5 New Hampshire Electric Operatins PROMULGATION OF THE PLAN As the President f NH Electric Operatins, I hereby authrize the NH Electric Operatins Emergency Respnse Plan dated March 5, The Plan prvides fr NH Electric Operatins respnse t emergency situatins and ther incidents cnsistently and effectively within Eversurce Energy in rder t prtect lives, public health, safety, and prperty; t restre essential services; and t enable and assist with ecnmic recvery. Threats t ur business and cntinuity f service t ur custmers are cnstantly evlving. Eversurce remains prepared at all times t anticipate, prepare fr, respnd t and recver frm all manner f threat r hazard t ur business. The purpse f this All-Hazards is t utline and assign respnsibilities fr crdinatin f effrts acrss the rganizatin in respnse t these risks. Thrugh crdinated actin, we leverage ur cmpany resurces fr a fast, efficient, and effective mitigatin and respnse apprach t all manner f threat. We understand that timely and accurate infrmatin fr ur custmers and ther stakehlders is just as imprtant as a safe and prmpt restratin f service. This plan utlines extensive measures and prcesses t create and flw imprtant planning infrmatin t ur critical stakehlders. We are prepared t wrk effectively with Federal, State and Lcal gvernments t effect a swift and crdinated respnse t all manner f threat. Thrugh this plan, I empwer the NH Electric Operatins rganizatins t take the necessary actins and expend apprpriate resurces t effectuate a prmpt and cmplete respnse t all hazards that can present themselves frm time t time. Because the threats we face are cnstantly evlving, I charge the rganizatin with adapting this plan ver time in respnse t these emerging threats and t plan, prepare, train, practice, and cntinually imprve ur respnse capabilities fr the benefit f ur custmers and stakehlders. The Senir Vice President, Emergency Preparedness, Eversurce, n behalf f the President, is hereby authrized t activate the Emergency Crdinatin Team at any time deemed necessary t supprt an Incident Management Team. INTRODUCTION 1.1 Purpse 1.2 Scpe New Hampshire Electric Operatins The NH Electric Operatins (ERP) prvides a cmprehensive verview f hw NH Electric Operatins addresses situatins that have the ptential t adversely affect electric service t its custmers. The bjective f the ERP and assciated dcumentatin (prcedures, plicies, and ther supprting dcumentatin) is t utline a systematic and rganized apprach t prepare fr, and respnd t, emergency events causing pwer utages r ther disruptins f NH Electric Operatins distributin system, including thse caused by transmissin system r generatin issues. This ERP applies t emergency events caused by, but nt limited t, severe weather, flding, civil disturbance, fire, explsin, r ther majr disruptin f the distributin system r any ther instance fr which the Incident Cmmander determines that additinal assistance r crdinatin is needed. The ERP describes the plicies and cncepts f peratins that guide hw NH Electric Operatins plans fr and addresses emergency situatins. The ERP and assciated dcumentatin apply t NH Electric Operatins persnnel and any staff f Eversurce Energy Service Cmpany (EESCO), affiliate cmpany emplyees, mutual aid resurces, cntractrs, r ther persnnel wrking at the directin f r under the authrity f NH Electric Operatins. See Sectin 10.1, Eversurce Requirements, n page 67 fr a cmplete list f related dcuments. The Cmpany makes all reasnable effrts t restre service t its custmers within the shrtest time practical cnsistent with applicable law, this plan, including the plan s targets, and safety, as determined by NH Electric Operatins. During an Emergency Event this includes, at a minimum, implementing all applicable cmpnents f the ERP related t restratin f service. 1.3 Situatin Overview Eversurce Energy (frmerly Nrtheast Utilities) was frmed in 1966 when three utility cmpanies, The Cnnecticut Light and Pwer Cmpany (CL&P), Western Massachusetts Electric Cmpany (WMECO), and The Hartfrd Electric Light Cmpany (HELCO) were affiliated under as subsidiaries f a single crprate entity. The system was the first new multistate public utility hlding cmpany system created since the enactment f the Public Utility Hlding Cmpany Act f HELCO was incrprated int CL&P in In 1967, the Hlyke Water Pwer Cmpany jined the cmpany and, in 1992, Public Service Cmpany f New Hampshire (PSNH) was acquired. In 2012, the cmpany acquired NSTAR, and at that time, NSTAR electric and gas cmpanies als became perating cmpanies. Nrtheast Utilities was rebranded Eversurce Energy in February f NH Electric Operatins has delivered electric service t hmes, neighbrhds, and businesses fr mre than 88 years. With apprximately 1,400 emplyees, NH Electric Operatins is New Hampshire's largest electric utility, serving mre than 500,000 business and residential custmers in 211 municipalities in New Hampshire. 9 1.4 Planning Cnsideratins New Hampshire Electric Operatins This ERP prvides the verall framewrk fr preparedness and respnse and a high-level verview f each functin. The plan is implemented by specific plicies, prcedures, guidelines, handbks, jb aids, and s n. The ERP dcumentatin and ther supprting dcumentatin detail specific actins and respnsibilities fr functins and rganizatins necessary fr effectively respnding t an emergency event. Emplyees use these dcuments t guide their specific actins cnsistent with their training. The NH Electric Operatins distributin system is susceptible t the effects f certain emergency events, disasters and, depending n the nature f the event, the effects can be mitigated due t the design and engineering f the system. The impact f emergency events can vary widely in scpe and severity, frm an event that is lcally islated and impacts very few custmers fr a shrt perid f time t an event that is gegraphically widespread and causes utages affecting many custmers. These are sme f the planning cnsideratins used in the design f the plan and the supprting implementatin dcuments: 1.5 Terminlgy An emergency incident r disaster can ccur at any time f the day r night, weekend, r hliday, with little r n warning. Nt all utage-related events r incidents require the full activatin f this Plan. The Incident Cmmander can declare activatin f the Plan either befre an emergency event ccurs r after, based upn the timing and predicted severity. Event Levels 3, 4, and 5 require full activatin f the Incident Management Team (IMT) and all functins are crdinated thrugh an Incident Cmmand Center (ICC). The Operatinal Perid fr extended emergencies that require 24-hur peratins is divided int tw peratinal shifts f 12 hurs each starting at 0600 and 1800 with a turnver perid that begins 30 minutes befre each shift starts. All emplyees in the NH Electric Operatins rganizatin are familiar with this plan and their specific emergency jb psitin respnsibilities when the Plan is activated. In additin, NH Electric Operatins cnducts training and exercises t ensure all emplyees are aware f the general framewrk fr respnding t emergency events, per the requirements f PUC 300 Rules fr Electric Service. NH Electric Operatins respnse is based n the availability f resurces. If resurce requirements warrant, Affiliate Cmpany, mutual assistance and cntractr assistance are requested. The NH Electric Operatins ERP is based upn the implementatin activities f the Natinal Incident Management System (NIMS) and uses the Incident Cmmand System (ICS.) This alignment assists in the de-centralizatin and recentralizatin f cmmand and cntrl thrughut an emergency event in rder t prvide ptimum and efficient respnse and utilizatin f resurces. [NH PUC ] During and after catastrphic events, nrmal emergency services within the affected area can be verwhelmed and essential cmmunity services might be unavailable. The cmmn definitins, abbreviatin, and acrnyms used in all f the Eversurce All Hazards Emergency Respnse Prgram dcumentatin, including the NHE ERP, are described in Guideline EP-GDL-3000, Eversurce ERP Glssary. 1.6 Supprting NU Emergency Respnse Dcumentatin The Eversurce All Hazards Emergency Respnse Prgram dcumentatin, including all assciated Annexes and Appendixes are available frm the Eversurce Intranet in the Eversurce ERP Dcumentatin Library. STRATEGY FOR EMERGENCY OPERATIONS New Hampshire Electric Operatins Authrity fr the perfrmance and directin f actins under this ERP is delegated by the President f NH Electric Operatins t the Incident Cmmander (IC) and ther psitins identified in this dcument. Pursuant t this delegatin, the IC has the authrity t manage the verall emergency respnse fr NH Electric Operatins and is expected t prvide peridic updates t senir management, including the President f NH Electric Operatins. The IC infrms the President (in a timely manner) f any actins r develpments that culd require extensive resurces frm ther Eversurce perating cmpanies r culd reasnably cause significant reputatinal r financial risk t the cmpany. The President in turn infrms and cnsults with Eversurce Executive Oversight Grup (EOG). The strategy t address strm events begins by understanding and analyzing ptential weather events befre they ccur. It is expected that the develpment f an apprpriate plan begins befre the interruptins ccur. Once the event ccurs, the restratin recvery is predicated n knwing the causes and understanding the magnitude f the prblems. This is btained by early and strategic damage assessment. Executin f the apprpriate plan, and btaining the resurces and supprt systems needed, are essential t effect the prmpt restratin f electric service t ur custmers. Given the brad authrity granted t the IC in this plan, the IC shuld cnsult peridically with the President f NH Electric Operatins t seek input n verall directin, plicy advice cncerning bjectives r any necessary authrizatin fr specific exceptins t his authrity. The IC and the executive leadership team must effectively cmmunicate during an emergency event, particularly whenever significant changes ccur. Shuld any f the fllwing situatins ccur, the IC infrms the executive leadership team immediately and prvides it with all available infrmatin abut the incident: A fatality r life threatening injury t a NH Electric Operatins emplyee, EESCO r affiliate emplyee, cntractr, r mutual assistance crew member A fatality r life threatening injury t anyne pssibly invlving any part f NH Electric Operatins system, staff r entity wrking n behalf f NH Electric Operatins A fatality r a life threatening injury t a member f the public, which culd have been caused by the NH Electric Operatins infrastructure Any event that culd ptentially cause significant harm t NH Electric Operatins r EESCO, its staff, r system Any ther unfreseen event that the IC shuld reasnably deem f significant cncern as t affect the cmpany r that culd trigger high level, external stakehlder interest (regulatry, plitical, cmmunity, media, and s n). 2.1 Guiding Principles NH Electric Operatins has the respnsibility t establish and ensure the safety and security f all participants f the emergency restratin effrt. This is achieved by cmmunicating guidelines during strm events and the reinfrcement f safe wrk practices by the restratin crews. Each participant is respnsible fr his/her wn safety and NH Electric Operatins management is respnsible fr ensuring all participants wrk in a safe manner and that prmpt crrective actin is taken whenever unsafe cnditins are bserved r reprted. 12 New Hampshire Electric Operatins The nging readiness f the emergency respnse participants is maintained thrugh training in cllabratin with frmal perating plicies and prcedures and thrugh participatin in scheduled drills. Jb assignments and prficiency f the assciated skills are critical t the framewrk f the ERP. Participants, whether perfrming their rutine assignments during the restratin effrt r perfrming infrequent duties as their emergency assignments dictate, are expected t perfrm at the same standard f excellence: We cnsider public safety and the safety f ur wrkers and ther respnders ur highest cre value. We ensure ur Incident Management Teams fllw a frmal Incident Cmmand System (ICS) and each psitin and functin within the structure has a clearly defined rle and understd authrity. We ensure that ur emplyees are trained and exercised in their assigned emergency rles. We set reasnable expectatins with ur stakehlders and deliver results that are cnsistent with r in excess f thse expectatins. We partner with ur municipalities t identify and understand their pririties and integrate them int ur restratin plans. We prvide ur cmmunities with accurate, timely, and cnsistent infrmatin. We cmplete an initial damage assessment and prvide a glbal restratin prjectin within 48 hurs after a strm has left ur service territry. We ensure that sufficient numbers f qualified resurces are secured in a timely manner t supprt an efficient restratin prcess. We take the necessary actins t prtect the envirnment. We use available technlgy t autmate restratin prcesses and use ur leadership capabilities t efficiently manage available resurces. We use every pprtunity t cllect feedback and measure ur perfrmance t ensure cntinuus imprvement. We are cmmitted t mitigating the vulnerability f ur distributin infrastructure t weather events. 2.2 Use f the Incident Cmmand System The ICS is a cmpnent f the Natinal Incident Management System (NIMS), an emergency management dctrine used acrss the United States t crdinate emergency preparedness and incident management and respnse amng the public (Federal, Tribal, state, and lcal gvernment agencies) and private sectrs. [NH PUC (b)] It prvides fr a standardized, n-scene, all-hazards incident management apprach that: allws fr the integratin f facilities, equipment, persnnel, prcedures, and cmmunicatins, perating within a cmmn rganizatinal structure enables a crdinated respnse amng varius jurisdictins and functinal agencies, bth public and private establishes cmmn prcesses fr planning and managing resurces ICS is flexible and can be used fr events f any type, scpe, r cmplexity. ICS allws Eversurce t adpt an integrated rganizatinal structure t match the cmplexities and demands f single r multiple events. The range f these events can vary frm a minr facility emergency t a majr lss f systems, equipment, persnnel, r infrmatin. ICS is als emplyed by ffsite respnse rganizatins that Eversurce interfaces with during an emergency, thereby enhancing the crdinatin f all emergency respnders. Eversurce EP-NHE-PLN f 76 Rev 0

13 New Hampshire Electric Operatins ICS is based n a mdel adpted by the fire and rescue cmmunity. ICS is used by all levels f gvernment, as well as by many nn-gvernmental rganizatins and the private sectr. ICS is typically structured t facilitate activities in five majr functinal areas: Cmmand, Operatins, Planning, Lgistics, and Finance/Administratin. It is pssible that all f the functinal areas might nt be used based n the needs f the incident Incident Cmmand Incident Cmmand is respnsible fr verall management f the emergency and ccurs at the IMT level. An IC is designated and has the authrity t cmmit and btain resurces necessary t meet priritized needs. The IC als has the authrity t issue assignments that invlve the cmmitment f human and material resurces and t expend funds t meet emergency needs. Cmmand Staff and General Staff assignments are delegated and assigned by the IC as required. ICS Cmmand and General Staff psitins are described in further detail belw Nn-Incident Cmmand System Rles 2.3 Cre Capabilities Emergency respnse is als perfrmed by persnnel within Eversurce (fr example, Facilities, Stres, Transprtatin, and s n) that are nt actually assigned ICS jb psitins during an emergency because their emergency rles and respnsibilities generally parallel their nrmal (blue sky) rganizatinal rles and respnsibilities. Specific day-t-day tasks and activities that d nt cntribute directly t the emergency respnse effrts can be suspended temprarily r redirected fr the duratin f the event. Capabilities are identified as the ability t achieve a specific utcme with an applicable cmbinatin f planning, rganizatin, resurces, and trained and exercised persnnel. Cre Capabilities are a list f capabilities needed cllectively by NH Electric Operatins t prepare fr, respnd t, and recver frm events and incidents causing pwer utages and ther disruptins t the electric distributin system. NH Electric Operatins Cre Capabilities are: 1. Cmmunity Preparedness The cntinuus effrt t assist the cmmunities and the State t be fully aware, trained, and practiced n hw t prepare fr and, as apprpriate, crdinate respnse t, events that have the ptential t impact the NH Electric Operatins system. 2. Risk Management The cntinuus prcess f managing the likelihd f an adverse event and its impact n the NH Electric Operatins system thrugh a series f mitigatin and preparedness actins. 3. Training, Qualificatins, and Exercises The prcess f transferring required knwledge and skills needed fr NH Electric Operatins t perfrm activities and tasks supprting the ERP capabilities, and f verifying individual and rganizatinal cmpetencies f these capabilities. 4. Incident Cmmand Effectively direct and cntrl event activities by using the ICS cnsistent with NH Electric Operatins plicies and prcedures. 5. Planning Cllect, display, and evaluate event infrmatin and crdinate the develpment f applicable Incident Actin Plans (IAPs.) 6. Damage Assessment Cnduct NH Electric Operatins system damage assessments t accurately determine the significance f the event, lcatins f damage and damaged equipment, access restrictins, and ther infrmatin needed t estimate the time necessary fr repair and effectively chse a restratin strategy. Incident Cmmand Center Management Prvide NH Electric Operatins crdinatin fr event management by activating and perating the ICC fr a pre-planned r n-ntice event. ICC management includes: ICC and Reginal Emergency Operatins Center (EOC) activatin, ntificatin, staffing, and deactivatin; management, directin, cntrl, and crdinatin f respnse and recvery activities; crdinatin f effrts amng gvernments at each level and amng lcal, reginal, State EOCs; crdinatin f public infrmatin; and maintenance f the infrmatin and cmmunicatin necessary fr crdinating respnse and recvery activities. See Attachment 1, NH Electric Operatins ICC Facilities fr mre infrmatin n the primary and alternate ICC facilities. 8. Respnse & Restratin Prepare fr, initiate, and sustain repair, replacement, r ther activities needed t restre the NH Electric Operatins distributin system t nrmal perating cnditin. This cnsists f eliminating identified threats t public safety, remving electric hazards, restring critical facilities, and perfrming bulk restratin t custmers. 9. Resurce Management (Lgistics) Identify, rder and acquire, mbilize/n-bard, accurately track and recrd, reassign, and recver and dembilize NH Electric Operatins, Eversurce Energy, mutual aid, cntracted, and vendr resurces thrughut all event management phases. (NOTE: Resurces include material, equipment, and persnnel.) 10. Public Infrmatin and Cmmunicatins Develp, crdinate, and disseminate infrmatin t the public, state and municipal fficials, and NH Electric Operatins and Eversurce emplyees acrss all jurisdictins and disciplines effectively under all hazard cnditins. 11. Wrker Health and Safety Ensure adequate trained and equipped persnnel and resurces are available at the time f an event t prtect the safety and health f NH Electric Operatins and Eversurce emplyees, mutual aid, and cntracted wrkers. 12. Financial Tracking and Reprting Accurately accunt fr persnnel time; cllecting cst data; perfrming cst effectiveness analysis; prviding cst estimates and cst saving recmmendatins; administering financial matters pertaining t vendr cntracts, leases, and fiscal agreements; and managing and directing all administrative matters pertaining t cmpensatin fr injury and claims-related activities. 2.4 Eversurce Readiness Cnditins Eversurce has established a systematic apprach t mnitring, assessing, and preparing fr events that have the ptential t impact ne r mre business units, emplyees, r custmers. This apprach includes activities frm day-t-day hazard mnitring thrugh full activatin f all necessary persnnel t supprt respnse and recvery fr any type f emergency. This apprach uses predefined Readiness Cnditins t clearly cmmunicate each perating cmpany s readiness psture. See Table 1 - Readiness Cnditins n page 16. Each entity determines its wn current Readiness Cnditin and it is cmmn t have different Readiness Cnditins based n the same emergency (fr example, a hurricane) due t differences f ptential impact t each State. Emplyees are perfrming day-t-day rutine peratins and maintaining situatinal awareness by bserving the changing and predicted weather cnditins and the news fr any emergency that culd adversely affect Eversurce peratins Readiness Cnditin - MONITORING Everyday peratins are being perfrmed, but cnditins are develping r exist (fr example, a ptential heat wave, trpical strm, r nr easter) that culd present a ptential risk t Eversurce in the near future. Thugh the cnditins currently pse n immediate threat, a heightened level f situatinal awareness (internal and external) and mnitring are implemented with mre frequent cmmunicatins taking place amng decisin makers. If it is determined that escalating emergency cnditins are likely, a cmmunicatin is sent t the NH Electric Operatins rganizatin and lcal authrities t update them abut this cnditin Readiness Cnditin - WARNING General everyday peratins are being perfrmed, but cnditins are develping r are sn t exist that have a relatively high level f prbability f impacting sme r all f the Eversurce service area. Sme day-t-day tasks and peratins might be suspended r redirected. Mbilizatin f internal resurces and acquisitin/mbilizatin f (sme) external resurces are cnsidered and culd begin. Affected IMTs, ICCs, and/r Reginal EOCs can be partially r fully activated in accrdance with each rganizatin s plan. Ntificatin/partial activatin f the ECT is cnsidered. Fr events that culd have peratinal r business functinality impact at ne r mre facilities r lcatins, but are nt primarily transmissin r distributin system disruptin events, activatin f an Eversurce IMT is cnsidered and, under the directin f the Vice President-NH Electric Operatins r designee , telephne, r ther cmmunicatin methds are used t ntify key emergency respnse persnnel t prepare t be activated. The ICC, when activated as the ICP, perates arund-the-clck until the event has terminated and the IC makes the determinatin t clse the ICC and return t nrmal peratins. Transfer f cmmand nrmally takes place at 12-hur intervals until the event has been declared clsed. The ICC supprts the NH Electric Operatins IC in preparatin and respnse t an emergency. Representatives frm supprt rganizatins assemble as necessary t crdinate respnse with the IC, Cmmand Staff and General Staff. The ICC peratin is based n use f the ICS and is designed t functin at a level cnsistent with the size and cmplexity f an event. Staffing f the NH Electric Operatins ICC is dictated by the size and cmplexity f the event. The level f activity, and the number and skills f staff required t carry ut thse activities vary. The activatin f the ICC can ccur when intelligence data indicates actual r ptential incidents r events culd grw beynd the capability f managing the emergency event in the System Operatins Center (SOC). Activatin f the ICC is initiated thrugh the Emergency Preparedness rganizatin t affected persnnel and assigned management staff. Selectin f persnnel and rganizatins required t supprt the peratin are determined by the IC. In the event that Energy Park is t be evacuated and an emergency has been declared, all members f the ICC are ntified by telephne, , r pager. Depending n the nature f the declared emergency, it might be necessary t ntify the lcal authrities f the circumstances fr the relcatin. If, fr example, a threat by a terrrist grup r disturbed individual were the cause f the evacuatin, plice prtectin culd be cnsidered at the alternate lcatin. Additinally, the State f New Hampshire Public Utilities Cmmissin and the State Office f Emergency Management shuld be made aware f the mve Emergency Respnse Organizatin Assignments Persnnel are identified and trained t fill key emergency respnse rles. A database is maintained by the EP rganizatin t ensure the rsters fr such psitins are always filled. Systems are established t direct individuals during the declaratin f an ERP event. Emergency respnse is a crprate respnsibility and a respnsibility f every Eversurce emplyee. Preparedness is fundamental t the prmpt and effective respnse t an emergency event. All emplyees have a cntinuing bligatin t be prepared and t respnd t emergency events as directed by management. As part f preparedness and respnding t emergency events, NH Electric Operatins has established this ERP and assciated dcumentatin t ensure that apprpriate resurces and persnnel are available and trained t supprt recvery and restratin peratins during an emergency event. Emplyees are trained n and have been assigned emergency respnse rles that are activated when a majr event ccurs. Fr purpses f this ERP, an emergency respnse rle is defined as a rle r task that a persn perfrms during emergency cnditins, which is different frm their nrmal wrk activities. Other persnnel have a single rle during an emergency event that des nt change frm their day-t-day respnsibilities. When an emergency event with the ptential fr severe impact is anticipated, the cmpany declares an ERP Event and all persnnel are cnsidered essential, unless therwise excused. Emplyees are required t make themselves available fr mbilizatin calls in the event they are needed t reprt t their assigned areas. The cmpany uses a variety f cmmunicatins methds (pagers, , vic , and, if necessary, public media) t bradcast this declaratin as sn as the decisin is made. Emplyees are expected t check these varius cmmunicatins channels with reasnable frequency t ensure they are aware when such a declaratin ccurs. Emplyees shuld listen fr bradcast messages indicating that the cmpany is mbilizing fr an event that has the ptential t impact ur service territry. All emplyees must keep their cntact infrmatin up-t-date in cmpany directries. Emplyees unable t reprt t wrk due t hme, family, r persnal emergency cnditins must immediately cntact their supervisr. In general, these segments include: Pre-Event Preparedness Mbilizatin and Initial Respnse Sustained Actins Dembilizatin and Pst-Event Analysis and Reprting Pre-Event Preparedness T ensure capability fr immediate respnse t pwer utages caused by severe weather r ther disruptins, several elements are set in place prir t an actual emergency. These elements can include, but are nt limited t: Ntificatins are made t persnnel cncerning their assigned event reprting lcatins. Cntact lists are updated fr state and municipal fficials. Equipment needed fr pwer restratin is identified and, if pssible, pre-psitined at key pints within the service territry. Staging areas fr management teams and wrk crews are established. Cntracts are set in place fr utside line, service, and tree crews and ther essential resurces. Mutual Aid Agreements thrugh Edisn Electric Institute (EEI) and membership in Reginal Mutual Assistance Grups (RMAGs), such Nrth Atlantic Mutual Aid Grup (NAMAG). Cntract weather frecasting services are secured t prvide weather frecasting service, with ntificatin f any severe frecasts that have the ptential t adversely impact the distributin system. Cmmunicatin materials are prepared in advance n key tpics, pints-f-cntact, and basic facts explaining strm restratin activities and pririties. The Custmer Care rganizatin is prepared t elevate t the emergency respnse level. This call is held with a brader grup including Directrs, Reginal Operatins Managers, and ther key persnnel frm supprt rganizatins. Incident Cmmand Calls The IC cnducts peridic peratins calls t review prgress n the IAP, and refine r adjust the IAP based n changing cnditins and current infrmatin, and t address tactical decisins, emergent issues, and requests fr supprt. Sectin (Functin) Calls Each Sectin Chief, r designee, cnducts functin specific calls (Operatins, Planning, Lgistics, Cmmunicatins, and s n), as apprpriate, t crdinate and update pririties, tasks, and deliverables t ensure cnsistency and alignment with the current guidance and plan. The wner f each type f call cmmunicates the type f call t the affected audience in advance f the call when pssible. Additinally, NH Electric Operatins participates in Eversurce system calls when an event impacts multiple gegraphic areas r entities Sustained Actins (Restratin) Sustained Actins generally cvers the activities required t return the electric distributin system t nrmal cnfiguratin and peratins Dembilizatin and Pst-Event Analysis and Reprting Dembilizatin and pst-event analysis and reprting ccur when restratin has been cmpleted, all resurces are dembilized; the ERP is deactivated; and blue sky peratins are resumed. It is during this perid that NH Electric Operatins gathers infrmatin, cnducts incident reviews, analyzes data, develps after-actin reprts, perfrms pst-event reprting t State fficials, and identifies imprvements t be implemented. A pst-strm critique r de-brief prcess is perfrmed t capture strengths, weaknesses, and lessns learned. All grups invlved in the restratin are requested t supply input during the prcess. Administrative updates are made t cntact lists and prcedures t ensure readiness fr the next emergency r event. Pst-incident evaluatins cmmnly knwn as Lessns Learned and After-Actin Reviews, cntribute t cntinuus emergency preparedness and respnse imprvements. Bth activities are likely t imprve when feedback recmmendatins are linked and incrprated int the plan and assciated supprt dcumentatin. The EP rganizatin is respnsible t ensure pst-incident evaluatins are perfrmed. Each area f the respnse rganizatin is respnsible fr participating in pst-incident perfrmance reviews. These meetings identify respnse activities and pprtunities fr imprvements. 21 2.9 Service Restratin New Hampshire Electric Operatins During significant events, there are different strategies that can be emplyed t efficiently utilize resurces t ensure public safety and expedite the restratin f electric service t critical facilities and custmers. The availability f several restratin strategies is necessary because a variety f factrs, including: the severity f damage n the system; the gegraphic scpe f the damage; the impact the event has n critical facilities and rad accessibility; and the need t utilize mutual aid crews, influence the best way t respnd t an emergency event Majr Strm Restratin Philsphy and Pririties The electric system restratin prcess begins with a full evaluatin and assessment f the system s cnditin. Cnsistent with NH Electric Operatins verall rutine philsphy the mst imprtant pririty in strm restratin is fr public and emplyee safety. The first pririty in a strm restratin effrt is n the vital public safety functin f clearing dwned electric wires. Restratin Pririties: 1. Public Safety The de-energizing, cutting clear r securing f live distributin lines that pse an immediate threat t public safety r the cutting clear f wires that blck radways impairing the ability fr emergency respnse vehicles t respnd r fr municipal agencies t clear the radways. 2. Electric Infrastructure The restratin f transmissin lines and substatins that supply the distributin system. 3. Critical Infrastructure The restratin f service t critical facilities such as plice and fire statins, hspitals, schls, water supply and sewage treatment facilities, shelters and nursing hmes. 4. Circuit Backbnes The re-energizing f circuit backbne lines which are the main surce f pwer t reach the distributin line lateral feeders. 5. Lateral Feeders The restratin f lines serving large blcks f custmers and/r whle neighbrhds t maximize the restratin f pwer t the highest number f custmers in the minimum amunt f time. 6. Transfrmers/Secndary Circuits The restratin f lcalized secndary vltage lines serving a limited number r small number f custmers. 7. Individual Services The IC balances the use f available resurces with the impact based upn the freging pririties t ptimize the verall respnse. There is n steadfast rule regarding hw t evaluate the pririties at any given mment because circumstances are cnstantly changing, which require time-specific resurce allcatin. The IC takes int cnsideratin a variety f factrs, in additin t the pririty f the underlying affected custmers, when assigning wrk using a truble-rder based restratin strategy. These factrs and exigent circumstances can include, but are nt limited t: the type f wrk necessary t address the truble rder and the type f resurces available, the prximity f available crews, the specific needs f the respnse (particularly as it relates t the need fr specialized equipment), the ptential Eversurce EP-NHE-PLN f 76 Rev 0

22 New Hampshire Electric Operatins cnsequences f delaying the restratin (such as, medical hardships r an ut-f-service sewage treatment plant), and the time necessary t restre the custmer Decentralizatin System Operatins Center (SOC) Event In a smaller Level 5 event, the SOC Shift Supervisr r Manager ften assumes the rle f IC; decentralizing the respnse frm the SOC is nt necessary. Cmmnly, the IC fulfills many f the ICS rles in a Level 5 event, but he r she can fill such rles with ther individuals as necessary. In general, the IC directs the respnse frm the SOC, which acts as the effective Incident Cmmand Pst. Reginal Event If an event is frecast t r expands t invlve several lcatins within a single Regin, the Reginal EOC activates and staffs Restratin Management Teams (RMTs). Each RMT includes an Operatins Crdinatr, a System Operatr / Authrized Persn, and OMS Analyzer/Mdeler. The SOC transfers cntrl t ne r mre RMTs within the Reginal EOC. The Operatins Branch Directr crdinates restratin activities amng all the RMTs activated within his r her regin. Planning and Lgistics supprt is prvided by the Reginal Planning and Lgistics Branch Directrs in crdinatin with the ICC staff. The SOC r the ICC acts as the ICP fr a Reginal Event. NH-Wide Event If the event expands t r invlves multiple areas acrss several r all Regins where additinal resurces are needed, the ICC becmes the ICP with a full activatin f the IMT. At the Reginal level, additinal RMTs can be activated. The SOC transfers cntrl f a specific area t each RMT as crdinated thrugh the Operatins Sectin Chief and Reginal Operatins Branch Directr. Each additinal RMT receives its Planning, Lgistics, and Cmmunity Liaisn supprt thrugh the EOC Planning and Lgistics persnnel Restratin Strategies Different types f events necessitate strategies that are designed t ptimize the use f resurces t manage the impact and duratin f the event. The develpment and utilizatin f multiple strategies is recgnitin f the fact that n tw events are the same, prviding the flexibility t adapt the respnse t meet the bjectives f the particular event. Due t the size and diversity f NH Electric Operatins service territry, ne r mre f the fllwing strategies can be emplyed in parallel during an event t maximize the event respnse and utilizatin f available resurces. This decisin is made by the IC, relying n infrmatin prvided by the Planning and Operatins Chief and is based n the predicated amunt f damage n the system and the available resurces, fcusing n ptimizing the use f resurces and minimizing the impact f the event n custmers. Event-Based Strategy Outage event-based strategy is mst frequently applied during smaller t medium emergency events (Event Levels 5 and 4 r during the final stages f restratin in Level 3 r greater), where the number f truble rders is mdest and manageable. It can als be useful during larger events where there is nt a significant amunt f physical damage experienced by the system (fr example, lcalized lightning events). 23 New Hampshire Electric Operatins The Event-Based strategy relies upn addressing specific truble rders in a priritized manner. Using this strategy, rutine, day-t-day restratin prcesses used t predict, lcate, and repair faulty equipment r line sectins are utilized. The Outage Management System (OMS) facilitates the priritizing f truble rders in a variety f ways. An Event-Based restratin strategy is very effective when the physical damage is nt substantial and when the number f truble rders allws efficient priritizatin. The effectiveness f this type f restratin strategy hwever, can be diminished when the physical damage is substantial in a specific gegraphic area, because the time necessary t restre a specific truble rder is nt easily incrprated int the analysis that priritizes and assigns wrk. Cnsequently, during significant events where there is widespread damage resulting in a large number f truble rders with physical damage, a Circuit-Based r Hybrid restratin strategy might be mre apprpriate t ptimize the restratin effrt. Circuit-Based Strategy A Circuit-Based strategy is mst frequently applied during very large emergency events (Event Levels 2 and 1) where the number f truble rders is significant and the damage is widespread and extensive. The magnitude and breadth f damage realized by these types f emergency events (such as, trnades, trpical strms, ice strms, and hurricanes), requires rebuilding entire circuits r prtins f circuits, making ther restratin strategies usually less efficient. A Circuit-Based restratin strategy can als be apprpriate where there are a significant number f breaker lckuts that make an area-based strategy less effective. A Circuit-Based restratin strategy fcuses n restring a priritized set f circuits. This apprach can rely upn a pre-established priritizatin taking int accunt the pririty guidelines. Mrever, a Circuit-Based restratin strategy is flexible and can fcus n restring circuit backbnes initially and then switch t restre all laterals and services. Crdinatin with the Transmissin Liaisn takes place as required develping an integrated sequence f circuits t restre. Using this strategy, and the infrmatin captured in OMS, truble rders are gruped by circuit and assigned based n their pre-established pririty. A team lead is assigned respnsibility fr all truble rders fr a particular circuit. Typically, restratin begins at the substatin and restratin is accmplished sectin by sectin. This lcal cntrl allws the team leader t direct multiple resurce types, including; damage assessrs, first respnders, and line crews. Hybrid Strategy The Hybrid Strategy is mst frequently applied during medium t larger emergency events (Event Levels 3 and greater), where the number f truble rders is significant and therefre less manageable n a discrete basis. It is useful during larger events where there is a significant amunt f physical damage experienced n the system. It incrprates a cmbinatin f bth Event-based and Circuit-based strategies in the same gegraphic area. This type f restratin strategy capitalizes n directing multiple resurce types, including damage assessrs, first respnders, and line crews under ne authrity, thereby, ptimizing their effrts and reducing the verall duratin f the emergency event External Resurce Acquisitin Based n the resurce needs and availability assessment cnducted by the Planning Sectin Chief, the IC determines the external resurces required fr respnding t an emergency event and crdinates acquisitin with the Lgistics Sectin Chief.
