4 INTRODUCTION This Marathn Cunty Curthuse Safety and Security Handbk was prepared t prvide yu with infrmatin t assist yu in the event a Critical Incident were t ccur at the Curthuse. Please take the time t read this handbk. The mst imprtant thing yu can d in a Critical Incident is t be prepared. Reading this handbk and becming familiar with the infrmatin cntained in it is ne f the best ways yu can prepare yurself fr a Critical Incident. Yur wn cmmn sense is the finest safety aid ever develped. Stay calm, stay alert and think befre yu act!

5 GENERAL SECURITY Emplyee ID Cards All emplyees have been issued ID badges All emplyees must wear their ID badges while at wrk in the Curthuse The ID badges must be displayed at r abve waist level Dr Security System In an effrt t imprve the security f Marathn Cunty Gvernment buildings the cunty has installed an electric lck system in mst f the cunty wned buildings. This system prvides greater security fr the public and prvides greater security and cnvenience fr Marathn Cunty emplyees. In rder t prvide the highest level f security and t prevent the system frm being cmprmised, the fllwing directives and prcedures must be fllwed: Emplyees wrking in buildings with the key card system will be issued a key card t access areas as required by their emplyment fr Marathn Cunty. Emplyees that are issued key cards will be issued nly ne key card. Each emplyee s department head, the building maintenance supervisr and/r the Marathn Cunty Building Security Cmmittee will determine what areas the key card hlder will be allwed t access. If an emplyee lses r misplaces their key card they shall immediately ntify their department head (r designee). The department head (r designee) will then immediately ntify the building maintenance supervisr. This is t ensure that the card is disabled timely and t prvide fr a replacement card. An emplyee shall nt allw anyne else t use their key card. An emplyee shall nt pen r hld pen a secure dr t allw a member f the public t enter. The public must use the designated public access entrances. Each emplyee must make sure that any secure dr they use is clsed and secure behind them and that n unauthrized persn enters behind them. This directive and prcedure is being issued fr the safety and prtectin f Marathn Cunty emplyees and the public. Vilatin f these directives and prcedure shall be the basis fr discipline. This directive and prcedure is nt meant t replace any departments plicy that is mre restrictive r mre specific.

6 Security and Safety Checks Mrning Security and Safety Check Befre the start f each wrk day Maintenance Department Emplyees will prepare the building fr the public and emplyees. This includes: Unlcking the apprpriate drs. Checking t make sure the remaining drs are secure. Cmpleting a walk thrugh t make sure the building is safe. Clear sidewalks f ice, snw litter r ther debris. Reprt anything that they feel is unusual t the Curthuse Security Officers. Evening Security and Safety Check At the end f each wrk day Maintenance Department Emplyees will secure the building fr the evening. Lck all exterir days Check t make sure that all ther exterir drs are secure. Check fr safety hazards that may have develped during the day. Reprt anything that they feel is unusual t the Curt Security Officers r t the Sheriff s Department Patrl Lieutenant. Security Incidents and Safety Cncerns Security Incidents Include (Cmplete n-line ntificatin frm.) Any criminal act Any incident with a firearm. Firearms are prhibited in the Curthuse except fr thse carried by Law Enfrcement Officers. Any incident when any persn becmes lud, bisterus, uses prfane language; threatens anther persn r generally becmes disrderly. Any incident where a persn s actins are r may be cnstrued as threatening. Any incident where a persn s wrds r actins culd be cnstrued as a threat t harm himself. Any situatin r incident cvered elsewhere in this safety and Security Handbk. Reprting Security Incidents If the Security Incident is cvered elsewhere in this Safety and Security Handbk, fllw the instructins listed with the type f incident invlved. If the incident is nt cvered elsewhere in this Safety and Security Handbk cntact the Curt Security Officers using the methds listed n the fllwing pages.

8 Use the Curt Security grup. Emergency Panic Alarm Buttns 911 Many f the ffices and curt areas are equipped with panic alarm buttns. Familiarize yurself with the lcatin f these buttns and hw they wrk. If yu have specific questins related t hw yur alarm wrks, please cntact Curt Security. If yu accidentally push the buttn please cntact dispatch t let them knw yu are kay (715) A curt fficer will still respnd. If n panic alarm is present use 911 t reprt yur emergency.

9 CODE BLUE Cde Blue is defined as a situatin ccurring in which an armed intruder, member f the public, emplyee r individual suspected f being armed enters the curthuse and is bserved in a hall, ffice r curtrm r takes and individual hstage r uses the firearm r weapn. ROBBERY ATTEMPT Remain calm. Cperate with the demands f the suspect. D Nt Resist! Meet his/her demand but dn t make any sudden mves. Nte the appearance f the suspect. Hair, eyes, height, weight, clthing, scars, marks, tatts. Activate panic buttn if it is safe t d s. When suspect leaves call 911 and prvide Wh, What, Where, When and Hw. Als give descriptin f the suspect and which way he/she fled and any means f travel if knwn. Gather witnesses. Assist Law Enfrcement when they arrive. IF TAKEN HOSTAGE Remain Calm. D nt make threats r d anything that might upset the hstage taker. D nt make any sudden mvements. D nt attempt t escape unless yu are abslutely certain it is safe. If a rescue ccurs, DO NOT STAND UP. Lie dwn and d nt mve until a rescuer cmes fr yu.

10 IF YOU SEE A CODE BLUE SITUATION Remain Calm. Press the panic buttn. (If yu have ne) If safe! Call 911 and prvide Wh, What, Where, When and Hw. If yu cannt safely talk leave phne ff the hk. If pssible use the Cde Blue grup t ntify Incident Cmmand f thse individuals wh are with yu. This will assist us in accunting fr ur emplyees. Have smene in yur ffice cntact Curthuse Security by phne r . IF A CODE BLUE IS ANNOUNCED ON THE P.A. SYSTEM OR BY OTHER MEANS If Safe! Gather peple frm the hall near yur ffice and take them int yur ffice. D nt attempt t escape unless yu are abslutely certain it is safe. Lck the dr. Mve public and staff away frm the dr. Pull shades r blinds n windws and drs. Take cver n the flr behind a cunter, desk r wall away frm the dr r windws. DO NOT attempt t flee r evacuate unless yu are abslutely certain it is safe. DO NOT call 911 unless yu have pertinent infrmatin. DO NOT call the switchbard r ther ffices r make calls utside the building. DO NOT pen the dr t anyne. Law Enfrcement will have keys. DO NOT use radi r televisin. If smene is injured r in serius need f medical treatment, place the red placard yu were prvided with; in the windw r under the dr.

11 If everyne is safe in the ffice yu are in place the green placard yu were prvided with; in the windw r under the dr. Remain calm and stay put! Law Enfrcement will cme fr yu when it is safe. When in lck dwn d nt respnd t a fire alarm unless the threat f the fire exceeds the threat f the intruder.

12 CODE RED Cde red is defined as a situatin ccurring where smene suffers a medical emergency in the Curthuse r n the Curthuse grunds. A medical emergency is declared if any f the fllwing are present. The patient is uncnscius. The patient is experiencing chest pain. The patient is experiencing shrtness f breath r breathing difficulty. The patient has severe bleeding. The patient has received burns. The patient has received a severe trauma type injury. This is nt a cmprehensive list. If an emplyee witnesses the incident r if it appears as thugh the patient is likely t have a severe injury a Cde Red shuld be declared. Witnessed Incident If yu witness an incident invlving an injury r an illness that appears t be a Cde Red situatin: Quickly assess the situatin. D nt mve the patient. If patient is having a seizure; prtect the patient frm bjects that might harm them. Check fr medical-alert tags r bracelets. Reassure the patient Leave the patient and call 911. Prvide the wh, where, what, when and hw. Then return t the patient. If smene else is present t assist have them cntact 911 and yu stay with the patient. An exceptin t this wuld be if the ther persn has better medical r first aid skills than yu have. Remember that help will nt cme unless yu ntify 911! If there is an extra persn available have them cntact Curt Security. Cntinue t assist and reassure the patient until help arrives. When help arrives cntact Risk Management and advise them abut what yu bserved and did.

13 IF A CODE RED IS ANNOUNCED ON THE P.A. SYSTEM OR BY OTHER MEANS D Nt g t the area unless yu have training in First Aid and/r CPR If yu are trained in First Aid and/r CPR please walk, dn t run t the lcatin f the incident t see if yur help is needed. Assure the public that they are nt in any danger. If yur wrk area is near the incident assist t keep the public away s as t prtect the patient frm further injury r humiliatin. This will als aid by allwing peple assisting the treatment t get t the incident. If asked; g t the entrance f the curthuse t escrt Emergency Medical Staff t the lcatin f the incident. After the incident cntact Risk Management if yu bserved anything that may assist them in cmpleting their reprt. If yu were expsed t bld r ther bdily fluids as a result f the incident, cntact Risk Management immediately after the incident has been handled.

14 SEVERE WEATHER SEVERE THUNDERSTORM WATCH A Severe Thunderstrm Watch will be issued when cnditins are favrable fr develpment f severe thunderstrms. While nt anticipated, trnads may ccur in watch areas. The Strms Predictin Center (SPC) is the sle agency respnsible fr issuing a watch. A watch cvers several thusand square miles and generally lasts fr tw t six hurs. Keep an eye n the sky fr changing cnditins and make preparatins in case a weather warning is issued. TORNADO WATCH A Trnad Watch will be issued when cnditins are favrable fr the develpment f severe thunderstrms and trnads. SEVERE THUNDERSTORM WARNING When a Severe Thunderstrm Warning is issued, trnads and r severe thunderstrms are ccurring and have been sptted r detected by radar. The Natinal Weather Service (NWS) defines a severe thunderstrm as having winds f 58 mph r greater r hail larger than ¾ in diameter (dime size). There is imminent danger fr peple in the area the warning has been issued fr. A Severe Thunderstrm Warning usually lasts less than ne hur. During watch cnditins; ntificatins may be made via the public address system in the curthuse. Keep an eye n the sky fr changing cnditins and make preparatins in the even a weather warning is issued. If severe weather is ccurring, stay away frm drs and windws. TORNADO WARNING When a Trnad Warning is issued, trnads are ccurring and have been sptted r detected by radar. There is imminent danger fr peple in the area f the warning. Issued by the lcal NWS ffice, Trnad Warnings typically last less than ne hur. In the event a Trnad Warning is issued: Seek Shelter. Use the prcedure listed belw. Stay away frm drs, windws and utside walls. If the Trnad arrives befre yu have time t seek shelter: Put as many walls between yu and the trnad as pssible. Get under smething sturdy.

15 Prtect yur head. TORNADO SHELTERING PROCEDURE Remain Calm. The curthuse structure is designed t withstand a trnad. Assist the public and peple with disabilities. Stay away frm windws, drs and utside walls. Brken glass and flying debris are the biggest hazards in a trnad. Use the stairs and g t: The lwer level hallway under the curthuse between Prbatin & Parle and the District Attrney s Office. The east-west hallway ff frm the undergrund parking between the elevatr and where it turns suth. STAY IN THE BUILDING! Peple with disabilities may use the elevatrs. They must g t the grund flr. Peple with disabilities caught n the 2 nd flr may als g t the Branch 1 r Branch 2 Curtrms. Stay away frm the drs.

16 FIRE IF YOU DISCOVER A FIRE Manually activate the fire alarm system and shut FIRE several times. Call 911 t prvide mre details abut the fire. Determine if it is safe fr yu t attempt t extinguish the fire. Only attempt t extinguish small fires. USING A FIRE EXTINGUISHER If yu have been trained and it is safe t d s, yu may fight small cntained fires with a fire extinguisher. FIRE EXTINGUISHER INSTRUCTIONS P Pull safety pin frm handle. A S S Aim at base f the fire. Squeeze the trigger handle. Sweep frm side t side at base f the fire. Immediately exit the building. Walk t the nearest exit using the stairs and clsing drs behind yu. D nt use the elevatrs. Assist peple wh have special needs. Ntify fire persnnel if yu suspect smene is trapped inside the building. D nt attempt t re-enter the building until instructed t d s by fire department persnnel r law enfrcement. IF TRAPPED IN A ROOM Wet and place clth material arund r under the dr t prevent smke frm entering the rm. Clse as many drs as pssible between yu and the fire. Place a red placard in the windw.

17 IF CAUGHT IN SMOKE Drp t hands and knees and crawl tward the exit. Stay lw as smke will rise t ceiling level. Hld yur breath as much as pssible. Breathe shallwly thrugh nse and use a filter such as a shirt r twel. IF FORCED TO ADVANCE THROUGH FLAMES Hld yur breath. Mve quickly. Cver yur head and hair. Keep yur head dwn and yur eyes clsed as much as pssible. SUMMARY Prepare yurself in advance; knw where t g and hw t get there. If yur wrk statin is lcated in an ffice, knw exactly hw many drs yu have t pass alng yur evacuatin rute befre yu reach the nearest exit dr. This tip is very helpful if yu encunter heavy smke. When heavy smke is present, the exit signs abve the drs may be bscured by the smke. If yu knw hw many drs yu have t pass, yu can crawl r cruch lw with yur head thirty t thirty six inches frm the flr (watching the base f the wall) and cunt ut the number f drs yu pass. This way yu will knw when yu reach the exit dr even if yu can t see that it is the exit.

18 BOMB THREAT SUSPICIOUS PACKAGE/DEVICE D nt disturb the package r device. Prevent thers frm disturbing the package r device. Attempt t determine wh the item belngs t. Call 911 and prvide Wh, What, Where and When. THREAT BY TELEPHONE Remain calm. D Nt hang up n the caller. Take the caller seriusly. Assume the threat is real. If yu have a digital phne; lk fr the riginating number and write it dwn. Keep the caller n the phne as lng as pssible. Call 911 r have a c-wrker call and prvide Wh, What, Where and When. D Nt use cell phne, tw-way radi, any wireless cmmunicatin device r elevatrs as they may trigger a bmb. Ask the questins n the Bmb Threat Call Checklist at the end f the Bmb Threat Sectin. Cmplete the checklist while talking with the caller r immediately after the caller hangs up. D Nt hang up the phne after the call is cmpleted. D Nt delete the vic if the Bmb Threat is made by leaving a vic message. D Nt trigger the fire alarm r evacuate unless tld t d s by law enfrcement. Stay n the phne until law enfrcement arrives. Assist law enfrcement with the investigatin. D Nt discuss the threat with anyne ther than law enfrcement until cleared t d s by law enfrcement and yur department head.

If the threat is an d nt clse r delete it. Immediately call 911 t reprt the incident. Stay with the letter r nte r at the cmputer until law enfrcement arrives. Assist law enfrcement with the investigatin. D Nt discuss the threat with anyne ther than law enfrcement until cleared t d s by law enfrcement and yur department head. EVACUATION PROCEDURES D Nt evacuate unless tld t by a P.A. System annuncement r by Law Enfrcement r Fire Department Staff. Listen carefully t evacuatin instructins fr special rutes r areas t avid. Take purses, backpacks r ther packages that belng t yu with yu as yu evacuate. Assist members f the public as yu evacuate. If a c-wrker r member f the public is disabled, assist them in leaving the building. If yu are unable t lead a disabled persn frm the building and they are left behind, tell the first Law Enfrcement r Fire Department fficial that yu see while exiting r as sn as yu are ut f the building.

24 EVACUATION Evacuatin If yu receive verbal ntice f the need t evacuate r the fire alarm sunds yu must evacuate the building. Immediately Walk-D Nt Run t the nearest exit using the stairs and clsing drs behind yu. D nt use elevatrs. If a c-wrker r member f the public is disabled assist them in leaving the building. If yu are unable t lead a disabled persn frm the building and they are left behind tell the first law enfrcement fficer r firefighter that yu see while exiting the building r as sn as yu are ut f the building. Ntify fire persnnel if smene is trapped r yu suspect smene is trapped inside the building. D nt attempt t re-enter the building until instructed t d s by fire department persnnel r law enfrcement.
