Health and Safety Plicy Statement General Plicy Statement It is the plicy f JP Cnstructin & Develpment Ltd hereafter referred t as The Cmpany t cmply with the requirements f The Health and Safety at Wrk etc Act 1974 and all relevant legislatin, in rder t prvide and maintain a healthy and safe wrking envirnment. The Cmpany s health and safety bjective is t minimise the number f instances f ccupatinal accidents and illnesses and ultimately t achieve an accident free wrkplace. It recgnises its respnsibility t ensure, s far as is reasnably practicable, the health and safety f all its emplyees, cntractrs, visitrs and thse members f the public wh may be affected by its activities. The Cmpany s aim is t prmte, set and maintain the highest pssible standards fr health, safety and welfare matters, this being achieved as fllws: T prvide adequate cntrl f the health and safety risks arising frm ur wrk activities; T cnsult with ur emplyees n matters affecting their health and safety; T prvide and maintain safe plant and equipment; T ensure safe handling and use f substances; T prvide infrmatin, instructin and supervisin fr emplyees; T ensure all emplyees and sub-cntractrs are cmpetent t d their tasks, and t give them adequate training as apprpriate; T prevent accidents and cases f wrk-related ill health; T maintain safe and healthy wrking cnditins; Prvide the necessary resurce (e.g. financial, peple, technical supprt & relevant training) t achieve the key bjectives f this Plicy. T review and revise this plicy as necessary at regular intervals. The Cmpany will endeavur t eliminate any hazards which may result in persnal injury, industrial illness, fire, security lsses, prperty damage r impact / harm the envirnment. Respnsibilities Safety is Everyne s Respnsibility JP Cnstructin & Develpment Ltd acknwledges the requirements f Reg. 7 (MHSW 1999) in respect f H&S assistance and shall engage the services f a cmpetent bdy qualified t assist in this regard. 1. Overall and final respnsibility fr health and safety is that f Jnathan Perrett (Directr), JP Cnstructin & Develpment Ltd 2. Day-t-day respnsibility fr ensuring this plicy is put int practice is crdinated by Jnathan Perrett. Additinally, they ensure that activities under their cntrl are carried ut in accrdance with safe wrking prcedures and standards, and in cmpliance with statutry prvisins. 3. All emplyees have t: C-perate with supervisrs and managers n health and safety matters;

4 Nt interfere with, r misuse anything prvided t safeguard their health and safety; Take reasnable care f their wn health and safety and that f thers; Reprt all health and safety cncerns t the apprpriate persn / Supervisr. Failure t cmply with these requirements may lead t bth Cmpany disciplinary actin and persnal prsecutin. 4. T ensure health and safety standards are maintained / imprved, areas f respnsibility are specified and further detailed in ur H&S Arrangements: Emplyer (JP Cnstructin & Develpment Ltd) / Management Respnsibilities The Cmpany will take all reasnable measures t ensure the safety, health and welfare at wrk f all full-time and self-emplyed emplyees in fulfilment f its mral, legal and ecnmic respnsibilities; these measures will als be aimed at prtecting thers wh may be affected by the day t day wrk activities including ther cntractrs and members f the public. All emplyees will be prvided with such equipment, infrmatin and instructin as necessary t implement this plicy and t achieve the stated bjective. The Cmpany will endeavur t ensure that all equipment, plant and substances used at wrk are safe and suitable fr the purpse fr which it is prvided. All emplyees will be prvided with adequate infrmatin, instructin and training t enable them t use wrk equipment safely. Take immediate and apprpriate steps t investigate and rectify any risks arising frm wrk activities. Ensuring that all accident and near-misses are prperly recrded / reprted and that investigatins are prmptly cnducted in rder t initiate crrective and preventive actins. Emplyee s Respnsibilities While the Cmpany will d all within its pwers t ensure the health and safety f its emplyees and thse wh may be affected by its peratins, it is als recgnised that health and safety is the respnsibility f each and every individual assciated with the Cmpany. It remains the duty f each emplyee t take reasnable care f their wn and ther peple s welfare and t reprt any situatin which pses a threat t thers. All emplyees have a legal duty nt nly t wrk in a safe manner but als t cperate in effrts t create safe and healthy wrking cnditins All emplyees will be instructed n hw t recgnise and guard against any freseeable hazards and hw t meet the respnsibilities placed upn them Emplyees SHALL NOT intentinally r recklessly interfere with r misuse anything prvided fr in the interest f health, safety r welfare Nt undertake any task fr which authrisatin and /r training has nt been given. 5 Health & Safety Arrangements Health and safety risks arising frm ur wrk activities The Cmpany has a duty t assess the risks t the health and safety f anyne wh may be affected its wrk activities (Management f Health & Safety at Wrk Regulatins 1999); it is the Cmpany s plicy t ensure that n ne is put at risk frm any activities under its cntrl. Risk assessments will, in cnsultatin with staff, be undertaken by Jnathan Perrett. The findings f the risk assessments will be reprted t ALL relevant Staff. Actin required t remve / cntrl risks will be apprved by Jnathan Perrett Jnathan Perrett will be respnsible fr ensuring that the actin required is implemented. Jnathan Perrett with assistance frm relevant Staff will check that the implemented actins have remved the hazards / reduced the risks t acceptable levels. Assessments will be reviewed every 12 mnths r when the wrk activity changes, whichever is snest. In additin, fllwing an incident r accident the suitability f the risk assessment is re-assessed. Cnsultatin with emplyees The Cmpany shall cnsult with emplyees either directly r thrugh elected representatives n matters relating t health and safety ref. Health & Safety (Cnsultatin with Emplyees) Regulatins On a day t day basis this is prvided by Jhn Perrett. H&S Arrangements - Safe Plant & Equipment The Cmpany has a duty t ensure that all plant and equipment that requires maintenance / statutry testing and inspectin, is identified and implemented in accrdance with LOLER 1998 and PUWER This is the respnsibility f Jnathan Perrett, wh ensures effective maintenance prcedures, receive and act n reprted prblems with plant and equipment, and check that new plant and equipment meets health and safety standards befre purchase. 6 H&S Arrangements - Cmpetency and training The Cmpany ensures that it prvides apprpriate infrmatin, instructin and training regarding health and safety at wrk, ensuring emplyees wrk safely fr the benefit f themselves and thers. Jnathan Perrett will ensure that Inductin training and Jb-Specific training is prvided fr emplyees, and restricts certain tasks and activities t qualified and authrised persns nly e.g. Mewp / plant peratin Erectin f Ally twer scaffld Identificatin f hazardus substances including asbests Ptential entry int Cnfined Spaces. Handling and using Chemicals. The Cmpany ensures that Emplyees wh perate Cmpany vehicles hld the apprpriate class f licence and authrises their use accrdingly. Jnathan Perrett will identify, arrange and mnitr health and safety related training. Training recrds are kept in the Office by Jnathan Perrett. Emplyees wh fail t understand any health & safety matter r cnsider that they have nt received adequate infrmatin, instructin/training MUST reprt this matter t Management. The Cmpany insists n thrugh vetting f all sub-cntractrs prir t acceptance as an apprved cntractr; a prcess which invlves a thrugh pre-qualificatin prcedure. The main categries f health and safety training are: New emplyee inductin Jb-specific fr new starters Supervisin and management Specialised Reinfrcement r refresher. Frmal health and safety training is given in the frm f an inductin prgramme. Training must als take place when jb cnditins change and result in expsure t new r increased risks. It must be repeated peridically where apprpriate, and be adapted t any new circumstances. The key pints that shuld be cvered in inductin training are: discussin f the rganisatin s verall health and safety plicy r prgramme safety philsphy; lcal, natinal and rganisatinal health and safety rules r regulatins, and hw thse vilating them may be subject t disciplinary actin the health and safety rle f supervisrs and ther members f the management team includes taking actin n and giving advice n ptential prblems, and hw they are t be cnsulted if there are any questins n health and safety where required, the wearing r use f persnal prtective equipment is nt a matter fr individual chice r decisin its use is a cnditin f emplyment in the event f any injury, n matter hw trivial, emplyees must seek first aid r medical treatment and ntify their supervisr immediately. They must reprt any adverse physical symptms immediately. fire and emergency prcedures welfare and amenity prvisin lcatin f first aiders and first aid materials arrangements fr cnsultatin with emplyees n health and safety issues Jb specific training Jb-specific training shuld include skills training, explanatins f applicable safety regulatins and rganisatinal rules, and a demnstratin f the use f any persnal prtective equipment that may be required including crrect fit and cleaning. Jnathan Perrett shall review the training needs f the wrkfrce, and arrange identified training, including refresher training, as apprpriate.

7 Specialised training Specialised health and safety training will be required t cver bth legal requirements and thers necessary fr the safe running f the rganisatin, fr example: first aid, taking int accunt the nature f the wrk and the size f the rganisatin driver certificatin fr a particular class f vehicle, Reinfrcement r Refresher training Reinfrcement r refresher training will be required at apprpriate intervals. These requirements will depend n the utcme f bservatin f the wrkfrce, i.e. during a training needs assessment. Factrs t be taken int accunt are the cmplexity f the infrmatin t be held by the emplyee, and the amunt f practice required and the pprtunity fr practice in the nrmal wrking requirement. Assessment will als be required f the likely severity f the cnsequences f behaviur that des nt match training bjectives. Refresher training is vital in areas such as respnse t plant emergencies. OVERVIEW: Identify training needs (i.e. what) Decide upn a training strategy Set training pririties (i.e. when) Chse training methds and resurces(i.e. hw and wh) Deliver the training Recrd the training Check/evaluate the training t ensure it has been effective Deliver refresher training when and where necessary. Jnathan Perrett will be respnsible fr initiating investigatins and acting n investigatin findings. It is the Cmpany s plicy t d everything that is reasnably practicable t reduce the risk f wrk-related stress. If an emplyee feels that they are suffering frm excessive pressure, anxiety r ther symptms f stress, they are encuraged t speak, in the strictest f cnfidence t Management. 8 Areas f Significant Risk - activities undertaken by the Cmpany with a risk t health and safety: Falls frm height - where we have t wrk at heights, a risk assessment will be undertaken t cnfirm a) the need t wrk at height, b) the safest wrking methd. The safest wrking methd which is reasnably practicable will be chsen with fall preventin methds being cnsidered befre measures t mitigate the cnsequences f a fall (safety nets). Ladders will be used fr access t wrking places r fr wrk f a very shrt duratin which can be dne whilst maintaining three pint cntact with the ladder nly. Transprt / Driving at wrk - An assessment will be made f each site prir t starting t identify measures required t prevent injury frm vehicle mvement. We will cncentrate n site layut t prevent the need fr vehicles and pedestrians t use the same rute where this is reasnably practicable. Slip, trip r fall n same level - The nature f the wrking envirnment means that slip and trip hazards will be in existence in the wrking areas. T minimise these risks the site cmpund and wrking areas shuld be kept as tidy as pssible. Radways and walkways shuld be maintained and ftwear wrn shuld be suitable fr the envirnment. Expsure r cntact with substances - Assessments will be carried ut t identify and cntrl risks frm substances ur emplyees may be expsed t. Fire / explsin - Each site will be assessed t identify any areas f high fire risk. Fire extinguishers will be available t tackle ptential fires and staff will be instructed in their use. Occupatinal Health issues - The risks frm nise and vibratin which machinery peratrs are expsed t will be cntrlled by machinery maintenance and where necessary, hearing prtectin. Wrkers will be instructed in safe lifting and handling t reduce the risks frm muscular injury n site. Infrmatin will be made available (thrugh regular tlbx talks) n ccupatinal disease risks such as tetanus, Leptspirsis, Weil s disease and ther diseases as apprpriate. T help reduce the risk f injury r expsure, the Cmpany has prduced Safe Wrking Prcedures fr a variety f the hazardus tasks that are undertaken. All emplyees shuld read and fllw the guidance detailed in these dcuments which are available frm management. H&S Arrangements - Mnitring & review T ensure that the Cmpany s cmmitment t managing health, safety and welfare in the wrkplace is actively pursued, management will examine the implementatin f this plicy by perfrming regular audits and inspectins f the premises and peratins. 9 Health & Safety Arrangements Safety Plicy Manual H&S Arrangements - Accidents, FIRST-AID and wrk-related ill health All injuries hwever minr, sustained by a persn at wrk, must be reprted. Accident recrds are critical t the effective mnitring and review f this Plicy and must therefre be accurate and cmprehensive. Health surveillance is required fr emplyees ding the fllwing jbs Health surveillance will be crdinated by Jnathan Perrett as required Health surveillance recrds if applicable will be kept at the Office The first aid bx is kept in the Office / and prvided fr in Cmpany transprt. The appinted persn(s) are: Jnathan Perrett All accidents and cases f wrk-related ill health are t be recrded in the accident bk which is kept by Jnathan Perrett in the Office / Wrk Vans. Jnathan Perrett is respnsible fr reprting accidents, diseases and dangerus ccurrences t the enfrcing authrity. It is therefre the plicy f the Cmpany t identify the lcatin and type f asbests n any Premise. Risk assessments will be undertaken t determine future actins. Where wrkers are required t wrk in an area cntaining asbests the Cmpany will prvide the necessary infrmatin, instructin and training. JP Cnstructin ensure that the apprpriate Asbests Survey / Asbests Register is btained prir t cmmencement f wrks n ALL prjects. Furthermre, the Cmpany shall engage the service f a Licencesd Cntractr as applicable fr ensuring safe remval and dispsal in accrdance with legislative requirements. The additinal duties fr NNLW is recgnised (Asbests Regs. 2012), and the Cmpany ensure that all Wrkers receive Asbests Awareness Training accrdingly. (The Cmpany prcedures / and detailed Plicy dcument is made available t all staff at Inductin). H&S Tl & Lcatin- Cmpany Safety Manual. Ref: PE Asbests Plicy Dc. (FWL-ASB 01) & PPT Respnsibility- Jnathan Perrett, Emplyees, (Site H&S Arrangements - Cmmunicatins and cnsultatin with emplyees / 3 rd Parties An effective health and safety prgramme requires cntinuus cmmunicatin between wrkers at all levels. It is therefre every wrker s respnsibility t reprt immediately any situatin which culd jepardise the well being f themselves r any ther persn. The Cmpany sees cmmunicatin between wrkers at all levels as an essential part f effective health and safety management. Cnsultatin will be facilitated by means f meetings with emplyees. The Cmpany will endeavur t cmmunicate t emplyees their cmmitment t safety and t ensure that emplyees are familiar with the cntents f the Health and Safety Plicy. The Cmpany initially cmmunicates with its emplyees verbally in the frm f directins and statements frm supervisrs and this plicy dcument, and by example. T maintain a safe wrking envirnment, c-peratin between wrkers at all levels is essential Emplyee representative(s) are: Jhn Perrett / Jnathan Perrett, In the event f the Cmpany emplying r engaging the services f nn-english speaking labur, the apprach adpted in rder t ensure wrker engagement and invlvement is as fllws: 1. Establish the level f fluency in language, and identify the training needs t ensure verall cmpetence and general ability in understanding the wrk bjectives and applicable safety legislatin relevant t ur wrk.

10 2. Initiate training prgrammes taking int accunt f the differing levels f cmpetence, skill, respnsibility, language & cmmunicatin, literacy and risk. 3. Cnsider where apprpriate prviding handuts and infrmatin (plicies / instructin) in the language they are familiar with (e.g. include HSE guidance), and als the use f translatr services during training as required. 4. Review effectiveness thrugh mnitring and auditing. The prcedural respnsibility fr implementatin f the arrangements in relatin t c-peratin, crdinatin and cmmunicatin with 3 rd Parties lies with Jnathan Perrett. A site crdinatin register is the tl cmmnly used t achieve this bjective. It is the Cmpany plicy that n emplyee/cntractr shall enter a cnfined space withut a risk assessment being undertaken by a cmpetent persn and an authrisatin Permit being issued. All persns entering a cnfined space shall be suitably trained and effective cntrl measures implemented. H&S Tl & Lcatin- Cmpany Safety Manual Respnsibility- Jnathan Perrett, Emplyees, (Site H&S Arrangements - Cntractrs (Selectin and assessment f Cmpetence) The Cmpany will plan, c-rdinate, cntrl and mnitr the activities f cntract cmpanies t effectively minimise the risks presented t emplyees, ther persns n site and the public. It shall be the respnsibility f Jnathan Perrett t assess the Cmpetence f sub-cntractrs, and select and apprve n the basis f the cmpetence criteria detailed n the Cntractr Cmpetence Appraisal & Cntractr Questinnaire frms (FL/C 1.02 & 2.02). The methds adpted t mnitr / manage their activities n Site include direct supervisin / randm nsite spt checks. It is cnfrmed that Sub-Cntractrs engaged by JP Cnstructin & Develpment Ltd are NOT allwed t sub-cntract any f their activities. 11 H&S Arrangements - COSHH Safe handling and use f Substances The Cmpany acknwledges that n substance can be cnsidered safe. All reasnable steps must be taken t ensure that all expsure t substances hazardus t health is prevented, r at least cntrlled t within statutry limits. Jnathan Perrett will be respnsible fr identifying all substances which need a COSHH assessment. Jnathan Perrett will be respnsible fr undertaking COSHH assessments and will be respnsible fr ensuring that all actins identified in the assessments are implemented. Additinally Jnathan Perrett will be respnsible fr ensuring that all relevant emplyees are infrmed abut the COSHH assessments. Jnathan Perrett will check that new substances can be used safety befre they are purchased. Assessments will be reviewed every 6 r when the wrk activity changes, whichever is snest. Hazardus substances can take many frms including; substances used directly at wrk fr example cleaning substances, paints, slvents, adhesives etc, substances generated during wrk activities e.g. fumes r dust prduces thrugh wrk naturally ccurring substances; flur, grain dust, anthrax etc bilgical agents such as bacteria. Cntrl is imprtant, as sme substances d nt have immediate effects e.g. silica, and symptms f expsure may nt ccur until twenty t fifty years after expsure. Legislatin The Cntrl f Substances Hazardus t Health Regulatins 2002 (COSHH) (as amended) prvides the main legislative framewrk fr the cntrl f hazardus substances in the wrkplace Assessments The COSHH regulatins require the emplyer t carry ut an assessment f the substances used. There are 8 steps that need t be fllwed: STEP ONE Assess the risk t health frm the substances either being used r created. The assessment must take int accunt: Hazardus prperties f the substance infrmatin n the health effects prvided by the supplier ( material safety data sheet) The level, type and duratin f the expsure The circumstances f the wrk Activities (eg maintenance) which may increase the ptential fr expsure Expsure limits Effects f cntrl measures Results f mnitring Pssible cmbinatins f substances increasing the risks The apprved classificatin f any bilgical agent Any additinal infrmatin the emplyer may need Unless quantities f hazardus substances used are deemed t be s lw that there is nly a slight risk t the health f emplyees, the emplyer must ensure that they have arrangements in place t deal with accidents, incidents and emergencies. STEP FOUR Ensure the cntrl measures are maintained and used prperly and that the safety prcedures are fllwed. All cntrl measures have t be maintained t ensure that they are still effective. There is a legal requirement t ensure that all LEV plant is thrughly examined and tested at least nce in every 14 mnths.
