4 1 INTRODUCTION The purpse f this dcument is t prvide guidance twards the future develpment f Emergency Respnse Plans (ERPs) fr the Casin Mining Prject. The plans presented herein are cnceptual in nature. They are designed t prvide general infrmatin and prcedures fr emergency respnse that are cnsistent with regulatry and industry standards in accrdance with the requirements f Yukn Envirnmental and Sciecnmic Assessment Act (YESAA) and Quartz Mining License applicatin. A series f detailed ERPs will be develped fr the Casin Prject prir t initiatin f the cnstructin phase. This cnceptual ERP utlines the general respnse prtcl in the event f an emergency r incident, and has been prepared fr the Prject Prpsal t address ptential incidents, accidents and malfunctins that may ccur at the mine site during cnstructin, peratin r clsure. The prcedures utlined in this dcument will apply t all staff and cntractrs wrking n the Casin site and are meant t prepare persnnel t avid, mitigate r respnd t emergencies t minimize the adverse effects t the natural envirnment, mine infrastructure, and staff health and safety shuld an emergency r incident ccur. Based n the Prject Descriptin f the Casin Mine Prject (prvided in Sectin 4 f the Prpsal), ERPs will need t be designed t address ptential incidents that culd ccur fr each majr mine infrastructure cmpnent and activity. In particular, this wuld include the: Open Pit, prcessing facilities, heap leach facility, TMF, camp and peratinal facilities, LNG facility, and the Freegld Rad and Rad upgrade. 1.1 POLICY STATEMENT CMC is cmmitted t prtecting the health, safety and wellbeing f all staff, cntractrs, public, and the natural envirnmental in all endeavrs. CMC will ensure that all staff and cntractrs are familiar with the ERP and emergency respnse prcedures that are relevant t their respnsibilities n site. All persnnel will be made aware f wh is respnsible fr emergency respnse, the lcatin f emergency respnse equipment, and the plicies and prcedures surrunding incident respnse actins. 1.2 PURPOSE AND SCOPE The purpse f the cnceptual ERP is t ensure that a necessary level f emergency preparedness is available in the Prject Prpsal t be used as a guidance dcument fr the cnstructin and peratin f the Prject. The ERP will be based n an assessment undertaken t identify the type f reasnably freseeable emergencies and a cmprehensive plan will be develped. The ERP utlines the internal emergency respnse prcedures and prcedures fr ntifying external agencies. The ERP als defines and utlines the rles and respnsibilities f site persnal, agencies and CMC. The fllwing emergency situatins have been identified fr the Casin Prject and will ultimately have cmprehensive respnse plans prepared: Spills Respnse Fire r Explsin Mine Infrastructure Failures Medical Emergencies Natural Disasters and Extreme Weather 2

5 Missing Persns Bear Encunters Traffic Emergencies Pre-emergency planning t identify the ptential n-site and ff-site hazards is a key element f the ERP. Risk analysis is used t determine the ptential fr incidents t ccur related t each hazard r emergency situatin. Defining these incidents and the terms used in the ERP creates clear meaning and understanding f the prcess. The next sectin prvides a list f cmmn definitins fr elements f the ERP. 1.3 DEFINITIONS The fllwing prvides definitins fr cmmnly used terms and situatins in emergency respnse planning. Each f the fllwing definitins is excerpted frm the Yukn Occupatinal Health and Safety Act (OHSA), 2002 r frm the British Clumbia Ministry f the Envirnment Envirnmental Emergency Prgram (British Clumbia Ministry f Envirnment 2013a) Emergency An ccurrence meeting ne r mre f the fllwing criteria: Any serius injury r serius accident as defined in Sectin 30(1) f the OHSA Any incident requiring first aid r rescue respnse t the scene; Any fire requiring discharge f a fire extinguisher; Any release f mill prcess slutin utside f cntainment; Any release f a hazardus prduct where there is ptential fr that prduct t enter a waterway; Landslide, earthquake, avalanche r flding where injury r prperty damage results r may result; Majr pwer failure; Missing persn; An alarm f unknwn rigin; Mtr vehicle accident; and Lss f life. Serius Injury means: An injury that results in death; Fracture f a majr bne, including the skull, the spine, the pelvis, r the thighbne; Amputatin ther than f a finger r te; Lss f sight f an eye; Internal bleeding; Full thickness (third degree) burns; Dysfunctin that results frm cncussin, electrical cntact, lack f xygen, r pisning; and An injury that results in paralysis (permanent lss f functin). Serius Accident means: An uncntrlled explsin; Failure f a safety device n a hist, hist mechanism, r hist rpe; Cllapse r upset f a crane; Cllapse r failure f a lad-bearing cmpnent f a building r structure regardless f whether the building r structure is cmplete r under cnstructin; Cllapse r failure f a temprary supprt structure; Accidental release f a cntrlled prduct; 3

Emergency Respnse Crdinatr The individual in charge f the verall respnse t an emergency. Emergency Respnse Team A grup f individuals wh are trained and equipped t respnd t an emergency situatin r incident. Emergency Respnse Team Captain The leader f the Emergency Respnse Team. Medical Respnder Leads and administers medical respnse t bth serius and nn-serius medical emergencies. Respnsible fr cntacting utside medical resurces, if required. Envirnmental Manager Respnsible fr verseeing the envirnmental perfrmance and develping, implementing, and mnitring envirnmental management strategies t prtect the natural envirnment. Incident An ccurrence either human caused r by natural phenmenn, that requires actin by emergency service persnnel t prevent r minimize lss f life r damage t prperty and/r natural resurces. Incident Actin Plan Cntains bjectives reflecting the verall incident strategy and specific tactical actins and supprting infrmatin fr the next peratinal perid. The Plan may be ral r written. When written, the Plan may have a number f frms as attachments (e.g., traffic plan, safety plan, cmmunicatins plan, map, etc.). Incident Management Team The Incident Cmmander and apprpriate Cmmand and General Staff persnnel assigned t an incident. Incident Management Team is als generally referred t as an Emergency Respnse Team. Incident Cmmand Pst The lcatin at which the primary cmmand functins are executed. Incident Cmmander The individual respnsible fr the management f all peratins at the incident site. Safety Officer A member f the Incident Management Team respnsible fr mnitring and assessing safety hazards r unsafe situatins, and fr develping measures fr ensuring persnnel safety. The Safety Officer may have assistants. Injury An injury can be serius r nn-serius. It is defined as damage t the bdy caused by external frce. Fr example this damage can cause: Cuts; Brken bnes; Burns; and Wunds. Medical Emergency An injury r illness that is acute (serius) and pses an immediate risk t a persn s life r lng term health. Mutual Aid Agreement Written agreement between agencies and/r jurisdictins in which they agree t assist ne anther upn request, by furnishing persnnel and equipment. 4

7 1.4 DOCUMENT LOCATION, UPDATING AND CONTROL Each f the ERPs prduced fr the Casin Prject will be cntrlled by Casin Mining Crpratin. Casin Mining Crpratin will be respnsible fr training staff n methds and prcedures, and implementing the ERP in accrdance with relevant legislatin and permits, and will be respnsible fr regular review and updating f the ERPs t ensure that they are up-t-date with current practices and legislatin. As many ERPs are specific t a particular mine activity r situatin, a cpy f the apprpriate ERP plan must be kept at the lcatin where the mine activity r situatin is ccurring. Cpies f the ERP will als be kept at the fllwing mine lcatins: Prject Office; Safety Office; Emergency Respnse Crdinatr s Office; Envirnmental Manager s Office; First Aid rm(s); Cmmn areas and near telephnes; and CMC crprate ffice. 1.5 EMERGENCY RESPONSE TEAM ORGANIZATION The Emergency Respnse Team will be made up f CMC persnnel wh will be respnsible fr managing emergency situatins. Casin Mining Crpratin will ensure that sufficient trained emergency respnse persnnel are n site at all times. The Incident Cmmander r designate will assume respnsibility fr each incident in cnsultatin with senir management, the Emergency Respnse Crdinatr, and relevant Gvernmental Agencies. The Incident Cmmander is the primary decisin-maker fr assessing and respnding t incidents at the Prject site. The incident respnse rganizatinal structure is depicted in Figure

Members f the Emergency Respnse Team require mre vigrus and cntinual training. This training will fcus specific elements f the Casin mine site and will cver but nt be limited t: Advanced First Aid and CPR; Surface Mine Rescue; Fire Respnse; Spill Respnse; Hazardus Materials Handling; and WHMIS. Rutine practice drills will ccur t maintain Emergency Respnse Team member skills and test the ERP system and prcess 6

9 1.7 EXTERNAL EMERGENCY CONTACTS The ERP will detail the available resurces f equipment, persnnel, technlgy, and expertise that will be prvided by the cmpany, federal and territrial gvernment, and the cnditins under which they will be utilized. An example f key external emergency cntacts is prvided in Table This list is nt intended t be all inclusive at this stage f the Prpsal and will be updated prir t beginning the cnstructin phase f the Prject. The three levels f emergencies are identified as fllws: LEVEL I: includes minr spills requiring an n-site wrker t respnd and take necessary crrective actins. LEVEL II: includes intermediate level spills requiring respnse by n-site r ff-site trained staff but psing n danger t the public. LEVEL III: includes a majr incident beynd the resurces f a single facility, where there are subsidiary prblems t cmplicate the situatin such as fire, explsin, txic cmpunds, and threat t life, prperty and the envirnment. Assistance will be required frm lcal, reginal, and/r territrial rganizatins. Incident detectin, infrmatin gathering and actin decisins are the first steps in respnding t an emergency incident. All these steps may ccur ver a shrt r extended time perid depending n the circumstances and 7

10 magnitude f the incident. The plan will detail the respnsibility f the persnnel having n-scene authrity t evaluate the situatin, assess the magnitude f the prblem and activate the ERP General Emergency Respnse Every emergency situatin will be different depending upn the nature, lcatin and cause f the incident. The fllwing general curse f actin shuld be taken in all situatins in cmbinatin with the incident-specific emergency respnse prcedures described in each ERP: 1. Ensure yur wn safety as yu apprach the scene by making sure there is n hazard t yu. 2. Where it is safe t d s, remve all persnnel frm the dangers psed by the emergency. 3. Cntact the Emergency Respnse Crdinatr. Describe the incident and take steps as instructed by the Emergency Respnse Crdinatr t stp, slw r reduce the severity f the incident. 4. Reprt the details f the incident t the apprpriate CMC staff and gvernment agencies Spills Respnse Plan A spill is defined under Sectin 132 f the Yukn Envirnment Act as: a release f a substance int the natural envirnment; frm r ut f a structure, vehicle r ther cntainer; and that is abnrmal in quantity r quality in light f all the circumstances f the release; r in excess f an amunt specified in the regulatins. Where a substance is defined as: a hazardus substance, pesticide, cntaminant r special waste. The Casin Mine will use large vlumes f diesel fuel, gasline, ils, LNG, and hazardus chemical substances, that all have the ptential t spill. Additinally, the Prject will prduce sewage, mine cntact water and sediment laden water that will als have the ptential t spill. Mitigatin measures as implemented thugh design and planning fr the Prject, as described in Sectin 4, will minimize the risk f a spill ccurring and limit the extent f the envirnmental impact. Hwever, these measures cannt cmpletely prevent all risks frm spills. The purpse f the Spills Respnse Plan is t prvide backgrund planning and peratinal prcedures fr spills respnse t minimize: Danger t persns; Pllutin f land and water; Size f the affected area; Degree f disturbance t plants, fish and animals; and Degree f disturbance during cleanup. The Spills Repnses Plan will identify the types f spills that may ccur, and prvides prcedures t respnd t such emergencies. The purpse f the plan is t initiate an immediate respnse with trained persnnel and equipment t clean any accidental spill and ensure minimal impact t the land r aquatic envirnment in the immediate and surrunding area. The plan will include prcedures fr cleanup, cntainment, dispsal, and mnitring, including details regarding equipment and persnnel allcatins. The plan will be amended r updated as required, t accmmdate change in cnstructin, peratinal prcedures, regulatins and guidelines. In the event f a spill, the fllwing pririty sequence f spills respnse will be fllwed: 8

11 1. Ensure Safety The implementatin f spill cntainment measures and site cleanup and remediatin will nly be undertaken when it is safe t d s. If the nature f the spill hazard cannt be determined, it is t be assumed dangerus. Use apprpriate Persnal Prtective Equipment (PPE). If the substance is flammable, remve all ignitin surces. 2. Administer First Aid If the spill has resulted in injured persns, and it is safe t d s, first aid shuld be administered thrugh fllwing the steps f the Medical Emergency ERP. 3. Stp the Surce Turn ff valves, pumps r plug hles t stp t reduce flw frm the surce. 4. Ntify the Emergency Respnse Crdinatr The Emergency Respnse Crdinatr will be respnsible fr mbilizing the Emergency Respnse Team and ntifying the apprpriate CMC persnnel and external agencies. 5. Secure the Area Take steps t limit access t the spill area. 6. Cntain the Release Limit the extent f the spill thrugh the use f spill respnse equipment (e.g., srbent pads, scks r pillws) and by blcking drains and accesses t waterways thrugh the use f dams, dykes, r drain cvers. 7. Clean-Up the Spill Clean-up and restre the affected area under directin f the Envirnmental Manager. 8. Reprt the Spill The Emergency Respnse Crdinatr will be respnsible fr reprting the details f the spill and the respnse actins t CMC and regulatry agencies. 9. Cnduct an Incident Investigatin Understand the events that caused the spill and make mdificatins t site prcedures, training, r emergency respnse planning t minimize the chance f a reccurrence. The Spills Respnse Plan will cntain specific actins fr the different types f spills that can ccur, including: Spills t land; Spills t water; Spills t ice r snw; Chemical spills; Cyanide Release; and Gaseus releases Fire and Explsin Respnse Plan Fires r explsins have the ptential t ccur at the Casin site, particularly where flammable r reactive chemical agents are used r stred. The purpse f the Fire and Explsin Respnse Plan is t utline the respnse required in the event f a fire r explsin at the Casin mine site. The lcatin f fire extinguishers, emergency exit rutes, and muster pints will be psted in each building and cmmunicated t all staff and cntractrs n site. The fllwing are the general emergency respnse prcedures t be implemented if a fire is discvered: 1. If it is safe t d s, the individual n scene shuld attempt t extinguish the fire. The Emergency Respnse Crdinatr will be cntacted. 2. All ther individuals shuld immediately evacuate the building r area using the clsest and safest rute and alert thers as they leave. 3. The Emergency Respnse Team will take cntrl f the scene when they arrive and take a head cunt f all staff and cntractrs n site. 4. If the fire r explsin is large, the Emergency Respnse Team will initiate firefighting prcedures 9

12 5. The Incident Cmmander may request supprt frm the Carmacks r Whitehrse fire department, hwever it must be recgnized that the respnse time may be in excess f 60 minutes. Fresh water fr firefighting will be prvided frm the Yukn River Pipeline. As described in Sectin 4, the ttal Casin Prject water requirement fr firefighting is 341 m 3 /h fr tw hurs. This water requirement is satisfied by ensuring a reserve capacity f 682 m 3 in the lwer prtin f the freshwater pnd that is unavailable fr ther uses Mine Infrastructure Failures Respnse Plan The Casin Open Pit and waste rck strage piles will be designed t apprpriate getechnical and engineering standards in rder t prevent slpe failures, with due cnsideratin f the getechnical characteristic f the hst rck. Nevertheless, the risk f ptential slpe failures exists. As part f the Mine Infrastructure Failure Respnse Plan, details n mine pit slpe failure emergency respnse will be prepared t prtect wrker safety and reduce the ptential fr serius injuries. This plan will invlve pit evacuatin prcedures, Emergency Respnse Crdinatr cntact prcedures, stabilizatin prcedures, and ntificatin steps. The HLF will be designed t ensure envirnmental prtectin during extreme weather events, pwer failures, fire r ther emergencies that may cause the lss f pumping capacity f leaching slutins. The Mine Infrastructure Failure Respnse Plan will prvide details n the designs, peratins, and respnse prcedures shuld an incident invlving any Prject infrastructure (e.g., TSF embankments, stckpiles) ccur Medical Emergencies Respnse Plan Medical emergencies can be classified as either serius r nn-serius (Fr serius medical emergencies, the fllwing general steps shuld be undertaken: 1. The first persn n the scene must assess the situatin t ensure that there is n danger t themselves r thers prir t respnding t the emergency. 2. Cntact the Emergency Respnse Crdinatr wh will cntact the Medical Respnder and the Emergency Respnse Team. 3. Administer first aid until they arrive, if qualified. 4. Once the Medical Respnder r the Emergency Respnse Team arrives n scene, they will take ver first aid respnsibilities. The first persn n scene will remain t prvide details f the incident. 5. If pssible, transfer the patient t the first aid statin. 6. The Medical Respnder will determine if further actins such as a medevac t a hspital is required. 7. If the patient cannt be mved frm the site, the Medical Respnder may request medical supprt be brught t the site. Fr nn-serius injuries, the fllwing general steps shuld be undertaken: 1. The first persn n the scene must assess the situatin t ensure that there is n danger t themselves r thers prir t respnding t the emergency. 2. Administer first aid if qualified 3. Cntact the Emergency Respnse Crdinatr t prvide details n the incident and receive additinal instructins. The Casin site will have a first aid rm lcated near the main camp facilities and a number f first aid statins lcated arund the site. These areas will be regularly stcked and inspected in accrdance with Yukn Wrkers Cmpensatin Health and Safety Bard requirements. In the event f a fatality, the RCMP will be ntified and the scene secured t allw fr a prper investigatin. 10

13 1.8.7 Extreme Weather r Natural Disaster Respnse Plan Wrking in the Yukn during winter mnths can be dangerus and incidents f extreme weather can affect the health and safety f wrkers and ther persnnel n the Casin site. During extreme cld weather, wrkers will be required t wear apprpriate cld weather PPE, take frequent breaks, and be mnitred fr signs f frstbite r hypthermia. Althugh there are n maximum expsure limits fr cld wrking envirnments in Canada, the Threshld Limit Values fr cld stress will be adpted at the Casin site; accrding t this guideline, nnemergency wrk shuld cease when temperatures are belw -43 C with n nticeable wind (Gvernment f Canada 2008). All individuals wrking utside at the Casin site will receive cld weather safety training prir t beginning wrk. A natural disaster r extreme weather may als include events such as earthquakes, flds, blizzards, and whiteuts. In the event f such an event, the Emergency Respnse Crdinatr will be infrmed f the situatin and crdinate the apprpriate respnse with the Incident Cmmander. The Emergency Respnse Crdinatr will prvide instructins t all staff and cntractrs n the Casin site, which may include site evacuatin Missing Persns Respnse Plan The Casin mine site is lcated in a remte area and the ptential exists fr a persn t becme lst r missing. Nt all missing persns are lst, as they may be temprarily ut f radi cntact r may have misplaced their radi and are unable t check in at the scheduled time. The key t reducing the ccurrence f missing persn incidents is t have a plan in place fr staff wrking in remte areas that includes: radi check-in times, back-up satellite phne cmmunicatins, wrk plans detailing the lcatin f the reprt wrk available at camp, and aviding wrking alne in remte areas, where feasible. In the event that a persn is determined t be missing, either by missing radi check-in r return times, r by being ut f cntact, the Emergency Respnse Crdinatr will be ntified immediately. The Emergency Respnse Crdinatr will determine the level f respnse required and will ntify the apprpriate CMC staff Bear Encunters Respnse Plan The Casin Prject is lcated in bear cuntry where the ptential t encunter bth black bears and grizzly bears exists. A bear encunter differs frm a bear bservatin, in that a: Bear Encunter: includes interactins f aggressive, unusual r erratic behaviur; vehicle cllisins and near misses; damage f equipment by wildlife; and injured r dead bears. Bear Observatin: when a bear is bserved withut incident and is further than 1 km frm the camp perimeter, and mre than 100 m frm any human use area. All staff wrking n the Casin mine site will undertake bear training t learn t identify the appearance, mannerisms and habitat fr bth black and grizzly bears. A key element f this training will invlve learning t avid bear encunters and hw t respnd shuld a bear encunter ccur. All bear bservatins and encunters will be reprted t the Camp Manager r the Envirnmental Manager. Bear deterrents (e.g., bear spray and bear bangers) will be made available t all staff and cntractrs wrking n the Casin mine site. Training will be prvided n the prper use f the equipment. When wrking in the field, this equipment will be kept in an accessible place. 11

14 The Waste Management Plan (Sectin 22) is anther key element t reduce the risk f a bear encunter. In accrdance with this plan, all waste generated n site will be managed in a way t dissuade bears r ther wildlife entering the Casin mine site in search f fd Traffic Emergencies Respnse Plan The Casin Prject includes a 203km lng access rad (Freegld Rad Extensin and Rad Upgrade), an airstrip access rad and numerus haul rads arund the mine site. The rads will be used t transprt persnnel, equipment, re and waste, fuels, and hazardus materials. As a result, the ptential exists fr vehicle cllisins, malfunctins, spills, r wildlife encunters that culd adversely affect the natural envirnment r cause an injury. T reduce the likelihd f an incident, all traffic assciated with the Casin Prject will be managed in accrdance with the Rad Use Plan (utlined in Sectin 22). All radways will be cnstructed with safe alignments, grades, lines-f-sight and signage, and will be mnitred frequently t ensure that the rad is safe and well kept. Radi cmmunicatin will be available alng all rads t allw fr rapid cmmunicatin with drivers and reprting f incidents. A site wide ntificatin either by radi, phne, r alarm system will be established and all staff and cntractrs n the site will be made aware f its use. A muster statin(s) will be set up at the Casin mine site and all persnnel will be made aware f its lcatin. The key element f the mine evacuatin plan will be t ensure that all staff, cntractrs and visitrs are accunted fr and that all persnnel are evacuated in a rapid and safe manner Appendices and Operatinal Guides In an emergency situatin, immediate access t respnse infrmatin is vital. Fr this purpse the bulk f the infrmatin will be rganized in easy-t-fllw tables in appendices. The ERP fr the Casin Prject will include the fllwing elements, as apprpriate: Organizatin, rles and respnsibilities; Respnse team and key cmpany persnnel call ut list; Territrial, federal and lcal gvernment agencies, news media and medical services telephne list; Cmmunity residents cntact list; Mutual aid cntacts; Cleanup cntractrs; Weather infrmatin cntacts; Facility maps, drawings and prduct hazard list; Emergency respnse manual distributin list; 12
