1 OBJECTIVE 32: UNANNOUNCED EXERCISE OR DRILL OBJECTIVE Demnstrate the capability t carry ut emergency respnse functins in an unannunced exercise r drill. INTENT This bjective is derived frm NUREG-0654, as mdified by FEMA Guidance Memrandum (GM) PR-1, which prvides that OROs shuld demnstrate their emergency capabilities in an unannunced mde. (See evaluatin criteria frm Planning Standards E. and N.) The unannunced exercise r drill shuld take place during a specified seven-day perid, made knwn t all exercise players. Hwever, ntificatin f the designated day within the sevenday perid will be made nly t thse with a need t knw (e.g., exercise cntrllers). This bjective may be demnstrated in cnjunctin with Objective 33, Off-Hurs Exercise r Drill, r the tw bjectives may be demnstrated separately. The essential aspect f an unannunced exercise r drill is that participants respnsible fr the demnstratin f exercise bjectives d nt knw the exact time and date f the start f the exercise r drill. Exercise players are infrmed in advance f nly the seven-day perid when the exercise r drill will be cnducted. This bjective may be met thrugh either an unannunced exercise r an unannunced drill. When this bjective is demnstrated during a biennial exercise, demnstratin shuld include emergency respnse functins such as: activatin f emergency peratins center(s) (EOC), mbilizatin f staff t reprt t the EOC, establishment f cmmunicatin linkages, and cmpletin f telephne call-dwns. Because cmmercial nuclear pwer plant emergencies may take place at any time, respnse rganizatins shuld have the capability t respnd n shrt ntice. This bjective tests such capabilities fr emergency persnnel at EOCs, staging areas, and field lcatins, and shuld be demnstrated cncurrently with Objective 1, Mbilizatin f Emergency Persnnel. When demnstrated during an unannunced drill, OROs shuld demnstrate the capability t mbilize at least ne key staff member t the EOC. The key staff member(s) shuld cntact additinal staff by telephne, pager, r ther means described in the plan. The key staff member(s) shuld inquire as t availability f staff t reprt t their assigned duty statins and estimated times f arrival (ETA). The key staff member(s) shuld als establish cmmunicatin links with ther EOCs. Demnstratin f this bjective may be satisfied by the effective respnse and dcumentatin f designated key Radilgical Emergency Preparedness (REP) staff t an D.32-1 September 1991

2 actual emergency during the six-year perid. Exemptins t this demnstratin may be requested thrugh the FEMA Reginal Office. Credit will be given fr this bjective when the fllwing prvisins are met by State and lcal gvernments respnse t an actual emergency. 1. The emergency required a prmpt and timely respnse and mbilizatin f key State and lcal gvernment staff and prviders respnsible fr REP emergency functins. 2. Key REP staff wh wuld reprt t an EOC, in accrdance with the plans, actually reprted t an EOC. 3. The EOC(s) f the respnding jurisdictin(s) was activated. 4. The emergency resulted in the establishment f cmmunicatin links amng respnding rganizatins. 5. In rder fr FEMA Reginal/Headquarters t cnsider apprving credit, dcumentatin must be prvided n the level f respnse and invlvement f key REP staff t the emergency. This includes: type f emergency time f respnse time State and lcal REP staff arrived at EOC list f invlved persnnel and rganizatins cmmunicatins lg shwing the establishment f cmmunicatin links with ther rganizatins invlved jurisdictins emergency decisins made and implemented resurces used When credit is granted t ne r mre rganizatins within the plume emergency planning zne (EPZ) and nt t all rganizatins, thse rganizatins nt receiving credit shuld satisfy the ff-hurs and unannunced prvisins in an exercise drill. Extent f Play When this activity is demnstrated in cnnectin with an exercise, all mbilizatin activities shuld be cmpleted as in an actual emergency. When this bjective is demnstrated in a drill, the scpe f the demnstratin shuld include nrmal persnnel alert and ntificatin prcedures. NUREG E.1.,2. 2. OROs use effective prcedures t alert, ntify, and mbilize N.1.b. key emergency persnnel in accrdance with declaratin f emergency classificatin levels. In the case f an unannunced drill, at least ne key staff member is mbilized t the emergency peratins center. Explanatin Respnsible OROs shuld demnstrate the capability t receive ntificatin f an emergency situatin frm the licensee and cntact and alert emergency persnnel, including vlunteers. Cmmunicatin systems culd include cmmercial telephne, autmatic dialing system, and pagers. OROs shuld be capable f demnstrating the sequence f alerting emergency staff upn ntificatin f a specified emergency classificatin level (ECL) (e.g., Site Area Emergency). Mrever, OROs shuld demnstrate the capability t lcate and use up-t-date rsters f predesignated emergency staff. These rsters shuld be available fr all shifts. Fr an unannunced drill, OROs shuld demnstrate the capability t mbilize ne key staff member t the EOC. The staff member(s) is respnsible fr cnducting a call-dwn f EOC persnnel in rder t establish their availability and ETAs. Extent f Play All activities assciated with this bjective shuld be demnstrated thrugh the use f equipment and prcedures that wuld be used in an actual emergency. Prper demnstratin f this criterin entails alerting persnnel wh are at nn-emergency duty statins r at ff-duty lcatins prir t the start f the exercise r drill. Extent f Play Under this criterin, the apprpriate key staff member(s) mbilized t the EOC shuld demnstrate the capability t cntact ther EOCs using the equipment and prcedures that wuld be used in an actual emergency. CLARIFICATION OF TERMS Activatin refers t a prcess by which a facility is brught up t emergency mde frm a nrmal mde f peratin. Activatin is cmpleted when the facility is ready t carry ut full emergency peratins. Alerting f persnnel refers t transmissin f a signal r message that places persnnel n ntice that a situatin has develped which may require them t reprt fr emergency duty. Drill refers t an event invlving rganizatinal respnses t a simulated accident t develp, test, and mnitr specialized emergency skills that cnstitute ne r mre cmpnent f an emergency plan and prcedure. Emergency classificatin level(s) (ECL): (1) Ntificatin f Unusual Event indicates that unusual events are in prcess r have ccurred that indicate a ptential degradatin in the level f plant safety. N releases f radiactive material requiring ffsite respnse r mnitring are expected, unless further degradatin f safety systems ccurs. (2) Alert indicates that events are in prcess r have ccurred that invlve an actual r ptential substantial degradatin in the level f plant safety. Releases are expected t be limited t small fractins f the Envirnmental Prtectin Agency (EPA) prtective actin guides (PAG) expsure levels. (3) Site Area Emergency indicates that events are in prcess r have ccurred that invlve actual r likely majr failures in the plant functins needed fr prtecting the public. Releases are nt expected t exceed EPA PAG expsure levels, except near the site bundary. (4) General Emergency indicates that events are in prcess r have ccurred that invlve actual r imminent substantial cre degradatin r melting, with ptential fr lss f cntainment integrity. 6 Emergency peratins center refers t a facility that is the primary base f emergency peratins fr an ORO in a radilgical emergency. Key staff refers t thse emergency persnnel, sufficient in numbers and functins, necessary t carry ut emergency peratins as required by scenari events and as set frth in the emergency plans. Ntificatin and mbilizatin f persnnel refers t transmissin f messages t emergency persnnel t infrm them f an emergency situatin and t directing them t reprt t emergency duty at their assigned duty statins. Off-hurs refers t the hurs between 6:00 p.m. and 4:00 a.m. r any weekend hurs. Timely, in this bjective, refers t emergency persnnel being in place at emergency peratins centers, ready t assume emergency respnse duties as driven by the scenari events and emergency classificatin levels, in accrdance with ORO plans. It is recgnized that emergency persnnel may nt be able t be at their assigned duty statins prir t the need t initiate prtective actins fr fast-breaking emergencies. In the case f a drill executed under the interim ptin, nly ne designated key individual is required t be mbilize t the emergency peratins center.
