7 EMERGENCY MANAGEMENT AND DISASTER PREPAREDNESS PLAN This plan is intended as a guide, The Cllege reserves the right t mdify its actins bth prir t and during an emergency t ensure the prper functining f the Cllege. This dcument refers t emergencies and disasters that ccur n prperty wned, leased r perated by Casa Lma Cllege nly. INTRODUCTION AND PURPOSE Van Nuys Campus is cmmitted t the safety and well-being f its staff, students and guests. Uphlding this cmmitment requires planning and practice. This plan is t be implemented in the event f a majr emergency r disaster. The purpses f this plan are: T prtect the lives and prperty f Casa Lma Cllege cmmunity during emergencies. T preserve the rderly functining f the Cllege cmmunity during emergencies. T establish clear lines f authrity and cmmunicatin amng Cllege departments and with external cnstituencies during an emergency. T crdinate decisin making and effective use f available manpwer and resurces in the event f an emergency. T identify the Cllege s rle in crdinating emergency peratins with utside agencies EMERGENCY PLAN ACTIVATION This Emergency/Disaster Plan shall be activated under the fllwing circumstances: a. When civil authrities declare a State f Emergency that affects the Cllege, either lcal, citywide, reginal, statewide r natinal. b. When the President r her designee declares a Cllege Emergency. c. When an ccurrence, ptential r actual, seriusly disrupts the verall peratin f the Cllege r threatens the health r safety f members f the Cllege cmmunity. Nte: Unless therwise directed by the President f the Cllege, peratinal management f minr emergencies, i.e., incidents, ptential r actual, which d nt seriusly affect the verall functining f the Cllege, depending upn the nature f the incident rests with the President f the Cllege. 8 ACTIVATION OF THE PLAN In the case f a perceived Cllege-level emergency the President and Campus Administratr shuld be ntified. The President r Campus Administratr will declare if a Cllege-level state f emergency exists and activatin f the Plan is in rder. If the Cllege declares a state f emergency, President r Campus Administratr, whever is reached activates the cmmunicatin tree. The first designee reached is respnsible fr maintaining a lg f whm n the Emergency Management Cmmittee has been reached and wh has nt been reached. All members f the Emergency Management Cmmittee, if reached, must reprt back t the designee within ne half hur f activatin f the tree. At the earliest pssible time, all available member f the Emergency Management team are t assemble at the Van Nuys Campus. EMERGENCY MANAGEMENT TEAM The Emergency Management team cnsists f: President Campus Administratr Prgram Directr MRI Prgram Directr DMS Prgram Directr PTA Prgram Directr VN Assistant t Nursing Directr Campus Registrar The Emergency Management Team will, upn assembly: a. assess the situatin b. determine resurces needed and/r available t address the emergency c. issue staff assignments d. establish necessary cmmunicatin with utside agencies and civil authrities e. mnitr prgress and cntinue assessment f. when apprpriate, declare end f emergency status g. designate ne f its members as keeper f a Lg f Events/Actins. RESPONSIBILITY The Van Nuys Campus emergency plan is the respnsibility f Greg Malne, Campus Administratr. Greg Malne, Campus Administratr will review and update this plan at least nce annually. Revisins will be made as needed thrughut the year. Any suggestins, cmments, r questins shuld be directed t Greg Malne, Campus Administratr. EMERGENCY COMMUNICATIONS Cmmunicatin is key t ensuring the safety f students, faculty, staff and administratin during an emergency. This invlves effectively prviding infrmatin t yu as well as mnitring develping events. During an emergency, Van Nuys Campus will use the fllwing means and methds f cmmunicatin. Cell Phne Cllege Website MEDIA INQUIRIES Inquiries frm the media during r after an emergency will be addressed by Greg Malne, President. The President will be cnsulted in releasing any infrmatin t the media. EMERGENCY PROTOCOLS Familiarizing yurself with Casa Lma Cllege Emergency Prcedures is ne f the mst imprtant ways yu can be prepared fr an emergency. This manual prvides the prcedures and cntact numbers. 10 Use CARE: Cntain the fire by clsing all drs as yu leave Activate the nearest Fire Alarm pull statin (Pull statins are lcated near all building exits) Reprt the fire by dialing 911 Evacuate r extinguish (In mst cases, it is best t Evacuate) Use a Fire Extinguisher nly if: Yu have been trained Yu have yur back t an unbstructed exit Yu have a fully charged and prper type unit fr the fire yu are fighting The fire is cntained, and yu have reprted the fire by Fire Alarm r 911 activatin Everyne else has left the area There is little smke r flames Never fight a fire if: Yu lack a safe way t escape shuld yur effrts fail It has left its surce f rigin Yu are unsure f the type f extinguisher yu need r have If yu can t cntrl the fire within 30 secnds, abandn yur effrts, clse the dr(s) and evacuate immediately. BUILDING EVACUATION Yu shuld familiarize yurself with the evacuatin rutes psted in n campus and in individual classrms and labs. HOSTILE INTRUDER/ACTIVE SHOOTER A hstile intruder situatin can change rapidly. In additin t being aware f yur surrundings and escape rutes, thinking abut hw yu will react t a hstile intruder situatin in advance will help yu act quickly and efficiently. What if Thinking Thinking thrugh scenaris in yur head can help yu respnd faster. Take time t understand yur surrundings and envirnment then make a plan. During an active shter r hstile intruder event, there are three chices an individual can make: RUN. HIDE. FIGHT. If a hstile intruder/active shter is OUTSIDE yur building: 1. Get t a rm that can be lcked; clse and lck windws and drs 2. Turn ff the lights 3. Try t get everyne dwn n the flr (s that n ne is visible frm utside the rm) 4. Call 911. The Dispatcher will ask fr, at least, the fllwing infrmatin: a. Yur name b. Lcatin f the incident (be as specific as pssible) c. Number f shters (if knwn) d. Identificatin r descriptin f shter e. Number f persns wh may be invlved f. Yur lcatin 5. Stay in place (calls frm unfamiliar vices t cme ut may be the attacker attempting t lure yu) 6. 13 If a hstile intruder/active shter is INSIDE yur building: 1. Exit (get ut f) the building immediately 2. Ntify anyne yu may encunter t exit the building immediately 3. Call 911. The Dispatcher will ask fr at least the fllwing infrmatin: a. Yur name b. Lcatin f the incident (be as specific as pssible) c. Number f shters (if knwn) d. Identificatin r descriptin f shter e. Number f persns wh may be invlved f. Yur lcatin If exiting the building is nt pssible, the fllwing actins are recmmended: 1. G t the nearest rm r ffice a. If yu are lcked ut f all rms, seek refuge in the nearest restrm, lck yurself in a stall and keep quiet 2. Clse and lck the dr and/r blck it (try barricading the dr with desks and chairs) 3. Cver the dr windws 4. Call 911 (the Dispatcher will gather infrmatin frm yu) 5. Keep quiet and act as if n ne is in the rm (silence cell phnes) 6. DO NOT answer the dr 7. Stay in place (calls frm unfamiliar vices t cme ut may be the attacker attempting t lure yu) 8. D nt respnd t any vice cmmands until yu are sure that they cme frm a Plice Officer, r a Campus Safety & Security Officer If a hstile intruder/active shter Enters yur ffice r classrm: 1. Remain calm 2. Dial 911 (if yu can t speak, leave the line pen s the Dispatcher can listen t what s taking place) 3. Try t escape, but if unable, yu must take actin t survive!! Make a quick survival decisin, either: a. Try t negtiate with the hstile intruder/active shter (perhaps nt the mst effective measure), r b. Try t hide; bear in mind that being hidden (i.e. behind a wden dr) is nt the same as being cvered (i.e. behind a steel dr), r c. Play dead (pretend t be uncnscius), r d. 14 e. If smene ther than yurself acts t verpwer the hstile intruder/active shter it is recmmended that yu assist, as this will increase the chances f success and survival. Again, nly yu can decide if this is smething yu shuld d If the hstile intruder/active shter leaves yur area, and as sn as it is safe t d s: 1. Clse and lck the dr and/r blck it (try barricading the dr with desks and chairs) 2. Call 911 (if nt n the line already) 3. DO NOT answer the dr and stay in place behind cver 4. D nt respnd t any vice cmmands until yu are sure that they cme frm a Plice Officer, r Campus Emergency Persnnel If yu decide t flee during a hstile intruder/active shter situatin: 1. N matter what the circumstances, make sure yu have an escape rute and plan in mind 2. D nt attempt t carry anything while fleeing 3. D nt attempt t remve injured peple (leave wunded victims where they are and ntify authrities f their lcatin as sn as pssible) 4. Mve quickly; keep yur hands up high and visible 5. Fllw the instructins f any Plice Officers yu may encunter What t expect frm respnding plice fficers: Plice Officers respnding t an active shter are trained in a prcedure knwn as "Rapid Deplyment" and prceed immediately t the area in which shts were last heard. Their purpse is t stp the shting as quickly as pssible. The first fficers t arrive will nt stp t aid injured peple; rescue teams cmpsed f ther fficers and emergency medical persnnel will fllw the first fficers after areas have been secured t treat and remve injured persns. Please understand that the plice will be treating all thse they encunter (including yu) as pssible suspects. When yu encunter the plice: 1. Remain calm 2. D as the fficers tell yu 3. Put dwn any bags r packages yu may be carrying 4. Keep yur hands up and visible at all times 5. If yu knw where the hstile intruder/active shter is, tell the fficers 6. 15 7. Keep in mind that the entire area is still a crime scene; plice will usually nt let anyne leave until the situatin is fully under cntrl and all witnesses have been identified and questined 8. D nt leave until yu have been interviewed and released UTILITY FAILURE AND NATURAL DISASTER UTILITY FAILURES These may include electrical utages, plumbing failure/flding, gas leaks, ventilatin prblems, elevatr failures, etc. Fr yur persnal safety, in the event f a utility failure: Remain calm Immediately ntify the Campus Administratr If the building must be evacuated, fllw the instructins n Building Evacuatin Unplug all electrical equipment (including cmputers) and turn ff light switches Use a flashlight: D nt light candles r use ther kinds f flames fr lighting Labratry persnnel: Unplug electrical equipment prir t evacuating Elevatrs: If passengers are trapped in an elevatr, advise them t stay calm and tell them yu are getting help If it is safe fr yu t stay in the building, stay near the passengers until assistance arrives If yu are trapped in an elevatr, help will be there sn: Remain calm Use the Call Buttn f Phne t call fr help D nt try t climb ut r exit the elevatr withut assistance FLOODS Minr r area flding n campus culd ccur as a result f a water main break, lss f pwer t sump pumps, r majr multiple rainstrms. 17 SHELTER IN PLACE/SAFE SHELTER Shelter in Place is useful when evacuatin is nt an ptin. Refuge is sught in an interir rm with few r n windws. It may be necessary t shelter in place fllwing the intentinal r accidental release f chemical, bilgical, r radilgical cntaminants int the envirnment. Shelter in place may als be necessary in the event f a hstile intruder n campus. Shelter in place prcedures will be initiated thrugh the varius ntificatin systems used by Campus Emergency Persnnel. Stp classes and/r ther peratins in the building. If there are visitrs in the building, prvide fr their safety by asking them t stay nt leave. When public safety fficials prvide directins t shelter in place, they want everyne t take thse steps immediately, where they are. Clse and lck all drs, windws, and ther penings t the utside. If necessary/pssible, turn ff heating r cling system. Tune t an AM/FM radi fr updates. Select interir rm(s) abve the grund flr with the fewest windws and vents. The rm(s) shuld be large enugh fr everyne t sit cmfrtably and quietly. Use multiple rms if necessary. Lck the dr t any rms being used and draw the curtains/shades r cver the windws. Yu shuld nt be visible frm the utside r frm the crridr. Ideally, chse rm(s) with hardwired telephnes as cellular netwrks may be unavailable. Use these phnes t reprt any emergencies. Stay away frm windws and drs. In the event f a hstile intruder, remain abslutely quiet and fllw steps utlined in the Hstile Intruder/Active Shter sectin. Remain calm and await further instructins. Excessive pstage. Handwritten r prly typed addresses. Incrrect titles. Misspelled wrds. Stains r disclratin n the package. Excessive weight. Rigid, lpsided, r uneven envelpes. COMMON HAZARDS Being ready fr any emergency is the best way t prepare yurself fr the unexpected. Smetimes there is n way f knwing that an emergency is cming, but knwing what hazards are cmmn fr Dartmuth and the surrunding area can minimize their effects. Use the infrmatin abut the fllwing hazards t be infrmed and be prepared. POWER OUTAGES Severe weather, extreme heat, and electrical grid malfunctins can result in Casa Lma Cllege lsing pwer fr an undetermined amunt f time. Keep yur cell phne charged regularly and limit its use during an utage t extend battery life. EXCESSIVE HEAT Summer brings heat temperatures well ver 90 t 100 degrees. It is imprtant that yu take steps t stay safe. Drink plenty f water. Dress in lse fitting, breathable, light clred clthing. Cver windws that receive sunlight with shades r drapes. Check in with elderly family members r friends as these peple are susceptible t heat related illness. Be sure that yur pets get plenty f water and are kept inside r have a shady spt t rest utside. Never leave children r pets in the car n ht days; the temperature in the car even with the windws cracked can becme dangerusly high very quickly. INFLUENZA AND ILLNESS In recent years, there has been an increase in cases f pandemic influenza that have received internatinal attentin. Regardless f the strain, the flu returns each year bringing with it illness and public health hazards. Casa Lma Cllege, like any residential cmmunity, is very gd at spreading illness. Clse quarters, shared space, and persnal interactin help spread the flu and ther illnesses. Aviding the spread f the flu and ther illnesses is simple if everyne des his r her part. Wash yur hands with sap and water regularly. Avid clse cntact with thers while an illness is "in seasn". Avid tuching yur eyes, nse, r muth. Stay hydrated by drinking plenty f water. Get plenty f sleep; at least 8 hurs a night. Pay clse attentin t yur , news reprts, and the Emergency Preparedness web page fr updates and recmmendatins. T be prepared... Seek medical attentin if yu think yu have the flu. Stay hme frm wrk r schl if yu are sick. Cver yur muth and nse when yu cugh r sneeze. Encurage thers t help in stpping the spread f illness. INDIVIDUAL PREPAREDNESS Casa Lma Cllege and lcal services will always d everything pssible t prtect yu during an emergency, but individual preparedness is als extremely imprtant. Taking the time t prepare yurself and thse yu care abut fr an emergency can make a big difference, allwing yu t be well supplied and in tuch when the wrst happens. Three easy steps will help yu prepare fr anything that might happen: get a kit, make a plan, and be prepared. A summary f these steps is prvided belw: GET A KIT Fllwing an emergency, yu may have t live independently fr a shrt time. Fr this reasn, it is imprtant that yu gather sme simple, yet very imprtant items fr use in the event f a disaster. It is generally recmmended that yu keep three days wrth f supplies fr each persn.
