5 CSU Channel Islands Campus Emergency Management Plan INTRODUCTION The Califrnia State University Channel Islands Campus Emergency Management Plan is a basic guide that will be used t fr respnding t emergencies and disasters that may ccur n ur campus. All persnnel assigned respnsibility under this plan, are expected t knw and understand the plicies and prcedures utlined in the plan. The emergency respnse t any majr disaster will be cnducted within the framewrk f this plan. Exceptins r changes t this plan must be apprved by the Emergency Operatins Directr prir t implementatin. PURPOSE The Campus Emergency Management Plan is designed t effectively crdinate the use f University and cmmunity resurces t prtect life and campus facilities immediately fllwing a majr disaster. The plan clearly defines the emergency management cmmand structure as well as the pririties and respnsibilities fr each psitin within the structure. It is activated whenever an emergency affecting the campus cannt be managed thrugh nrmal channels. Examples f the types f emergencies where the plan may be activated include: Earthquakes Fires and Explsins Hazardus Materials Releases Extended Pwer Outages Flds Civil Disturbances This plan has been structured s that it is cnsistent with the state f Califrnia s Standardized Emergency Management System, and therefre cmplies with regulatins utlined in the Califrnia Cde f Regulatins Title ORGANIZATION The emergency rganizatin is cmpsed f tw separate grups: 1. Emergency Plicy Grup: Reprts t the Emergency Plicy Executive (President) and is cmpsed f the senir university executives and special supprt staff. The plicy decisins f this grup will be implemented by the Emergency Operatins Grup. 2. Emergency Operatins Grup: Reprts t the Emergency Operatins Directr and includes campus emergency peratins representatives wh will carry ut the tactical and peratinal aspects f the respnse The rganizatinal structure f ur emergency management team (cmpsed f bth grups) is cnsistent with the Natinal Incident Management System (NIMS) and Califrnia Standardized Emergency Management System (SEMS). The use f NIMS/SEMS is required by all public agencies in the state and is intended t facilitate pririty setting, interagency cperatin, and the efficient flw f resurces and infrmatin during an emergency. NIMS/SEMS utilizes the Incident Cmmand System (ICS) which grups the emergency management team int five sectins which all reprt t the Emergency Operatins Directr: Management: directs the EOC sectins during the incident. Operatins: implements pririties established by management. Planning/Intelligence: gathers and assesses infrmatin. Lgistics: btains the resurces t supprt the peratins. Finance: tracks all csts related t the peratins. Page 1

9 CSU Channel Islands Campus Emergency Management Plan RESPONSIBILITY AND CONTROL Executive Cntrl fr the Campus Emergency Management Plan and all activities cnducted during it s activatin are the respnsibility f the President (Emergency Plicy Executive) r in his/her absence, the highest ranking senir executive n campus. Operatinal Directin f activities cnducted under the plan are the respnsibility f the Directr f Public Safety (Emergency Operatins Directr) r in his/her absence the highest ranking member f the University Plice Department. ACTIVATION OF PLAN Activatin f the Campus Emergency Management Plan must be authrized by the President r their designee. Upn activatin f the Plan, the Emergency Operatins Directr, r in his/her absence the highest ranking member f the University Plice Department, will cmmence activatin f the Emergency Operatins Center (EOC), The EOC is a central lcatin where all members f the campus emergency management team gather t crdinate the respnse t a disaster. Our EOC is currently lcated in the Plice Building. Members f the emergency management team will be ntified f a campus disaster in the fllwing ways: Situatin #1: If telephne services are peratinal: 1. The Emergency Operatins Directr will pen the Emergency Operatins Center. 2. The EOC Dispatcher will immediately begin calling the members f the Emergency Operatins Grup. If the assigned individuals are nt available, the designated alternate will be cntacted. 3. The EOC Dispatcher will peridically advise the Emergency Operatins Directr f the availability and estimated time f arrival f the emergency management staff. 4. After ntifying the Emergency Operatins Grup, the Dispatcher will call the members f the Emergency Plicy Grup and advise them t cme t the EOC. Situatin #2: If the telephne services ARE NOT peratinal: 1. Designated members f the Emergency Operatins Grup and Emergency Plicy Grup will immediately travel t the EOC as sn as they are aware that a majr emergency has effected the campus. This includes individuals wh may be ff campus. 2. If designated emergency management persnnel d nt reprt t the EOC in a reasnable amunt f time, messengers may be dispatched. Page 5

10 CSU Channel Islands Campus Emergency Management Plan Appintment f Emergency Operatins Grup Representatives Until designated emergency peratins persnnel arrive, the Emergency Operatins Directr will immediately appint available individuals t fill the critical Emergency Operatins Grup Assignments. The first fur appintments will be: Operatins Sectin Manager Planning and Intelligence Manager Lgistics Manager Finance Manager These appintments will remain in effect until the individual designated fr the psitin arrives r a mre suitable temprary appintment is made by the Emergency Operatins Directr. MANAGEMENT OF THE EMERGENCY PRIORITIES Califrnia State University Channel Islands respnse t an emergency n campus will be guided by the fllwing fundamental pririties: 1. Life safety 2. Secure and preserve infrastructure and facilities 3. Restratin f the academic prgram Mre specific emergency respnse pririties will fllw frm these gals and the Emergency Operatins Grup will use these pririties when determining hw university persnnel and equipment will be utilized. While the cntextual characteristics f a particular emergency event (such as the time r day when an incident ccurs) may require sme adjustments, the fllwing respnse pririty categries shuld be used by the Emergency Operatins Grup: Buildings used by dependent ppulatins Residences & leased spaces Occupied classrms and wrk areas Occupied stadiums, special event venues Buildings critical t health and safety Student Health Center Ptential shelters, fd supplies Sites cntaining ptential hazards Facilities that sustain the emergency respnse Energy systems Infrmatin & cmmunicatin systems Transprtatin systems Classrms and academic space Administrative buildings Page 6

11 CSU Channel Islands Campus Emergency Management Plan INFORMATION FLOW Under the Incident Cmmand System (ICS), infrmatin within the EOC is transferred via the cmmunicatin paths depicted in the Emergency Respnse Organizatin chart shwn n page 2. It is particularly imprtant fr EOC team members t use their respective Sectin Managers fr cmmunicating with the Incident Cmmander. Fr example, the persns respnsible fr Traffic Cntrl and Public Health wuld send and receive infrmatin t/frm the Incident Cmmander thrugh the Operatins Sectin Manager. This rigid system fr managing the flw f infrmatin and resurces ensures that n ne persn is given cntrl fr mre infrmatin than they can effectively manage. EMERGENCY CHECKLISTS T assist EOC team members review their respnsibilities and duties fr their psitin, a psitin specific Emergency Checklist has been develped fr mst f the EOC Psitins Fr thse psitins that d nt have specific checklists, the General checklist will be used. These checklists are intended t prvide a gd starting pint fr issues that might need be cnsidered and/r addressed during an emergency. GENERAL APPROACH FOR EOC TEAM MEMBERS The apprach fr cnducting business in the EOC may be much different than the apprach used by EOC members in the curse f nrmal (nn-emergency) university business. It is quite likely that persns in the EOC will have t cllect and analyze tremendus amunts f infrmatin and then have t make decisins based n this infrmatin in a very shrt perid f time. T help functin in this type f an envirnment the fllwing general apprach shuld be used: 1. COLLECT INFORMATION 2. SHARE INFORMATION 3. PRIORITIZE Life safety Prperty Restre academic functin 4. PLAN AND THINK FOR AN OPERATIONAL PERIOD OF TIME (e.g. the next tw hurs ) This apprach, cupled with the Emergency Checklist fr yur assigned functin, will prvide the basic tls fr perating in the EOC. DEPARTMENT OR SPECIAL TEAM EMERGENCY PLANS Departments and designated special teams that will have an active rle in respnding t a campus emergency have develped Emergency Plans which describe the actins they will take. These plans are specific t their department r team and are cnsistent with Campus Emergency Management Plan. The emergency activities f these departments and special teams will be crdinated thrugh the EOC under the apprpriate Sectin Manager r branch crdinatr (in many cases this persn will be frm the department r special team). T ensure cnsistency with the Campus Emergency Management Plan all plans will have the fllwing basic elements: Rster f key persnnel in department which includes wrk and hme telephne numbers, as well as pager and cell phne numbers. The fllwing are the departments and special teams that have separate emergency plans: Operatins, Planning and Cnstructin Infrmatin & Technlgy A cpy f these plans are maintained in the EOC. RECOVERY PLAN DEACTIVATION When emergency cnditins have stabilized and nrmal university peratins resume, the Campus Emergency Management Plan will be deactivated. If the nature f the incident requires an extensin f certain emergency services, then special task grups may be established t crdinate these cntinuing activities. These grups may need t cnsider: Academic r administrative space reallcatins Supprt services fr impacted students, faculty r staff Cst recvery issues PLAN EVALUATION Immediately fllwing the cessatin f emergency peratins, a survey f the Emergency Plicy Grup and the Emergency Operatins Grups will be cnducted t evaluate the effectiveness f the respnse effrt. Results f the survey will be used t determine whether the Campus Emergency Management Plan must be mdified t address any deficiencies which were discvered during it s activatin. A written After-Actin Reprt will be cmpiled and will be distributed t members f the emergency management team. Page 8

14 CSU Channel Islands Campus Emergency Management Plan MUTUAL AID If it is determined that lcal, state, r federal aid will be needed t respnd t the emergency, a request will be made t the jurisdictin in which the campus is lcated t prclaim a Lcal Emergency. Subsequently, a frmal request will be sent t the State Office f Emergency Services (OES) requesting that the Gvernr prclaim a State f Emergency. Under SEMS, mutual aid requests are crdinated by the OES manager fr ur Regin. All requests fr mutual aid frm OES must be crdinated with the Emergency Operatins Executive. The university als maintains mutual aid agreements with ther Califrnia State University campuses fr additinal Plice persnnel (Critical Respnse Unit) and fr Chemical Emergency Respnse. Requests fr these resurces shuld be crdinated thrugh the Law Enfrcement Branch Crdinatr (Plice) and the Hazardus Materials Branch Crdinatr (Chemical Emergency Respnse). VITAL RECORDS PROTECTION Vital recrds are recrds that are essential t the peratin f the university. Examples f Vital Recrds include: Academic recrds, payrll and persnnel recrds, and current cntracts r legal agreements. A majrity f these recrds are utilized and maintained electrnically via the university s main cmputer system. The data in this system is backed up in the fllwing manner: 1. Daily: Any data that has been changed within the last 24 hurs is backed up. The backed up data is stred 2. Weekly: Tw backup cpies f all data n the system are generated. One cpy is kept in the data safe, and the ther is maintained ff site at a cmmercial safe data strage lcatin. Vital surce dcuments and/r dcuments that are nt cnverted t an electrnic frmat are prtected in the fllwing ways: Student Recrds: All student recrds are stred ff site at a cmmercial safe data strage lcatin. If these recrds are needed fr any reasn (e.g. the student re enrlls in the university) the recrds are cnverted t the electrnic frmat. Persnnel Recrds: All nn-electrnic persnnel recrds are stred in lcked, fire prf dcument cabinets. Page 10

25 Emergency Operatins Executive - Checklist Designee: Operatins, Planning & Cnstructin Administratr Reprts t: Emergency Plicy Executive (President) EOC Phne #: 805/ Functin: Advise the President, ensure that the emergency rganizatin perfrms in accrdance with established prcedures, versees the peratin f the emergency plan and serves as the primary liaisn between the Emergency Plicy Grup and the EOC. Actins t Cnsider: Ntify and brief the University President f the incident. Obtain authrizatin frm the President t activate the emergency plan. Cnsider a declaratin f campus emergency, activatin f the EOC, (if nt already activated), evacuatin, sheltering in place, and/r campus clsure. If nt already activated, direct activatin f EOC if required. Establish cmmunicatin with the EOC. Ensure that all apprpriate emergency ntificatins have been made. Ensure that the Emergency Operatins Grup implements measures authrized by the President and Emergency Plicy Grup. Authrize emergency messages and disseminatin f public infrmatin t the University cmmunity. Obtain situatin reprts and updates regarding the incident frm the EOC Directr and brief the President and Emergency Plicy Grup. In cnsultatin with the President and Emergency Plicy Grup, establish pririties fr emergency respnse. As apprpriate, when the emergency is ver r as the incident stabilizes, advise the EOC Directr t dembilize unnecessary respnse sectins and ntify affected emergency rganizatins and the University cmmunity.

26 EOC Directr / Incident Cmmander Checklist Designee: Directr, Public Safety Reprts t: Emergency Operatins Executive EOC Phne #: 805/ Functin: Exercise verall management respnsibility fr the crdinatin f the respnse effrts during an emergency. Establish the apprpriate level f rganizatin, and cntinuusly mnitr the effectiveness f that rganizatin. Make changes as required. In cnsultatin with the EOE, assist in setting pririties fr respnse effrts, and ensure that all agency actins are accmplished within the pririties established. Keep the Emergency Operatins Executive infrmed n all matters regarding the allcatin f resurces frm utside f the jurisdictinal area. Actins t be Cnsidered: Activatin: Cnsult with Emergency Operatins Executive and determine apprpriate level f activatin based n the situatin as knwn (if time permits). Mbilize apprpriate persnnel fr initial activatin f the EOC. Respnd immediately t the EOC and determine peratinal status. Obtain briefing frm whatever surces are available. Start-up Actins: Assign staff t initiate check-in prcedures. Ensure that the EOC rganizatin and staffing chart is psted and that arriving team members are assigned by name. Ensure that the EOC is prperly set up and ready fr peratin. Ensure that Sectin Managers are in place as sn as pssible and are staffing their respective sectins (as required). Ensure that the management functin is staffed as sn as pssible at the level needed (Infrmatin, Operatins, etc.). Ensure that telephne and/r radi cmmunicatins with ther facilities are established and tested.

The President r designee shall rder an evacuatin f the building whenever there are sufficient facts t indicate that the bmb threat is valid r whenever a freign bject r package has been discvered during a preliminary search. The Plice Department will be cntacted fr the remval f any suspected bmbs r explsive devices. The rder t evacuate will be cmmunicated thrugh the Flr and Building Marshals r the fire alarm. 5

87 FIRE INCIDENT In all cases f fire, the Fire Department must be ntified immediately (dial 911). Give yur name and describe the lcatin f the fire. Knw the lcatin f the fire extinguishers in yur area, and knw hw t use them. Training and infrmatin are available thrugh the Operatins, Planning, and Cnstructin Department. Fr minr fires that appear cntrllable, cautiusly fllw these steps: 1. IMMEDIATELY dial 911 r send smene else t call 2. Lcate fire extinguisher, which are marked by signs 3. Remve pin frm extinguisher 4. Aim extinguisher at base f flames and use a back and frth mtin while discharging; cntinue until fire is ut Fr large fires that d nt appear cntrllable, IMMEDIATELY dial 911. Evacuate all affected rms by pulling a fire alarm. If yu are the last persn ut f a rm, clse the dr behind yu d nt lck the dr. If yu becme trapped inside a building during a fire and a windw is available, place an article f clthing utside the windw as a marker fr emergency persnnel. If n windw is available, stay near the flr (mre breathable xygen will be available) and shut at regular intervals t alert emergency persnnel t ur lcatin. EXPLOSION, AIRPLANE CRASH, OR SIMILAR INCIDENT In the event f a vilent accident, such as an explsin r airplane crash, ccurs n r near the campus, take the fllwing prtective actins: 1. Immediately take cver under tables, desks, r ther sturdy bjects which will give prtectin frm falling debris. 2. After the effects f the explsin and/r fire have subsided, dial 911. Give yur name and describe the lcatin and nature f the emergency. 6

88 BUILDING EVACUATION 1. Building evacuatin will ccur via ne f the fllwing mechanisms: When a building fire alarm sunds; r Upn ntificatin by rder f the President, r Upn ntificatin by emergency respnders 2. Identify all marked exits and exit rutes frm yur building and knw the lcatin f the nearest tw exits. 3. If necessary, activate the building fire alarms in hallways. 4. When building evacuatin is required, walk quickly t the nearest marked exit and ask thers t d the same. 5. Assist disabled students in exiting the structure. Refer t the sectin f Disabled Cnsideratin fr mre details. 6. Once utside the structure, stay at least 200 feet away frm any affected building r structures. Keep streets and walkways clear fr emergency vehicles and persnnel. 7. If requested, assist Flr and Building Marshals, wh will be wearing range vests and hardhats. 8. DO NOT return t an evacuated structure unless directed t d s by an emergency authrity r a Building Marshal. 9. At the beginning f each semester (r upn initial receipt), instructrs shuld review evacuatin rutes and the psted Emergency Prcedures with their students. During an evacuatin, instructrs will be respnsible fr insuring that their students knw hw t evacuate. 10. Emergency Prcedures and Evacuatin Rutes shuld als be reviewed with all campus emplyees at least nce a year (r upn initial receipt). 89 DISABLED CONSIDERATIONS Evacuatin Prcedures: VISUALLY IMPAIRED PERSONS Mst visually impaired persns will be familiar with their immediate surrundings. In the event f an emergency, tell the persn the nature f emergency and ffer t guide him/her (this is the preferred methd when acting as a sighted guide ). As yu walk, tell the persn where yu are and advise f any bstacles. When yu have reached the designated Evacuatin Area, rient the persn t where he/she is and ask if any further assistance is needed. HEARING IMPAIRED PERSONS The building is equipped with audible and visual evacuatin alarms, nevertheless persns with impaired hearing may nt ntice emergency alarms and will need t be ntified by an alternate methd. Turn rm lights ff and n t gain attentin, and then indicate emergency thrugh hand gestures r writing. PERSONS USING CRUTCHES, CANES, OR WALKERS Such persns shuld be treated as if they were injured fr evacuatin purpses. Carrying ptins include using a tw-persn lck-arm psitin r having the persn sit in a sturdy chair, preferably with arms. NON-AMBULATORY PERSONS Sme peple have minimal ability t mve and lifting them may be dangerus t their well being. Frequently, nn-ambulatry persns have respiratry cmplicatins: Remve them frm smke and fumes immediately. Nn-ambulatry persns needs and preferences will vary. Always cnsult the persn as t his/her preference with regard t: Ways f being remved frm a wheelchair The number f peple needed fr assistance Whether t extend r mve extremities when lifting because f pain, catheter leg bags, spasticity, braces, etc. If a seat cushin r pad shuld be brught alng with him/her if he/she is remved frm the chair After care if remved frm the wheelchair (i.e., stretcher, chair with cushin paid, car seat, r paramedic assistance is needed) 8

90 ADDITIONAL CONSIDERATIONS: 1. Wheelchairs have many mvable r weak parts which were nt cnstructed t withstand the stress f lifting (e.g., the seat bar, ft plates, wheels, mvable arm rests). 2. Sme peple in wheelchairs may have electric artificial respiratrs attached. They shuld be given pririty assistance if there is smke r fumes as their ability t breathe is seriusly in danger. 3. Sme peple have n upper trunk r neck strength. 4. If a wheelchair is left behind, d nt leave it in an exit path r drway. 5. If attempting t mve a pwer wheelchair, remve the batteries. Make sure the ft rests are lcked and mtr is ff. 6. If a seatbelt is available, secure their psitin in the chair. 9

91 EARTHQUAKE OUTDOORS: 1. Mve quickly away frm buildings, utility ples, and structures. The safest place t be is in the pen. CAUTION: Always avid pwer r utility lines as they may be energized. 2. If in an autmbile, stp in the nearest safe place pssible, preferably an pen area away frm structures, pwer lines, and trees. Stp as quickly as safety permits, and stay in the vehicle as it ffers gd shelter. Tune t a lcal radi statin fr emergency infrmatin. INDOORS: 1. Duck, Cver, and Hld. Take cver under the nearest sturdy bject such as a desk r a table. 2. Keep away frm bk shelves, file cabinets, and verhead fixtures. 3. Shut ff gas and electricity t any equipment being used (e.g., ht plate.) 4. Help injured. Give first aid and prtect injured individuals frm aftershcks. 5. Put ut small fires with available fire extinguishers. EVACUATE TO THE NEAREST EXIT. Watch fr dwned pwer lines and fallen r unstable debris (e.g., rf tiles). Building Marshals will prvide additinal infrmatin at the evacuatin areas. PLAN AHEAD: D nt stre heavy items n high shelves. When pssible, lcate bk cases and file cabinets away frm areas where peple nrmally sit fr lng perids f time (i.e., wrk desk). Knw yur evacuatin rute. 92 FIRE WATCH Building Fire Watch Prcedure 1. A fire watch wuld be instituted when a fire alarm system in an ccupied building is ff line r cmprmised. 2. In the event a fire watch is necessary the designated persnnel frm Operatins Planning and Cnstructin (OPC) will ntify the CSU Dispatch Center and request implementatin f a fire watch. 3. The Dispatch Center will ntify the Building Marshal(s) and designated Fire Watch persnnel in the specified building(s) where the fire watch is t begin. The rster f Building Marshals and Fire Watch persnnel are maintained in the university Emergency Operatins Plan. The Dispatch Center will ntify the Fire Watch persnnel t begin using the designated fire watch lg. 4. When the fire watch is cmpleted the designated OPC persnnel will ntify the Dispatch Center. In the event f a hazardus materials incident the University will respnd by minimizing the impact f a release, perfrming prper clean up and apprpriately dispsing f the spill residuals.
