EMP-PDR Purpse The ERP prvides the emergency respnse prcedures that must be fllwed by EBPC persnnel t effectively respnd t an emergency which affects peratins invlving the Brunswick Pipeline System. The ERP is gverned by the Emergency Management Prgram (EMP). EBPC utilizes the internatinally recgnized Incident Cmmand System (ICS) fr emergency planning and respnse. This ERP establishes rles and respnsibilities, and prvides guidance t safely, efficiently and effectively respnd t an emergency by setting and managing the fllwing bjectives: Ensuring life safety f respnders and the public; Stabilizing the incident by establishing cmmand, setting bjectives, strategies and tactics; Ensuring the emergency des nt cause mre damage t prperty r the envirnment; Preserve recrds and evidence fr pst-emergency investigatins; and Resume nrmal peratins as quickly as pssible in a safe and efficient manner. 2.0 Scpe The ERP utlines the apprach taken by EBPC persnnel in respnding t an emergency that riginates frm r has the ptential t impact the Brunswick Pipeline. He r she will be available t activate the CMT at all Emergency levels during a crisis. If the Directr f Legal and Regulatry Affairs is unavailable, the respnsibility fr the Crisis Team Lead may be delegated t the Directr, HSE&S. The Safety Officer is a member f the Cmmand Staff respnsible fr mnitring emergency peratins and advising the Incident Cmmander n all matters relating t peratinal safety, including the health and safety f emergency respnder persnnel. The persn respnsible fr maintaining the Time and Event Lg (ERP- FRM-02). Senir rganizatinal leaders made up f the Accuntable Officer and his/her direct reprts. Senir Leadership prvides versight f the Management System, its Prcesses, the Management Prgrams, and related wrk, and participates in the Management System Gvernance Cmmittee. The number f resurces fr which a supervisr is respnsible, usually expressed as the rati f supervisrs t individuals. (An apprpriate span f cntrl is between 1:3 and 1:7, with ptimal being 1:5.) EMP-PDR Administratin f the ERP 5.1 Leadership Accuntability, Plicy and Cmmitment An Accuntable Officer has been appinted that has authrity ver EBPC s human and financial resurces required t establish, implement and maintain the ERP, and t ensure that EBPC meets its bligatins fr safety, security and prtectin f the envirnment. EBPC is cmmitted fr an effective respnse t an emergency by ensuring that all ERP activities cnducted by EBPC emplyees are dne in a manner that ensures the safety and security f the public, respnders and persnnel, and the prtectin f prperty and the envirnment. The Accuntable Officer has delegated the respnsibility fr the ERP t the Manager, Operatins & Engineering. The Manager, Operatins & Engineering is respnsible fr implementatin and cntinual imprvement f the ERP, including prviding feedback as necessary t the Accuntable Officer. Any issue r cncern with respect t the ERP which cannt be addressed r reslved by the Manager, Operatins & Engineering will be brught t the Accuntable Officer s attentin fr final reslutin withut cmprmising the requirements f the applicable cdes, standards, current related Acts and Regulatins, gd engineering practices and the requirements f this Plan. EBPC s Senir Leadership acknwledges the imprtance f the Emergency Respnse Plan in achieving EBPC s bjective f zer incidents, and as such, they are dedicated t prviding the leadership and resurces necessary t fster a successful ERP. 6.0 Assets, Hazards and Levels f Emergencies 6.1 EBPC s Assets Pipeline and Meter Statin The Brunswick Pipeline System is a high-pressure (1440 psi) natural gas pipeline cmprised f 145km f 30-inch (762mm) diameter pipeline that extends frm Saint Jhn t St. Stephen, New Brunswick. The pipeline system intercnnects with the Canaprt Liquefied Natural Gas (LNG) facility at the Red Head Meter Statin. EMP-PDR-01 Supervisry Cntrl and Data Acquisitin (SCADA) system and telecmmunicatins perated frm New Mexic, United States f America Mainline Blck Valves There are 7 mainline blck valves lcated n the Brunswick Pipeline System. A SCADA system mnitred by Pipeline Gas Cntrl in New Mexic can clse the valves remtely. It is prtected frm publicatin under Clause 1(a) f Order AO-001-MO because there is a real and substantial risk that its disclsure will impair the security f EBPC pipeline facilities. 6.2 EBPC s Operatinal Activities The Brunswick Pipeline receives cmpressed natural gas frm the Canaprt LNG Terminal at the intercnnectin t EBPC s Red Head Meter Statin. The Brunswick Pipeline delivers gas t the Maritimes &Nrtheast Pipeline (MNP) US Intercnnect at the New Brunswick/Maine brder. The Red Head Meter Statin is a multi-functinal site that meters, regulates and drizes (using Methyl Mercaptan UN1064) the natural gas received frm the Canaprt LNG Terminal. 6.3 Ptential Hazards, Hazards and Risks Addressed by the ERP EBPC has identified 5 ptential emergency respnse scenaris that are addressed in this ERP: Facility/Pipeline Fire Uncntrlled if Printed PUBLIC Page 15 f 53

EMP-PDR-01 Facility/Pipeline Explsin Persn Dwn, Rescue and Medical Situatin Natural Disasters Threat f Aggressive Actin/Bmb Threats Categries f Emergencies An emergency which is identified by EBPC persnnel can be classified as a Level One, Level Tw r Level Three Emergency. By categrizing and declaring an emergency, EBPC persnnel are able t cmmunicate the severity f the emergency quickly and clearly t ther respnders and regulatry agencies and can take apprpriate actins. The fllwing key issues must be cnsidered when assessing the level f emergency: Is the situatin likely t escalate? Are members f the public likely t be affected? What are the envirnmental impacts? Can the situatin be handled entirely by EBPC persnnel? Des the danger (r ptential danger) justify alerting utside agencies (fire department, RCMP, etc.)? Is there a security risk? Is the situatin likely t attract media r scial media attentin? The ERP Emergency Classificatin and Respnse Table (Annex A) is a guide fr establishing the Emergency Level assciated with an emergency. 7.0 Emergency Respnse Structures 7.1 EBPC Respnse Team Structure EBPC utilizes the ICS structure in respnding t and managing emergencies. The Incident Cmmander als assigns an initial level t the emergency and when required, in cnjunctin with gvernment and respnse agencies, dwngrades the level f emergency r there is a Call-Dwn. The number f members n the Emergency Respnse Team depends n the severity and lcatin f the emergency The Crisis Management Team (CMT) The rles and respnsibilities and rganizatinal structure f the CMT are defined in EBPC s Crisis Management Plan (CMP) (EMP-PDR-02). This team is respnsible fr legal and crprate ntificatins and ther administrative duties t supprt the Incident Cmmander. 7.2 Unified Cmmand In Unified Cmmand, the respnding agencies and/r jurisdictins that have respnsibility fr the emergency share the management f the emergency. The Incident Cmmanders, representing varius agencies r jurisdictins, manage and direct the emergency respnse and activities frm a single Incident Cmmand Pst (ICP). A Unified Cmmand allws agencies with different legal, gegraphic, and functinal authrities and respnsibilities t wrk tgether effectively withut affecting individual agency authrity, respnsibility, r accuntability. EMP-PDR Duties and Respnsibilities The ERP defines the specific rles and respnsibilities that the Emergency Respnse Team (ERT) will have t fllw t ensure that the emergency situatin is managed as per defined prcedures. The first EBPC persnnel at the site f the emergency will assume the rle f the Incident Cmmander and will initiate the respnse t the emergency. Cmmand may change t meet the need f the emergency. The Incident Cmmander assumes all ERT rles until they are delegated and established in the Emergency Organizatin Chart (ERP-FRM-03) Incident Cmmander Incident Cmmander (IC) is respnsible fr all emergency activities, including the develpment f strategies and tactics and the rdering and the release f resurces during an emergency. The IC has verall authrity and respnsibility fr cnducting emergency peratins and is respnsible fr the management f all peratins at the emergency site. The Incident Cmmander will manage all field aspects f the emergency fr EBPC. The Incident Cmmander will ensure that issues relating t first respnder safety, public safety, emergency planning zne, cntrl and cntainment are addressed and the bjectives f this respnse plan are fulfilled. This rle is the main pint f cntact between the ERT, Gas Cntrl, EBPC Crisis Management Team, and regulatry agencies in terms f emergency management and reprting. In cases when a Unified Cmmand is implemented invlving utside agencies r rganizatins, the Incident Cmmander will wrk in crdinatin with the incident cmmanders f ther rganizatins r agencies t prvide management directin thrugh a cmmn set f bjectives and strategies t respnd t the emergency. In Unified Cmmand, the Incident Cmmander will still maintain their authrity, respnsibility and accuntability. The primary functins f the Incident Cmmander are t: Have clear authrity fr the emergency respnse Ensure safety f the ERT during emergency respnse Establish the ICP Set pririties, and determine incident bjectives and strategies t be fllwed Establish ICS rganizatin needed t manage the emergency Apprve the Incident Briefing Frm (ERP-FRM-02) Crdinate ERT activities Apprve resurce requests Uncntrlled if Printed PUBLIC Page 18 f 53

The Safety Officer has the authrity t mnitr and suspend any peratin which threatens the health and safety f respnders. The primary functins f the Safety Officer are t: Identify and mitigate hazardus situatins Create a safety message and plan using Safety Message/Plan Frm (ERP-FRM-06) Participate in r review the Incident Briefing Frm (ERP-FRM-02) fr safety implicatins Assign assistants qualified t evaluate special hazards If warranted, develps a medical plan using the Medical Plan Frm (ERP-FRM-08), specifying the lcatin f medical aid statins, ambulance services and hspitals Participate in Planning Meetings t address anticipated hazards assciated with future peratins See Annex B fr the Safety Officer rles and respnsibilities checklist Liaisn Officer The Liaisn Officer is member f the Cmmand Staff, respnsible fr crdinating with representatives frm external agencies, including regulatry agencies. EMP-PDR Infrmatin Officer The Infrmatin Officer is a member f the Cmmand Staff respnsible fr interfacing with media, the public, external stakehlders with emergency-related infrmatin requirements, and the EBPC Crisis Management Team. The primary functins f the Infrmatin Officer are t: Determine, accrding t directin frm IC, any limits n infrmatin release Develp accurate, accessible, and timely infrmatin fr use in press/media briefings using the General Message Frm (ERP-FRM-09). Obtain the IC s apprval f news releases Cnduct peridic media briefings Mnitr and frward media infrmatin that may be useful t emergency planning Make infrmatin abut the emergency available t the ERT Participate in Planning Meetings See Annex B fr the Infrmatin Officer rles and respnsibilities checklist Operatins Sectin Chief The Operatins Sectin Chief directly manages all emergency tactical activities and implements the plan, bjectives, strategies and tactics develped in the Incident Briefing Frm (ERP-FRM-02). The Operatins Sectin Chief may have ne r mre deputies, preferably frm ther agencies in multijurisdictinal incidents. An Operatins Sectin Chief shuld be designated fr each peratinal perid and will have direct invlvement in the develpment f the plan, bjectives, strategies and tactics fr the next peratinal perid f respnsibility. The Operatins Sectin respnsible fr all tactical incident peratins and implementatin f the plan, bjectives, strategies and tactics. In the Incident Cmmand System, it nrmally includes subrdinate Branches, Divisins, and/r Grups. Gas Cntrl may be the first t identify an emergency due t abnrmal perating cnditin (AOC) in the pipeline and will ntify an EBPC Technician, On-Call Technician r the Duty Manager. An emergency is nt autmatically declared when infrmatin related t a ptential emergency is received. Hwever, an emergency is declared if any f the fllwing cnditins are met: EBPC is ntified by a reputable surce, such as a third-party cmpany r agency Infrmatin is received frm several different surces abut the same incident The situatin is substantiated t be a threat t the public r the envirnment If a ptential emergency situatin exists, a Technician, On-Call Technician r Duty Manager will be cntacted and dispatched t investigate. EMP-PDR Emergency Operatins Centre Cmmunicatins The Emergency Operatins Centre (EOC) is the physical lcatin at which the crdinatin f infrmatin and resurces t supprt emergency management (n-scene peratins) activities nrmally takes place. An EOC may be a temprary facility r may be lcated in a mre central r permanently established facility. Based upn the Emergency Level declared (see Annex A), the Crisis Management Team (CMT) will activate its Emergency Operatins Centre (EOC). Depending upn the lcatin, severity and anticipated duratin f the emergency, ther agencies within the Unified Cmmand structure may as well activate cmplimentary EOCs. The EBPC Incident Cmmander r Liaisn Officer will cmmunicate with the CMT s EOC n a scheduled basis t ensure the CMT is aware f the status f the emergency, peratinal planning as well as any resurces r supprt that is required. This cmmunicatin will be directed t the Crisis Management Team Lead. The ICP will be established at a safe lcatin r facility. The ICP will be clearly designated thrugh the use f a green flashing light r green flag. The Incident Cmmander will direct all n-site emergency respnse activities and the ERT frm this Incident Cmmand Pst. The Incident Cmmander will be lcated at the ICP at all times. Only authrized persnnel will be permitted t access the ICP. 9.4 Hazard Mnitring During an emergency, the hazards will be cntinually mnitred by all ERT members fr severity s that the emergency respnse can be tailred t the specific needs f the emergency and ther hazards as they arise. Any new hazards need t be reprted t the Incident Cmmander immediately. The Incident Cmmander, in crdinatin with the Cmmand Staff and Sectin Chiefs, will assess and identify the hazard respnse equipment and devices apprpriate fr addressing site-specific emergency situatins. 9.5 Emergency Safety ERT Obligatins EBPC persnnel must fllw safe-wrk prcedures t ensure their wn safety as well as safety f anyne impacted by the emergency. The ERT is t stay f the Ht Zne until hazards are identified and assessed., The nature f a hazard(s) influences the respnse that is implemented by t h e Incident Cmmander r the Operatins Sectin Chief. The fllwing characteristics abut the hazard must be cnsidered befre respnding: The ptential fr the situatin t escalate The lcatin f the emergency, the time f day and the weather cnditins Actual and perceived impact t respnders, the public r the envirnment The number f respnders and their training The availability f respnse equipment The availability f external supprt, e.g., ambulances, plice, fire fighters and mutual aid When respnders apprach a site that culd have explsive vaprs, they must apprach the site frm an upwind r crsswind directin and inspect the site frm a distance, t access the ptential f fire r explsin. EBPC persnnel shuld nt attempt t battle a fire withut adequate firefighting equipment, training and backup persnnel. This includes civilian fire departments EBPC persnnel infrm first respnders (fire, plice, and ambulance) abut the hazards, as apprpriate, and advise f the precuatins that need t be taken prir t entering the Ht Zne On-site Emergency Areas Divisin The Incident Cmmander, Cmmand Staff and applicable first respnders may divide the site int three areas t clearly identify high- risk areas and t reduce the hazards t the respnders. The three areas are defined as the cld zne (safe area), the ht zne (hazard area) and the warm zne (decntaminatin area). These three n-site wrk areas must nt be cnfused with the EPZ. 1. Cld Zne (Safe Area) The Incident Briefing Frm (ERP-FRM-02) will indicate where the Cld Zne (Safe Area) is lcated. The ICP will be lcated in the safe area. The Cld Zne is cntinually mnitred and evaluated t cnfirm its safety. 2. Ht Zne (Hazard Area) The Ht Zne is the hazardus area. Extreme cautin and planning are undertaken when entering this area. An area is cnsidered ht, if any f the fllwing cnditins exist: Cmbustible gas readings f 20% f Lwer Explsive Limit (LEL) r greater (i.e., 4% t 15% methane t air mixture) Oxygen cntent less than 19.5% r greater than 22% The fllwing cnditins must be cnsidered in the Incident Briefing Frm (ERP- FRM-02) when determining the size f the Ht Zne: the lcatin f access rutes, pwer lines, pipelines, fire and explsin hazards areas where vaprs are likely t accumulate, e.g. dwnwind, cnfined spaces site instability, e.g., steep slpes, verhanging banks, unstable sil, ice, and weather cnditins Uncntrlled if Printed PUBLIC Page 33 f 53

Warm Zne (Decntaminatin Area) The Warm Zne is usually set up in respnse t a hazardus material spill and when decntaminatin f persnnel and equipment is required. Fr EBPC, a Warm Zne wuld be setup fr an incident invlving Methyl Mercaptan release as Mercaptan is a hazardus material. The decntaminatin area buffers the designated Ht and Cld Znes. Warm Znes shuld be set up in areas that are nt affected by the hazard. Cntaminated EBPC persnnel and equipment must be decntaminated in the Warm Zne befre cntinuing n int the Cld Zne. Decntaminatin is the cmplete remval r neutralizatin f the harmful cntaminating substances. The Safety Message/Plan Frm (ERP-FRM-06) will identify the required PPE, decntaminatin measures and waste management. 9.6 Site Security During an emergency respnse, the ERT will ensure their wn safety befre securing the emergency site. The security f the emergency site shuld address the fllwing issues: a) Perimeters and site cntrls which may include fencing the site t prevent peple getting clse t emergency site r deputing security guards t restrict access, restricted access t emergency site allwing authrized persnnel nly b) Methds fr keeping track lcatin and rles f respnders (Check-in frm ERP- FRM-04) c) Security Hazard identificatin and mnitring d) Mnitring f individuals and the envirnment e) Cmmunicatins and warning prtcls (Incident Briefing ERP-FRM-02) 9.7 Emergency Planning Zne (EPZ) Public Safety A specific EPZ has been assigned fr the Brunswick Pipeline System extending 800m n each side f the Brunswick Pipeline and is the fcus fr EBPC s Emergency Planning and pipeline safety activities. These radblcks are nrmally established and manned by lcal plice r RCMP persnnel. 9.8 Gvernment Rles Many gvernment departments, bards and agencies prvide special services when incidents pse a ptential r definite hazard t the public, wildlife r envirnment. Sme f these agencies wrk frm their wn ffices r sme wrk frm the Incident Cmmand Pst during an emergency. Gvernment agencies will cntribute valuable supprt t EBPC during an emergency by prviding advice, resurces and lcal infrmatin.
