Traffic data suggests that pedestrian safety and verall rad safety in the City has stabilized ver the last decade. Hwever, pprtunities fr imprvement still exist, especially when cnsidering the safety f children and the current shift twards prmting walking t schl as active and healthier alternatives fr cmmuting. The City has prgrams and tls currently in place fr addressing safety cncerns arund schl areas which are discussed in this reprt, and Transprtatin Services prpses t pursue additinal measures t expand the City's current cmpliment f measures. This reprt discusses a strategy fr imprving safety arund schl znes that was develped based n an analysis f schl zne related pedestrian cllisin data, detailed safety reviews cnducted at high cllisin schl clusters and current schl safety prgrams and engineering tls. This reprt als discusses a literature review f schl safety practices in ther jurisdictins that was cnducted, as well as the frmatin f a Schl Zne Safety Wrking Grup. 2 RECOMMENDATIONS The General Manager, Transprtatin Services recmmends that: 1. Public Wrks and Infrastructure Cmmittee receive this reprt fr infrmatin. Financial Impact The csts assciated with the implementatins scheduled fr 2014 are estimated t be $70,000. Funding is available in the 2014 Operating Budget ($36,000) and 2014 Capital Budget and Capital Plan ($34,000) fr Transprtatin Services. The Deputy City Manager and Chief Financial Officer have reviewed this reprt and agree with the financial impact infrmatin. DECISION HISTORY City Cuncil, at its meeting f Octber 8, 2013, adpted Member Mtin MM 39.7 "Schl Zne Safety" put frth by Cuncillr Anthny Perruzza, Ward 8, and secnded by Cuncillr Gary Crawfrd, Ward 36, directing the General Manager, Transprtatin Services, t reprt t the Public Wrks and Infrastructure Cmmittee n the develpment f a strategy fr imprving and prmting pedestrian safety in schl znes and t undertake and reprt back n the results f pilt prgrams at Allenby Junir Public Schl and Jhn Rss Rbertsn Junir Public Schl. Subsequent t that meeting, at the City Cuncil meeting f December 16,, 2013, the recmmendatin t reprt n the results f pilt prgrams at the tw afrementined schls was rescinded and amended t direct the General Manager, Transprtatin Services t reprt n the results in the final submissin. 3 ISSUE BACKGROUND Frm , the frequency f traffic cllisins in the City f Trnt declined steadily and has stabilized in the last 5 years, ranging frm 52,000-56,000 events annually. During the last decade, the frequency f pedestrian cllisins has been stable, ranging between 2,000-2,400 events annually. Fr example, ther majr cities, such as New Yrk (1.82), Chicag (1.77), Ls Angeles (2.35) and Dallas (2.69) all have higher rates. Hwever, after a decade f general decline in the number f pedestrian fatalities, Trnt experienced 40 pedestrian fatalities in 2013 indicating there is still a need t imprve pedestrian safety. Of the 40 pedestrian fatalities that ccurred in 2013, tw invlved children and ccurred at lcatins and during times and dates cnsistent with daily travel t and frm schl. The 2 fatalities in schl areas invlved cllisins with heavy trucks. Ensuring the safety f all rad users is a primary bjective fr Transprtatin Services, hwever, children are amng the mst vulnerable f all rad users and ensuring their safety as they cmmute daily t and frm schl is f paramunt imprtance. 4 COMMENTS Schl Zne Imprvement Strategy Imprving pedestrian and rad safety particularly arund schls is a primary bjective fr Transprtatin Services which requires a cmprehensive, multi-faceted strategy that cmbines a variety f cmpnents and the jint effrts and cperatin f multiple stakehlders. In the fllwing discussin, Transprtatin Services utlines its prpsed strategy fr imprving pedestrian safety in schl areas, in terms f 6 majr cmpnents: 1) Data Analysis 2) Engineering Safety Audit f High Cllisin Clusters Current Traffic Measures fr Addressing Schl Safety Cncerns Schl Speed Znes Sidewalks Pavement Markings Cnstructin Zne Guidelines 3) Prgrams and Advcacy Current Schl Safety Prgrams and Initiatives Schl Travel Plans Charter fr Active, Safe and Sustainable Transprtatin Schl Zne Safety Wrking Grup 4) Educatin 5) Enfrcement 6) Research Data Analysis An analysis was cnducted n pedestrian cllisins that ccurred arund schl areas ver the last 10 years ( ) t identify trends and patterns. In rder t identify schl aged pedestrian cllisins, the data was filtered t include nly events that invlved pedestrians between 4 and 19 years f age, ccurred between Mnday and Friday; frm September t June, and between the hurs f 7:00 and 9:00 a.m. and 2:00 and 5:00 p.m. These parameters typically represent when a schl wuld be in sessin. In rder t define a schl zne, a 1 kilmetre radius arund each schl was used, which is based n the current eligibility distance fr schl bus transprtatin adpted by bth schl bards in Trnt and the reasnable assumptin that mst students wuld be driven t schl if they live beynd this distance. 5 Chart 1: Schl Aged Pedestrian Cllisins ( ) * () Dentes cllisins invlving trucks * Perid between 2013/01/01 and 2013/10/31 As shwn in the abve chart, schl aged pedestrian cllisins have declined nticeably ver the last decade, frm a peak f 183 in 2003, t a lw f 75 in During the last decade, the ttal number f schl aged pedestrian cllisins was 1,253, which represents 6% f the ttal 21,234 pedestrian cllisins which ccurred in that perid. Elementary schl aged pedestrians (ages 4-14) were invlved in 62% f these cllisins, cmpared t 38% which invlved high schl aged pedestrians (ages 15-19). In additin, 10 f thse events invlved a truck, which represents less than 1% f the ttal. Althugh cllisins invlving schl-aged pedestrians have generally declined in the past 10 years, the increase in ttal traffic and pedestrian fatalities in 2013 demnstrates that pprtunities fr imprvements still exist. A review f schl aged pedestrian cllisins ver the last 5 years ( ) by pedestrian cllisin type was als cnducted. The 5 mst cmmn types are summarized in Table 2 belw. Engineering Safety Audit f High Cllisin Clusters Fr each f the 9 high cllisin clusters, Transprtatin Services staff cnducted detailed in-service rad safety audits t identify any safety cncerns and deficiencies which culd be immediately addressed, as well as ther imprvements which may require further discussin and planning. The safety reviews included an examinatin f the radways alng schl frntages and f each cllisin event in the last 5 years. Detailed audit reprts can be fund in Attachment 2. In additin t cnducting safety audits at the high cllisin clusters, Transprtatin Services staff als reviewed the tw lcatins where the tw schl aged traffic fatalities ccurred in The results f the audits didn't reveal any cncerns that need immediate attentin. As part f the verall imprvement strategy, Transprtatin Services will cnduct biannual rad safety audits f the clusters with the highest cllisin frequency and implement the apprpriate imprvements that can be addressed immediately. Any medium r lng-term interventins requiring additinal budget, planning and discussins with ther units will als be identified. Current Traffic Measures fr Addressing Schl Safety Cncerns Transprtatin Services investigates and respnds t schl traffic and rad safety cncerns and cmplaints n an n-ging basis, ften wrking in partnership with schls, lcal cmmunities, Trnt Plice Service and ther cmmunity and special interest grups. During the hurs f 8:00a.m.-5:00 p.m., frm Mnday t Friday, the speed limits n these sectins f rads in frnt f schls are reduced frm 50 km/h t 40 km/h and mtrists are alerted by flashing beacns placed upstream in bth directins. An analysis f vehicle speeds at these tw lcatins, when the reduced speed limit was in effect, shwed that vehicles were travelling km/h abve the 40km/h speed limit. It is believed that mtrists are ignring the reduced speed znes due t the age f the installatins and the absence f regular speed enfrcement. T evaluate this ntin, it is recmmended that the schl zne safety strategy include the installatin f a new flashing 40 km/h Schl Speed Zne n Blr Street West, in frnt f St. Clement Cathlic Schl, t assess the effectiveness f new installatins with and withut plice enfrcement. The estimated cst f this installatin is $34,000 and the funding is available in the apprved Transprtatin Services 2014 Capital Budget. Transprtatin Services will submit a reprt t Etbicke Yrk Cmmunity Cuncil recmmending this new installatin. Transprtatin Services has als received requests fr 30 km/h speed limits. Nrmally, 30 km/h speed limits are implemented n streets that have traffic calming in place r in Staff reprt fr actin n Schl Zne Safety Strategy 9

10 cnjunctin with the installatin f traffic calming devices. A plicy and warrant fr a 30 km/h speed limit withut traffic calming measures is currently being cnsidered by Transprtatin Services and will be reprted t the Public Wrks and Infrastructure Cmmittee in early Sidewalks Trnt Public Health's analysis f current data indicates that driving has increasingly becme the preferred mde f travel fr parents transprting students t and frm schl. One pssible reasn fr parents driving their children t schl is the lack f sidewalks. Sidewalks are ne means f prviding safe access and are assciated with increased safety fr pedestrians. Sidewalks and walkways are prven pedestrian safety measures accrding t the Federal Highway Administratin (FHWA). In rder t better facilitate the installatin f missing sidewalks n lcal rads in schl znes, City staff will review the Essential Links prgram (annual sidewalk capital prgram) and cnsider ptential changes t the prgram t help imprve schl zne safety and sidewalk cnnectivity. Transprtatin Services als endrses the installatin f sidewalks n bth sides f the rad, depending n rad class and site cnditins. Transprtatins Services will wrk with Engineering and Cnstructin Services Divisin t identify lcatins in schl areas in upcming Capital Wrks Prgram years fr pprtunities t install missing sidewalks and sidewalk links. Pavement Markings One f the results f the rad safety audits cnducted n the high cllisin clusters was the recmmendatin frm staff t study the effectiveness f painted yellw centrelines n all radways within schl znes fr imprving safety. Yellw centrelines wuld prvide visual delineatin between ppsing traffic flws and guidance n hrizntal curves. Transprtatin Services is als currently reviewing the ptential safety benefits f schl zne pavement marking stencils. The stencil culd supplement the schl zne sign in alerting mtrists t the presence f a nearby schl and additinal pedestrian activity dwnstream. As part f the schl zne safety strategy, bth treatments will be explred and, shuld they be deemed feasible and beneficial fr imprving safety in schl znes, Transprtatin Services will develp criteria fr their use. Cnstructin Zne Guidelines Staff have als reviewed and revised ur current City guidelines regarding the installatin and maintenance f cnstructin znes fr rad wrk in schl areas, which can be fund in Attachment 1. The revisins include additinal cnditins that Transprtatin Service staff may apply when issuing a rad ccupancy permit. The cnditins will be based n site specific requirements and may include the requirement fr Trnt Plice t assist with pedestrian and vehicular mvement in the area f the wrk zne. Als, when cnducting wrk zne meetings, Transprtatin Services staff will emphasize t cntractrs the imprtant f schl zne safety and discuss alternate methds f cnstructin t reduce the ptential risk t students. Fr example, the hurs f wrk will be reviewed and adjusted when pssible, truck rutes are t avid schl znes where pssible and delivery schedules will be established t ccur when students are nt Staff reprt fr actin n Schl Zne Safety Strategy 10

11 travelling t r frm schl when feasible. Transprtatin Services will be implementing these guidelines immediately and will be advising bth internal and external agencies, accrdingly. Prgrams and Advcacy Current Schl Safety Prgrams and Initiatives There are currently a number f prgrams and initiatives within the City aimed at imprving r ensuring the safety f yung students cmmuting t and frm schl prvided by the schl bards, Trnt Public Health, Transprtatin Services and special interest grups, ften in cnjunctin with each ther. These are summarized belw in Table 5. Schl Travel Plan One prgram f particular interest is Schl Travel Planning which has been evaluated in varius jurisdictins thrughut Ontari in recent years. The bjective f a Schl Travel Plan is t develp a cmprehensive plan and strategy that prvide students with safe rutes and active transprtatin ptins thrugh cllabratin between schls and their student bussing services, public health agencies and City Transprtatin and Planning Divisins. The plan includes cnducting student travel surveys and risk assessments at each schl. Effrts t prmte the mvement in Trnt, lead by Trnt Public Health and Green Cmmunities Canada, has resulted in tw pilt prjects currently under develpment fr Our Lady f Lurdes Cathlic Schl and King Edward Public Schl. Schl Travel Planning culd prve t be a valuable tl and Transprtatin Services will prvide supprt and cntribute t the current pilt prjects as required and will mnitr the effectiveness and results as part f the schl zne safety strategy. Charter fr Active, Safe and Sustainable Transprtatin The invlvement f bth Trnt schl bards is a key cmpnent f the schl safety imprvement strategy. The Trnt District Schl Bard (TDSB) has recently adpted a Charter fr Active, Safe and Sustainable Transprtatin and the Trnt District Cathlic Schl Bard is preparing t fllw. The Charter cmmits the Bard and their schls t prmting, supprting and investing in safe, active and sustainable transprtatin t and frm schl. The Charter als discusses cllabrative effrts with external stakehlders t identify and remve barriers t active mdes f transprtatin and implement schl travel plans and rad safety educatin. The next step fr the TDSB is t develp implementatin plans. Staff reprt fr actin n Schl Zne Safety Strategy 12

13 As part f the imprvement strategy, Transprtatin Services will prvide any supprt necessary t assist the schl bards in develping plans and recmmends that City Cuncil request the schl bards t priritizing schls in the 9 clusters with the highest schl aged pedestrian cllisins. Furthermre, in rder t ensure that schl facilitatrs wrk c-peratively and share respnsibility with the City in addressing day-t-day traffic and safety cncerns at schls, Transprtatin Services recmmends that every schl be directed t endrse the Charter in writing. Schl Zne Safety Wrking Grup The safety f students cmmuting t schl is a cmmn interest t many stakehlders in additin t Transprtatin Services. Any imprvement strategy t address safety cncerns arund schls will be mre effective when planned and implemented in cnsultatin and cllabratin with these ther stakehlders and can benefit frm the sharing and pling f resurces, knwledge bases, experience and funding twards achieving a cmmn gal. T facilitate discussins and the planning f cllabrative effrts, a Schl Zne Safety Wrking Grup was frmed which is cmprised f representatives frm Transprtatin Services, Trnt Public Health, Trnt Plice Service, Trnt District Schl Bard, Trnt Plice Service Parking Enfrcement Unit and Green Cmmunities Canada (Active and Safe Rutes t Schl). The primary gals f this grup is t review and discuss cncerns related t schl znes, such as heavy truck traffic, schl drp-ff znes, parking regulatins, schl bus rutes, crssing guards and enfrcement f traffic laws, and t plan c-perative initiatives r prgrams. The Schl Zne Safety Wrking Grup will cntinue t meet quarterly t review and develp strategies t imprve safety fr all rad users in schl znes. Educatin Rad safety is a shared respnsibility that extends beynd gvernment agencies and plice authrities. Drivers, cyclists and pedestrians alike must share in the respnsibility f making ur rads safer. Recent attentin given t cllisins related t rad user errr, such as distracted driving and pedestrian crssing behaviur, indicates the need fr: 1) Additinal public educatin f safe rad practices fr mtrists, cyclists and pedestrians; 2) Increase awareness f safety hazards and risks; 3) Building and prmting mutual respect between drivers and vulnerable rad users. The Schl Zne Safety Wrking Grup will develp enhanced educatin and awareness initiatives t address these tpics and aimed at bth parents and students which will be available t schls and the general public. Cnsideratin will be given t using mdern mediums f delivering the messages that are mre effective at targeting the intended audience, such as sharing infrmatin thrugh scial media t schl bards and yung teenagers and the prductin f animated YuTube vides fr children. In additin t prmting and educating audiences abut rad safety practices and behaviur, the Staff reprt fr actin n Schl Zne Safety Strategy 13

14 messaging shuld als encurage and prmte active transprtatin ptins, such as walking and cycling. Hwever, despite the differences in presentatin and design, the basic underlying principles and messages are reflected in the inventry f prgrams and engineering interventins currently available in Trnt, such as Active and Safe Rutes t Schl, Walking Schl Bus, schl zne kiss and ride, flashing 40 km/h schl speed znes, pedestrian crsswalks, etc. Furthermre, many aspects f these prgrams and interventins are cntained within this schl zne safety strategy. Staff will cntinue t keep abreast f current research and best practices related t schl traffic cncerns and rad safety.
