1 Emergency Respnse and Evacuatin Prcedures Exercise September 21, 2016 Annual Emergency Respnse and Evacuatin Prcedures Exercise On September 21, 2016, Eastern Kentucky University participated in a cmmunity-wide exercise t evaluate emergency respnse and evacuatin prcedures. This event was cnducted by the Madisn Cunty Emergency Management Agency (EMA) / Chemical Stckpile Emergency Preparedness Prgram (CSEPP) and was evaluated by the Federal Emergency Management Agency (FEMA). In additin t Madisn Cunty EMA/CSEPP and Eastern Kentucky University, participants typically include, but are nt limited t, members f the Richmnd Plice Department, Richmnd Fire/Rescue Department, Madisn Cunty Sheriff s Office, Madisn Cunty Fire Department, Madisn Cunty Emergency Medical Services, Madisn Cunty Crner s Office, Madisn Cunty Health Department, Madisn Cunty Schls, Madisn Cunty Rescue Squad, Baptist Health Medical Center, St. Jseph s Berea Hspital, Berea Plice Department, Berea Fire Department, and Kentucky State Plice. Backgrund Infrmatin (Chemical Stckpile Emergency Preparedness Prgram) The Chemical Stckpile Emergency Preparedness Prgram (CSEPP) is a jint venture between the United States Army and the Federal Emergency Management Agency (FEMA) t assist state and lcal gvernments t imprve emergency planning and preparedness in cmmunities near chemical weapns strage sites. The Blue Grass Army Dept, in Madisn Cunty Kentucky, stres apprximately 2% f the natin s riginal chemical weapns stckpile. The types f chemical agent stred there include nerve agent GB (Sarin), nerve agent VX, and blister agent Mustard. A chemical weapns destructin facility has been cnstructed and chemical demilitarizatin is estimated t begin in Destructin f the chemical stckpile is expected t be cmplete in As with ther FEMA emergency preparedness prgrams, CSEPP is administered thrugh the states. FEMA distributes funds t the states under cperative agreements based n an annual wrk plan negtiated between the states and FEMA reginal ffices. CSEPP cmmunities have been recgnized natinally fr their abilities t respnd t emergencies f all kinds. Since its inceptin, CSEPP has becme a leader in prviding cmmunity educatin and emergency preparedness resurces. CSEPP has prvided funding and technical assistance t: Imprve public warning capabilities Build and upgrade state-f-the-art emergency peratins centers Train emergency managers and first respnders Hld functinal exercises t imprve readiness Increase public knwledge and understanding f prtective actins Study emergency respnse ptins t determine the best way t prtect cmmunities Train dctrs and nurses t treat victims f chemical agent expsure Page 1 f 16

2 Emergency Respnse and Evacuatin Prcedures Exercise September 21, 2016 Eastern Kentucky University and CSEPP Madisn Cunty is divided int znes, s that prtective actin recmmendatins and decisins can be made in the specific areas affected by a chemical incident at the Blue Grass Army Dept. Eastern Kentucky University is primarily lcated within tw znes. Richmnd Campus nrth f the EKU By-Pass is lcated in Zne 2E and Richmnd Campus suth f the EKU By-Pass is lcated in Zne 2D. Other EKU facilities in Madisn Cunty include Meadwbrk Farms lcated in Zne 1C and Central Kentucky Reginal Airprt lcated in Zne 3D. In the event f a chemical release, mdeling sftware is used t determine the path f the release. Any znes that are affected in the mdel are recmmended t shelter-in-place until the chemical agents have dissipated. The affected areas might then relcated (evacuated) accrding t set prtcls, r, if necessary, ad hc decisin making by Madisn Cunty EMA/CSEPP. The CSEPP prgram has mdified certain campus buildings t be used as Enhanced Shelter-In- Place (ESIP) buildings. These buildings have had sensrs placed n the drs as well as an autmated system that shuts dwn the HVAC system and clses all the dampers in the building. Fur utdr siren speakers are cnnected t the Madisn Cunty Outdr Siren System t be used fr weather related incidents, as well as chemical incidents. The siren signal used t warn the cmmunity abut severe weather is a steady, high, wail. The siren signal used t warn the cmmunity abut a chemical release is an alternating, high, lw, wail. And the siren signal used t test the sirens is called the Westminster chimes. Sirens are tested twice each mnth, n the first Saturday at 12:20 pm and the third Wednesday at 12:20 pm. CSEPP has als prvided Advisr Alert Radis (AARs) that have been distributed acrss campus. If the AARs becme inperative fr any reasn, cmmunity members are encuraged t cntact the Madisn Cunty EMA at r the EKU Divisin f Public Safety at t reprt the prblem and request repair r replacement. Emergency infrmatin prvided frm Madisn Cunty EMA/CSEPP is als relayed acrss the Rave Emergency Ntificatin System, utilized by Eastern Kentucky University, as its primary Emergency Ntificatin System. If a mass ntificatin is made, abut a cmmunity-wide hazardus materials incident, thrugh the Advisr Alert Radis (vice message), the Outdr Siren System (alternating, high, lw, wail), and/r the EKU Emergency Ntificatin System alert methds, the Richmnd Campus autmatic, default, Prtective Actin Decisin (PAD) is t Shelter-In-Place (SIP) inside ne f the Enhanced Shelter-In-Place (ESIP) lcatins and the Cllective Prtectin Systems (CPS) shuld be activated by the building ccupants as utlined abve. Individuals at Meadwbrk Farm and Central KY Reginal Airprt shuld shelter-in-place using SIP Kits. Updated infrmatin will be prvided as the situatin changes. Cmmunity Exercise On September 21, 2016 at abut 8:40 am, the Blue Grass Army Dept ntified the Madisn Cunty Emergency Management Agency f a simulated cmmunity emergency invlving a release f blister agent within the Chemical Limited Area f the Dept. The initial prjectins frm the mdeling sftware shwed that Zne 1A wuld be affected. This zne des nt cntain EKU facilities, but the senir University Leadership Team (Crisis Management Team), as well as Mdel Labratry Schl, and Burrier Child Develpment Center, participated in the exercise, in a limited capacity, t demnstrate, discuss, and simulate, decisin making and implementatin f emergency respnse and evacuatin prcedures. This simulated emergency grew t include Zne 1D as well. Page 11 f 16

12 Emergency Respnse and Evacuatin Prcedures Exercise September 21, 2016 Madisn Cunty EMA activated their Emergency Operatins Center and sent ntificatin t the cmmunity abut the event at 8:40 am. The prtective actin recmmendatin and decisin was fr peple t shelter-in-place in the affected znes. Upn receiving the alerts and ntificatins, Eastern Kentucky University activated their Incident Cmmand Center and sent a liaisn t the Madisn Cunty Emergency Operatins Center t assist with the incident. At apprximately 8:44, 8:45, 9:10, and 9:43 am, EKU sent ntificatins thrugh the Rave Mbile Safety system t infrm the campus cmmunity abut the simulated event. Althugh the Richmnd Campus znes were nt affected, shelter-in-place was implemented (demnstrated at Mdel and Burrier and simulated elsewhere) at ur prperties, as an autmatic default prtective actin decisin in accrdance with the EKU Chemical Release Respnse Manual _training.pdf EKU takes the same initial prtective actins in EKU Madisn Cunty facilities as per ur prtcl, because, in rder t prtect lives and maintain EKU cntinuity f peratins, EKU Madisn Cunty facilities, regardless f zne lcatin, are initially instructed t fllw the same prtective actin decisin. EKU students, faculty, staff, and visitrs travel freely between Znes 2E, 2D, 1C, and 3D, and there are n physical barriers between the znes r the facilities in Madisn Cunty and n the Richmnd Campus. The University Leadership decided (simulated) t cancel classes and utdr activities fr the Richmnd Campus. Update ntificatins were sent (simulated) via Rave, fr the cmmunity, t keep citizens infrmed abut the status f the event. Burrier Child Develpment Center and Mdel Labratry Schl participated in the exercise by sheltering in place (demnstrated) as thugh their zne (2E) had actually been affected. Students, faculty, and staff were mved int their enhanced shelter-in-place (ESIP) facilities. Once inside, faculty and staff members activated the buildings ESIP CPS systems. This enabled the faculty and staff t exercise their respective emergency respnse and evacuatin prcedures. Madisn Cunty EMA advised there were decntaminatin sites set up in the cunty and EKU Plice Officers respnded t them, as requested, t prvide security and traffic cntrl. By 9:43 am, an all clear ntificatin was sent t the EKU cmmunity t end their participatin in the exercise, hwever, the University Leadership Team cntinued t discuss additinal decisin pints and simulated actins t carry thse decisins ut. By 10:00 am the cmmunity-wide prtective actin decisins had changed t exit shelter in Znes 1A and 1D. EKU facilities in 2E, 2D, 1C, and 3D required n further actin because these znes were nt actually affected by the simulated release. Page 12 f 16

13 Emergency Respnse and Evacuatin Prcedures Exercise September 21, 2016 Specifics abut EKU Nte: Because different individuals tk actins, bserved activities, and recrded infrmatin, frm different lcatins, and at different times, there was n single synchrnized time piece used fr the fllwing events. As such, the times indicated belw may vary frm ne persn t anther, depending upn the vantage pint, and the activities, f the participant. Eastern Kentucky University (Incident Cmmand Center) EKU spans 892 acres, cntains 80 majr buildings with a ppulatin f abut 16,000 students with 4,300 living n campus and 3,000 faculty (and staff) members. Included n the campus is the Burrier Child Develpment Center and Mdel Labratry Schl. One f the EKU Incident Cmmand Centers (ICC) is lcated in the Adams Huse f the campus in a marked rm n the first flr. Other ICC lcatins include the Cates Building Bardrm 100, Whitlck Building Bardrm 549 (inside an Enhance Shelter-In-Place Building), and the Mbile Cmmand Center. The Whitlck ICC was used during this exercise. Mst f the university s executive leadership was represented in the ICC. At 0840, the EKU Directr f Emergency Management and Security received ntificatin via his cell phne frm Madisn Cunty s Everbridge system f a chemical incident n the Bluegrass Chemical Dept affecting Zne 1-A. At 0842, the directr called the EKU educatin liaisn, asking her t reprt t the Madisn Cunty EOC. At 0843, via the 800MHz radi, the directr ntified bth the Mdel Labratry and the Burrier Child Develpment Center f the incident, triggering their SIP prcess. Lgging int the university s RAVE Alert Emergency Ntificatin System (AENS), the directr sent three ntificatins. The first ntificatin, sent at 0844 via text, and phne, was received by the university s executive leadership requesting their presence in the Incident Cmmand Center (ICC). A secnd message sent thrugh AENS at 0845 requested numbers f sheltered persnnel frm resurce fficers acrss university prperty, including the Central Kentucky Reginal Airprt. A later pre-planned message was sent t the student bdy as part f an ut-f-sequence, campus-nly scenari. Althugh this was nt designated as part f the CSEPP exercise, it demnstrated the ability t quickly ntify the students and faculty swiftly f an incident. The airprt called at 0848 with a sheltered persnnel cunt f eight. Burrier CDC reprted in at 0849 with a sheltered headcunt f 16 children and eight adults. Mdel Labratry called the ICC at 0904 with a headcunt f sheltered persnnel, which included 31 staff, 676 Mdel Lab students and 16 EKU students. The emergency management directr lgged int WebEOC t mnitr the incident status and t verify infrmatin frm the initial call. By 0905, mst f the executive leadership had entered the ICC. At this time, the Executive Directr f Public Safety and Risk Management briefed the rm n the current status. Discussins and decisins in the ICC included addressing ptential needs f Page 13 f 16

The emergency management directr briefed the rm as infrmatin changed r additinal executives jined the ICC. The ICC received nging infrmatin thrugh several surces. A representative frm campus law enfrcement briefed the ICC n the current availability f fficers. WebEOC, displayed t the rm, gave infrmatin n the status f traffic cntrl pints, media releases, and PAD. Several phne calls and s between the educatin liaisn and the ICC clarified any questins that arse. The ICC received ntificatin f EndEx at 1302 thrugh WebEOC. Eastern Kentucky University (Burrier Child Develpment Center) The Burrier Child Develpment Center (CDC) has three master instructrs, tw student instructrs and 16 children in the prgram. The daycare center is equipped with an ESIP prtectin system that prvides prtectin fr persnnel during a hazardus chemical event. There are tw emergency preparedness kits, equipped with water, snacks, duct tape, plastic sheeting, lighters and can gds that are supplied in the cabinets in the ESIP area. The initial alert and ntificatin message fr the exercise was received at 0842 n the Adviser Alert Radi and the RAVE alert system. A master teacher secured the area. At 0946 the directr called the University Cmmand Center and infrmed them that the CDC was secure and accuntability was cmplete. Signage and curtains were in place and the prtective actins were implemented. At apprximately 0915, the Eastern Kentucky University Cmmand Center directr cntacted the directr f the Burrier CDC and infrmed him that they are nt in the affected area and t resume classes. Strength Subject: Burrier CDC Leadership Discussin: The Burrier CDC staff wrk well as a team and are dedicated t prtecting the students and staff. The staff and administratin are well versed in the plan and execute it withut disrupting the students. Observatin Subject: Rusting Dr Frame and Seals Discussin: The dr leading directly int the CDC is rusting arund the seals and dr frame. Because the CDC is an enhanced shelter-in-place facility, the seals arund the dr are very imprtant. There is water leakage that cmes thrugh the dr, s it is pssible a chemical agent culd leak thrugh the system as well. Recmmendatin: Replace and/r repair the dr frame and seals. Reslutin: The dr was replaced by Crnerstne Engineering Inc., under cntract frm the U.S. Army Crps f Engineers, per their regular maintenance and testing schedule and prcedures. Page 14 f 16

15 Emergency Respnse and Evacuatin Prcedures Exercise September 21, 2016 Eastern Kentucky University (Mdel Labratry Schl) Mdel Labratry Schl has 725 students t include grades K-12 and 86 staff members. At 0841 the Adviser Alert Radi sunded the tne fr the exercise t begin. The assistant principal made the annuncement ver the PA system t SIP. Several staff members were assigned tasks during SIP. The nurse tk the medical cart t the gymnasium, which is a separate building. The frnt ffice staff placed the SIP signs n the utside f the drs t advise the public. The schl resurce fficer and anther staff member came behind the staff t verify that all classrms were empty and that all drs were secured and signs were placed. The gymnasium served as the SIP area in which all students and staff were re-lcated. They had restrms and water available t them. At 0848 all students and staff were secured in the gymnasium and a teacher activated the enhanced shelter cntrl system. The enhanced shelter cntrl system wrked withut incident. At 0855 the schl had full accuntability and ntified Madisn Cunty Schls via her cell phne. At 0859 the exercise was ended, all students and staff returned t their regular schedule.
