2 GAS LEAK SUSPECTED Natural gas leaks may ccur and may bring danger f an explsin. Gas leaks are identified by an dr similar t rtten eggs. If a gas leak is suspected, d the fllwing: Ntify Public Safety. They will prvide any directin yu need. If yu feel the need t evacuate immediately, d s. Ntify thers wh may be affected. D nt turn n r ff any electrical device including lights switches (sparks preventin). If gas leak is inside building, ventilate by pening windws. If gas leak is utside the building, clse windws and ventilatin air intakes. Turn ff all ignitin surces. Public Safety will assess and determine if there is a need t evacuate. If yu are asked t evacuate: Leave lights n D nt lck drs. Fllw nrmal fire drill rute. Fllw alternate rute if nrmal rute is t dangerus. Everyne shuld evacuate upwind f gas dr t a safe distance utside f building (preferably t a distance f 300 feet r greater). Try t determine if anyne is missing after yu have evacuated and reprt thse missing t Public Safety. N ne may re enter the building until the Fire Department r Public Safety declare entire building t be safe. Ntify students and staff f terminatin f emergency Resume nrmal peratins. GAS LEAK 2

3 EVACUATION PROCEDURES Evacuatin rutes and evacuatin rally pints may change depending n the nature and lcatin f the emergency. Fllw instructins f yur Fire Safety Directr, Evacuatin Supervisrs, Emergency Building Manager (EBM) and Flr Wardens and Searchers (FW&S). Fire Safety Directr and Evacuatin Supervisrs wh are Public Safety Officers are assisted by (EBM) and (FW&S) are respnsible fr cnducting and facilitating evacuatin prcedures. If the fire alarm sunds r yu are instructed t evacuate: Evacuate yur area Leave all persnal belngings behind, unless instructed therwise. Walk withut delay, but d nt run. D nt use elevatrs. They will nt perate if the fire alarm system is activated. Assist thse with temprary r permanent disabilities needing special assistance evacuating. Evacuate using the primary evacuatin path t yur designated utside evacuatin rally pint. Avid any dangerus areas. Try t accunt fr all students when yu reach the designated evacuatin rally pint. Ntify Public Safety if anyne is missing r injured. Supervise all students; prevent them frm leaving the evacuatin rally pint area. Remain at the evacuatin rally pint area; D nt re enter the building until tld t d s by Public Safety r the Fire Department. EVACUATION 3

4 Shelter In Place Prcedures Shelter in place: It is a temprary strategy designed t be used when it is safer t remain inside rather than evacuate t the utside. If Instructed t Shelter In Place: Fllw instructins f yur Fire Safety Directr, Evacuatin Supervisr, Emergency Building Manager (EBM), Emergency Flr Supervisrs (EFS) and Flr Wardens and Searchers. The Fire Safety Directr, Evacuatin Supervisr, EBM and Flr Wardens and Searchers are respnsible fr cnducting / facilitating shelter in place prcedures fr their assigned building and assisting Public Safety. Clse all drs and windws t seal ff the building frm the exterir. If there is an utside hazardus material r terrrism threat, shut dwn ventilatin systems. Leave all persnal belngings behind, unless instructed therwise. Relcate everyne t pre determined shelter areas (inside rm r hallway). Stay away frm windws. Supervise everyne in the shelter; prevent them frm leaving the shelter. Ntify Public Safety if there are any injuries. Remain in the shelter until advised by Fire Safety Directr, Evacuatin Supervisr, Flr Wardens & Searchers, EBM r Public Safety. SHELTER IN PLACE 4

5 TYPES OF TERRORISM Chemical: Invlves use f chemical agents t deliberately harm r incapacitate peple. Agents are pisnus gasses, liquids, r slids that have a txic effect. They are intrduced thrugh inhalatin r absrptin thrugh the skin r mucus membranes frm fd, water, r the air. Effects frm an acute chemical event will be immediately and bvius. Bilgical: Invlves the intentinal use f bilgical agents, r germs, t cause illness. Bilgical agents are viruses, bacteria, fungi, and txin frm living rganisms that have illness prducing effects. Effects may nt be knwn immediately because f the delay between expsure and nset f illness. Agents f greatest cncern are: anthrax, smallpx, plaque, and btulism. Radiactive/Nuclear: There are tw primary scenaris fr a nuclear r radilgical attack. One is the detnatin f a nuclear bmb. The secnd scenari is the detnatin f a cnventinal explsive device incrprating nuclear materials (a s called dirty bmb r radilgical dispersal device). Explsive: Cnventinal terrrism mst ften takes the frm f bmbs and ther explsive devices in rder t inflict traumatic injury. The danger t peple cmes frm the effects f the blast. T date, this has been the mst cmmn type f terrrist attack. Inside Attack: Ntify Public Safety immediately f suspected chemical attack, injuries and/r physical symptms detected. Open drs and windws t bring in fresh air. If pssible, turn n exhaust ventilatin equipment. If attack affects yur area, evacuate everyne t utside. Outside Attack: Ntify Public Safety immediately f suspected chemical attack, injuries and/r physical symptms detected. Clse drs and windws. Turn ff ventilatin systems. Shelter in place Listen fr fficial instructins and fllw directins. TERRORISM 5

6 MEDICAL EMERGENCY PROCEDURES Ntify Public Safety t reprt the medical emergency. Prvide the fllwing infrmatin: Nature f the incident Lcatin and number f victim (s) Nature f illness r injury Hazards in the area (e.g., electrical shck, hazardus vapr etc.) Ambulance needed. If the illness r injury appears life threatening, yu shuld call 911 directly and then ntify Public Safety. Keep all nn essential persnnel away frm the scene. D nt attempt t mve the victim(s) unless they are in immediate danger. D nt attempt t treat the victim (s) if yu are nt frmally trained and/r certified (i.e. first aid, CPR, AED). Keep the victim(s) calm and reassure that help is n the way. Take universal precautins t prevent cntact with bdily fluids. Universal Precautins: Universal precautins is a methd f infectin cntrl in which all human bld and certain human bdy fluids are treated as if knwn t be infectius fr HIV, HBV, and ther bld brne pathgens. Expsure ccurs thrugh cntact with mucus membranes (e.g., eyes, nse, and muth) r brken (cut r abraded) skin with cntaminated bld. If yu are prviding medical treatment, use prper persnal prtective equipment (i.e. nn latex glves, face shield barriers, and barriers fr muth t muth resuscitatin). Preserve the scene f the medical emergency in the event the incident will require an investigatin by Plice Department. D nt clean up any bdily fluids, unless trained and prperly equipped. Keep all patient infrmatin cnfidential. MEDICAL EMERGENCY 6

7 CRIMINAL BEHAVIOR Be alert t what s ging n arund yu. D nt apprach r attempt t apprehend the persn(s) invlved. Ntify Public Safety Immediately if yu witness a crime in prgress r bserve a suspicius persn r activity, and be prepared t prvide the fllwing: Yur name What is happening Where is it happening Hw many peple are invlved / Anyne injured Descriptin f the assailant clthing, physical characteristics, etc. Any weapns Lcatin f the assailant r directin f their escape Public Safety Officers will be dispatched t assess the situatin. Stay n the phne with Public Safety until a Public Safety Officer arrives and prvide additinal infrmatin, as it becmes available r the situatin changes. If pssible, remain ut f sight. Be cncerned with yur persnal safety and act cautiusly. If the ffender has weapns r is suspected f having weapns, take cver immediately using all available cncealment. Clse and lck drs when pssible t separate yurself and thers frm any armed ffender. In the event f vilent, hstile, r criminal behavir, leave the immediate area if pssible, and direct thers t d s. Always err n the side f cautin and cntact Public Safety. Fllw LOCKDOWN prcedures when instructed t d s. CIVIL UNREST Ntify Public Safety and prvide the fllwing: Yur name What is happening Where is it happening Hw many peple are invlved Any injuries, vilence, prperty damage, etc. Public Safety Officers will be dispatched t assess the situatin. Fllw instructins f Public Safety t ensure the safety f everyne. CRIMINAL BEHAVIOR / CIVIL UNREST 7

8 RESCUE D nt attempt rescue f anyne vercme by chemical vaprs r gases in an enclsed rm r area nly trained rescuers shuld enter the area prtected with self cntained breathing apparatus. Ntify Public Safety immediately. If expsed t a hazardus material, n clthing, skin r by inhalatin, remve the clthing, and seek medical treatment immediately. HAZARDOUS MATERIALS SPILL PROCEDURES Inside Spills: Call Public Safety t reprt the emergency. Prvide the fllwing infrmatin: Lcal f the spill Type f chemical spilled Knwn hazards f the spilled chemical Quantity spilled Number and extent f injuries / illnesses Has spill r vaprs frm the spill spread int the drain r ventilatin System? Attempt t prvide ventilatin t the affected area by pening the windws. Turn yur lcal r building exhaust ventilatin if available and safe t d s. If pssible, cntrl access t the affected area by clsing drs. Obtain Material Safety Data Sheet (MSDS) n Hazardus Material invlved (MSDS) are maintained in each department). If hazardus materials cme int cntact with yur skin, immediately flush the affected area with clear water fr at least 15 minutes. Use chemical shwers if available. If the threat warrants, implement evacuatin prcedures t ensure that n ne is expsed t danger. Direct everyne t evacuate immediately, in a clam and rderly manner, t the designated evacuatin rally pint fr the building. D nt use elevatrs. Try t accunt fr al persnnel. Reprt any missing t Public Safety. Check peple invlved fr adverse medical symptms (shrtness f breath, fainting, etc.) and request immediate medical attentin, if necessary. Remain in the designated area until directed by Public Safety r the Fire Department. D nt try t clean up the spill unless yu are familiar with the hazardus material and are trained and have the prper equipment t perfrm the clean up. Outside Spills: Clse all exterir windws and drs. Shut dwn rm ventilatin systems if pssible. Shelter In Place inside the building and remain there until directed by Public Safety r Fire safety Department. HAZARDOUS MATERIAL SPILL 8

D nt tuch r handle any suspicius items fund. Ntify Public Safety that a suspicius package has been detected. Alert everyne in adjacent areas that a suspicius letter r package has been fund and t clear the area. Clse the dr, prevent thers frm entering. If the suspicius item is believed t be a bmb, evacuate the building and fllw prcedures f Bmb Threats. Write dwn any reasns fr identifying the package as suspicius (e.g., excessive pstage; n return address; rigid envelpe; feel etc.). Cntact the addressee t determine if package was expected. Any persn wh had direct cntact with the package shuld wash their expsed skin with sap and water and seek medical surveillance. SUSPICIOUS PACKAGE / ENVELOPE 9

10 THREATENING TELEPHONE CALLS Remain calm. D nt hang up, keep the caller n the line as lng as pssible, and listen carefully. Signal smene t call Public Safety. Nte the time f the call. Try t get caller s number if yu have caller ID. Ask the caller the fllwing questins: Where is the bmb? When will it explde? What des the bmb lks like? What kind f bmb is it? What is the caller s name and mtive fr placing the bmb? Are yu an emplyee? Are yu a student? Write dwn any pertinent infrmatin such as backgrund nises, gender f caller, and vice pitches and patterns. Make sure Public Safety has been ntified. ELECTRONIC MAIL THREATS Remain calm. Leave the e mail message pen n the cmputer, d nt erase it. Ntify Public Safety immediately Print the message. Include the prperties f the message. Save the e mail. WRITTEN THREATS Remain calm. D nt handle written threats. Keep everyne frm handling it r ging near it. Save all packing materials Write dwn everything yu remember abut the written threat. Ntify Public Safety immediately. VERBAL THREATS Nte the descriptin f the persn wh made the threat (e.g., name, race, sex, type and clr f clthing, bdy size, hair clr, and any distinguishing features). Write dwn the threat exactly as it was cmmunicated t yu. Fr rumrs, write dwn knwn infrmatin. Ntify Public Safety immediately. BOMB THREATS EVACUATION Direct everyne t gather persnal belngings. Direct everyne nt t use cellular phnes and pagers. Visually sweep rm fr suspicius items. Leave drs and windws pen. D nt tuch the light switch. Prceed t the designated Evacuatin Rally Pint and fllw further instructins frm Public Safety. BOMB THREAT 10

11 SUICIDE THREAT Cnsider any students, faculty r staff reference t suicide as serius. Prtect yurself, d nt put yurself in harms way. DO NOT LEAVE THE INDIVIDUAL ALONE. D nt allw the individual t leave until help arrives, if pssible. Ntify Public Safety immediately if yu becme aware f a suicide threat. Talk calmly t the persn until apprpriate persnnel arrive at the scene. Remember: Be psitive. Engage the persn in cnversatin D Nt becme cnfrntatinal D Nt make fast mvements twards the individual When trained persnnel arrive, defer t their judgment n the curse f actin t be taken. SUICIDE ATTEMPT Ntify Public Safety immediately f any suicide attempt. Prvide persn s name if knwn. Prtect yurself, d nt put yurself in harms way. DO NOT LEAVE THE INDIVIDUAL ALONE. Try t calm the suicidal persn. Try t remve the individual frm any immediate means f hurting himself / herself. Take Universal Precautins t prevent cntact with bdily fluids. 12 POWER OUTAGE OR UTILITY FAILURE PROCEDURES If the pwer ges ut r even partial utage: Remain calm. Ntify Public Safety. Public Safety will ntify Facility Services and assess the scpe and expected duratin f the utage. Public Safety will attempt t assess the scpe and expected duratin f the utage. Public Safety will prvide respnse directins t yu nce they cmplete their assessment. Remain in yur area/rm and d nt mve arund the building unnecessarily. D nt attempt t use elevatrs. If yu are in a dark area, prceed cautiusly t an area that has emergency lights. Emergency lighting shuld cme n autmatically. If emergency lights d nt cme n in yur area, ntify Public Safety. Prvide assistance t thers in yur immediate area wh may be unfamiliar with the building. If instructed t evacuate, prceed cautiusly t yur designated evacuatin rally pint. If there is lss f anther utility: Ntify Public Safety Public Safety will ntify Facilities Services and assess the scpe and expected duratin f the utage. If there is an immediate prblem r special needs, ntify Public Safety. UTILITY OUTAGE / FAILURE 12

13 INTRUDER / SHOOTER If yu becme aware f an intruder / shter, ntify Public Safety and 911 immediately. Always assume an intruder is armed and dangerus. If the lcatin f the perpetratr(s) is unknwn r n the mve, prepare t lckdwn in yur area. Remain in place until Public Safety r Plice prvide yu with further instructins. If a hstage incident develps, identify rm lcatin, number f persns held, and infrmatin abut the hstage taker. Relay infrmatin t Public Safety r Plice. If yu cme acrss an unattended weapn, d nt tugh it, islate and secure the area s n ne takes the weapn, and ntify Public Safety immediately. If yu cme face t face with perpetratr(s): D as they demand; never argue. Avid sudden mves which culd startle the intruder. Take yur time. Avid using frce unless smene s life is in imminent danger. LOCKDOWN PROCEDURES Lckdwn: is a prtective actin emplyed t safeguard students and staff when there is an armed perpetratr appraching the campus, n campus, r in a campus building. Lckdwn is emplyed t keep peple away frm a vilent perpetratr while Public Safety and Plice engage the suspect. Familiarize yurself with the system that will be used t warn yur lckdwn. This may be the Emergency Alert System, public address system, if available, r telephne. If instructed t Lckdwn: Fllw instructins f yur Fire Safety Directr, Evacuatin Supervisr, Emergency Building Managers (EBM) and Flr Wardens and Searchers (FW &S). The EBM and FW&S are respnsible fr cnducting / facilitating lckdwn prcedures fr their assigned building and assisting Public Safety. Lck all exterir drs. Take refuge in the nearest classrm, ffice, r ther rm. Direct anyne immediately utside yur area int the nearest rm. Clse and lck r secure drs as much as pssible. Clse and lck windws. Clse blinds r shades t prevent anyne frm seeing inside the rm. Turn ff lights. Direct everyne away frm windws and drs. Prevent anyne frm leaving the rm. If a gunsht r an explsin is heard, get everyne n the flr. If the fire alarm sunds, evacuate if there are visible signs f fire. Await instructins if n signs f fire (intruder may pull alarm t get t yu). Remain in secured area until ntified by Public Safety r Plice. Preserve the crime scene and avid tuching, mving, r disturbing evidence. LOCKDOWN / INTRUDER / SHOOTER 13

14 FIRE PROCEDURES Remain calm. Pull the nearest fire alarm, if nt already activated. Only attempt t use a fire extinguisher if yu have been frmally trained. Remve anyne frm immediate danger. Ntify Public Safety frm a safe lcatin. Clse all drs t cnfine smke and fire. Unless therwise directed, fllw yur Building Evacuatin Plans and prceed t the designated evacuatin rally pint utside the building. D nt delay evacuatin fr the purpse f retrieving persnal belngings. Walk withut delay, but d nt run. D nt use elevatrs. Feel exit drs fr heat, stay lw and clse t walls while evacuating. If smke is present, stay lw. The best quality f air is near the flr. Cnsider persns with disabilities wh may need assistance evacuating. Never allw the fire t cme between yu and an exit. Try t accunt fr everyne when yu reach the evacuatin rally pint. Ntify Public Safety if anyne is missing r injured. Everyne shuld remain at the evacuatin rally pint until directed therwise by Public Safety r the Fire Department. IF YOU ARE TRAPPED IN A ROOM / AREA Wedge wet twels r clth materials alng the bttm f the dr t keep ut smke. Clse as many drs as pssible between yu and the fire. Use the telephne t ntify Public Safety f yur prblem and lcatin. If yu are trapped in an area and need fresh air, nly break the windw as a last resrt, and use cautin when breaking the windw. EXPLOSION PROCEDURES Reprt Any f the Fllwing t Public Safety: Is there structural damage r cllapse? Any injuries? Is natural gas r any hazardus material leaking? Did the explsin disperse any liquids, mists, vaprs r gas? Did the explsin nly destry a package r the bmb device? Are there unexplained drs? If the Explsin is Inside: Evacuate alng established rutes t yur designated evacuatin rally pint. Redirect t exits away frm site f the explsin. D nt use elevatrs. Discntinue use f all radis, cell phnes (any cmmunicatin transmitting device). Try t accunt fr everyne when yu reach the evacuatin rally pint. Ntify Public Safety r Incident Cmmander if anyne is missing r injured. Everyne shuld remain at the evacuatin rally pint until directed therwise by Public Safety r the Fire Department. If the Explsin is Outside: If yu are in danger due t fire, smke, danger f cllapse, brken glass, r ther hazards, evacuate away frm the scene f the explsin; fllw evacuatin prcedures. Keep AWAY FROM WINDOWS. If yur rm is safe, await instructins frm Public Safety. Prepare t Shelter In Place FIRE / EXPLOSION 14
