2 Page 2 COMMISSIONER'S CORNER What a Year! By Rob Wigod CIF-SS Commissioner of Athletics Now that our sports year is officially over, it is time to refl ect back on what a year it has been will certainly be a year I will never forget. It was highlighted by what I often referred to as The Big Three: honoring our 100 th Anniversary, the debut of the CIFSSHome system and the implementation of new state-wide transfer rules. 1) There was much to celebrate this year and we hope that your 100th Anniversary banner, the list of 100 Athletes for 100 Years and your 100 th Anniversary Yearbook were just a few of the gifts you were able to enjoy. There is one more present coming our way and that will be the 100 th Anniversary television show being produced by our partners at Fox Sports West that will air sometime in August. Stay tuned for information on when it will air and I think you will love it. In looking back at our past, it became more and more evident that the CIF Southern Section and what it stands for are truly something to be proud of. I hope that all of our member schools and our student-athletes, coaches, athletic directors and administrators share in that pride and realize that you are who this special organization is and always will be. 2) The fi rst year of CIFSSHome has made a tremendous difference in how we communicate with you and how you communicate with us. We are extremely pleased with the progress we made this year and we certainly knew there would be an adjustment period to get this system functioning to its full capability. With the fi rst year behind us, that effort will continue in the time ahead, but there is no doubt that CIFSSHome has made an incredible impact on your ability and our ability to work together more quickly and more effi ciently than we ever have before. I thank you for your patience and understanding as we strive to make this system even better and always know that we are fully committed to doing so. I am truly excited to see the enhanced CIFSSHome next year and you will be too. 3) The new state-wide transfer rules that took effect this year have resulted in a signifi cant reduction of legal costs for our See COMMISSIONER page 5. 4 Page 4 SYNOPSIS OF CHANGES TO BLUE BOOK The following is designed for the benefi t and convenience of athletic administrators and coaches in an effort to provide a capsule summary of the changes in the State CIF and Southern Section Constitution and Bylaws. These changes have been enacted by the State CIF Federated Council and the Southern Section Council throughout the course of the school year.

5 Page 5 COUNCIL MINUTES (Continued from page 2) B. SOUTHERN SECTION NON-ACTION ITEMS 1. Proposal from Sunset League Volleyball Bylaw Discuss - This proposal would preclude volleyball players from any club tryouts or practice during the high school season of sport (date of the fi rst contest until the school team s last contest; this could be different for all schools based on playoff participation). Concern was raised regarding students choosing club volleyball over high school volleyball. This rule will sanction the athlete if a violation occurs. The feeling of the Sunset League leans toward clubs moving their tryouts accommodating the high school calendar. Questions were posed such as, How many kids constitute a practice? What does the penalty phase consist of exactly? Are clinics included? A two for one penalty was suggested, however policing club practice was a major concern. One on one instruction was not included in this violation. There is not an indication of how many kids constitute a practice. 5. REPORT SESSION A. President s Report - Jim Monaco commended the CIF Office and Staff for their efforts on the 100th Anniversary celebration. He felt prideful regarding the organization and the work that all the schools are doing in support of athletics. B. Commissioner s Report Rob Wigod - Thanks to the CIF-SS Council for communication and feedback on our year. Our new online system is making business more effi cient with your input being a major contribution. Thank you to the new Executive Administrative Assistant, Heather Smith for her work in the Commissioner s Offi ce. Thank you to the Executive Committee for their thoughtful execution in leading the council. This year can be defi ned by the Big 3 ; the 100th Anniversary of CIF, CIF-SS Home, and our new transfer rules. As you leave today, you will receive a 100th Anniversary Yearbook commemorating the organization. Share it with your principals, athletic directors and coaches. Huge thanks go out to our intern from CSULB, Jacquelyn Herkins, for her creation of the CIF 100th Anniversary Yearbook. She is currently working in the Director of Communications, Thom Simmons office and has done a fantastic job with all social media promoting CIF, among other tasks with which she is involved. CIF-SS Home will be evolving. Between our efforts and your suggestions we will work together to complete the online directory (VERY IMPORTANT). Please encourage your leagues to input COMPLETE information. Other sections of the state are jumping on board with the online system. The state office has also expressed and interest which in turn, will streamline the work even more. As we look back on the year, we are hoping for more familiarity and success with the new transfer rules. The legal cost minimization has shown that the new policies are fi nancially benefi cial to our section. Please visit with your leagues regarding rule The costs involved in sending at large over.500 teams to the playoffs may be a topic to revisit in your league. The deadline for Champions for Character nominations is rapidly approaching. Please nominate deserving students immediately. Participation in our golf tournament directly funds the event that honors Champions for Character recipients, encourages sign up before the tournament fi eld fi lls up. The CIF Southern Section s goal contains a vision for open communication with our membership. We are committed to serving the section. Please call, , and communicate regarding anything and everything you may need. C. Treasurer s Report - Carter Paysinger - This was a soft year for us. We are down $130k for the year. Sports revenue was down about 20 percent. We had unexpected expenses in staff overlap (retirement, maternity leave and illness). Support marketing and revenue will exceed its mark as will TV, Radio, and Web Broadcast Rights. With the implementation of CIF-SS Home, we anticipate dramatic drops in offi ce expenses (postage, printing, duplicating). This will be a downward trend over the next few years as we get deeper into electronic processes. Budget shortfalls will not be on the backs of our member schools. There is no plan for sport fee increases, changes to revenue sharing or ticket increases for school year. 6. ADVANCE PLANNING A. Dates 1. Time of adjournment: 10:15 COMMISSIONER (Continued from page 2) section and the State CIF, which allows for those important funds to be used where they should be, for our schools and our programs and to keep membership dues from increasing. In looking ahead to next year, there has been a concerted effort to try not to make any signifi cant changes to the current rules so that all of us can evaluate where we are now and allow these rules to be studied further. I expect that we will have an even better indication of how these rules are working a year from now, so continue the dialogue as we work through Year 2. While this was an extremely eventful year for all of us with the many changes that we experienced, I look back with a feeling of accomplishment in that we were able to successfully navigate through the many challenges that always come with change. I believe we achieved what we set out to do and appreciate all of your efforts and those of our dedicated staff in making it all happen. As this memorable year comes to a close, I want to thank you for your hard work, dedication and professionalism in continuing to partner with us in educating the young people we are so fortunate to serve. I am already looking forward to and all it has to offer us.

NEW BUSINESS Bishop Diego High School Appeal of Sanction - Presenting on behalf of the CIF Southern Section was Rob Wigod, Commissioner of Athletics. Rob reviewed the CIF Southern Section position of the sanction issued to Bishop Diego High School, and stated the fi ndings of the investigation that determined Bishop Diego violated CIF Southern Section Bylaw 510, Undue Infl uence by distributing a fl ier which offered two free tickets to the Bishop Diego High School Homecoming Football Game to any student who attended Spirit day at Bishop Diego High School. As a result, Bishop Diego High School was prohibited from hosting any CIF Southern Section Playoff contests in the sport of football for the 2012 football season. There were no questions posed to Commissioner Wigod by the Executive Committee. J. Paul Gignac, Esq. presented on behalf of Bishop Diego High School, also in attendance on behalf of the school were Dr. Paul Harrington, Head of School and Dan Peeters, Athletic Director for Bishop Diego High School. J. Paul Gignac stated the sanction has been served but he asked to discuss the allegation that has been made against the school and not the sanction. He summarized the Bishop Diego High School appeal process for the sanction and requested a reversal of the decision and removal of the violation from the school record. He stated the Youth Football team parent had no affi liation to Bishop Diego and distributed the fl ier to the team without the knowledge of Bishop Diego High School or the Youth Football League coach. J. Paul Gignac stated Bishop Diego High School is present today to dispute a violation was committed and if there was, the school did not participate in the violation and asked the committee to understand the intention of the activity and fl ier. Discussion held. Motion made and seconded to overturn sanction of Bishop Diego High School. Vote: 8 in favor, 13 opposed, 0 abstentions. The motion failed. The sanction for Bishop Garcia High School stands. Area Placement Appeals - Presenting on behalf of the CIF Southern Section was Rob Wigod, Commissioner of Athletics. He reviewed the CIF Southern Section area placement process, timeline for appeals and parochial area profi le. He provided an overview of the Parochial Area geography and student enrollments. St. Bonaventure High School - Rob Wigod provided enrollment information and geography details of St. Bonaventure High School and also provided a four year competitive equity history for the athletic programs. Presenting on behalf of St. Bonaventure High School were Mark Groff, Principal and John Muller, Athletic Director. Mark Groff summarized the distance between schools in the Parochial Area and raised concerns related to missed class time for students and transportation issues in the event of Parochial Area placement of St Bonaventure High School. Discussion held. Motion made to support the CIF Southern Section recommendation to place St. Bonaventure High School into the Parochial Area; motion seconded. Vote: 12 in favor, 9 opposed, 0 abstentions. The motion passed. St. Bonaventure High School will be placed into the Parochial Area for the Releaguing Cycle. Oaks Christian High School - Rob Wigod provided enrollment information and geography details of Oaks Christian High School and also provided a four year competitive equity history for the athletic programs. Presenting on behalf of Oaks Christian High School were Jeff Whitcock, founding Head of School; Kirk Miyashiro, Principal; Jan Hethcock, Athletic Director. Jeff Whitcock discussed concerns that the placement of Oaks Christian High School to the Parochial Area would cause geography-based hardships for students, decreased parental involvement and an impact on academics due to an increase in missed class time for the students. Discussion held. Motion made and seconded to support the appeal of Oaks Christian High School to stay in the current area placement. Vote: 6 in favor, 14 opposed, 0 abstentions. The motion failed. Oaks Christian High School will be placed into the Parochial Area for the Releaguing Cycle. St. Lucy s High School - Rob Wigod provided enrollment information and geography details of St. Lucy s High School and also provided a four year competitive equity history for the athletic programs. In attendance on behalf of St. Lucy s High School were Robert Prata, Counsel; Sister Monica Collins Principal; Valerie Pentolino, Athletic Director; Gina Giuliucci, Activities Director. Robert Prata stated St. Lucy s High School did not presently request to be moved out of their current area and in 1998 they were awarded an appeal to remain in the Mt. Sac. Area. He stated St. Lucy s High School is ranked third place in their current league and that proves they are competitively equal. The school feels there is not a valid basis as to why they should be placed into the Parochial Area and the prior appeal should be upheld. Discussion held. Motion made and seconded to support the appeal of St. Lucy s High School to stay in the current area placement. Vote: 7 in favor, 13 opposed, 0 abstentions. The motion failed. St. Lucy s High School will be placed into the Parochial Area for the Releaguing Cycle. Damien High School - Rob Wigod provided enrollment information and geography details of Damien High School and also provided a four year competitive equity history for the athletic programs. Robert Prata, Counsel presented on behalf of Damien High School. He stated Damien High School has no history of playing in a state championship in any sports. He also said the enrollment is closer to the Mt. Sac Area schools than the Parochial Area school enrollments and that an increase in missed class time would deter students from participating in athletics since Damien High School is chosen for educational focus and not athletics. Discussion held. Motion made and seconded to support the appeal of Damien High School to stay in the current area placement. Vote: 6 in favor, 14 opposed, 0 abstentions. The motion failed. 7 Page 7 The CIF Southern Section is pleased to announce the top ten girls and boys athletic programs in the 22nd Annual Commissioner s Cup. On the girl s side, Hemet took top honors by scoring 15 points in the manner of three championship trophies. The ladies from Hemet High fi nished the year with a title in the sports of volleyball, softball and water polo. Parts of the championship sweep were historic for the Bulldogs, as the school won the softball title for the fi rst time in school history during the ladies graduation week. This is also the fi rst Commissioner s Cup title in Hemet High School history on either the boy s or girl s side. The Bulldogs edged out Mater Dei for the top spot as the Monarchs fi nished as runner-ups by just two points. Mater Dei s second place fi nish (by virtue of tie-breaker rules with Palos Verdes) consisted of 13 points thanks to a championship in golf and runner-up fi nishes in both track and fi eld and water polo for the second straight year in either sport. The Monarchs also added a semifi nal appearance in basketball after taking home the women s basketball title a year ago. Taking third place due to the tiebreaker with Mater Dei is Palos Verdes. The Sea Kings amassed titles in cross country and golf along with a runner-up showing LOYOLA AND HEMET CLAIM TITLES IN 22ND ANNUAL COMMISSIONER'S CUP in water polo. Yorba Linda fi nishes up the Top - 4 (by virtue of tie-breaker rules with Santiago/Corona and Troy) with a championship in water polo and with more playoff appearances than the two other competing schools. The Mustangs accumulated three semifi nal appearances in volleyball, soccer, and softball, and a fourth place fi nish in golf. On the boy s side, Loyola claimed their seventh Commissioner Cup title in the past eleven years and their fi fth consecutive cup. The Cubs did so by winning two championships, one runner-up trophy, and four semifi nals fi nishes. Loyola scored 21 points, winning titles in both track and fi eld and golf, and edged out Serra High School who won a total of four championships, the most by any school this year. Loyola fi n- ished as runner-ups in volleyball and added a semifi nal appearance in baseball, soccer, water polo, and swimming and diving. Serra High fi nished just behind Loyola falling one point short of the Cup with 20. The Cavaliers won all four championships they appeared in basketball, baseball, football, and track and fi eld. Rounding out the Top-3 was Corona Del Mar who claimed 20 points with championships in golf and football, and runner-ups in swim and dive and tennis to go along with two semifi nals appearances in basketball, and water polo. The CIF-SS developed this recognition program based upon comprehensive excellence in interscholastic competition. The purpose of this program is to enhance the spirit of competition, sportsmanship, and goodwill among the student athletes and member schools. The winners are determined by a point system that provides: fi ve points for a divisional championship; three points for a divisional runner-up fi nish; two points for advancing to the semifi nal round or a third place fi n- ish in a team-place fi nish sport (i.e. cross country, golf, swimming and diving, track and fi eld); and one point for a fourth place fi nish in a team-place fi nish sport. In cases where a tie occurs the top ten schools were determined by several tie-breaker methods. We at the CIF-SS are very proud of these outstanding programs for their hard work and dedication that has resulted in success on the fi eld and courts, said Rob Wigod, Commissioner of Athletics. Their determination and teamwork has resulted experiences that will last them a lifetime.
