5 ACTIVE THREAT Cntact the University Plice Department at: x 4444 frm any campus phne frm cell phne r ff campus Shuld yu ever find yurself in the middle f an active shter incident, yur survival may depend n whether yu have a plan. The plan desn't have t be cmplicated. There are three things yu culd d that make a difference: RUN. HIDE. FIGHT. RUN. When an active shter is in yur vicinity: If there is an escape path, attempt t evacuate. Evacuate whether thers agree t r nt. Leave yur belngings behind. Help thers escape, if pssible. Prevent thers frm entering the area. Call UPD at x4444 r 911 when yu are safe. HIDE. If an evacuatin is nt pssible, find a place t hide and: Lck and/r blckade the dr. Silence yur cell phne. Hide behind large bjects. Remain very quiet. Yur hiding place shuld: Be ut f the shter's view. Prvide prtectin if shts are fired in yur directin. Nt trap r restrict yur ptins fr mvement. FIGHT. As a last resrt, and nly if yur life is in danger: Attempt t incapacitate the shter. Act with physical aggressin. Imprvise weapns. Cmmit t yur actins. 4

6 When law enfrcement arrives: University Plice will immediately respnd t the area. Lcal Law Enfrcement agencies will respnd t assist UPD. Law Enfrcement s gal is t lcate, cntain and stp the assailant. First respnding fficers will nt treat the injured r begin evacuatin until the threat is neutralized. Remain calm and fllw instructins. Keep yur hands visible at all time. Avid pinting r yelling. Knw that help fr the injured is n its way. What t reprt What exactly did yu hear (e.g., gunshts, explsins, etc.) Specific lcatin f the assailant. Number f assailants. Gender, race, and age f assailant. Language f cmmands used by the assailant. Clthing clr and style. Physical features (e.g., height, weight, facial hair, glasses). Type f weapns (e.g., handguns, rifle, shtgun, explsives). 7 ANIMAL INCIDENTS Cntact the University Plice Department at: x 4444 frm any campus phne frm cell phne r ff campus Any direct physical cntact with an unknwn animal, especially if it results in a bite r scratch, culd have serius cnsequences. Cntact the University Plice Department fr immediate medical assistance. The University prmtes a feral cat prgram by prviding fd, initial health inspectin, spaying and neutering by a Veterinarian befre an animal is returned t campus. D nt attempt t pet r feed any animals. Bitten r Injured by an Animal In case f a bite caused by a venmus animal (e.g. a rattle snake, black widw r brwn recluse spider) r an allergic reactin t an insect r injury by anther animal, (e.g. raccn, skunk, pssum) cntact the University Plice Department fr immediate medical assistance. Be prepared t give yur name, lcatin, and if pssible, the type f species r animal invlved. Try t remve the affected persn and yurself frm danger. Tell thers t vacate the area if a dangerus animal may still be nearby. Help the victim immbilize the bite area and make the victim as cmfrtable as pssible until medical r ther assistance arrives. 6

8 BOMB THREATS, EXPLOSIVE DEVICES & SUSPICIOUS PACKAGES Cntact the University Plice Department at: x 4444 frm any campus phne frm cell phne r ff campus BOMB THREAT Bmb threats are always taken seriusly until prven therwise. Act quickly but remain calm. Keep the caller n the line fr as lng as pssible. DO NOT HANG UP, even if the caller des. Listen carefully. Be plite and shw interest. Try t keep the caller talking t learn mre infrmatin. If pssible, write a nte t a clleague t call UPD. If yur phne has a display, cpy the number and/r letters n the windw display. In sme cases, the telephne will display a partial number rather than a full number, but the telephne cmpany may be able t use this infrmatin t determine the full number. Cmplete the Bmb Threat Checklist (next page) immediately. Write dwn as much detail as yu can remember. Try t get exact wrds. Immediately upn terminatin f the call, d nt hang up, but frm a different phne, cntact UPD immediately with infrmatin and await instructins. Then fllw the prcedures belw. 1. Ntify yur Supervisr. 2. Be prepared t receive emergency instructins via a Cde Blue annuncement r frm UPD. Use the checklist n the page 9 t take ntes n the call. 7

9 EXPLOSIVE DEVICES DO NOT HANDLE OR TOUCH THE OBJECT Because f the seriusness f the situatin and the pssibility f physical injury t the parties cncerned, initial precautin must be taken in the case f a bmb threat r presence f explsive devices. If yu suspect an bject t be a bmb r explsive, d nt handle it. The building r area where the bject is fund will be evacuated immediately accrding t evacuatin prcedure (see Building Evacuatin) r ther existing evacuatin prcedures. All bmb threats and suspected explsive devices will be reprted thrugh t the University Plice at Infrmatin will include: - Descriptin f bject and exact lcatin - Name and unit/department f persn supplying infrmatin Radi cmmunicatin r fire alarm system WILL NOT be used near suspected bmbs r explsive devices. It is essential that the bject NOT BE TOUCHED OR MOVED. It is critical that deans and directrs make their staff aware f bmb and explsive device prcedures. University Plice Department Upn ntificatin, UPD will dispatch a sufficient number f fficers and supervisrs t the scene in accrdance with University Plice prcedures. Upn arrival at the scene, a cmmand pst may be established depending n the seriusness f the circumstance. Unauthrized persnnel WILL NOT handle any bject suspected f being a bmb r explsive device. UPD may request ff-campus emergency respnse depending n the seriusness f the circumstance. UPD will act in accrdance with University Plice bmb/explsive prcedures. An After-Actin Reprt will be supplied accrding t established internal reprting prcedures. Suspicius Mail/Package If yu receive a suspicius-lking envelpe r package (n return address r frm an uncnventinal surce), d nt pen it. If yu d pen a letter yu suspect that it has been cntaminated with a bilgical agent, place the letter and the envelpe int an empty plastic trash can bag. Carefully clse the bag. 1. 12 ELEVATOR ENTRAPMENT Cntact the University Plice Department at: x 4444 frm any campus phne frm cell phne r ff campus If yu are entrapped: REMAIN CALM PRESS THE ALARM BELL This will ring a lcal bell within the building indicating that the specific elevatr is in alarm mde. PRESS THE CALL BUTTON This establishes tw-way cmmunicatin with the University Plice Department Dispatcher. Speak in a calm, clear vice. The dispatcher is trained t ask questins that will assist the mechanic respnding t the entrapment, expedite the remval f individuals frm the elevatr, and make repair in the shrtest time pssible. WAIT If the dr is partly pen and yu are between flrs r the drs are nt fully pen DO NOT frce the drs pen r attempt t climb thrugh. Stand away frm the drs and wait until an authrized mechanic r the University Plice arrive. 11

13 EMERGENCY NOTIFICATION SYSTEM- CODE BLUE Texas A&M University-Crpus Christi uses the Cde Blue Emergency Ntificatin System, a cmprehensive alert system which can cnnect with students, faculty and staff during emergency situatins. The ntificatins include s, text and pre-recrded messages, as apprpriate. Emergencies can include severe weather warnings, threats, schl clsures, delays, evacuatins and ther incidents which disrupt regular campus activities. It s imprtant t keep emergency cntact infrmatin up t date. Students will be prmpted t update their phne, , and emergency cntact infrmatin when they register. This infrmatin can be updated at cdeblue.tamucc.edu. Faculty and Staff shuld update their emergency cntact infrmatin thrugh Wrkday and will need t submit their Mbile Phne Number at cdeblue.tamucc.edu. In case f an emergency, yur emergency ntificatin infrmatin may be used. Keep yur infrmatin current. Parents, Tenants, Nn-TAMUCC Emplyees, Cntractrs, and the surrunding Cmmunity can sign up t receive Cde Blue Emergency Ntificatin messages and/r ther university ntices Cde Blue Public Prtal at cdeblue.tamucc.edu. The University may send test messages at its discretin reminding users that they are in the system. In additin, users will receive a message when their number is added t the system. Cde Blue Emergency Ntificatin System The University uses a third-party emergency ntificatin system that can cntact students and emplyees by wrk phne, cell phne, text message and/r . The severity f the emergency will determine hw many frms f cntacts are used. 14 Outdr Vice & Sund Alarm The University has an utdr bradcast sund system that can be heard thrughut the campus similar t emergency sirens and stadium speakers. The system will be utilized fr warning the campus cmmunity regarding active emergencies where there is cncern fr the safety f students, emplyees and visitrs. Such incidents include, but are nt limited t, sudden, severe weather emergencies; threats t human life; and fires r ther physical incidents where campus evacuatin may be necessary. The system prvides bth audible signals and public address, where spken ntificatins can be easily heard by thse wh are utdrs. The System is rutinely tested the first Tuesday f every mnth between the hurs f 2:00 p.m. and 4:00 p.m. N actin is required n yur part. Fr mre infrmatin, call the University Plice Department at University Web Site, Scial Media Special ntices will be psted n the University s Web site hme page When the University underges an evacuatin, a mirrred Web site that has fundamental peratins is activated. The site is lcated at the Texas A&M-Internatinal campus in Lared. The University s fficial (tp tier) scial media accunts, such as Facebk and Twitter, serve t reach the public. In the event f an emergency, ntificatins similar t the messaging received via the Cde Blue Emergency Ntificatin System will be psted t these scial platfrms. In the event f an emergency, the University s website and scial media accunts wuld be updated frequently. Fr example, a ntificatin wuld be psted fllwing a hurricane evaluatin meeting by the University s Incident Cmmand Team r in the event f an nging pwer utage. Campus Classrm Telephnes Telephnes with red lights have been placed in all classrms. If an emergency ccurs and it is necessary t cmmunicate with peple in classrms, the red light will blink, the phne will ring, and it will play a pre-recrded message with infrmatin and/r instructins. Special Campus Annuncements Special ntices are sent addresses in the event f an emergency. These blasts are sent at the discretin f the Incident Cmmand Team. Language crafted fr these e-blasts are ften used fr pstings t the University s website and tp-tier scial media accunts. 13

15 Campus Mnitrs A message may be displayed n the campus mnitr system. Fr mre infrmatin call the Divisin f Infrmatin Technlgy at Area Televisin Statins, Radi Statins and the Caller-Times Crpus Christi media utlets, including televisin, radi, print and digital, are excellent University partners in the disseminatin f infrmatin abut campus emergencies t the public. The Incident Cmmand Team ften sends emergency messaging t lcal media utlets, s they can then bradcast these messages t their viewership and readership. Infrmatin Htline Telephnes Texas A&M University-Crpus Christi maintains tw infrmatin htlines that may be activated t place infrmatin f interest t faculty, staff and students. These htlines will cntain pre-recrded messages that are updated regularly during an emergency. 16 EVACUATION OF BUILDINGS Cntact the University Plice Department at: x 4444 frm any n campus phne frm cell phne r ff campus (N Fire r Earthquake) 1. Issuing an Evacuatin: Every building has an evacuatin rute/map psted. An evacuatin f a building is used t mve persns ut f a building by a usable rute, t avid a ptentially threatening situatin and deems the entire building as unusable until further ntice. Building Evacuatin Orders will be issued via the Cde Blue Ntificatin System, building annunciatr assciated with the fire alarm system, University Plice, EHS r a University Official. 2. During an Evacuatin: Persns with special needs may use the building elevatr If there is neither a fire nr an earthquake Clse the dr t yur ffice, making sure that it is unlcked. Remain Calm. D nt run r panic. Fllw the psted building evacuatin map t the nearest exit. Prceed dwn the stairs t the first flr. Fr building evacuatin, prceed utside and away frm the building a minimum f 100 feet. Keep streets, fire hydrants, walkways, entry ways clear fr emergency vehicles and persnnel. D nt attempt t re-enter the building until the All Clear has been given by UPD, EHS r a University Official. State Fire Marshal: Have an Exit Strategy; the best rute int the building may nt be the best way ut. 15

17 Persns with physical disabilities shuld bserve the fllwing guidelines: All persns shall mve twards the nearest marked EXIT. Persns with special needs may use the building elevatr - but NEVER in a Fire r an Earthquake. Assist with the evacuatin f individuals with special needs if yu can d s safely. If assistance is nt immediately available, persns with special needs shuld stay near the wall in the exit crridr, r n the stairwell landing. They shuld cntinue t call fr help until rescued. Peple wh cannt speak ludly shuld carry a whistle r have ther means f attracting the attentin f thers. Persns with physical disabilities shuld prepare fr an emergency ahead f time by instructing faculty and classmates n hw t assist them in an emergency. Rescue: Remve anyne frm immediate danger. Alarm: Activate the nearest fire alarm and ntify UPD. Cntain: Clse all drs t cnfine smke and fire. Evacuate: Fllw yur evacuatin plan and prceed t the nearest exit and designated area utside the building. Respnse t a Fire Alarm r Explsin: Persns with physical disabilities shuld be accmpanied t an Area f Rescue Assistance lcated at the stairwell landing. Alert UPD t their exact lcatin. Remain calm, evacuate a minimum f 100 feet frm the building and stay with yur grup. D nt pen any dr that feels ht. If smke is present, stay lw. Never allw the fire t cme between yu and the exit. Use stairway r hrizntal exit t evacuate-d Nt Use the Elevatrs. D nt return t yur area fr persnal belngings. Even if the alarm has ceased d nt attempt t re-enter the building until the all clear has been given by UPD, r EHS. Each building has an evacuatin rute/map psted. Study yur evacuatin path as well as an alternate exit rute. State Fire Marshal: Have An Exit Strategy; the best rute int the building may nt be the best way ut. 18

20 Elevated Threat Alert Warns f a credible terrrist threat against the United States. Imminent Threat Alert Warns f a credible, specific, and impending terrrist threat against the United States. Sunset Prvisin An individual threat alert is issued fr a specific time perid and then autmatically expires. It may be extended if new infrmatin becmes available r the threat evlves. When there is credible infrmatin abut a threat, a Natinal Terrrism Advisry System (NTAS) Alert will be shared with the American public. It may include specific infrmatin, if available, abut the nature f the threat, including the gegraphic regin, mde f transprtatin, r critical infrastructure ptentially affected by the threat, as well as steps that individuals and cmmunities can take t prtect themselves and help prevent, mitigate r respnd t the threat. The advisry will clearly indicate whether the threat is Elevated, if we have n specific infrmatin abut the timing r lcatin, r Imminent, if we believe the threat is impending r very sn. The NTAS Alert infrms the American public abut credible terrrism threats and encurages citizens t reprt suspicius activity. Where pssible and applicable, NTAS Alerts will include steps that individuals and cmmunities can take t prtect themselves t help prevent, mitigate r respnd t the threat. Individuals shuld review the infrmatin cntained in the alert, and based upn the circumstances, take the recmmended precautinary r preparedness measures fr themselves and their families. Infrmatin and instructins will be disseminated t the campus cmmunity thrugh emergency management channels t include ur campus Ntificatin Systems. 19

If yur department has a University Vehicle and/r Bats, park them in the Bayside Parking Garage and give UPD the keys. 6. Take any persnal items hme/they are nt cver by the University s insurance. 7. 22 MEDICAL EMERGENCY Cntact the University Plice Department at: x 4444 frm any campus phne frm cell phne r ff campus Imminent threat t life: Dial 911 Then call University Plice and they will cntact the ambulance and escrt paramedics t the scene. D nt transprt an injured persn in yur private vehicle r a University vehicle. First Respnders On ur campus, the University Plice are identified as first respnders fr any type f emergency (medical emergencies, mental health crisis, suspicius activities r any type f ptential crisis). University Plice are available 24 hurs a day/7 days a week. As first respnders they are trained in emergency first aid, and when needed will cntact ambulance services and escrt paramedics t the scene.
