statistics for bicycle dealhs. All the material I have reviewed, everything I understand about the challenges faced by drivers and everything I observe in driver behaviour convinces me that this program can greatly improve the safety of pedestrians and cyclists. My primary statistical sources are: City of Toronto, Pedestrian Collisions Ontario Ministry of Transportation, Pedestrian Collisions Office of the Chief Coroner Jar Ontario Pedestrian Death Review (Jan 1, December 31,2010). Cycling Death Review (January 1, December 31, 2010). For the past 18 years I have been teaching drive(s education in Oakville and Mississauga. I teach in-car and in-class working with novice and intermediate drivers. I also have considerable experience instructing fully licenced drivers through corporate programs and court ordered remedial driver training. I am highly skilled in observing driver behaviour and I have spenl a great deal of time doing Ihat, in my work and as a pedestrian in the City Centre area. My background includes several years of working in Quality Assurance. That background combined with my experience in driver training brings me to the belief that the proposal presented here, is a viable, realistic and affordable plan to significantly reduce the frequency of death and injury to pedestrians and cyclists. Upon returning to residence in Mississauga a year and a half ago (I've worked in Mississauga for the past seven years), I was surprised to see my car insurance increase by $1200 per year, simply due to location. After spending time here as a driver and pedestrian however, I am not surprised as to why this is so. I feel that there is a major problem with traffic safety in Mississauga (and enforcement of infractions), due to ignorance, lack of attention, and disregard for traffic laws and safety measures, by the driving public at large. I have personally witnessed people driving on the wrong side of the road, driving in reverse down highway on-ramps, turning left or right from the far opposite lane, and even driving on sidewalks (I wish I were exaggerating). One of the worst and most co=oniy occurring traffic safety issues I witness on a daily basis, multiple times per day, is drivers running red lights (also not stopping, much less yielding, when making a right tum at a red light.) In the past week alone I have witnessed two such incidents that were absolutely astounding in how brazen the actions of the driver were. These were both at Mavis Road and Bumhamthorpe, a very busy intersection, and one that I feel is particularly prone to such things. As a pedestrian (l walk to work when the weather permits), both my partner and I have nearly been hit by drivers of vehicles, who did not have the right of way, multiple times. We have witnessed accident scenes involving pedestrians at the major intersection where we live. I was recently almost the victim of one. I am not writing merely to rant or complain - in fact, I would like to meet with or speak with someone regarding traffic safety measures and enforcement philosophies in Mississauga. There is a very dangerous attitude of ignorance in this city where driving is concerned, and myself and many others I've spoken with agree that it is currently very much out of control, and getting worse. Higher insurance rates are not the solution, nor are they what I'm primarily concerned about; it's the safety of drivers and pedestrians, and creating a culture of responsible and attentive driving, that must be addressed and put into action. Here are the six top things you should know about the proposed legislation: The legislation is expected to pass in a vote early this spring and has all-party support. Fines for distracted driving jump from $155 to $280 today (Tuesday) regardless of the legislation. Annemarie Bonkalo, chief justice of the Ontario Court of Justice, decreed that last month in a judicial order. Fines range from $300 to $1,000, along with three demerit points, for using cellphones while driving, under the changes to the Highway Traffic Act. Fines range from $300 to $1,000, and three demerit points, for opening a door in the path of a cyclist. Motorists would have to keep one metre from cyclists on the road. Fines range from $60 to $500 for cyclists not using required lights and reflectors. What exactly is distracted driving? According to Canst. Clint Stibbe, with the Toronto police's Traffic Services, distracted driving occurs any time a person is operating a motor vehicle while holding a mobile device. This means the device doesn't need to be turned on, and the car can't just be stopped; the device must be located away from the driver, and the car must be fully parked. 22 Pedestrian Safety Strategy Review Team CALL TO ORDER - 9:34 a.m. APPROVAL OF AGENDA - Approved (Councillor Pat Saito) April 8, 2014 DECLARATIONS OF CONFLICT OF INTEREST - Nil MA TIERS TO BE CONSIDERED 1. Pedestrian Railway Safety Councillor Pat Saito advised that a deputation at the Transportation Committee meeting on February 19, 2014 was made by Denise Davy, who spoke to concems related to pedestrian safety by railways in the City of Mississauga and surrounding municipalities. The matter was referred to the Road Safety Mississauga's Pedestrian Safety Strategy Review Team for assistance with educational/awareness of this matter. Colin Patterson, Coordinator, Integrated Road Safety Program advised he has reviewed the City of Burlington's report and noted that the City of Burlington has installed fencing and sign age as safety measures; however, they identified opportunities for improved communication and coordination between stakeholders and implemented an information exchange process to help identify and implement strategies that can assist in the prevention of rail line fatalities. Mr. Patterson further advised that Transportation and Works currently has a fence maintenance program. The committee is satisfied that Transportation and Works is reviewing the City of Burlington's report and that a report to the Transportation Committee will be prepared. RECOMMENDATION That Transportation and Works be directed to prepare a report to the Transportation Committee regarding appropriate measures to improve pedestrian safety around railways. RECOMMEND APPROVAL 2. Safety Signs for Cul-de-Sacs/Courts Councillor Pat Saito advised that residents want to see reduced speed limits on cul-de-sac/courts; however, the reduced speed limits would be extremely difficult to enforce. Councillor P. Saito further advised that residents who live on cul-desac/courts have no choice but to walk on roadway as there are no sidewalks. Signs to drive slow and that there is no exit are already posted.

23 Pedestrian Safety Strategy Review Team April 8, 2014 Discussion ensued regarding ideas for signage, that signs be unique and contain symbols more than words, RECOMMENDATION That Transportation and Works staff be directed to bring to the next Pedestrian Safety Strategy Review Team meeting, samples of signage to be installed on cul-de-sacs/courts, RECOMMEND APPROVAL 3, Culture Counts: At the Road Safety Mississauga Committee meeting on March 25, 2014, Natalie Zeitoun, Regional Marketing Planner, Ministry of Transportation provided a presentation regarding a strategy to make road safety education more accessible to newcomers, and to expand the Ministries efforts to other regions, Ms, Zeitoun asked the members of Road Safety to consider providing educational material to organizations/locations where newcomers would have access to information, The Pedestrian Safety Strategy Review Team considered Ms, Zeitoun's request and agreed that Road Safety Mississauga currently has information material that can be sent to libraries, community centres, and the Peel Multicultural Council. Councillor Saito asked me to send an . The Sweet Life Road Show is coming to Our Lady of Mount Carmel S.5. on Tuesday June 3 from approximately 8am- 3pm. We are looking for road safety volunteers to staff the various rotation stations. All booths are scripted and essentially turn-key and the day is very rewarding. 26 The SwuA. ~. Road Show The Sweet Life Road Show raises awareness about the deadliest road safety risks and provides teens and parents with strategies to protect themselves. Sweet Life Strategy Stations (2 hr.) Fun and high-energy event uses proven methods including role plays, hands-on demonstrations, small group activities, and peer theatre to increase risk awareness and provide protective strategies. The students are divided into small groups and circulate around 10 stations. The 2 hour event accommodates up to 200 students. Larger groups can be divided into morning and afternoon sessions. Game of Life (30 rnin) This challenge enhances teambuilding while harnessing the energy and learning of the day. The 30 minute wrap-up session builds skills, reinforces key messages, and is another opportunity to shift towards a culture of safety. Taking Action on Distraction (2.5 hc) Interactilleevent uses video, handscon games and a driving simulatorto convince studentsofthe impact of distractions on our abilities. Focus is placed on the loss of friendships and the. damage to important relationships caused by this students thinking about ways to reduce distractions as a driver and asa pedestrian. This session is a great compliment tothe Strategy Stations. Schools can send half of the students to each event in the morning and then switch the groups in the afternoon. Parents are the Key (60 min) Eye-opening presentation for parents expels the myths about teen driving and helps parents :understand their crucial TOle in keeping their teen drivers safe. 1n this suggested evening session, parents are given the tools to coach., support and monltorand -protect their teen drivers.
