7 Intrductin Each ccupied University building must have a Building Emergency Actin Plan (BEAP) that prepares the building ccupants fr pssible emergency situatins. The Primary Building Safety and Security Representative, designated by a Dean, Department Head, r Directr in the building, shuld crdinate the develpment f the BEAP with representatives frm the each Department lcated in the building. In the event f a disaster r majr emergency, Western Carlina University fficials will alert the cmmunity using several methds. Immediate ntificatins will be made thrugh WCU ALERT sirens, vice and test messages, and campus . Subsequent emergency infrmatin will be psted nline at When an emergency ccurs, WCU cmmunity members can take steps t prtect themselves. This plan details emergency prcedures that will be taken by the departments and units within each building n campus. Purpse and Scpe This plan serves as a life safety and emergency respnse plan fr the departments and units within this building. This plan des nt prvide fr the business cntinuity and/r disaster recvery prcess f individual departments. This plan is applicable during r immediately fllwing an emergency r disaster within the building. All ccupants shuld becme familiar with this plan. Definitins ALL Clear - This means the immediate danger is ver and that mst functins may resume nrmal peratins, ccupants may re-enter buildings and/r mve abut campus withut restrictin unless specifically directed therwise. Specific guidance regarding Class Schedules and University Events will be psted t the emergency webpage. Evacuatin This is the mvement f persns frm a dangerus r ptentially dangerus place t a safe place. Examples are the evacuatin f a building due t bmb threat r fire. In an extreme situatin i.e. fld, large prtins and/r the entire campus may be required t evacuate. Evacuatin Assembly Area (EAA) This is the area(s) t which all building ccupants shuld reprt fllwing a building evacuatin. Mst EAAs are pre-identified lcatins, althugh specific incidents may require the EAA t relcate. Facility Crdinatr - A pre-designated persn(s) respnsible fr acting as a liaisn fr each building n campus. The duties f building crdinatr include bth planning and preparedness functins, as well as specific respnsibilities during an emergency r disaster. Page 6

8 Shelter and/r Secure in place This is a term that may be used in an emergency i.e. threat f vilence, severe weather, r hazardus materials spill. This precautin is t enhance yur safety while yu remain inside in yur facility. Peple shuld g indrs and take refuge there until an evacuatin can be safely initiated r an all clear is given. During a threat f vilence, students, staff and faculty may be directed t shelter and secure in place. This is a precautinary measure aimed at keeping yu safe while indrs. When pssible, exterir drs t buildings shuld be lcked. During this time, peple whm yu knw r d nt fit the descriptin f the suspect(s) may be let int yur building. Page 7

Additinally, the Facility Crdinatr shall direct and mnitr shelter in place and evacuatin activities related t a crisis. In cases where Flr r Department Captains have been appinted, the Facility Crdinatr shall crdinate with these team members t ensure the safety f students, staff, faculty, and visitrs in their buildings. 11 Emergency Ntificatin Cmmunicatins In an emergency, Western Carlina University uses multiple methds f cmmunicatin and ntificatin t infrm the campus cmmunity and general public abut the nature f the emergency, what is being dne, and what yu shuld d. These systems make-up the WCU Alert System. RAVE RAVE allws students, faculty, staff, and parents t receive vice, text, and message in case f emergency. Register fr WCU Alerts tday: Outdr Siren System The utdr siren system alert means there is an emergency n campus, a ptentially dangerus cnditin, r an impending threat (i.e. severe weather, hazardus materials spill, r a persn with a gun). When the siren sunds, everyne n the WCU campus shuld take shelter indrs immediately. Clse all windws and drs, if pssible, and remain sheltered until an "all clear" is given. Check the University Emergency Infrmatin Web Page fr updates Alertus Cmputer Pp-up Emergency Ntificatin The Alertus cmputer desktp emergency ntificatin system allws WCU Public Safety t send emergency ntificatins and updates directly t staff, faculty, and classrm cmputers during an emergency. Additinal infrmatin n Alertus can be fund at Campus This system will send an t the entire campus cmmunity every student, faculty r staff member thrugh their WCU mailbx. Emergency Infrmatin Web Page In the event f an emergency, this page will prvide the mst current infrmatin n the nature f the emergency and the university's respnse t the situatin. 12 Building and Departmental Cmmunicatins When an emergency r disaster is annunced, r if building ccupants are alerted t an emergency, all building ccupants shuld ntify thers in the area. In crdinatin with the building crdinatr, all ccupants shuld ensure that the apprpriate prtective actin (evacuatin, shelter in place, etc.) is cmmunicated as much as pssible. Befre and during an incident, departments shuld maintain a call rster (calling tree) f all faculty and staff s they may cntact them. The Calling Tree fr ur Facility is lcated in Appendix A. The decisin t lckdwn a building will be cmmunicated thrugh department heads (r designees) t each respective faculty and/r staff member. The building crdinatr, in crdinatin with emergency fficials and department heads, will make the determinatin t take practive actin. The majrity f cmmunicatins during an emergency r disaster incident in the building will be face-t-face. Page 11

13 General Respnse Actins Evacuatin In the event f a sudden emergency, such as a fire, natural gas leak, r hazardus materials spill within the building, all ccupants may have t evacuate. Building evacuatin plans with evacuatin rutes highlighted are psted thrughut the building. If an evacuatin f the building is necessary: Pull the fire alarm fr incidents that yu may safely d s (see sectin V). Dial (x8911 frm a campus phne) r 911 Jacksn Cunty Emergency Services and give details abut the hazard t emergency persnnel. Evacuate immediately using the Evacuatin Rutes fr the Building (lcated in Appendix B). Clse drs behind yu and d nt stp fr belngings. Use stairways, nt elevatrs. Occupants shuld cngregate utside the building at the designated Evacuatin Assembly Area (included in Appendix C). In the event f inclement weather and/r prlnged evacuatins, department heads shuld determine whether emplyees shuld seek shelter in anther facility r leave campus. Remain at Evacuatin Assembly Areas until accunted fr. Accunt fr everyne in the building, as pssible. 14 Statement f ADA Accessibility during Emergency Evacuatins The Americans with Disabilities Act (ADA) requires that public establishments ffer equal access and services t peple wh are physically and mentally disabled. Western Carlina University is respnsible fr ensuring that all buildings cmply with ADA standards. Accessibility is a primary cncern during emergency situatins. The fire alarm system includes an ADA cmpliant strbe light t alert hearing-impaired individuals. Althugh alarm systems are designed fr hearing impaired individuals, building ccupants shuld ensure that all persns understand evacuatin rders and assist disabled individuals during an emergency situatin when pssible. Emergency evacuatin is dependent upn ccupants being able t hear audible warnings, and walk dwn stairways (elevatrs are nt safe t use in fire emergencies withut fire department supervisin). Therefre, special prvisins may be needed t evacuate peple with hearing r sight disabilities and fr persns wh are nn-ambulatry. The fllwing prcedures describe the basic steps t fllw: Ntes: Auditry: cmmunicate with the hearing impaired by writing a nte, hand gestures, r by using anther methd t cnvey the message. Visual: describe the nature f the situatin and ffer t act as a sighted guide by ffering yur elbw and escrting him r her t a safe lcatin. Determining a buddy befre an emergency ccurs can be a gd start. Mbility: if a persn cannt safely leave the building, a buddy can accmpany the individual t an Area f Rescue withut blcking the evacuatin path. The individual with a mbility issue shuld call x8911 r 911 t prvide his r her lcatin while the buddy ntifies n site emergency persnnel f the situatin. If the ther evacuatin ptins are nt available r are unsafe (and danger is nt immediate), the individual with a mbility issue can remain in a rm with an exterir windw, a telephne/ cell phne. Ntify 911 and nsite emergency persnnel. Yu shuld attempt a rescue evacuatin f an individual with a disability as a last resrt and nly if yu have had rescue training. Remember, this may als include shrt-term accessibility issues such as an emplyee with brken leg/hip. Persns with disabilities shuld talk with ther emplyees and students and develp a plan fr emergency evacuatin. D this even if the disability is temprary. In Libraries, the circulatin desk shuld be ntified f the lcatins f disabled persns wrking alne. Disabled persns shuld assure that a telephne is readily available when wrking alne in University classrm r research buildings. Page 13

15 Flr Area f Rescue Lcatin Nne required as there is n accessible access t the 2 nd flr r basement; 1 st flr entirely accessible t the utside Shelter In Place When there is a threat f criminal vilence r an emergency, it may be necessary fr yu t shelter-in-place. This precautin is t enhance yur safety while yu remain in yur facility. Shelter-in-place means securing yur current lcatin by the use f lcks, barricades, r means t restrict access t yur lcatin. Fllw these instructins when ntified f an incident that requires yu t shelter-in-place: When yu receive an alert that requires yu t shelter-in-place, secure yur rm by lcking the dr r barricading access by placing a large desk r ther bject that restricts access t yur lcatin. Avid windws. If pssible, ensure that yu cannt be seen frm any windws that frnt the hallway. Stay lw t the flr. If pssible, seek cver in clsets r behind large desks. Listen t the radi (WWCU-FM), check fr text messages, r mnitr WCU Alerts Stay where yu are until the plice arrive t evacuate yu r yu are tld it is safe t leave the rm. If yu are utside, take cver until it is safe t enter a facility. During an emergency, access t certain areas f campus may be restricted. D nt intentinally g t a part f campus where an emergency is ccurring. Be aware that sme rads may be clsed. Wait until yu are ntified that it is clear t enter the affected area. If there are individuals utside the secured dr wh wish t get in, several factrs shuld be cnsidered t determine if it is safe: Can yu see the area utside the dr t determine that the individual is nt under duress? Is it a trap? If a physical descriptin f the subject was given in the lckdwn alert, cnsider similarities such as age, race, clthing descriptin, height, weight, sex, and hair and eye clr. If the decisin is made t let a persn in, cnsider the fllwing: Have the persn leave anything he r she is carrying (a backpack, laptp case, package, etc.) n the grund, utside f the secure area. Have the subject lift up his r her shirt, cat, and/r jacket until the waistline is visible and rtate 360 degrees t see if he r she is cncealing a weapn. Page 14

16 The University Plice Department and ther law enfrcement agencies will respnd t an emergency. Fllw any cmmands that law enfrcement fficers r university fficials may issue. Campus Evacuatin / Clsure Certain disasters, such as severe flding, severe winter weather, r disease utbreaks may cause a cancellatin f classes and a clsure f the campus. University fficials will ntify the campus cmmunity via the WCU ALERT Systems (listed abve) if the campus must clse because f a disaster r emergency. If the campus clses, take the fllwing steps: When the university clses, all faculty and staff (except emergency persnnel r critical and essential staff) must leave campus. Departments within the building shuld prepare fr extended clsures thrugh business cntinuity planning. Befre evacuating, review departmental checklists t secure ffices r cnsult with supervisrs fr specific departmental tasks. Stay tuned t lcal media and the University emergency webpage fr updates and infrmatin n the repening f the campus. Yu will nt be allwed t return t campus until the university is fficially repened. Review the Adverse Weather Plicy fr emplyees if the hazard is weather related. Page 15

17 Hazard Specific Respnse Actins Fire Befre the fire: Plan and practice escape rutes. Knw the lcatin f yur Building s Evacuatin Assembly Areas Pst emergency numbers near telephnes. D nt stre cmbustible materials near a heat surce, in hallways, stairwells r exit paths. Extensin crds are fr temprary needs nly. Never run them under carpets r anywhere they can be pinched r crushed. D nt verlad electrical utlets by using plug extenders r multiple pwer strips. Keep all electrical appliances away frm anything that can catch fire. Remember always t turn them ff at the end f the day. Pay attentin t husekeeping issues. Keep yur wrk area neat and tidy and keep cmbustible such as paper and trash t a minimum. During the fire: Ntificatin Immediately ntify the fire department and yur c-wrkers by pulling the fire alarm pull statin. Call Campus Emergency Services at 8911 frm a campus phne, frm a cell, r 911 t reach Jacksn Cunty Emergency Services frm a safe lcatin t prvide details f the situatin. Actins If yu have been trained, and it wuld nt place yu in any immediate danger, use a fire extinguisher t extinguish the fire. Evacuate as quickly and as safely as pssible. On yur way ut, warn thers. Clse drs and windws if time permits, t delay the spread f the smke and fire. Feel clsed drs fr heat befre pening. D nt pen them if they are ht. Use the stairs t evacuate. D nt use elevatrs. If yu encunter smke, stay lw t the grund. If pssible, cver muth with a clth t avid inhaling smke and gases. Page 16

18 Once utside, g t yur building s Evacuatin Assembly Area (EAA), tell thse in charge there that yu are ut f the building, and reprt injured r trapped persns and any signs f building damage yu bserved. Wait fr instructins frm emergency respnders. D nt re-enter the building until the all clear is given by emergency respnders. If unable t leave the building, find a lcatin away frm the smke and heat where yu can signal fr firefighter assistance. Seal the rm. Use wet clth t stuff arund cracks in drs and seal up vents t prtect against smke. D nt break windws. Flames and smke can cme back in frm the utside. If yu need air, slightly pen the windw. Stay lw under smke. The freshest air is near the flr. Keep a wet clth ver yur nse and muth, breathe thrugh yur nse nly. Signal fr help. Call r 911 (8911 frm a campus phne) r hang an article f clthing ut the windw t help signal fr help. Page 17

19 Bmbs and Bmb Threats When receiving a bmb threat ver the telephne: Keep the caller n the line and talking as lng as pssible (pretend t have difficulty in hearing - ask the caller t repeat what he/she said). Try t get as much infrmatin as pssible abut the lcatin f the bmb and a descriptin f the bmb and the caller. Use the Bmb Threat Checklist t recrd all infrmatin. This can be fund n the next page. Stay n the line as lng as the caller cntinues t prvide useful infrmatin. If pssible, have smene else use anther line t call University Plice. After the caller hangs up, immediately call (x8911 frm a campus phne) and ntify the University Plice. If an evacuatin f the building is rdered, take the Bmb Threat Checklist with yu and give it t the Plice. When a suspicius bject r ptential bmb is discvered: Keep peple away frm the area where the suspicius bject is and call the University Plice at (x8911 frm a campus phne). D nt tuch, mve r disturb any suspicius bject yu feel might be a bmb. Be sure t include a descriptin f the bject and its lcatin when reprting. Emergency Actins - when an evacuatin is rdered: Cllect yur persnal belngings (e.g. purse, briefcase, etc.) and take them with yu as yu exit the building. Lk arund yur desk and/r ffice fr any suspicius items. D nt tuch anything suspicius; instead reprt it t the Plice after yu exit the building. After evacuatin, reprt t an Evacuatin Assembly Area. 22 Active Shter If Yu Hear Shts Fired: Chse t Survive! Ntificatin Regardless f whether yu evacuate r shelter-in-place, call fr help. Call the University's emergency number at r the Jacksn Cunty 911. Be prepared t stay n the telephne line and give yur lcatin, a descriptin f the events and their lcatin, and what yu see r hear. Als, give yur name and telephne number. Actins Run! Hide! As a last resrt, and nly when yur life is in imminent danger, attempt t disrupt and/r incapacitate the shter by: Acting as aggressively as pssible against him/her Thrwing items and imprvising weapns i.e.: fire extinguisher, chair, trash can Yelling and cmmitting t yur actins D nt accept that yu are a victim. D smething t facilitate yur survival. Wrk with thers in the rm t "gang tackle" a shter and hld him r her until help arrives. Other Cnsideratins: Listen t the radi (WWCU-FM), check fr text messages, r mnitr WCU ALERTS. If yu are utside, take cver until it is safe t enter a facility. Respnding public safety fficials may need t use the cellular telephne fr emergency cmmunicatins. T many callers can verwhelm the cellular telephne twer and prevent emergency cmmunicatins. Page 22

If yu are invlved with the use f hazardus materials, yu must be trained n the prper use and strage f hazardus materials, including prper prcedures fr preventing spills and the apprpriate emergency prcedures t be implemented if a spill ccurs. All campus hazardus materials users shuld be trained n prper use and strage f hazardus materials, including prper prcedures fr preventing spills and emergency prcedures when a spill ccurs. Page 23

25 Medical Emergencies Ntificatin Call Campus Emergency Services at 8911 frm a campus phne, frm a cell, r 911 t reach Jacksn Cunty Emergency Services and tell the dispatcher that yu require medical assistance. Be prepared t prvide the fllwing infrmatin: Actins Lcatin f injured persn (e.g. which rm, number, etc.). Type f injury r prblem. The individual's present cnditin. The sequence f events leading t the emergency. Medical histry and name f injured persn's dctr, if knwn. The phne number where yu are. D nt mve the victim unless it is necessary t remve him r her frm a dangerus lcatin r situatin. If trained, use pressure t stp bleeding. If trained, use CPR if there is n pulse and the victim is nt breathing. Persnal Injury Prcedures: Clthing n Fire: D nt run; drp t the flr and rll arund t smther the flame r drench with water. 33 Appendix A: Calling Tree fr Facility The Cllege f Educatin and Allied Prfessins is cntracting with One Call Nw, a service that allws the administratin t quickly cmmunicate with a grup by text and phne. The building crdinatr r alternates (see Building Infrmatin) will be able t initiate a cmmunicatin alerting all emplyees f the cllege (r a subset f that grup) abut a building-specific emergency. The Dean s Office will be respnsible fr crdinating with departments and units t acquire cntact infrmatin fr all emplyees and maintaining the list within the cmmunicatin system. This list will be updated at least nce per semester. If there is an emergency in a building that huses CEAP persnnel, it is the default actin t alert the entire cllege as many units span mre than ne building and may need ntificatin.
