3 Executive Summary The Eastern Kentucky University Emergency Actin Plan (EAP) is designed t prvide basic infrmatin s that the reader can be better prepared in the event f an emergency r critical incident. The EAP is based upn the Internatinal Assciatin f Campus Law Enfrcement Administratrs (IACLEA) mdel, which is rted in the Natinal Incident Management System (NIMS). The EAP is nt designed t give definitive answers fr every type f emergency. Each incident is unique and cnstantly evlving. Only thse invlved in the incident can make decisins that they believe are crrect t ensure their wn safety. The EAP prvides resurce material s that infrmed decisins can be made. This summary cannt prvide detailed infrmatin abut every type f incident. Fr mre detailed infrmatin, please cnsult the apprpriate sectin f the Emergency Actin Plan. In rder t ensure yur safety, please fllw the basic steps listed belw. Fires/Fire Alarms Evacuate the building immediately and d nt return until authrized by emergency respnders. Always knw at least tw evacuatin rutes in case the primary evacuatin rute is blcked. D nt use elevatrs. Severe Weather G t the interir f the lwest level f the structure away frm windws, drs, and exterir walls. Remain there until the severe weather has passed. Medical Emergencies Check t ensure yu are safe, check the victim, call 911 fr assistance, and render aid as necessary and apprpriate t yur training. Crime and Vilent Behavir Prtect yurself as best yu can and cntact plice as quickly as pssible. Hstile Intruder Includes a physically aggressive persn, hstage taker, r an active shter. Stay as calm as pssible, avid drastic actins that culd escalate the situatin, and d what is necessary t prtect yurself. This culd include running away, hiding, playing alng, playing incapacitated, r fighting (if abslutely necessary). Bmb Threats Leave the threatened area immediately and ntify respnders f any suspicius items yu ntice. Be aware f the ptential fr a secnd threat in the evacuatin area. Hazardus Material Release r Spills Evacuate the spill area immediately and attempt t secure the area. Attempt t islate thse wh have been expsed. Call 911 immediately and prvide as much infrmatin abut the incident as pssible. Seasnal r Pandemic Flu T avid spreading germs, always cver yur cughs and sneezes. Wash hands r use sanitizer regularly. If yu are sick, d nt cme t wrk r class. Get a yearly flu vaccinatin. Being prepared is the mst imprtant step that anyne can take t minimize their risks during an emergency. Advanced planning can save time when making decisins abut what actin t take during a critical incident. N dcument r persn can prvide cncrete answers abut a given situatin. Individuals are respnsible fr their wn safety and t prepare themselves fr emergencies. The infrmatin prvided in the Emergency Actin Plan is designed t prvide the resurces fr infrmed decisin making. 5 Eastern Kentucky University Emergency Actin Plan Table f Cntents The Eastern Kentucky University (EKU) Emergency Actin Plan (EAP) is the base layer f the University s Emergency Management Prgram. This functin is crdinated thrugh the Divisin f Public Safety and it is a cllabrative effrt between the Plice Department, Emergency Management, Envirnmental Health and Safety, Risk Management and Insurance, 911, and the rest f the University Cmmunity. The EAP is meant t prvide all members f the cmmunity with imprtant infrmatin that is relevant bth at wrk and at hme n varius emergencies that may ccur. 7 YOUR EMERGENCY ACTION PLAN As a member f the University Cmmunity, yu shuld be familiar with the University Emergency Actin Plan. This manual describes the prcedures t fllw in a variety f emergencies. As a building ccupant, yu need t be familiar with yur specific Building Emergency Actin Plan. Read it carefully. If yu have any questins, cnsult yur Department Safety Crdinatr r Building Safety Team member (See the Term Definitins in Appendix A fr an explanatin f these psitins). 9 EMERGENCY NOTIFICATION SYSTEMS Eastern Kentucky University has implemented a multi-mdal emergency ntificatin system t infrm the cmmunity abut incidents and emergencies affecting campus. Realizing that message redundancy is a necessity, Eastern Kentucky University has seven primary ntificatin systems available fr the cmmunity. Any ne, r a cmbinatin, f the alert methds listed belw may be used depending n the nature and severity f the event. The primary message creatr and/r sender is a Public Safety Team Member. A Public Safety Team Member is any ne f the fllwing psitins: Telecmmunicatr, Plice Supervisr (i.e. Lieutenant / Sergeant), Cmpliance & Telecm Manager, Emergency Manager, Chief f Plice, and/r Executive Directr f Public Safety. Each psitin has the authrity t create and/r send Emergency Ntificatins and/r Timely Warnings. Each psitin serves as a back up t the ther psitins. The message creatr and/r sender is the mst available team member with the mst current and relevant knwledge abut the situatin. Alert methds t be used are determined by the message creatr/sender based n the nature and severity f the event. Alert methds have been pre-determined fr varius events, hwever, methds may be altered as deemed apprpriate by the message creatr/sender. The Reginal Campus Directrs, and certain ther administratrs are authrized and respnsible fr creating and sending Emergency Ntificatins and/r Timely Warnings specific t their campuses. New technlgies and ther Emergency Ntificatin Systems are peridically explred and evaluated. This sectin is subject t change as technlgy changes. Systems Include: Siren/Public Address System - Audible sirens and annuncements can be bradcast ver fur ludspeakers strategically placed n campus. This system can be activated by the EKU Divisin f Public Safety as well as the Madisn Cunty Emergency Management Agency fr weather and cmmunity emergency ntificatins. Text Messaging - An pt-in ntificatin where a text message can be received n yur mbile phne. EKU des nt charge fr this service; hwever, yur carrier may have standard text messaging charges. Vice Messaging - An pt-in ntificatin where a vice message can be received n yur mbile r hme phne. (Imprtant: Students shuld re-enrll their mbile phne numbers at the beginning f each semester) Messaging - This ntificatin prvides an message abut an event. Current students, faculty, and staff are autmatically registered t receive ntificatins n their EKU accunt and cannt pt-ut f this type f ntificatin. Yu can pt-in t receive s n ther accunts. Cmmunity members are encuraged t check their , frequently thrughut the day, t be sure they see any message sent by this alert methd. RSS Feeds - A message can be psted n the Emergency Management, Plice Department, r University web pages. Netwrk Messaging - A visual ntificatin can be made acrss cmputers cnnected t the EKU netwrk. This requires a prgram t be installed n yur cmputer that mnitrs the server. When an alert is sent ut, a pp-up bx appears n yur screen. N persnal infrmatin is gathered r transmitted with the use f this alerting system. Scial Media - EKU can use Twitter and Facebk t send ntificatins t the cmmunity. These scial systems require the user t check t receive any messages psted. n Twitter and LIKE EKU Emergency Management n Facebk. T Register: Current Students, Faculty, and Staff: Lg n t EKU Direct ( with yur EKU ID and PIN. Under the Main Menu, click the Rave Mbile Safety - Emergency Ntificatins link. Register t receive text, vice, and/r messaging. *Nte: messages are autmatically sent t all current EKU addresses and yu cannt pt-ut f receiving messages n yur EKU accunt. T receive text and vice messages yu must pt-in by entering yur telephne number(s). 10 EMERGENCY PROCEDURES Immediate Emergency Actin Calling fr Help and Ntificatins EMERGENCY ACTION In a Life-Threatening Emergency - Dial 911 Frm a Campus r Public Telephne r use an Emergency Call Bx. Dial 911 frm yur cell phne (Off Campus) and Dial r frm yur cell phne (On Campus). Prgram these numbers int the speed dial functin f yur cell phne. 1. Prtect Yurself First Create and Manage Distance and Shielding frm Threats Generally, the farther yu mve away frm a threat, and the mre slid and stable bjects that yu psitin between yu and a threat, the safer yu are frm that threat. 2. Call 911 r r Give yur name, lcatin, and phne number. Describe the nature f the incident and its lcatin. Describe any injuries, weapns, hazards, devices, and prperty invlved. Describe the peple invlved, where they are, and where they went. Stay n the line with the Dispatcher until help arrives. Keep the Dispatcher updated n any changes s respnding units can be updated. Even if yu cannt cmmunicate, keep the line pen. The Dispatcher may be able t learn mre abut what is happening. (Nte) Dialing 911 frm an n campus (land line r crded) telephne, using an emergency call bx, r dialing r frm a cellular phne will cnnect yu t the EKU Public Safety Dispatch Center. The fire alarm is capable f being perceived abve ambient nise r light levels by persns in the affected prtins f the building. The alarm is distinctive and recgnizable as a signal t evacuate the area r t perfrm actins designated under the emergency actin plan. If yu hear any ther alarm that yu d nt recgnize, use cautin, prtect yurself, cntact EKU Public Safety at 911 r , and reprt the alarm. Evacuatin Plan Upn being alerted t an emergency requiring evacuatin, all ccupants shuld immediately leave their area, clsing the drs behind them, and prceed t the nearest exit r exit stairway. Occupants shuld exit and/r ascend/descend the stairs and exit in an rderly manner. Upn exiting the building, all ccupants shuld gather in the Emergency Assembly Area. The Emergency Assembly Area lcatin is the grass area t the east f the Clubhuse, by the Mail Center. This plan was and can be further develped with input frm the staff f EKU Public Safety, taking int accunt specific building and ccupant needs. EKU Public Safety can be reached at Sheltering In Place Because sheltering in place may be the prtective actin recmmendatin fr several emergencies with differing risks, and because smetimes the initial recmmendatin is t shelter in place fllwed by relcatin, there is n single set f shelter in place prcedures. Based n the type f emergency, such as Trnad, Hstile Intruder, r Hazardus Material Release Outside, yu shuld cnsult each relevant sectin fr guidance. Emergencies change as they prgress. The questins t ask yurself are: Am I safer inside r utside? Where am I safest inside? Where am I safest utside? Disabilities With regard t persns requiring assistance in evacuatin f Grand Campus Clubhuse: The Grand Campus Clubhuse has 4 exits. All exits are at grade and are accessible fr individuals with mbility impairment. There is an exit n the nrth side f the building (main entrance t the clubhuse). The secnd exit is lcated n the east end f the building near the sutheast crner. The third exit is lcated n the suth side f the building. The final exit is lcated at the suthwest crner f the building. If smene with mbility impairment cannt exit, they may take refuge in a rm. 12

13 With regard t persns requiring assistance in evacuatin f Grand Campus Building 1: Grand Campus Building 1 has fur exit stairways. The west stairway n the nrth end f the building serves the first thrugh furth flrs. Each apartment has an exit that empties t the west breezeway, which then leads t the stairways n either end. The east stairway n the nrth end f the building serves the first thrugh furth flrs. Each apartment has an exit that empties t the east breezeway, which then leads t the stairways n either end. The west stairway n the suth end f the building serves the first thrugh furth flrs. Each apartment has an exit that empties t the west breezeway, which then leads t the stairways n either end. The east stairway n the suth end f the building serves the first thrugh furth flrs. Each apartment has an exit that empties t the east breezeway, which then leads t the stairways n either end. The west and east breezeways, n the first flr, exit at grade and are accessible fr individuals with mbility impairment. If smene with mbility impairment cannt exit, r if they cannt climb r descend the stairs, they may take refuge in a rm. With regard t persns requiring assistance in evacuatin f Grand Campus Building 2: Grand Campus Building 2 has fur exit stairways. The nrth stairway n the west end f the building serves the first thrugh furth flrs. Each apartment has an exit that empties t the nrth breezeway, which then leads t the stairways n either end. The nrth stairway n the east end f the building serves the first thrugh furth flrs. Each apartment has an exit that empties t the nrth breezeway, which then leads t the stairways n either end. The suth stairway n the west end f the building serves the first thrugh furth flrs. Each apartment has an exit that empties t the suth breezeway, which then leads t the stairways n either end. The suth stairway n the east end f the building serves the first thrugh furth flrs. Each apartment has an exit that empties t the suth breezeway, which then leads t the stairways n either end. The nrth and suth breezeways, n the first flr, exit at grade, n the east end f the building, and are accessible fr individuals with mbility impairment. If smene with mbility impairment cannt exit, r if they cannt climb r descend the stairs, they may take refuge in a rm. Yur safety is very imprtant t EKU. Maintaining yur safety is a jint respnsibility, between yu, the University, and emergency respnse agencies. The persn mst respnsible fr yur safety is yu. Here is sme imprtant advice s that yu can take respnsibility fr yur wn persnal safety and make infrmed decisins abut actins yu can take in an emergency. Generally, during an emergency, where evacuatin is the prtective actin recmmendatin, like a fire r fire alarm, everyne shuld evacuate. If smene cannt evacuate, fr any reasn, they shuld take refuge in a safe place, like an enclsed stairwell r in a rm. Any individual in need f rescue must call 911 (frm a campus phne) r r (frm a cell phne) and reprt their lcatin t emergency respnders. The individual shuld ask smene, wh is evacuating, t relay their lcatin and their need fr assistance t the emergency respnders. Individuals with hearing lss can call Public Safety via TDD at and/r text message smene wh can infrm authrities. Wherever and whenever pssible, an individual with special needs, that might require assistance, shuld identify a trustwrthy individual t assist them as much as is reasnable in an emergency. This principle shuld be thught f as a buddy system. It is recmmended that individuals with disabilities r ther special needs btain a cell phne fr use in emergencies. It is als recmmended that a flashlight and light clred clth be kept handy. The clth can be fastened t the utside clsure f a refuge area r they can wave a flashlight r light clred clth frm a windw t let the Fire/Rescue Department knw where they are lcated. Help will take time t arrive because respnders must assess the situatin, make the area safe, and have resurces available t cnduct rescue peratins. If there is n life threatening emergency, the Fire/Rescue Department will nt attempt t cme t yur specific lcatin. Mre infrmatin abut disability preparedness can be fund at: and 13

14 Grand Campus Clubhuse Evacuatin Prcedures These prcedures represent best practices and are included here fr reference. These prcedures may be in effect during regular business hurs if there are sufficient faculty and staff members present and available t implement them. Individuals shuld determine their best curse f actin based upn the infrmatin presented in this Emergency Actin Plan. When Alerted t an Emergency Requiring Evacuatin - Evacuate. Prir t Evacuatin: Cmmunicatin shuld be accmplished in persn, thrugh telecmmunicatins, r thrugh the use f runners. A high visibility vest and/r ther apprpriate equipment/materials may be lcated in the clubhuse ffice. The Facility Leader, their Alternate, r their designee (Resident Assistant) may bring ut this equipment. The Building Safety Team shuld gather t await assignments in the EAA (Grass Area by Mail Center East f Clubhuse). The Facility Leader, their Alternate, r their designee shuld make assignments as needed. A Facility Occupant shuld Call 911 t Reprt the Emergency. During the Evacuatin: When an alert is made, everyne must evacuate. Staff members that have been issued emergency equipment shuld take that equipment with them prir t exiting the area. If staff members are knwn t be ut f the area, their equipment shuld be gathered up and taken utside during the evacuatin. The Facility Leader, their Alternate, r their designee may bring ut the high visibility vest and/r ther equipment/materials. On the way ut, check n thers wh might have disabilities r ther special needs. Help them as much as is reasnable and safe. Once utside f the building, everyne shuld reprt t the EAA (Grass Area by Mail Center East f Clubhuse). A Primary Event Manager may be established and they may put n the vest. The remaining staff shuld be assigned an area entrance/exit t mnitr. The Facility has 4 Exit Areas: ( ) Main Entrance/Exit n the Nrth Side, ( ) Dr n the West Side, ( ) Drs n the East Side, and ( ) Dr n the Suth Side f the Building. Entrances/Exits shuld be cvered as well as pssible given the staff present at the time. Staff assigned t an area entrance shuld attempt t: Keep peple at a safe distance frm the area. Keep thers frm entering the area prir t the all clear. Mnitr the status f the event. Fire: Generally, when a building fire alarm sunds, Kentucky law mandates that everyne must evacuate the building. Clse yur dr as yu leave. If pssible, knw at least tw escape rutes frm wherever yu are. If smke r flame is detected, and n alarm is sunding, alert thers as yu exit. During the evacuatin, g t the nearest exit r exit stairwell. D nt use the elevatr, if there is ne. If smke is present, keep lw t the flr. Once utside, mve away frm the area. When Evacuatin is Nt Pssible: In a fire r fire alarm situatin, always check drs t see if they are ht r warm t the tuch befre yu pen them. If heat r smke prevents yu frm evacuating, return t yur rm and use twels r ther clth items t seal arund the dr. Hang a white bject in the windw and reclse the windw (if it pens) as much as pssible. D nt repen yur windw (if it pens) unless frced t d s by smke. After yu have sealed yur dr, immediately call 911 and advise emergency respnders f yur lcatin and situatin. Wait fr help t arrive. Pst Incident: At the cmpletin f the incident, the Fire/Rescue Department [r ther apprpriate Emergency Official(s)] shuld release the building t the Facility Leadership. The facility shuld be prnunced all clear, r clear with cnditins fr re-ccupancy. The Facility Leadership shuld then cmmunicate the all clear r the clear with cnditins t the area entrance mnitrs in persn, via cmmunicatins equipment, r by the use f a runner. On the way in, staff members shuld check n thers wh might have disabilities r ther special needs and assist them as much as is reasnable and safe. Once ntified f an active shter incident, University Plice will be the first emergency respnders n the scene. Other law enfrcement fficers and emergency respnders (Fire/Rescue/HAZMAT/EMS) will fllw and be deplyed as needed. Plice are trained t respnd t an active shting incident by prceeding t the rigin f the vilence thrugh their present sense perceptin such as the sunds f gunfire, the screams f victims, infrmatin btained frm fleeing individuals and reprts and infrmatin cming in t the Dispatch Center r Incident Cmmand Pst. Yu may find yurself in a place where yu becme aware f an active shter situatin and the killer is nt in yur immediate vicinity. If this is the case, there are a few additinal reasnable ptins t cnsider. Generally speaking, criminals take the path f least resistance. Yu prbably want t make it as difficult as pssible fr the perpetratr t get t yu and t victimize yu. There are several ptins that are reasnable althugh they may all be debated and they all invlve risk. Overall, what yu must cnsider is that yu are planning fr yur wn survival and nt relying n thers t save yu. The farther away in time yu get frm when an event was suppsed t have happened r did happen, the safer yu tend t be. The farther away yu get frm the physical danger f an event, the safer yu tend t be. The mre shielding that yu can place between yu and the harmful event, the safer yu tend t be. There are als the cncepts f cncealment, cver, and being a mving target. Cncealment can hide yu frm a threat. If the shter cannt see yu, they will have a hard time hitting yu. Cver can stp, deflect r impede the prgress and minimize the damage caused frm prjectiles. A classic example f this cncept is in plice wrk. Getting dwn behind the dr f a plice cruiser can prvide cncealment frm a perpetratr with a handgun but it will nt stp a bullet. Getting dwn behind the engine blck f a plice cruiser hwever can prvide cver and the engine wuld likely stp r slw dwn the bullet. Finally, if yu are being targeted by an assailant, it is significantly harder fr them t hit a mving target. A gd tactic wuld be t mve away frm the perpetratr as fast as pssible. Mve at angles away frm the shter. Try t put bjects r cver between yu and the shter, which may impede the prgress f bullets, shrapnel and debris. Bear in mind thugh, that if yu run away and tpple bkshelves n the way ut, thers might be trying t run ut after yu and they will have t scramble ut ver tp f what yu pulled dwn. D nt run in a straight line away frm a shter which wuld cause yu t be in their sights fr a lng perid f time. These buildings have been mdified t prvide Enhanced Shelter In Place (ESIP) prtectin fr persnnel in the event f a hazardus chemical release at the nearby Blue Grass Army Dept. The ESIP prtectin system cnsists f permanent architectural sealing measures, mdificatins t the HVAC systems, and installatin f an ESIP cntrl panel (See Panel Lcatins page fr Panel Lcatins). The Majr System Cmpnents: Cntrl Panel Dampers Perimeter Drs HVAC System Activatin f the cntrl panel will: shut dwn the heating, ventilatin, and air-cnditining system and clse designated mechanical islatin dampers. Clsure f the exterir perimeter drs and windws will seal the prtected area, reduce utside air infiltratin, and prvide a level f prtectin fr the persnnel inside until the hazardus release has been cleared. These drugs must be prescribed by a health care prvider. Smetimes, a new type f flu virus may emerge t which the general public has n resistance. The lack f immunity enables the virus t spread quickly and easily frm persn t persn impacting cmmunities arund the wrld in a very shrt time, causing serius illness and death. This kind f flu is called pandemic flu. Research suggests that it may take tw t seven days t shw symptms when a persn catches the flu, and the symptms may last fr up t a week. A persn infected with the flu may transmit the flu fr ne t tw days befre they have symptms, and fr five t seven days after symptms begin. Pandemic flu is mre serius than seasnal flu. Keeneland Drive Richmnd, KY The Chemical Stckpile Emergency Preparedness Prgram (CSEPP) is a jint venture between the United States Army and the Federal Emergency Management Agency (FEMA) t assist state and lcal gvernments t imprve emergency planning and preparedness in cmmunities near chemical weapns strage sites in the United States. Even thugh an accidental chemical agent release is highly unlikely, this planning prcess is imprtant because it requires crdinatin f lcal military and civilian effrts and ensures that decisins will be made and carried ut effectively in a crisis. The tw remaining stckpiles are secured at the Blue Grass, KY. and Puebl, CO., U.S. Army installatins. Each cmmunity prvides its residents imprtant emergency preparedness infrmatin. The chemical stckpiles at the Edgewd Area f Aberdeen Prving Grund in Maryland, the Pine Bluff Aresnal in Arkansas and the Newprt Chemical Dept in Indiana were cmpletely destryed. In 2000, a stckpile n Jhnstn Atll, an island in the Pacific Ocean, was als cmpletely destryed. 95

96 Adviser Alert Radis (AARs) Beginning in the spring f 2011, Adviser Alert Radis (AARs) were sent ut t eligible addresses within Madisn Cunty. These radis replaced the riginal Tne Alert Radis (TARs) distributed in Madisn Cunty in the mid-1990s. The AARs have a lnger battery life, text display, AM/FM radi capabilities, and additinal user-friendly features. This upgrade als extended the cverage area within the cunty. Previusly, TARs were distributed t a 6.2 mile radius frm the chemical limited area at the Blue Grass Army Dept. Nw, AARs are distributed t a 9.2 mile radius as well as t residents within the city limits f Berea. Madisn Cunty EMA/CSEPP recmmends residents utside this area purchase a weather radi at a lcal retailer. All special ppulatin facilities received an AAR, n matter what their lcatin in the cunty. Special ppulatin facilities include schls, daycares, lng-term care facilities and hspitals. Old TARs are n lnger peratinal, s there is n need t keep an ld TAR, but they d nt belng in the garbage they will be prperly recycled by Madisn Cunty EMA/CSEPP. WEKY 1340 AM WEKU 88.9 FM WCBR 1110 AM WLFX FM WCYO FM WIRV 1550 AM Time Warner Cable Ninety (90) sirens are lcated thrughut Madisn Cunty. The sirens are strategically placed in mre heavily ppulated areas f the cunty, including Richmnd, the Eastern Kentucky University campus, Berea, Frt Bnesbrugh, White Hall, Kingstn, Unin City, and Kirksville. The siren system has three (3) different wails r tnes. Different tnes are used fr different types f emergencies. Each tne lasts fr frty-five (45) secnds, and is fllwed by a fifteen (15) secnd vice message. The steady wail is the severe weather tne. It is a cntinuus frty-five (45) secnd screech that sunds like a cnventinal siren. A vice message will either state that the Natinal Weather Service has issued a severe weather warning, instructing listeners t tune t lcal radi and televisin statins, r it will state the type f warning (thunderstrm r trnad) and instruct listeners t seek shelter immediately. The alternate steady wail is the chemical incident tne. It is a series f tw high-pitched beeping sunds. The beep last fr frty-five (45) secnds, and are fllwed by a message that tells residents an incident has ccurred, and t listen t lcal EAS radi statins. Westminster Chimes is the testing wail. Tests are cnducted n the first Saturday and the third Wednesday f every mnth at 12:20 in the afternn. 97

98 SHELTER IN PLACE What is Sheltering in Place? "Shelter in Place" is ne f the basic instructins yu may receive frm EMA fficials during a chemical emergency in Madisn Cunty. Sheltering in place during a chemical emergency ffers yu and yur family immediate prtectin fr a shrt time in yur hme. Here and all acrss the natin, emergency fficials may advise sheltering in place in any ne f these cnditins: A chemical leak is expected t last fr a shrt time, A chemical has a lw health hazard and its release des nt warrant an evacuatin, There is nt time t evacuate, Chemical fumes culd quickly vertake yu if yu are utside. If yu are tld t shelter in place, take yur children and pets indrs immediately. In the event f a chemical emergency at the Blue Grass Army Dept, peple in Kentucky wh are within 6.2 miles f the Dept wuld be advised t shelter in place. This area is called the Immediate Respnse Zne (IRZ). Peple utside these areas, may nt need t shelter in place, but this wuld be determined n a case by case basis. BEFORE A CHEMICAL EMERGENCY A chemical emergency may ccur anywhere hazardus materials are manufactured, stred r transprted. Chemical plants are bvius surces f ptential accidents. Less bvius are highways, railways and strage cntainers at places such as swimming pls (chlrine). Study yur surrundings fr fixed and mbile surces f hazardus materials. Find ut hw yu wuld be alerted in the event f a chemical emergency. Learn abut the public warning systems where yu live and wrk. These systems will be tested n a regular schedule. Learn when the tests are cnducted. Keep yur shelter-in-place kit in an easily accessible place. The kit shuld cntain duct tape fr sealing cracks arund drs and windws; plastic t cver windws and the dr; scissrs and a battery perated AM/FM radi. Yu may als want t add these items: a flashlight with fresh batteries; bttled water; tys fr yung children; candles; matches; first aid kit; medicine and ther items essential fr yur family's cmfrt. Fr mre infrmatin call the Madisn Cunty EMA at (859) Fr a place t shelter, select a rm in yur hme r business that has few r n windws. The rm shuld have a telephne, althugh yu shuld use it nly fr emergency calls. If yu use it therwise, yu may be taking up a line needed by emergency respnse fficials. Measure the windw(s) and dr and cut pieces f plastic t fit them. Hint: Cut the plastic at least 6 inches wider than the actual size. This makes it easier t put the plastic up if needed. Use a marker t write n the individual sheets and where they g. Fld and place back in yur shelter in place kit. Ensure everyne in yur family knws where they kit is stred. Check the kit every six mnths t make sure all the supplies are still there and that they are fresh. Lcal radi and televisin statins usually carry emergency bradcasts.
