3 Backgrund Per CM-51, Plicy n Weather Related Emergency Prcedures fr LSUHSC New Orleans, liquid nitrgen dewar cntainers are used t prtect research in the event f pwer lss in an emergency. These dewars are mved t rally lcatins t facilitate refilling with LIN by emergency teams in the event f a prlnged pwer utage. This presentatin prvides thse respnsible fr filling and transprting dewars infrmatin regarding: - Safe handling and transprt f dewars t rally pints lcated in the MEB, CSRB, Lin s Eye and at the Schl f Dentistry. - Lcatin f dewar rally pints in the event f a hurricane.

4 CM-51 Key Pints When an emergency is declared, all dewars shuld be laded, filled using yur existing LIN stck and mved t assigned rally lcatins. D nt use the LIN stck delivered t the rally areas as it will be used by emergency teams t refill the dewars in the event f a prlnged pwer utage. Securing f elevatrs at the Schl f Dentistry begins abut 48 hurs prir t the annunced clsing time. At MEB, Lins Eye and CSRB elevatrs are secured abut 37 hurs prir t the annunced clsing time. See the Hurricane Emergency Shutdwn Actins fr mre infrmatin. Six hurs prir t the annunced clsing all persnnel must vacate campus (except fr shutdwn team). Prtable dewars present several safety hazards: Dn t ride in elevatrs while transprting dewars. Dn t transprt dewars in persnal vehicles as an evacuatin strategy.

5 Filling and Staging Dewars The LIN emergency supply plan is triggered apprximately 72 hurs prir t the nset f trpical strm frce winds when the Chancellr directs emergency preparatins t cmmence. After cnsultatin with senir leadership, the Assciate Vice Chancellr fr Prperty and Facilities will direct Purchasing t cntact AirGas (supplier) t begin LIN delivery t the rally lcatins. Furthermre, he will direct the Schls f Medicine and Dentistry t have researchers prepare dewars in their labs using their wn existing LIN supplies and then mve these dewars t the rally lcatins. Clearly label dewars t include researcher s name, building, lab rm number, dewar cntent, and cntact phne numbers.

6 Filling and Staging Dewars (cnt) Dewar preparatin and transprt must be cmpleted prir t the shut dwn f elevatrs. Elevatrs are shut dwn at the Schl f Dentistry begins abut 48 hurs prir t the annunced clsing time. At MEB, Lins Eye and CSRB elevatrs are secured abut 37 hurs prir t the annunced clsing time. See the Hurricane Emergency Shutdwn Actins fr mre infrmatin. Dewars shall remain in the LIN rally areas until the emergency has passed and nrmal peratins resume.

14 Safety LIN Hazards Burns and Frstbite. Skin cntact with the crygen r nninsulated equipment parts can cause cld burn r frstbite. Eye cntact can cause permanent damage. Asphyxiatin. Gas can accumulate near the flr and displace air. The ptential fr xygen deficiency is an especially serius hazard in enclsed r cnfined spaces. Fire and Explsin. Liquid nitrgen is nt flammable, but it can cndense xygen ut f the air by evapratin creating an xygen-rich envirnment. Flammable materials can ignite in the presence f cndensed xygen. Over-Pressurizatin. Dewars have an insulating vacuum space between their duble walls. If a dewar becmes damaged, air r liquid can leak int the vacuum space. This will reduce its insulating prperties and can greatly increase the pressure inside the dewar. Dewars and strage vessels are equipped with pressure-relief devices that prevent high pressure frm develping. Air r liquid that leaks int a vacuum space can freeze. If the space is rapidly warmed after starting a transfer, the pressure relief valve will vent gas that is generated, preventing an explsin. Never cver a pressure relief valve that is venting.

15 Safety - Persnal Prtective Equipment (PPE) When filling dewars r when remving specimens r samples frm dewars, use the fllwing PPE: Cry Glves. Face Shield. Safety Gggles. Lab Cat. Lng Pants. A set f gggles, face shield, crygenic glves and aprn will be prvided at each rally lcatin. Hwever, the emergency team tasked t refill dewars in the event f a prlnged pwer utage shuld bring their wn PPE.

16 LIN Elevatr Transprt Prcedures Nitrgen is xygen-displacing and can present a cnsiderable asphyxiatin risk if released within a prly ventilated cnfined space such as an elevatr. Elevatr transprt f nitrgen cntaining equipment /vessels shall be accmplished WITHOUT human accmpaniment - - equipment ONLY! Use freight elevatrs t transprt dewars.

17 LIN Elevatr Transprt Prcedures LSUHSC persnnel may transprt crygens in freight elevatrs nly if n passengers travel in the elevatr. There are tw ways t accmplish this: Statin cwrkers at each elevatr flr (prir t mving the elevatr) t prevent persnnel frm entering the elevatr n an interim flr. Cntact Facility Services and request the elevatr be mved, via the Lift-Net sftware, frm the riginating flr t the destinatin flr withut stpping at any interim flr. Lad the car with dewars and send t the destinatin flr where cwrkers wait t remve them. Due t peratinal demands, schedule the mve in advance with Facility Services.

18 Pst-Emergency LIN Supply Nrmal rdering prtcl will resume as sn as practical. Remaining (n-campus) emergency LIN stck will be used t fill LIN rders pst-emergency. Nrmal delivery schedule will resume.
