3 I. Building Emergency Plan As a building ccupant, yu need t be familiar with this plan, s read it carefully. If yu have any questins, cnsult yur Building Safety Crdinatr, Margaret Rickards. 4 Descriptin f Campus: The WSU Davis Campus is cmprised f fur majr cmpnents: Building D2 is a three stry building that has classrms, cmputer labs, ffices and student spaces thrughut. A bkstre and administratin ffices are n the secnd flr. Building D3 is a three stry building that huses a ballrm, a fitness center, the cpy center, campus plice, and the cnvenience stre n the first flr; the testing center n the secnd flr; and NUAMES main ffices n the third flr. Classrms, ffices and student spaces are lcated thrughut the building. Building D13 is a tw stry building husing classrms, cmputer labs and ffices, all primarily used by NUAMES during the day and WSU during the evening. The LDS Institute building is lcated t the nrth f D03 n private land and huses bth classrms and ffices. Emergency Assembly Lcatins: Take the nearest exit. Emergency assembly lcatins are n the nrth and suth sides f bth D2 and D3, and n the far side f the parking lt west f D13. See the attached map fr marked lcatins. NUAMES students will assemble in accrdance with their emergency plan. LDS Institute students and persnnel will assemble suth f the institute buildings, in accrdance with their emergency plan. Nte: Please d nt linger n the sidewalks during an emergency. 9 Building Alarm(s) This building has alarm sunds. The evacuatin alarm is a siren. When yu hear the evacuatin alarm, leave the building. Fllw evacuatin prcedures (see sectin belw). The elevatr alarm is a cnstantly ringing bell. When yu hear the elevatr alarm, call University Plice at Emergency Ntificatin Prcedures When yu call 911 (r any ther emergency number) frm a campus lcatin t request emergency assistance, yu will be cnnected t WSU Plice Dispatch. Call frm a safe lcatin and remember t: Stay calm. Be prepared t answer the fllwing questins: Where is the emergency lcated? What is the emergency? (fire, medical, hazardus material, etc.) Hw did it happen? When did it happen? Wh are yu? (yur name) Gather any ther infrmatin that may be useful fr the emergency respnders (e.g. are there any injuries invlved?). D nt hang up until instructed t d s by the dispatcher. Yu d nt need t knw all the answers t these questins, but quickly gather as much infrmatin as yu can. Give a telephne number r safe lcatin where the emergency respnders can call r meet yu, and wait fr the respnders at that safe lcatin. General Evacuatin Prcedures When evacuating yur building r wrk area: Stay calm, d nt rush and d nt panic. Safely stp yur wrk. Lck yur cmputer. Gather yur persnal belngings if it is safe t d s. (Reminder: take prescriptin medicatins ut with yu if at all pssible; it may be hurs befre yu are allwed back in the building.) If safe, clse yur ffice dr and windw, but d nt lck them. Use the nearest safe stairs and prceed t the nearest exit. DO NOT use the elevatr. Prceed t the designated Emergency Assembly Area (EAA) and reprt t yur department cntact, if at yur lcatin, r t the rll taker if the cntact is nt available. Students shuld reprt t their prfessr wh will track students that have exited the building. Wait fr any instructins frm emergency respnders. D nt re-enter the building r wrk area until yu have been instructed t d s by the emergency respnders. 9

10 Evacuatin Prcedures A building ccupant is required by law t evacuate the building when the fire alarm sunds. On the nrth side and n the suth side f the building. Ptential Fire Hazards Fllwing are the ptential* fire hazards identified at the Davis campus: Cmbustible materials (e.g. paper, cardbard, wd, etc.) in all classrms, labs, ffices, and student areas. Flammable/cmbustible gases in labratries and science preparatin rms n the third flr, Rms 302, 330, 331, and 331a f building D2. *Fire hazards are cntrlled by prper strage and husekeeping prcedures. Earthquake Prcedures In case f an earthquake: Inside The Building: Duck under the nearest sturdy bject and hld nt it until the shaking stps. If yu are nt near a sturdy bject, make yurself as small as pssible and cver yur head and neck. If yu stand in a drway, brace yurself against the frame and watch ut fr a swinging dr r ther peple. Avid windws, filing cabinets, bkcases, and ther heavy bjects that culd fall r shatter. Stay under cver until the shaking stps, and then leave the building. If it is safe t d s, stabilize any labratry prcedure that culd lead t further danger. (Fr instance, turn ff Bunsen burners r electrical equipment.) Outside the building: Mve away frm trees, signs, buildings, and electrical ples and wires. Prtect yur head with yur arms frm falling bricks, glass, plaster, and ther debris. Mve away frm fire and smke. Prceed t the Emergency Assembly Area if safe, r prceed t a pre-designated alternate assembly area. Check in with yur rll taker(s) t let them knw that yu are all right (see "General Evacuatin Prcedures" abve this sectin). Stay alert fr further instructins. 10

11 Civil Disturbance/Demnstratin Prcedures Mst campus demnstratins are peaceful and peple nt invlved shuld attempt t carry n business as usual. Avid prvking r bstructing demnstratrs. Shuld a disturbance ccur, call WSU Plice at 911. If a disturbance seems t threaten the ccupants f the building, reprt it immediately t WSU Plice and take the fllwing actins: Alert all persns in the area f the situatin. Lck all drs and windws. Clse blinds t prevent flying glass. If necessary, yur department may decide t cease wrk peratins. If necessary t evacuate, fllw directins frm plice. If evacuatin ccurs, meet at the lcatin designated as yur buildings Emergency Assembly Area (EAA) and wait fr additinal instructins and infrmatin (see "General Evacuatin Prcedures" abve). Criminal r Vilent Behavir Prcedures Everyne is asked t assist in making the campus a safe place by being alert t suspicius situatins r persns and reprting them as utlined belw. If yu are the victim f, r are invlved in, any n-campus vilatin f the law such as assault, rbbery, theft, vert sexual behavir, etc., d nt take any unnecessary risk. Ntify University Plice as sn as pssible and give them the fllwing infrmatin: Nature f the incident Lcatin f the incident Descriptin f the persn(s) invlved Descriptin f the prperty invlved If yu witness a criminal act r ntice persn(s) acting suspiciusly n campus, immediately ntify University Plice at 911. Assist the plice when they arrive by supplying them with any additinal infrmatin requested; ask thers t d the same. Explsin r Bmb Threat Prcedures A suspicius-lking bx, package, bject, r cntainer in r near yur wrk area may be a bmb r explsive material. D nt handle r tuch the bject. Mve t a safe area and call WSU Plice immediately at Use a telephne in a safe area. D nt perate any pwer switch, and d nt activate the fire alarm. If there is an explsin: Take cver under sturdy furniture, r leave the building if directed t d s by emergency respnders. 11

12 Stay away frm windws. D nt light matches. Mve well away frm the site f the hazard t a safe lcatin. Use stairs nly; d nt use elevatrs. Call 911 if n ne has called. Fllw Emergency Ntificatin Prcedures abve. If yu receive a bmb threat (via the telephne): Stay calm and keep yur vice calm. Pay clse attentin t details. Talk t the caller t btain as much infrmatin as pssible. Take ntes. Ask questins: When will it explde? Where is it right nw? What des it lk like? What kind f bmb is it? Where did yu leave it? Did yu place the bmb? Wh is the target? Why did yu plant it? What is yur address? What is yur name? Observe the caller's: Speech patterns (accent, tne) Emtinal state (angry, agitated, calm, etc.) Backgrund nise (traffic, peple talking and accents, music and type, etc.) Age and gender Write dwn ther data: Date and time f call Hw threat was received (letter, nte, telephne) Call University Plice and submit yur ntes frm the telephne call r the bmb threat (letter r nte) t University Plice. Fllw University Plice s instructins. If yu are tld by emergency respnders t evacuate the building (see "General Evacuatin Prcedures" abve): Check yur wrk area fr unfamiliar items. D nt tuch suspicius items; reprt them t campus authrities. Take persnal belngings when yu leave. Leave drs and windws pen; d nt turn light switch n r ff. Use stairs nly; d nt use elevatrs. Mve well away frm the building and fllw instructins frm emergency respnders. 12

13 Vilent Behavir / Active Shter Respnse Prtcl Cllege and University campuses are n lnger immune t serius r vilent crime. In the aftermath several campus shtings, it is imperative that we prvide students, staff and faculty with prtcls n hw t respnd during ptentially vilent criminal attacks n campus. Respnse t Ptentially Vilent Criminal Behavir. If yu see r knw that a persn has a firearm n campus r if yu hear shts fired n campus r if yu witness an armed persn shting peple, prtect yurself first - mve t a safe lcatin. As sn as pssible, call the plice by dialing 911. Tell the dispatcher yur name, lcatin, phne number and describe the situatin yu are reprting: wh, what, when, where, hw and why (if knwn). Is anyne hurt r injured? If pssible, alert thers in the immediate area abut the current situatin. Active Shter Incident. An active shter can be described as a persn wh causes death r serius bdily injury thrugh the use f a firearm. This is a dynamic situatin that usually evlves rapidly and demands an immediate respnse frm law enfrcement fficers t terminate the lifethreatening situatin. The immediate respnse f the first fficers n the scene is t take aggressive actin t find and stp the shter r shters. Active Shter Respnse. Officers frm Weber State University Plice and/r ther lcal plice agencies r sheriff s ffices will likely be the first t respnd t the scene. As they mve int the affected area, rescue effrts will be delayed until the shter is lcated and stpped r n lnger a threat t life safety. If yu are wunded r with smene wh is wunded, these fficers will bypass yu t search fr the shter and stp the killing. Rescue teams will fllw shrtly t aid yu and thers. T assist the plice, please stay calm and patient during this time, and d nt interfere with plice peratins. If yu knw where the shter is, and/r have the shter's descriptin, tell the plice. When yu encunter the plice, keep yur hands empty and in plain view at all times. Listen t their instructins and d exactly what they say. If yu are evacuating, carry nthing that culd be mistaken fr a weapn. Rescue teams will fllw shrtly after the first respnding fficers enter the building. They will attend t the injured and remve everyne safely frm the area. If the shter is utside yur building: Unless directed therwise, turn ff all the lights, clse and lck all windws and drs. If yu cannt lck the dr, try t blck the dr with desks and chairs. If yu can d s safely, get all ccupants n the flr and ut f the line f fire. If yu can d s safely, mve t the cre area f the building and remain there until the plice tell yu it is safe t leave. D nt respnd t cmmands until yu are certain they are issued by a plice fficer. 13

14 If the shter is inside yur building: If it is pssible t escape the area safely and avid danger, d s by the nearest exit r windw. Leave in the rm bks, backpacks, purses, etc. As yu exit the building, keep yur hands abve yur head and listen fr instructins that may be given by plice fficers. If an fficer pints a firearm at yu, make n mvement that may cause the fficer t mistake yur actins fr a threat. Try t stay calm. If yu get ut f the building and d nt see a plice fficer, attempt t call the plice by dialing 911 frm a cell phne r campus phne in anther building. Tell the dispatcher yur name and lcatin and fllw their instructins. If yu are unable t escape the building, mve ut f the hallway and int an ffice r classrm and try t lck the dr. If the dr will nt lck, try barricading the dr with desks and chairs. Lie n the flr and/r under a desk and remain silent. Wait fr the plice t cme and find yu. If the shter enters yur ffice r classrm: There is n set prcedure in this situatin. If pssible call 911 and talk with a plice dispatcher. If yu cannt speak, leave the phne line pen s the plice can hear what is ging n. Use cmmn sense. If yu are hiding and flight is impssible, attempts t negtiate with the suspect may be successful. Playing dead may als be a cnsideratin. Attempting t vercme the suspect with frce is a last resrt that shuld nly be cnsidered in the mst extreme circumstances. Only yu can decide if this is smething yu shuld d. Remember there may be mre than ne shter. If the shter exits yur area and yu are able t escape, leave the area immediately. D nt tuch anything in the area and remember t be alert fr respnding plice fficers wh may mistake yu as the shter. While escaping, as sn as yu see a plice fficer put yur hands ver yur head and immediately cmply with the fficers instructins. What else can yu d? Prepare a plan f actin fr an active shter in advance. Determine pssible escape rutes and knw where the nearest building exits are. 15 Hazardus Materials Prcedures If yu witness a hazardus material spill, evacuate the spill site and warn thers t stay away. Call 911 if yu believe the spill may be life threatening. If yu can determine that the spill is nt life threatening, fllw the prcedures utlined belw. If yu are a hazardus material user (user), yu shuld be trained by yur supervisr n prper use and strage f hazardus materials. This training shuld include hazard infrmatin, prper prcedures fr preventing spills, and emergency prcedures when a spill happens. If as a user yu spill a hazardus material r materials: Leave the area f the spill first and prceed t a safe lcatin nearby. Then assess if yu have the prper training and prtective gear t clean up the spill. If yu have been prperly trained and are able t clean up the spill, fllw prper cleanup prcedures and use prper persnal prtectin. Manage the generated waste as apprpriate. Cnsult yur supervisr if necessary. Islate the spill area t keep everyne away, and pst signs as necessary. If yu require assistance t clean up the spill: During nrmal business hurs (8 AM-5 PM, M-F), yu can call Envirnmental Health & Safety (EH&S) directly ( ). During ff-hurs, call the Heat Plant ( ), t explain the situatin. If yu suspect r witness a release f a hazardus material t the envirnment (air, water, grund) call University Plice. Utility Failure In the event f a majr utility failure, ntify Facilities Management at, Befre 8:00 AM and after 4:30 PM r n weekends and hlidays, ntify WSU Plice at Evacuate the building if the fire alarm sunds and/r upn ntificatin by the plice (see "General Evacuatin Prcedures" abve). A majr pwer utage may nt in itself be destructive, but a pssible resulting panic r fire culd endanger life and prperty. Panic can be partially avided by an immediate decisin n the need t cancel classes r meetings in prgress r t evacuate the building (see "Evacuatin Prcedures" abve). In labratry buildings, fume hds d nt perate during a pwer utage and mst labratries shuld nt be used until the ventilatin is prperly restred. (Fr mre infrmatin, refer t the Fact Sheet, "Pwer Failure".) Elevatr Failure If yu are trapped in an elevatr, use the emergency telephne t call fr assistance. Turn n the emergency alarm (lcated n the cntrl panel) t signal yur need fr help and t talk t emergency persnnel. 15

16 Flding/Plumbing Failure If flding ccurs (due t a plumbing failure r ther prblem): Cease using all electrical equipment. Ntify University Plice at If necessary, evacuate the building (see "General Evacuatin Prcedures" abve). Ntify Facilities Management at Gas Leak If yu smell natural gas: Cease all peratins immediately. D nt switch lights n r ff. Evacuate as sn as pssible (see "General Evacuatin Prcedures" abve) and ntify University Plice at 911. Ntify Facilities Management at Ventilatin Prblem If drs cme frm the ventilatin system: Immediately ntify Facilities Management at and Envirnmental Health & Safety (EH&S) at If necessary, cease all peratins and evacuate area (see "General Evacuatin Prcedures" abve). If smke is present, activate the fire alarm system by pulling the pull statin and call 911 frm a safe lcatin. Snw Clsure and Emergency Prcedures The WSU Davis Campus will adhere t the Weber State University snw clsure guidelines and prcedures. Decisins t clse will be made by 6:00 a.m. fr daytime classes and 2:00 p.m. fr evening classes; ntificatin will be made via Cde Purple and n the Website. 16

17 III. Emergency Preparedness Supplies Be prepared fr emergencies. Keep an emergency kit in yur wrk area that is easy t carry ut f the ffice t the Emergency Assembly Area (EAA) when evacuating the building. The fllwing supplies are recmmended fr yur persnal kit: Drinking water (1 galln a day; 3 days' supply recmmended and replace quarterly) Fd (keep airtight in pest-prf packaging and replace annually) Flashlight and extra batteries Utility knife Persnal first aid kit with any special persnal needs included Sturdy, cmfrtable shes and clean scks Space blanket (a standard blanket is kay if space and weight permit) Light sticks Heavy duty wrk glves Cash (sme in quarters) Sanitatin needs (such as tissue paper, small bttle f bleach, plastic bags, plastic bucket) Custmized items such as prescriptin glasses r cntacts, medicine, etc. Duct tape and/r barrier tape Large sheets f paper, markers, pens and pencils Whistle Campus and area maps A cpy f the building rster Building ntificatin rster Training and Dcumentatin Training is an integral part f the safety prgram fr yur building and it is the respnsibility f each department t ensure all their emplyees are trained n the Building Emergency Plan fr the building(s) they ccupy. It is the respnsibility f the ccupant t becme familiar with the Building Emergency Plan, t knw evacuatin rutes and assembly areas, and t attend training(s) given by their department. As a supplement t the training, the Building Crdinatr psts infrmatin in the building t ensure all ccupants and guests can safely exit during an emergency. All department emplyees shuld get annual refresher training n the cntents f the Building Emergency Plan fr buildings they wrk in. Other trainings recmmended fr building ccupants are Campus Emergency Respnse Team (CERT), CPR, first aid, and fire extinguisher training. Fr infrmatin call the Emergency Manager at The department can request fire extinguisher training frm the Fire Marshal at Drills Building evacuatin drills shuld be tested annually. Residence halls are required t have a drill every semester. If yur building needs t have a drill, the Building Safety Crdinatr is respnsible fr 17

18 cnducting the drill and dcumenting it. The campus Fire Marshal and Emergency Manager can help yu in yur planning. Call , fr mre infrmatin. Securing Building Cntents Experts claim that mre than 90 percent f earthquake-related injuries d nt cme frm cllapsing buildings but frm bjects inside the building which fall n peple (r frm windws shattering and causing laceratins). Als, these bjects will be damaged themselves, leading t expensive replacement csts after the quake. Therefre, it is in yur best interest t spend a little effrt nw t prevent this frm happening. Yu will need t physically secure shelves, cmputers, wall hangings, equipment, etc. Yu may want t cnduct yur wn inspectin f yur wrk area. Cnsider yur ptins and the risks f injuring yurself and thers in an evacuatin attempt. D nt make an emergency situatin wrse. Evacuatin is difficult and uncmfrtable fr bth the rescuers and the peple being assisted. Sme peple have cnditins that can be aggravated r triggered if they are mved incrrectly. Remember that envirnmental cnditins (smke, debris, lss f electricity) will cmplicate evacuatin effrts. The fllwing guidelines are general and may nt apply in every circumstance. Occupants shuld be invited t vlunteer ahead f time t assist disabled peple in an emergency. If a vlunteer is nt available, designate smene t assist wh is willing t accept the respnsibility. Tw r mre trained vlunteers, if available, shuld cnduct the evacuatin. DO NOT evacuate disabled peple in their wheelchairs if yu are nt n the grund flr. This is standard practice t ensure the safety f disabled peple and vlunteers. Wheelchairs will be evacuated later if pssible. Special evacuatin chairs are available in Prmntry Twer and in the Student Services Center in the Services fr Students with Disabilities Office. Always ASK disabled peple hw yu can help BEFORE attempting any rescue technique r giving assistance. Ask hw they can best be assisted r mved, and if there are any special cnsideratins r items that need t cme with them. Befre attempting an evacuatin, vlunteers and the peple being assisted shuld discuss hw any lifting will be dne and where they are ging. Prper lifting techniques (e.g. bending the knees, keeping the back straight, hlding the persn clse befre lifting, and using leg muscles t lift) shuld be used t avid injury t rescuers' backs. Ask permissin f the evacuee if an evacuatin chair r similar device is being cnsidered as an aid in an evacuatin. When using such devices, make sure the persn is secured prperly. Be careful n stairs and rest at landings if necessary. Certain lifts may need t be mdified depending n the persn's disabilities. 21

Fr example, if yu use a wheelchair and cannt duck and cver under a table: Prtect yur head as much as pssible.
