5 1.0 INTRODUCTION The City f Nrth Vancuver adpted a Lng-Term Transprtatin Plan in April The Lng-Term Transprtatin Plan is intended t prvide the City with a clear visin fr the multi-mdal transprtatin system ver the next 20 years and beynd. The Transprtatin Plan presents a visin fr each f the primary mdes f travel namely, walking, cycling, transit, the rad netwrk, and gds and services mvement. In additin, the plan prvides guidance regarding a Travel Demand Management (TDM) strategy. Each f these cre cmpnents f the plan cntains several inter-related features designed t achieve the verall plicy bjectives fr the City. Many features are the respnsibility f the City, while thers are the respnsibility f ther agencies, such as the Ministry f Transprtatin & Infrastructure and TransLink. All features f the Plan are cnsidered imprtant t achieve a sustainable, multi-mdal transprtatin netwrk, hwever, significant csts are invlved with implementing many f these features. As such, it is imprtant t nte that implementatin f the Transprtatin Plan requires cmmitments f the City s resurces, ther partner agencies and the private sectr t achieve the Plan s gals. The Implementatin and Mnitring Strategy in this reprt details a prcess t evaluate varius transprtatin related initiatives relative t the OCP Plicy Paths as well as their cntributin t mbility in the cmmunity. This prcess will be used t evaluate prjects fr cnsideratin by Cuncil in the City s 10-year Capital Plan cmmencing in 2010 and cntinuing in subsequent years. The develpment f the implementatin strategy started with a snap sht in time t identify varius ptential initiatives t supprt key features f the Plan, based n technical wrk, findings frm previus studies, and feedback frm the cmmunity during the develpment f the Transprtatin Plan. These ranged frm the high-level initiatives that wuld serve the entire City, r particular neighburhd, t mre specific crridr r lcatin related initiatives. Order-f-magnitude cst estimates were develped fr these initiatives t gain a sense f ptential verall future transprtatin investment fr the City. Hwever, the actual csts fr implementatin culd vary significantly fr each initiative, and many prjects such as greenways and bicycle rutes are already in ther City plans. In additin, pssible cntributins frm varius agencies and the private sectr are nt pssible t estimate at this time. Thus, it was decided t fcus the implementatin strategy n the evaluatin prcess rather than the initiatives themselves, since the initiatives will evlve ver the life f the Plan as the cmmunity evlves. The initially identified initiatives were used t test the evaluatin prcess and t cnfirm that resulting pririties reflect the implementatin pririties identified thrugh the Transprtatin Plan develpment. This apprach will assist in the City s capital planning prcess and ensure that prjects prpsed fr Cuncil cnsideratin in the capital plans reflect the current transprtatin system needs and the brader City s pririties. 6 The implementatin and mnitring strategy includes three cmpnents: 1. Respnsibility and Methds f Implementatin. The implementatin f the Transprtatin Plan requires cmmitment f the City s resurces, ther partner agencies and the private sectr t achieve the Plan s gals. This sectin f the strategy utlines the primary respnsibility fr each f the key features f the Plan (City f Nrth Vancuver r ther agency). In additin, it shuld be nted that there may be a rle fr the private sectr t cntribute t the implementatin f many f the features identified in the Transprtatin Plan thrugh land develpment prjects. Fr each feature identified as a City respnsibility, this sectin utlines the methds f implementatin (plicy develpment, capital prjects and prgramming, r nging maintenance). 2. Evaluatin Prcess. The implementatin strategy includes an evaluatin prcess fr identifying pririty imprvements based n several criteria: alignment with the OCP Plicy Paths, relative mbility and safety benefits, relative cst, and multi-mdal integratin. The purpse f the evaluatin prcess is t bjectively priritize the relative imprtance f the varius prjects in terms f their cntributin t the primary gals and the City s OCP and their cntributin t imprvements t the transprtatin netwrk. The evaluatin prcess described in this sectin will be used t develp a list f prjects t be prpsed fr Cuncil cnsideratin in the City s 10-year Capital Plan cmmencing in 2010 and cntinuing in subsequent years. At that time, financial implicatins t the capital and perating budgets will be utlined including pssible cntributins frm ther agencies. 3. Mnitring Prgram. In rder t ensure the Plan s success ver the lng-term in terms f bth prgress in implementing the initiatives, and in terms f the success in achieving the City s verall gals, a mnitring strategy has been develped. The elements f the mnitring strategy were selected t prvide a balance between quantitative and qualitative measures, shrt-term and lnger-term measures, and city-wide and lcatin-specific measures. 7 2.0 IMPLEMENTATION PLAN 2.1 Respnsibility and Methds fr Implementatin This sectin utlines the primary respnsibility fr each f the key features f the Lng-Term Transprtatin Plan. Many features are the respnsibility f the City, while thers are the respnsibility f ther agencies, such as the Ministry f Transprtatin & Infrastructure and TransLink. In additin, it shuld be nted that there may be a rle fr the private sectr t cntribute t the implementatin f many f the features identified in the Transprtatin Plan thrugh land develpment prjects. Fr thse features identified as the respnsibility f the City, this sectin als utlines whether they will be implemented thrugh plicy develpment, capital planning and prgramming, r nging maintenance. Table 1 utlines the primary respnsibility and methds f implementatin fr each f the features identified in the Transprtatin Plan. The features f the plan identified as being the City s respnsibility and invlving resurces fr capital infrastructure r prgramming are described in further detail belw. Fr thse features, initiatives will be develped fr evaluatin and priritizatin in the City s future capital planning prcesses. Pedestrian Plan: Pedestrian treatments, which include sidewalks, landscaped bulevards, curb extensins, bus bulges, median islands, curb letdwns, marked crsswalks and enhanced crsswalk treatments, accessible pedestrian signals, cuntdwn timers, street furniture, and wayfinding signage. Greenways, which includes new multi-use pathways and cnnectins fr pedestrians, cyclists and ther users. Bicycle Plan: Bicycle netwrk, including bicycle lanes, marked-wide curb lanes, and shared bicycle rutes as well as crssing treatments. Bicycle supprt strategies, which includes shrt-term and lng-term bicycle parking. Transit Strategy: Lng-Term Transprtatin Plan Implementatin & Mnitring Strategy 5

8 Imprved accessibility, which is based n TransLink's Universally Accessible Bus Stp Design Guidelines and includes thse activities that the Design Guidelines reprt indicates shuld be undertaken by municipalities, including: wheelchair pads, tactile guiding indicatrs, seating, and shelters and ther furniture. Transit pririty treatments, such as signal crdinatin, bus queue jumper lanes, and dedicated bus lanes. Rad Netwrk Plan: Majr Rad Netwrk Imprvement Strategies, which includes safety and peratinal imprvements alng crridrs and at specific lcatins. It shuld be nted that safety and peratinal imprvements are nt necessarily simply fr vehicular traffic, but can als include imprvements fr pedestrians, bicycles, and transit. 10 Fr each f the features f the plan identified as being the City s respnsibility and invlving resurces fr capital infrastructure r prgramming, the implementatin strategy identified ptential initiatives based n a current snap sht in time. These ptential initiatives were identified based n technical wrk, findings frm previus studies, and feedback frm the cmmunity during the develpment f the Transprtatin Plan. These ranged frm the high-level initiatives that wuld serve the entire City, r particular neighburhd, t mre specific crridr r lcatin related initiatives. These ptential initiatives were used t test the evaluatin prcess discussed in the fllwing sectin. Appendix A summarizes thse ptential initiatives identified in the plan as a City respnsibility and implemented thrugh capital planning r prgramming, and categrizes these initiatives based n whether they serve the entire City r whether they fcus n particular neighburhds, crridrs r specific lcatins such as intersectins. 2.2 Evaluatin This sectin prvides a summary f the evaluatin prcess that will be used t priritize varius initiatives t assist City staff in its future capital planning prcesses. The purpse f the evaluatin prcess dcumented in this sectin is t bjectively priritize the relative imprtance f the varius initiatives identified in the Transprtatin Plan in terms f their cntributin t the primary gals f the City s Official Cmmunity Plan (OCP) as well as their cntributin t imprvements t the transprtatin netwrk. It shuld be emphasized that all features f the Plan are cnsidered imprtant t achieve a sustainable, multi-mdal transprtatin netwrk. As such, this evaluatin prcess is used t priritize these imprtant features in rder t select prjects fr implementatin. It shuld be nted that adjustments t the pririty lists that will be develped using the evaluatin prcess may be required t reflect factrs nt cnsidered in the evaluatin, such as t take advantage f a funding pprtunity, land develpment prjects and crdinatin with ther City prjects (such as street and utility prjects, the Greenways prgram, the GHG Lcal Actin Plan, and the TDM Prgram). 8 Lng-Term Transprtatin Plan Implementatin Plan & Mnitring Strategy

11 The fllwing criteria will be used t evaluate transprtatin initiatives. These criteria have been develped based n feedback frm City staff. Alignment with Official Cmmunity Plan Plicy Paths. This criterin prvides a measure f the degree t which each initiative aligns with each f the ten OCP Plicy Paths. A binary scring system was established fr each Plicy Path, whereby a scre f 0 indicates that the initiative des nt align with the respective Plicy Path and a scre f 1 indicates that the initiative des align with the respective Plicy Path. The criteria that are used t assess each Plicy Path were based n the gals and bjectives utlined in the OCP and are described belw: A Sense f Place whether the initiative prvides pedestrian-friendly cnnectins between neighburhds and t the cre f the City. Land Use - whether the initiative supprts a variety f land uses, including residential, cmmercial, industrial, and institutinal. Transprtatin, Mbility & Access whether the initiative encurages the safe, cnvenient, and efficient use f a variety f transprtatin chices, with pririty given t walking, cycling, and transit. Cmmunity Well-Being whether the initiative supprts mbility, accessibility, and safety fr all members f the ppulatin, including yuth, the elderly, and peple with disabilities. Envirnment whether the initiative reduces energy needs and cntributes t reductin f lcal Greenhuse Gas emissins. Parks & Greenways whether the initiative cntributes t the develpment f the trail and/r greenways netwrk. Leisure & Culture whether the initiative supprts and prvides access t cmmunity facilities, such as recreatin centres, and cultural facilities. Cmmunity Infrastructure whether the initiative prvides infrastructure that imprves quality f life and prtects the envirnment at an affrdable cst. 12 Municipal Financial Planning whether the initiative ensures that sufficient funding is prvided ver the lng-term s that infrastructure can be sustained. Relative safety benefits. This criterin prvides a measure f the degree t which the treatment culd imprve rad safety cnditins fr all user grups (pedestrians, cyclists, and vehicles). A subjective rating n a scale f 1 t 4 reflects expected safety benefits, as fllws: 1 = N safety benefit 2 = Minr safety benefit 3 = Mderate safety benefit 4 = High safety benefit Relative cst. This criterin prvides an assessment f the relative cst f each treatment. It shuld be nted that the intent f this criteria is t identify rder r magnitude cst estimates t understand the relative cst difference between each initiative. 1 = Cst f $500,000 r mre 2 = Cst between $250,000 and $500,000 3 = Cst between $100,000 and $250,000 4 = Cst f $100,000 r less Multi-mdal integratin. This criterin describes the pprtunities fr integratin with multiple mdes f transprtatin. A higher scre wuld be assigned t a prject that wuld benefit multiple mdes f transprtatin, which culd range, fr example, frm a bus bulge which presents benefits bth t transit users and t pedestrians, t crridr imprvements that fllw a cmplete streets principle and prvide imprvements fr all rad users (pedestrians, cyclists, transit, and vehicles). Weightings were applied t all criteria as summarized belw, t reflect the relative imprtance f each criterin. These weightings have been develped in cnsultatin with City staff t balance the effects f varius criteria in the verall evaluatin scre. 14 The evaluatin criteria, scring, and weighting system yield pssible scres ranging frm a minimum f 3 t a maximum f 38. T test the evaluatin prcess, the ptential initiatives that were initially identified were evaluated (see Appendix A). In general, the results f the test f the evaluatin prcess indicate that the highest weighted scres supprt alternative mdes f transprtatin. In particular, several Travel Demand Management (TDM) prgrams received relatively high weighted scres, as did many bicycle imprvements and pedestrian imprvements. This is generally cnsistent with the implementatin pririties that were identified thrugh feedback frm the Jint Advisry Cmmittee during the Transprtatin Plan, where cmmittee members indicated that the pririties fr implementatin shuld generally be directed twards pedestrian and transit imprvements, the TDM strategy, and bicycle imprvements. The prcess described abve is prpsed t be used t evaluate prjects fr cnsideratin by Cuncil in the year Capital Plan and fr use in the capital planning prcesses in subsequent years. This apprach wuld ensure that prjects prpsed fr Cuncil cnsideratin in the capital plans reflect the current transprtatin system needs and brader City s pririties. It shuld be emphasized that the results f the evaluatin prcess are intended t aid the City in its future decisin-making and fr capital budget planning. In sme cases, an initiative with a lwer evaluatin scre may be implemented prir t a ne with a higher scre if an pprtunity presents itself (i.e. as redevelpment r grant pprtunities arise). Cnversely, a prject with a higher evaluatin scre may be implemented later than ne with a lwer scre if the csts are prhibitive and if cst-sharing pprtunities are nt available. In additin, the evaluatin scres will als be used t guide future transprtatin initiatives, such as the Sidewalk Assessment and Streetlighting Strategy. 2.3 Financial Implicatins Significant csts are invlved with implementing many f the features f the Transprtatin Plan. Hwever, it is planned that the City s cntributin t the implementatin wuld nt be mre than what is currently spent n transprtatin related initiatives in the City s current Capital prgram. Rather, the current funding level wuld be refcused t pririties as utlined in the Plan and priritized by the implementatin strategy. 12 Lng-Term Transprtatin Plan Implementatin Plan & Mnitring Strategy

15 Sme features f the plan are the respnsibility f ther agencies, such as transit service that wuld nt invlve the City s funding, hwever they are very imprtant t achieve a sustainable, multi-mdal transprtatin netwrk, and City staff will need t wrk with these the respnsible agencies fr design and implementatin f prjects thrugh separate prcesses. In respect t Plan features that are the City s respnsibility, presently there are numerus pprtunities fr cst-sharing with varius prvincial and federal agencies thrugh grant prgrams and the private sectr thrugh land develpment prjects. In additin, sme cst-saving culd be achieved by crdinating prjects, such as n-street bicycle facilities and sidewalks with existing prgrams such as pavement management and lcal area services prgrams. This may result in re-allcatin f funding available fr street and transprtatin imprvements. Varius initiatives culd als be accmplished thrugh crdinatin with the greenways prgrams. The evaluatin prcess as described in this reprt will be used t develp a list f prjects t be prpsed fr Cuncil cnsideratin in the year Capital Plan and at that time financial implicatins t the capital and perating budgets ver the next 10-years will be utlined, including pssible cntributins frm ther agencies. 16 3.0 MONITORING STRATEGY A mnitring prgram is essential t ensure that the Transprtatin Plan is implemented as intended, and t determine whether the plan is achieving its gals. A mnitring prgram will als enable municipal staff t justify cntinued expenditures and allcatin f resurces t implement priritized initiatives f the Transprtatin Plan. Mnitring als prvides a means f identifying changing cnditins which wuld require changes t the Transprtatin Plan. The mnitring prgram needs t be: Meaningful. The mnitring prgram will need t utline a mnitring strategy that yields meaningful results and can pint t the success in achieving the City s brad gals and bjectives, such as the OCP Plicy Paths, Greenhuse Gas Reductin, prmtin f alternate mdes f transprtatin, etc. Measurable. The mnitring prgram needs t establish criteria that are readily measurable and fr which data r infrmatin can be readily btained. Manageable. The mnitring prgram needs t take int accunt the resurce limitatins f the City and will identify measures where infrmatin is accessible r data is simple t cllect. The mnitring prgram will fcus n tw cmpnents: first, the degree f prgress in implementing the plan, and secndly, the utcmes f the plan at varius scales (city-wide, neighburhds, crridrs, areas, and specific lcatins). Table 3 n the fllwing page utlines key utcmes f the mnitring strategy at the city-wide and neighburhd utcmes, alng with measures, existing baseline infrmatin, future targets, and data surces. Data fr city-wide and neighburhd utcmes is derived frm ther data surces, such as TransLik s Trip Diary Survey (cnducted every 4-5 years) and Statistics Canada Census Data (cnducted every 5 years). As such, these measures are manageable fr the City t track, as there is n direct data cllectin required. These utcmes will prvide measures fr City n a mre frequent basis (ie every 2 years) and at specific lcatins. These utcmes will be measured thrugh ccupancy and classificatin cunts fr vehicles as well as pedestrian and bicycle cunts. Hwever, due t the variability f the data at this scale (ie cunts at specific times and lcatins culd vary significantly based n factrs beynd the City s cntrl, such as weather cnditins r traffic cnditins utside the City), existing baseline infrmatin has nt been prvided and targets have nt been established fr these utcmes. 18 As such, the mnitring strategy has been develped t cmbine external data surces which are available every 4-5 years (such as TransLink s Reginal Travel Diary Survey and Statistics Canada Census data) and which are useful t mnitr brad trends ver time, with City data cllectin that shuld be cnducted every 1-2 years t prvide mre regular and mre detailed results. The City shuld prepare a mnitring reprt every 1-2 years t summarize the data cllectin and results, and t track prgress regarding these results ver time. It is estimated that it will cst the City apprximately $30,000 t mnitr the results n a bi-annual basis.
