1 UNIVERSITY OF SOUTHERN INDIANA PERSONAL SAFETY AND PRECAUTIONS The University f Suthern Indiana strives t create and maintain a safe and secure envirnment n all prperty wned, leased, r managed fr fficial activities. This is achieved in part by prviding a 24-hur campus public safety/security frce and wrking clsely with the Vanderburgh Cunty Sheriff's Office, Indiana State Plice, Perry Twnship Vlunteer Fire Department, and ther public safety agencies. In additin t campus prtectin, Public Safety prvides emergency medical respnse, a campus-wide emergency phne system, security escrt service, disabled vehicle assistance, a lst and fund, presentatin f crime preventin/safety prgrams, emergency text messaging, and afterhur access t ffices and/r residences. Public Safety recrds and annually publishes the Annual Security and Fire Safety Reprt which cntains statistics n crime and security issues, and prvides timely warnings f crimes r incidents that may be cnsidered a threat t the University cmmunity. Public Safety can be telephned fr nn-emergency r emergency assistance at 812/ On-campus emergencies can be reprted by dialing 812/ r campus extensin 7777, r calling Persnal Safety Precautins and Prcedures Public Safety supervisrs and staff have received training in Incident Cmmand System (ICS) and respnding t incidents n campus. When an emergency incident ccurs that causes a ptential threat t campus, the first respnders t the lcatin are usually Public Safety staff. If determined necessary Evansville Plice and/r Sheriff s Office, Fire, r Medical will be called t assist. General infrmatin abut emergency prcedures and respnse is published each year in the Annual Security and Fire Safety Reprt. When the department receives and cnfirms infrmatin that there is a cntinuing threat, dangerus situatin, r health hazard n campus grunds, the University s Critical Emergency Respnse Team will be activated. Emergency cmmunicatins will be initiated. The University has varius systems in place fr cmmunicating infrmatin, including RAVE, a mass emergency cmmunicatin system that can send messages t all USI Cmmunity members via: cell phne, text message, wrk phne, , vic , PDA/pages. The USI RAVE Alert system will prvide emergency and timely warnings via , text message, and vice message abut emergencies, severe weather, and ther incidents impacting the University cmmunity. Active Shter Situatin An active shter is an individual actively engaged in killing r attempting t kill peple in a cnfined and ppulated area, typically thrugh the use f firearms. Cping with an Active Shter Situatin Be aware f yur envirnment and any pssible dangers. Take nte f the tw nearest exits in any facility yu visit. If yu are in an ffice [r classrm], stay there and secure the dr. If yu are in a hallway, get int a rm and secure the dr As a last resrt, attempt t take the active shter dwn. When the shter is at clse range and yu cannt flee, yur chance f survival is much greater if yu try t incapacitate him/her. Hw t Respnd When an Active Shter is in Yur Area 1. EVACUATE If there is an accessible escape path, attempt t evacuate the premises. Be sure t: Have an escape rute and plan in mind Evacuate regardless f whether thers agree t fllw Leave yur belngings behind Help thers escape, if pssible Prevent individuals frm entering an area where the active shter may be Keep yur hands visible Fllw the instructins f any plice fficers D nt attempt t mve wunded peple Call Public Safety at 812/ r campus extensin 7777, r calling when safe t d s 2. HIDE OUT If evacuatin is nt pssible; find a place t hide where the active shter is less likely t find yu. Yur hiding place shuld: Be ut f the active shter's view Prvide prtectin if shts are fired in yur directin (i.e. an ffice with a clsed and lcked dr) Nt trap yu r restrict yur ptins fr mvement. When hiding yu shuld:

2 Lck the dr Blckade the dr with heavy furniture Silence yur cell phne and/r pager Turn ff any surce f nise (i.e., radis, televisins) Hide behind large items (i.e., cabinets, desks) Remain quiet. If evacuatin and hiding ut are nt pssible: Remain calm Dial 911, if pssible, t alert plice t the active shter's lcatin If yu cannt speak, leave the line pen and allw the dispatcher t listen 3. TAKE ACTION against the active shter As a last resrt, and nly when yur life is in imminent danger, attempt t disrupt and/r incapacitate the active shter: Act as aggressively as pssible against him/her Thrw items and imprvise weapns Yell Cmmit t yur actins Hw t Respnd When Law Enfrcement Arrives Law enfrcement's purpse is t stp the active shter as sn as pssible. Officers will prceed directly t the area in which the last shts were heard. Officers usually will arrive in teams f fur (4) Officers may wear regular patrl unifrms r external bulletprf vests, Kevlar helmets, and ther tactical equipment Officers may be armed with rifles, shtguns, handguns Officers may use pepper spray r tear gas t cntrl the situatin Officers may shut cmmands and may push individuals t the grund fr their safety When fficers arrive: Remain calm and fllw fficers' instructins Put dwn any items in yur hands (i.e. bags, jackets) Immediately raise hands and spread fingers Keep hands visible at all times Avid making quick mvements tward fficers such as hlding n t them fr safety Avid pinting, screaming, and/r yelling D nt stp t ask fficers fr help r directin when evacuating, just prceed in the directin frm which the fficers are entering the premises Infrmatin t prvide law enfrcement Lcatin f the active shter Number f shters, if mre than ne Physical descriptin f the shter(s) Number and type f weapns held by the shter(s) Number f ptential victims at the lcatin EMERGENCY Dial 812/ r campus extensin 7777, r calling General Evacuatin Prcedures All building evacuatins will ccur when an alarm sund cntinuusly and/r upn ntificatin by Public Safety. Be aware f all the marked exits frm yur area and building. Knw the rutes frm yur wrk area. Evacuatin rutes and building plan lcatin can be fund n the Risk Management and Safety website.. In case f an emergency, r if directed t d s by Public Safety, activate the building alarm system. This alarm sunds in the Public Safety dispatch rm.. The Public Safety will immediately call the fire department. When the building evacuatin alarms are sunded, r when tld t leave by Public Safety, walk quickly t the nearest marked exist and ask thers t d the same. Assist the disabled in exiting the building. Remember that the elevatrs are reserved fr disabled persns. D nt use elevatrs in case f fire, bmb threat, r earthquake. D nt panic. Remain calm. Once utside, mve t the assigned clear area that is at least 500 feet away frm the affected building(s). Keep streets and walkways clear fr emergency vehicles and persnnel. Stay with yur grup in the assigned area and await further instructins. If requested, assist the Public Safety fficer and/r the emergency respnse team.

3 In the event f a declared emergency, a University Cmmand Center will be established; in additin, an n-site cmmand pst may be established near the emergency site. Keep clear f the n-site cmmand pst unless yu have imprtant infrmatin t reprt. Earthquake During an earthquake, stay calm and quickly take the fllwing steps: If indrs, seek refuge in a drway r under a desk r table. Stay away frm glass windws, shelves, and heavy equipment. Stay under cver until shaking has stpped, and then be prepared t calmly evacuate the building. If utdrs, mve quickly away frm buildings, pwer lines, utility ples, and ther structures. Cautin: Always avid pwer r utility lines t avid electrcutin. Keep streets and walkways clear fr emergency vehicles and persnnel. If in an autmbile, stp in the safest place available, preferably an pen area frm pwer lines, utility ples, and trees. Stp as quickly as safety permits, but stay in the vehicle fr the shelter it ffers. After the initial shck, evaluate the situatin and if emergency help is necessary, cntact Public Safety at 812/ Prtect yurself at all times and be prepared fr aftershcks. Damaged facilities shuld be reprted t Public Safety at 812/ Nte: Gas leaks and pwer failure create special hazards. Refer t the sectin n utility failures. Assist the disabled in exiting the building. D nt use elevatr in an Earthquake. If requested, assist the Public Safety fficer and/r emergency respnse team. If necessary, an n-site cmmand pst will be established near the emergency site. Keep clear f the n-site cmmand pst unless yu have imprtant infrmatin t reprt. Stay calm. All emergency respnse effrts will require clear thinking and cperatin frm all members f the campus cmmunity. Fire During a fire, stay calm and quickly take the fllwing steps: Knw the lcatin f fire extinguishers in yur area and knw hw t use them. Training and infrmatin are available thrugh the physical Plant and Even fr a minr fire that appears cntrllable, immediately cntact Public Safety at 812/ r activate the building alarms. Then, prmptly direct the cntents f the fire extinguisher tward the base f the flame. Fr fires that d nt appear cntrllable, IMMEDIATELY sund the building alarms and evacuate the building. If pssible, aid thers t safety and clse all drs t cnfine the fire and reduce xygen. D Nt Lck Drs. When the building evacuatin alarm is sunded, r when tld t leave by Public Safety, walk quickly t the nearest marked exit and alert thers t d the same thing. Assist the disabled in exiting the building. D nt use elevatrs during a fire. Smke is the greatest danger in a fire, s stay near the flr where air will be mre breathable. Once utside, mve t an assigned clear area away frm the affected building(s). Keep the streets and walkways clear fr emergency vehicles and persnnel. Stay with yur grup in the assigned area and await further instructins. An n-site cmmand pst may be set up near the emergency site. Keep clear f the n-site cmmand pst unless yu have imprtant infrmatin t reprt. NOTE: If yu becme trapped in a building during a fire and a windw is available, place an article f clthing (shirt, cat, etc.) utside the windw as a marker fr emergency persnnel. If there is n windw, stay near the flr where the air will be mre breathable until help arrives. Shut at regular intervals t alert emergency persnnel f yur lcatin. First Aid Instructins In all cases ntify Public Safety at 812/ Muth-t-Muth Resuscitatin If yu have been trained t d rescue breathing and CPR, prceed as trained If yu have nt been trained, seek smene wh is trained. Fainting, Uncnsciusness, and Shck: All victims f any illness r injury will need t be treated fr shck. Have victim lie dwn If the face is pale, raise the feet (exceptin-head injury with bleeding) If the face is red, r if the victim is having difficulty breathing, raise the head. Burns, Thermal, and Chemical Fld chemical burns with cl water. Cver burns with dry, sterile bandage Keep victim cmfrtable and quiet Apply cld (ice) cmpress t thermal burns

4 Severe Bleeding and Wunds Use a clean clth and apply direct pressure ver wund. Elevate bdy part If severe bleeding cntinues, use pressure ver bld vessel (pressure pint) nearest wund. Add mre clth if bld saks thrugh. D nt remve saked cmpress Chking If the victim cannt talk and is having difficulty breathing, apply the chest/abdminal thrust. Fracture and Sprains Keep victim still Keep injured area immbile First aid is nly a temprary measure designed t prevent further injury and t sustain life until emergency medical services arrive. Injury r Illness (Medical Emergencies) In all cases ntify Public Safety at 812/ If yu need help fr injury r illness n campus, immediately call Public Safety at Give yur name; describe the nature and severity f the medical prblem, and the campus lcatin f the victim. Nte: Public Safety can render first aid and CPR The fllwing steps may be taken t aid the victim until help arrives: Identify yurself t the victim and advise yu are there t help. Ask victim, Are yu kay? and What is wrng? D a head t- te exam fr injury. Cntrl serius bleeding by direct pressure n the wund. Check breathing and pulse and give CPR if necessary and if yu are qualified. Treat fr shck, if necessary, and keep victim still/cmfrtable. DO NOT MOVE VICTIM Cntinue t assist the victim until help arrives Lk fr emergency medical I.D., questin witnesses, and give all infrmatin t Public Safety. Trnad During a trnad r trnad alarm, stay calm and quickly take the fllwing steps: If indrs, seek shelter in the lwest level f the building. Interir hallways r rms are preferable. Stay away frm windws. If utdrs, take cver in the nearest ditch r depressin, away frm pwer lines, buildings, and trees. D nt stay in a car r attempt t utrun the trnad. After the trnad has passed, evaluate the situatin. If emergency help is necessary, cntact Public Safety at Be aware at all times f dangerus structural cnditins arund yu. Keep the street and walkways clear fr emergency vehicles and persnnel. Stay with yur grup in the assigned area and await further instructins. Additinal Infrmatin and Prcedures: Always bserve preceding steps 1 and 2 whenever the fllwing utility emergencies arise:

5 Electrical/Light Failure-All buildings are equipped with an emergency light system that will prvide enugh illuminatin in crridrs and stairs fr safe exiting. It is advisable fr yur department t als have flashlights available. Elevatr Failure-If yu are trapped in an elevatr, use the emergency phne in the elevatr t ntify Public Safety. Turn n the emergency alarm (lcated n the frnt panel) which als will signal yur need fr help. Plumbing Failure/Flding-Cease using all electrical equipment, including the elevatr. Ntify the physical plant at If necessary, vacate the area. Gas Leak-Cease all peratins. D nt switch n lights r any electrical equipment. Remember, electrical arcing can trigger an explsin. Extinguish all flames. D nt use elevatr. Ntify physical plant at Steam Line Failure-Immediately ntify the physical plant at If necessary, vacate the area. Ventilatin Prblem-If smke r drs cme frm the ventilatin system, immediately ntify the physical plant at If necessary, cease all peratins and vacate the area. Vilent r Criminal Behavir The University f Suthern Indiana is cmmitted t creating and maintaining a safe, secure envirnment fr all members f the USI cmmunity. With this in mind, everyne is expected t assist in making the campus a safe place by: If yu are a victim r are invlved in any n-campus vilatin f the law such as assault, rbbery, theft, vert sexual behavir, etc.: D nt take any unnecessary chances. Ntify Public Safety at 812/ as sn as pssible and prvide them with the fllwing infrmatin: Nature f incident Lcatin f incident Descriptin f persn(s) invlved Descriptin f prperty invlved If yu witness vilent r criminal behavir n campus, immediately ntify Public Safety at 812/ r call frm ne f the blue emergency phnes lcated thrughut the campus and give them the infrmatin utlined in number 2 abve. Assist Public Safety and/r plice when they arrive by prviding them with all additinal infrmatin and ask thers t d the same. If yu witness r becme aware f vilent r criminal behavir n campus, it is expected that yu immediately ntify campus Public Safety.
