1 Plan Maintenance Annual Review & Update It is understd this Emergency Actin Plan (EAP) fr City Hall will nly be effective if its ccupants cntinually review and update its cntent. Therefre, the individuals referenced in the EAP fr City Hall, specifically the Emergency Management Team members, thse listed n the Emergency Cntact List, Flr Crdinatrs shall review this dcument every twelve mnths. The review prcess will familiarize applicable building ccupants with the emergency respnse and verall cmmand and cntrl peratins utlined in the EAP. Any substantive peratinal changes t the City Hall EAP will be dcumented and will have accurate, updated infrmatin. Training & Exercises The City Hall Emergency Management Team will schedule a frmal exercise at least annually. A frmal exercise will minimally include a tabletp scenari, which is a facilitated analysis f an emergency situatin in an infrmal, stress-free envirnment. It is designed t elicit cnstructive discussin as participants examine and reslve prblems based n existing peratinal plans and identify where thse plans need t be refined. Tabletp exercises will be based upn the types f emergencies utlined in the EAP and will include thse individuals identified as having peratinal respnsibilities within City Hall. It is expected that departments will custmize the cntent f this EAP t meet their specific needs, peratins and lcatins. The rles and respnsibilities cntained within the EAP may be limited dependant n the emergency situatin. It shall be the respnsibility f the department head r designee that its cntent is updated, maintained and exercised. It shall als be the respnsibility f the department head r designee t ensure any applicable individuals are prvided this dcument t supprt the plan. Cnsiderable effrt has been taken t ensure this EAP template is cncise, clear and easy t implement. 2 Apprval and Implementatin Emergencies and disasters can happen at any mment that may directly r indirectly impact the ccupants f City Hall. It is the intent f this Emergency Actin Plan (EAP) t assist all ccupants f City Hall t the greatest extent pssible in the planning and respnse t the mst prbable emergencies. It may be necessary fr the ccupants f City Hall t wrk with traditinal first respnder agencies (i.e. plice, fire, ambulance, public health facilities and services) during an emergency. This EAP will utline the peratinal prcedures necessary t facilitate the assistance f traditinal first respnders. The applicability f City Hall EAP will be specifically addressing the fllwing types f emergencies: Fld Civil Disturbance Gas Leak/Fumes/Vaprs Active Shters/Active Threat Bmb Threat Pwer Outage Hazardus Materials Medicals Emergencies Fire Trnad Earthquake It is imperative that the EAP be reviewed n at least an annual basis. 3 Earthquake Find a place f safety immediately and seek shelter. DROP t the grund; take COVER by getting under a sturdy table r ther piece f furniture; and HOLD ON until the shaking stps. If there isn t a table r desk near yu, cver yur face and head with yur arms and cruch in an inside crner f the building Stay indrs if already there and if it is safe t d s. D nt use elevatrs. D nt get near anything where there is danger f falling debris. If yu have t evacuate, stay in the pen, away frm buildings, trees and pwer lines. Once the danger has passed, the City Hall Emergency Management Team will cnvene and determine the apprpriate steps maintain the safety f the department. Hazard Analysis and Mitigatin Strategies The Emergency Actin Plan (EAP) fr City Hall recgnizes the fllwing hazards, which culd present the mst significant impact t building ccupants, as well as crrespnding mitigatin strategies: The table belw cntains a list f hazards that have been identified thrugh the hazard analysis fr the City Hall List hazards that are present in the building. Identify general lcatin f the hazard within the building. List any mitigatin strategies that culd be emplyed during an emergency.

4 Emergency Ntificatin Systems Enter the methd/s yur department will utilize t ntify emplyees. Fr thse emplyees nt in the building but needing ntificatin, identifies a methd t ntify them. Remain in the designated trnad shelter lcatin until the danger has passed. Once the danger has passed, the City Hall Emergency Management Team will cnvene at the apprpriate Cmmand Pst lcatin/s and be prepared t wrk in cllabratin with emergency wrkers. At each f the designated Trnad safe lcatins there shuld be emergency supplies that include but are nt limited t: Weather Radi Flashlight AM/FM radi Cellular telephne Signaling device (i.e. air hrn) if smene becmes trapped First Aid Kit Wrench r pliers t turn ff utilities Water and nn-perishable fd (ne-day supply) Extra batteries fr any devices that require them. The area/s designated fr City Hall are: Designated Trnad Shelter Basement

5 Fire Manually activate the building s fire alarm system. Call t reprt the fire. Immediately evacuate the building, clsing all drs and windws as yu leave. D nt use elevatrs. If necessary, drp t yur knees and crawl t the clsest, safest exit. Flr Crdinatrs will assist individuals in their area/s f respnsibility t an evacuatin staging area/s r apprpriate shelter-in-place lcatin if lcatin if pssible/necessary and if the persn with the disability cnsents t The City Hall Emergency Management Team will cnvene at the apprpriate Cmmand Pst lcatin/s and be prepared t wrk in cllabratin with the lcal authrities and fire department. If unable t evacuate, d the fllwing: Clse all drs and windws. Wet and place clth material arund and under the dr t prevent smke frm entering. Attempt t signal peple utside the building. Call fr help using a telephne. Instructins fr Using a Fire Extinguisher Use a fire extinguisher nly if trained t d s. If yu have any dubt abut yur ability t extinguish the fire, evacuate immediately. If yu decide t use the fire extinguisher: Place yurself between the fire and yur exit frm the area. Pull the pin. Aim lw, pinting the extinguisher nzzle at the base f the fire. Squeeze the handle t release the extinguisher agent. Sweep frm side t side at the base f the fire until the fire is ut. Watch the area. If the fire re-ignites, repeat the steps abve. Emergency Management Team The Emergency Management Team fr City Hall is designated t deal with the peratinal and plicy-making aspects f the incident. The Emergency Management Team will cnvene during emergency situatins and make applicable decisins regarding the safety f building ccupants in cnjunctin with any traditinal first respnder agencies (i.e. plice/fire/ambulance) n scene. Rles and Respnsibilities The rles and respnsibilities f City Hall Emergency Management Team members will be the fllwing: 1) Safety Officer [Insert Name]: Respnsible fr the verall safety cncerns f ccupants within City Hall. Shuld have previus training in safety related issues, such as but nt limited t, hazardus materials awareness, and basic first aid training. 2) Public Infrmatin Officer [Insert Name]: Respnsible fr gathering and ptentially disseminating infrmatin t the media and/r general public. 3) Operatins Officer [Insert Name]: Respnsible fr implementing any peratinally driven tasks (i.e. lcking and unlcking drs, shutting ff utilities, etc). The Operatins Officer will wrk with plice, fire, ambulance, and public health t mitigate the emergency. 4) Planning Officer [Insert Name]: Respnsible fr develping incident actin plans and acquiring infrmatin that will assist the Operatins Officer in implementing peratinally driven tasks. The Planning Officer will share any infrmatin with the Emergency Management Team. This individual is als respnsible fr wrking with any technical specialists wh may be needed t mitigate the emergency and checking peple in as they arrive at any designated evacuatin r Shelter-in-Place lcatins. 5) Lgistics Officer [Insert Name]: Respnsible fr ensuring necessary resurces are distributed and/r rdered fr thse affected during the emergency. This skin is usually red, with swelling and pain smetimes present. Treat a first-degree burn as a minr burn unless it invlves substantial prtins f the hands, feet, face, grin r buttcks r a majr jint. When the first layer f skin has been burned thrugh and the secnd layer f skin (dermis) als is burned. Blisters develp and the skin takes n an intensely reddened, spltchy appearance. If the secnd-degree burn is n lnger than 2 t 3 inches in diameter, treat it as a minr burn. If the burn area is larger r if the burn is n the hands, feet, face, grin r buttcks r ver a majr jint, get medical help immediately. Fr minr burns, including secnd-degree burns limited t an area n larger than 2 t 3 inches in diameter, take the fllwing actin: Cl the burn by hlding the burned area under cld running water fr 15 minutes. If this is impractical, immerse the burn in cld water r cl it with cld cmpresses. Cver the burn with a sterile gauze bandage. Dn t use fluffy cttn, which may irritate the skin. Wrap the gauze lsely t avid putting pressure n the burned skin. Dn t use ice. Putting ice directly n a burn can cause frstbite, further damaging yur skin. Dn t break blisters. Fluid-filled blisters prtect against infectin. If blisters break, wash the area with mild sap and water, then apply an antibitic intment and gauze bandage. Clean and change dressings daily. The mst serius burns may be painless and invlve all layers f the skin. Fat, muscle and even bne may be affected. Areas may be charred black r appear dry and white. Difficulty inhaling and exhaling, carbn mnxide pisning, r ther txic effects may ccur if smke inhalatin accmpanies the burn. Any f these actins shuld be dne nly if it is safe t d s and if remaining in the building des nt reasnably place the individual in danger. Any emplyee designated by the Emergency Management Team must be able t recgnize and abandn the peratin r task and evacuate befre the evacuatin path is blcked, be familiar with and knw hw t perate the utilities within the building and reprt directly t the Emergency Management Team nce finished. Fr majr burns, dial t call fr emergency medical assistance. Until an emergency unit arrives, fllw these steps: Dn t remve burnt clthing. Hwever, d make sure the victim is n lnger in cntact with smldering materials r expsed t smke r heat. Make sure the burn victim is breathing. If breathing has stpped r yu suspect the persn s airway is blcked, try t clear the airway and, if necessary, d cardipulmnary resuscitatin (CPR) if trained t d s.

7 Medical Emergencies Call t reprt the emergency. DO NOT MOVE the victim unless there is an immediate threat t life. In an emergency, use universal precautins (i.e. glves and rescue masks). Cardipulmnary resuscitatin (CPR) Assess the situatin: Is the persn cnscius r uncnscius? If the persn appears uncnscius, tap r shake his shulder and ask ludly, Are yu OK? If the persn desn t respnd, call Lcate an Autmatic External Defibrillatr (AED) if ne is immediately available and bring t lcatin f medical emergency. Use the AED if yu have been trained. Perfrm CPR if trained t d s. T Cntrl Bleeding Have the injured persn lie dwn. If pssible, psitin the persn s head slightly lwer than the trunk, r elevate the legs if yu d nt suspect a head, neck r back injury. If pssible, elevate the site f bleeding abve the heart. Apply pressure directly t the wund. Use a sterile bandage, clean clth r even a piece f clthing. Cntinue applying pressure until medics arrive. Dn t remve the gauze r bandage. If the bleeding cntinues and seeps thrugh the gauze r ther material yu are hlding n the wund, dn t remve it. Instead add absrbent material t stp it. Chemical Burns Assisting Persns with Special Needs during an Evacuatin The fllwing list includes self-identified persns with special needs wh may request evacuatin assistance during an emergency: Name Of Persn Special Need Rm Phne Name f Persn Agreeing t Assist in Evacuatin and Phne Number Their rle is t assist in mving persns with special needs t an area f rescue assistance, r in an emergency which presents immediate danger t life and health, an evacuatin staging area r ther place f shelter with the cnsent f the individual with the special need. Area f Rescue Assistance Area f Rescue Assistance: An area where peple, including thse with special needs, can g t await assistance if they are nt able t evacuate r get t anther area f safety. The fllwing areas are designated as Areas f Rescue Assistance fr City Hall. Remve the cause f the burn by flushing the chemicals ff the skin s surface with cl, running water fr 20 minutes r mre. If the burning chemical is a pwder-like substance such as lime, brush it ff the skin withut expsing yurself befre flushing. Wrap the burned area lsely with a dry, sterile dressing r a clean clth. Rinse the burn again fr several mre minutes if the victim cmplains f increased burning after the initial washing. Seek emergency medical assistance if: The victim has signs f shck, such as fainting, pale cmplexin, r breathing in a ntably shallw manner. The chemical burned thrugh the first layer f skin and the resulting secnddegree burn cvers an area mre than 2 t 3 inches in diameter. The chemical burn ccurred n the eye, hands, feet, face, grin r buttcks r ver a majr jint. 8 Accuntability Fr accuntability purpses, Flr Crdinatr/s and / r redundant back up/s will assist in the rderly evacuatin f all persnnel within their area f respnsibility and physically gather the names f thse individuals nce cnvened at the evacuatin staging area/s. The names f all individuals present in the evacuatin staging area/s shuld then be prvided t the City Hall Emergency Management Team and/r emergency respnse persnnel as quickly as pssible. Be prepared t prvide the fllwing infrmatin: Name f the material Quantity f the material Time f the incident Lcatin f the incident If anyne is injured r expsed t material If a fire r explsin is invlved Yur name, phne number and lcatin Summary f Evacuatin Prcedures These prcedures shuld nly be fllwed if safe t d s: An rder t evacuate City Hall will be made by [Insert Name(s)] r public safety authrities (plice and/r fire department). Once the rder t evacuate is given, building ccupants will be advised t evacuate t the listed lcatin (subject t change based n the emergency). Once the rder t evacuate is disseminated t building ccupants, all designated Flr Crdinatrs and ther individuals wh vlunteered will assist with the evacuatin. All building evacuees will reprt t a designated evacuatin staging area/s. Once evacuees have relcated t the evacuatin staging area/s, all Flr Crdinatrs will gather names f individuals in their area f respnsibility and prvide all infrmatin t the City Hall Emergency Management Team and/r any emergency respnse persnnel ( i.e. plice and fire departments) as quickly as pssible. All evacuees lcated within the evacuatin staging area/s shuld nt leave until directed t d s by authrities (plice and/r fire department). Ntify Emergency Management Team members wh will initiate internal ntificatin messages with additinal instructins n hw t prceed. If an evacuatin is rdered, prceed in a crsswind directin t a lcatin that is eventually upwind, uphill and upstream f the hazardus material. Flr Crdinatrs will assist individuals in their area/s f respnsibility t an evacuatin staging area/s r apprpriate shelter-in-place lcatin if lcatin if pssible/necessary and if the persn with the disability cnsents t Fllw all instructins frm emergency respnders. 9 Bmb Threat Shelter-In-Place Prcedures If the threat is advised via telephne, recrd the number displayed if the phne has caller ID. If the threat is advised via telephne, gain the attentin f smene in clse prximity, and have that persn call frm a land-line telephne. Cellular phnes shuld nt be used because they may detnate explsive materials clse t the building! If the threat is advised via telephne, keep the caller n the phne lng enugh t cmplete the Bmb Threat Check Sheet. Ask questins listed n the Bmb Threat Check Sheet. If the threat is advised via letter r , print and/r save the dcument and call via land-line telephne. Wrk with arriving emergency persnnel, and assist with searching the area nly if requested. Ntify Emergency Management Team members wh will initiate internal ntificatin messages with additinal instructins n hw t prceed. There may be emergencies that arise that d nt affrd individuals the pprtunity t safely evacuate. During these emergencies, sheltering-in-place may be necessary, by finding a safe interir r exterir shelter. Examples f emergencies where the shelterin-place ptin may be preferred include severe weather (i.e. trnad) and active shter/active threat situatins, where leaving a place f safety may be detrimental t persnal safety. Desired shelter-in-place ptins will vary depending n the emergency, but may include bathrms (during a trnad) and areas and rms with lckable drs (during an active shter situatin). Prvide any applicable infrmatin t the emergency dispatcher, such as address, lcatin and number f individuals invlved in the disturbance. D nt interfere, interrupt r becme invlved in the disturbance. Secure yur wrk area, lg ff cmputers and secure sensitive files. Ntify Emergency Management Team members, wh will initiate internal ntificatin messages with additinal instructins n hw t prceed based n the severity f the disturbance. The City Hall Emergency Management Team will cnvene at the apprpriate Cmmand Pst lcatin/s and be prepared t wrk in cllabratin with the lcal authrities.
