Studies have shwn that Hydrgen Sulphide (H 2 S) can be released when manure is cllected, mved, prcessed and stred. Effective cntrls are available t prtect wrkers frm expsure t H 2 S. We knw that a cmbinatin f cntrl measures will be required t achieve this bjective. We cmmit t being diligent in ur effrts t select the mst effective cntrl technlgies available and t ensure that the best practices, as described in this expsure cntrl plan (ECP), are fllwed at ur wrksite. The prtective measures and wrk prcedures we establish will prtect nt nly ur wrkers but als all ther wrkers n ur site. Respnsibilities The emplyer is respnsible fr the fllwing: Identify and assess wrk prcesses that might lead t wrker expsure t H 2 S during manure handling. Ensure that the materials (e.g. tls, equipment, and persnal prtective equipment [PPE]) and ther resurces (e.g. wrker training) required t fully implement and maintain this ECP are readily available where and when they are required. Cnduct a peridic review (at least annually) f the effectiveness f the ECP. This includes a review f available cntrl technlgies t ensure these are selected and used when practical. Ensure that all required tls, equipment, and PPE are used as required by the ECP. Ensure that supervisrs and wrkers are educated and trained t an acceptable level f cmpetency. Maintain recrds f training, fit-test results, crew talks, and inspectins (e.g. fr equipment, PPE and wrk methds r practices). Investigate all near misses and expsure incidents. Crdinate wrk with ther emplyers t ensure a safe wrk envirnment, including the fllwing: Infrm all subcntractrs f the specific hazards n the wrksites Ensure subcntractrs have ECPs and written safe wrk prcedures Ensure that all subcntractrs have the prper persnal gas mnitrs and ther equipment

2 Supervisrs are respnsible fr the fllwing: Ensure that wrkers have received adequate instructin n the hazards assciated with manure handling. Select and implement the apprpriate cntrl measures. Ensure that wrkers using respiratrs have been prperly fit-tested and that the results are recrded. Direct the wrk in a manner that ensures the risk t wrkers is minimized and adequately cntrlled. Liaise with ther emplyers t ensure a safe wrk envirnment. Ensure that subcntractrs are fllwing the prper safe wrk prcedures. Wrkers are respnsible fr the fllwing: Attend educatinal sessins prvided by the emplyer. Use the assigned prtective equipment in an effective and safe manner. Fllw established wrk prcedures as directed by the supervisr. Reprt any unsafe cnditins r acts t the supervisr. Refuse unsafe wrk. Knw hw t reprt expsure incidents. Risk Identificatin and Assessment H 2 S may frm and be released when rganic material such as manure r vegetable matter breaks dwn withut xygen. This may happen, fr example, in animal barns, manure piles, tanks, pits r pnds when insufficient xygen is present. Wrkers can be expsed t H 2 S when they: Cllect/Mve manure in animal barns Operate manure agitatin prpeller/pumping equipment r transferring equipment Operate equipment fr mixing manure in piles, tanks, pits r pnds (strage structures) Pump liquid manure int tanks r tanker trucks Spread /Apply/Irrigate fields with liquid manure Maintain/Service manure handling equipment Inspect r clean manure tanks, pits r pnds (strage structures) Repair plumbing r piping that carries liquid manure

3 Health Hazards Hydrgen sulphide (H 2 S) expsure H 2 S is a very txic gas. It has n clur, but it smells like rtten eggs. In larger amunts, H 2 S quickly blcks the sense f smell that is why dur shuld never be used t rate H 2 S levels. The gas can irritate and affect the nervus system, eyes, nse, thrat, and lungs. T much H 2 S can cause a wrker t stp breathing, and may lead t death. Because H 2 S is heavier than air, it may settle in lw spts. This can pse risks when entering areas where the gas may be present. Expsure Limits Hydrgen sulphide The ccupatinal expsure limit (OEL) is a ceiling (a value nt t be exceeded) f 10 ppm. The IDLH limit fr H 2 S is 100 ppm. The Occupatinal Health and Safety Regulatin requires emplyers t select cntrls based n the fllwing hierarchy: 1. Eliminatin/Substitutin f manure handling 2. Engineering cntrls (e.g. mechanical ventilatin) 3. Administrative cntrls (e.g. signage and barriers t keep wrkers away frm ptentially hazardus areas) 4. Persnal prtective equipment (e.g. respiratrs, glves, gggles, and cveralls) Respiratrs will be used in cnjunctin with ther cntrls, such as ventilatin, t reduce wrker expsure t H 2 S. Acceptable cntrl methds fr expsure t H 2 S, methane during manure handling peratins The wrk methds that appear in the fllwing table are acceptable, prvided that the respiratr selectin and ther cntrls are used. The cntrl ptins must be used t eliminate r reduce the risk t wrkers f expsure t H 2 S.

7 Respiratrs Each wrker will be fit-tested if a respiratr is required. If a wrker is required t wear a respiratr that requires an effective seal with the face fr prper functining, the wrker must be clean-shaven where the respiratr seals with the face. When the wrker ntices a resistance t breathing r a sudden dur, the respiratr filters must be replaced. Respiratrs will be used, cleaned, and stred in accrdance with the respiratr prgram. Other PPE and Hygiene Wrkers will wear cveralls (e.g. washable cttn r dispsable Tyvek-type cveralls). These cveralls will be laundered and changed (r dispsed f) regularly. Wrkers will nt wear them utside the. Fr example, wrkers must remve cveralls befre eating lunch. Wrkers will wear ther PPE (e.g. prtective eyewear, hearing prtectin, safety ftwear, hard hats, r highvisibility vests) as required. Persnal gas mnitrs must be bump tested befre use. Safe Wrk Planning Wrk frm the Acceptable Cntrl Methds table included in this expsure cntrl plan. Establish a barrier (e.g. warning tape) arund the wrk zne t restrict access by unprtected wrkers. Inspect all equipment and tls t make sure they are in gd wrking rder. Use and maintain all tls and equipment as specified by the manufacturer. Ensure that wrkers inspect their respiratrs befre wrk begins. If the wrk invlves a cnfined space (e.g. a pit, pnd r tank), then the cnfined space prgram must be fllwed. Cleanup and Decntaminatin Remve and clean respiratrs. Use duct tape t cver cartridge inlets. Wash yur face, then yur hands with sap and water. Wrker Training fr H 2 S Expsure Training will be perfrmed by the emplyer r the emplyer s designate. Recrds f attendance, dates f training, and training material will be dcumented and retained. Additinal training r reference material n expsure t H 2 S will be made available t emplyees upn request. 8 Health Surveillance Wrkers will receive regular medical examinatins frm their family physicians. Wrkers will reprt any symptms f expsure t the emplyer and WrkSafeBC fr tracking and investigatin. Annual Review This expsure cntrl plan will be reviewed at least annually and updated as necessary by the emplyer, in cnsultatin with the wrkplace jint health and safety cmmittee r the wrker health and safety representative. Please understand this dcument is a guideline and shuld be adjusted specifically fr yur wrkplace. Other ptential hazards assciated with manure handling may include but nt limited t expsure t methane, ammnia, xygen deficient envirnments, bi aersls and carbn dixide.
