2 Page 2 CIF-SS BULLETIN -- Spring 2003 PRESIDENT'S MESSAGE Club Sports vs. CIF Sports By Paul Breit, President CIF-SS Executive Committee I was privileged to attend two of the CIF-SS Boys Basketball championship games at the Pond in Anaheim. I continue to be amazed at the athleticism of the students and the excitement of a championship game. The games were exciting, with the crowds from both sides actively involved in the game. The sportsmanship and competitive spirit on the part of the student athletes was excellent. I attended a state CIF meeting in San Diego in February. One of the major issues of discussion was club sports and their impact on the CIF. On Saturday morning a panel, consisting of high school coaches, club coaches, parents, students, and others selected for their expertise, was held to discuss some of the issues regarding school and club sports. The meeting was a result of a by-law passed by the San Diego section regarding participation by student athletes in club sports during the season of sport. A well-known sportscaster from San Diego was the moderator and he posed a series of questions to be discussed by the panelists. The purpose of the panel was to have open dialogue and discuss/clarification of their respective roles of the schools and clubs. The students were very articulate and indicated that some had been placed in a win-lose situation by having to make a choice between the school or club team. The panel lasted 2½ hours with excellent dialogue exchanged. The intent of the panel was not to create solutions, but to consider first steps toward working together for the common good of the student-athlete. Almost everyone left the meeting with a better understanding of roles of both school and club sports with suggestions for the two groups to begin to work together. I share this meeting with you because the Southern Section schools continue to have a less than positive relationship with club sports. We certainly can have our own opinions about club sports, but the reality is that clubs are here and here to stay. I would welcome the opportunity to put to- See PRESIDENTS MESSAGE on page 13 CIF-SS COUNCIL MEETING MINUTES January 23, 2003 The January meeting of the CIF Southern Section council was called to order by President Paul Breit, at 9:04 a.m. at The Grand in Long Beach, CA. All leagues were present with the exception of Academy, At-Large Dr. Osbrink, At-Large Barbara Willibrand, Camino Real, Coast Valley, Del Rey, Desert Mountain, Express, Freedom, Harbor, Heritage, Mojave River, Montview, San Joaquin, Sea View, Valley, Victory and Westside. 1. ADOPT AGENDA It was moved, seconded and passed to adopt the agenda. 2. MINUTES It was moved, seconded and passed to approve the minutes of the CIF-SS Council meeting of October 17, Additionally, minutes of the CIF-SS Executive Committee meeting of November 13, 2002, and January 18, 2003, were submitted as informational items. 3. CIF STATE FEDERATED FEBRUARY ACTION ITEMS John Dahlem, President- Elect, presented the following agenda items for State Federated Council in order to give delegates voting direction: A. By-Law 610: Intercollegiate Participation - vote to support. B. Deletion of Article 2.22: Governance Structure Meetings vote to support. C. CIF Investment Policy - vote to support. D. Additional Revision of By-Law 212: Foreign Student Eligibility - vote to send delegates uninstructed. E. Clarification of By-Law vote to support. 4. GOLF COMMITTEE PROPOSAL Dennis McReynolds, Golf Committee member, reviewed a proposal to revise Rule 2007 Maximum Team Contest. Following discussion, it was moved, seconded and passed to approve the proposal. 5. FOOTBALL ADVISORY COMMITTEE PROPOSAL Jim Benkert, reviewed a proposal to modify the 1996 Council action which would allow schools to schedule zero week football games without a week one bye date. Following discussion, it was moved, seconded and passed to approve the proposal. 6. STATE FEDERATED COUNCIL John Dahlem, President-Elect, presented the following non-action items which will be action items on the May Federated Council agenda: A. As with their long-standing programs, their offers are a WIN for our member schools and a great way to keep you student-athletes in shape over vacation. SUMMER MEMBERSHIPS: The annual Athlete Summer Membership program is back but with a new twist this year. They are introducing a new two-step process that will help 24 Hour track the program success and offer your student-athletes an even larger discounted membership. 1. First, each member school will be receiving a package from the Southern Section during May that will contain summer membership coupons for your athletes. Your athletes will need these to take advantage of both the program and added savings. Be sure to pass them out to your athletes. 2. Upon presenting their coupon to register for their membership, your athletes will save an additional $10 off the threemonth summer rate for varsity athletes. That s just $89 for the summer. That s it. Coaches pass the coupon to the athletes and the athletes save money while working out at state-of-the-art facilities during the summer. SCHOOL FUNDRAISING BY SELLING 14- DAY TRIAL MEMBERSHIPS: A program launched successfully in Orange County last year will expand throughout the section this summer. Participating schools that acquire their coupon books from the Southern Section office, receive 100% of the $10 trial memberships sold by their booster clubs or teams. That s right, you receive 100% of the revenue for your hard work. Thus, if one coupon book of fifteen coupons is sold your school receives $150. Do the math on multiple coupon books successfully sold and you can see the possibilities. Additional information and the coupon books will be available to schools this summer. Be sure to put this opportunity on your short list for fundraising efforts next fall. FREE TEAM WORKOUTS: 24 Hour Fitness Team Sports will continue this widely popular program that allows varsity teams to use their facilities again next school year. Every team can take advantage of this program just by having the coach sign the team up in one visit. A reminder that this program is offered during the non-peak rush hour times and is designed for teams to use the facilities during their non-competition season. TOYOTA AWARDS PROGRAMS HONOR SPORTSMANSHIP AND ACADEMIC AWARD WINNERS DURING APRIL AND MAY The CIF Southern Section would like to thank the Southern California Toyota Dealers Association for their continued sponsorship of the Kenny Fagins Shake for Sportsmanship and annual Academic-Athlete Awards programs. Winners for these programs were honored April 16 th at Dodger Stadium and May 6 th at Edison Field. Now in their second year as the title sponsor of the Southern Section TOYOTA Championships, the 56 local dealers are also major and long time supporters of many local school teams and athletic programs. One of the nation s largest contributors to high school athletics, thanks to Toyota for the continued support of the Southern Section and we look forward to another record setting year in Let's Hear It For A Little Loyalty By James Staunton, Ed.D. Commissioner of Athletics This spring marks the first time since 1995 that Open Enrollment forms will not be pouring in to the office. In April 2002 the Section deleted rule from our Bylaws. That action effectively eliminated the one-time move that students had enjoyed. The reason for removing the rule is simple: principals and athletic directors throughout the section saw large numbers of students transferring for athletic reasons alone. There are a lot of arguments on either side of the issue; parental choice, quality of schools, freedom of movement, college scholarships, championship programs and many others. I d like to mention one reason that supports the change in the rule loyalty. Lost in the discussion that surrounds any transfer is the concern for that one athlete who deserves our consideration; the student who loses his position. Working in the office I try to think about the number of students every year who give up their place on the field, or on the bench to a stranger who transfers in to take his/her position on the team. What about him? What about her? Don t our coaches teach the principles that hard work; loyalty and devotion to the team will be rewarded? Don t we encourage students to play sports as an expression of their love for their school? If we do, then it is hard to accept that a student who shows up prior to the start of a season to claim a varsity spot should be rewarded. Of course coaches are hard pressed to overlook great talent; indeed many parents argue that coaches are obligated to play the most talented (read - my child) athlete(s) on the squad. I don t know if that is true. Sure the desire to win is strong and to do that we must play the best, but many coaches will also tell you that the most talented athlete(s) may not get you to the championship. 5 CIF-SS BULLETIN -- Spring 2003 MINUTES OF THE EXECUTIVE COMMITTEE MEETING January 18, 2003 The January meeting of the CIF Southern Section Executive Committee was called to order at 8:30 a.m. by President Paul Breit at the Los Angeles Athletic Club. All members were present, with the exception of Bob Dreiling. 1. ADOPT AGENDA It was moved, seconded and passed to adopt the revised agenda. 2. MINUTES It was moved, seconded and passed to approve the minutes of the CIF-SS Executive Committee meeting of November 13, PRESENTATION C.I.F. Southern Section Marketing Director John Costello presented information on marketing related to the Southern Section and the State C.I.F. 4. ACTION SESSION A. SOUTHERN SECTION ACTION ITEMS - 1. REQUEST FOR MEMBERSHIP After discussion, it was moved, seconded and passed to approve for membership the New Community Jewish High School. After discussion, it was moved, seconded and passed to approve a conditional membership for Concord High School, who will only be eligible for the C.I.F. Southern Section Boys Golf Championships if they offer a girls golf team. Both schools memberships will begin during the school year, provided they attend an orientation at the C.I.F. Southern Section Office. 2. OVERDUE MEMBERSHIP DUES A discussion was held regarding member schools that have not yet paid their dues for the school year. It was recommended that Executive Committee members make contact immediately with the schools in their areas and inform them that if their dues are not received by the February 5 th Executive Committee meeting they will be dropped from membership, effective February 14, PROPOSED RULE CHANGES FOR GOLF After discussion, it was moved, seconded and passed to recommend support of the rule changes recommended by the Golf Advisory Committee. 4. FOOTBALL PROPOSAL After discussion, it was moved, seconded and passed to recommend support of the Football Advisory Committee s proposal regarding 0 Week football games. B. REPORT SESSION A. President s Report Paul Breit commended the Southern Section staff for their outstanding work during the Fall playoffs and posed a question, which he hopes will lead to further discussion, on the specific role of the Executive Committee. Also, he reported on his participation as the awards presenter for the Divisions I, II and VI Football Championship Games. B. Commissioner s Report Commissioner Jim Staunton reported on the following topics 1) The Marmonte League meeting he attended last week and the value of that experience. 2) The dismissal of the C.I.F. Southern Section from the lawsuit originally filed against the section. 3) His visitation to Sacramento last week to meet with government officials. 4) The Nominating Committee meeting he chaired last week. 5) The need for hearing officers in the upcoming weeks. 6) The Spalding ball contract, compliance and non-compliance with the agreement. 7) Blue Book Rule , which refers to medical coverage at C.I.F. Southern Section Football Playoff Games, and its placement in the 2003 Football Playoff Handbook. 8) The April 16 Executive Committee meeting, to be held at Dodger Stadium, in conjunction with C.I.F. Southern Section Shake for Sportsmanship Night. 9) His March 18 presentation on legal issues and athletics. C. Treasurer s Report Susana Arce reported that membership dues received to this point are over the expected budgeted income for this year, rights fees revenues are slightly above last year s and t-shirt revenues are slightly above last year s. In addition, girls volleyball, cross-country and boys water polo revenues have all increased from last year, Page 5 while football is still incomplete, due to reports that have not been received yet. Also, she reported on her participation as the awards presenter for the Division XI Football Championship Game. D. Executive Committee Reports 1. Parochial Area Representative Sister Cheryl Milner reported on several league meetings she has attended recently. 2. Orange County Representative Marilyn McDowell thanked John Dahlem for helping her lead the Orange County League Representatives meeting last week. 3. Superintendent Representative Sue Rainey reported on her participation as the awards presenter at the Division V Football Championship Game. 4. School Board Representative Jeannine Martineau asked for a recommendation for a school board member, from a Southern Section school, to serve on the State C.S.B.A. Committee. She also asked for approval to select an alternate school board member to represent her at Executive Committee meetings that she cannot attend, due to her position as C.S.B.A President. After discussion, it was moved, seconded and passed to approve the need for immediate action on her request. After discussion, it was moved, seconded and passed to approve the request for an alternate school board member, approved by the Executive Committee, to attend Executive Committee meetings in her absence. 5. Boys Athletic Director Representative Stan Ford reported on the recent releaguing discussions taking place in the Citrus Belt Area and the possibility of allowing 8 team leagues the possibility of additional entries into the C.I.F. Southern Section Playoffs. 6. At-Large Representative Liza Scruggs reported on the Ethics and Sports Committee meeting she recently attended and the need for coaching education programs to continue and expand. 7. Small Schools Area Representative Tom Peters reported on his participation as the awards presenter at the 8-Man Large Schools Football Championship Game. 8. Citrus Belt Area Representative Tom Davis reported on the recent tragedy involving the death of a student-athlete in his area and the ongoing releaguing discussions taking place. 9. Coast Area Representative Kelly Johnson reported on his participation as the awards presenter for the Division III Football Championship Game. 10. C.A.P.S.O. Representative Gary Smidderks reported on the partnership that has been created between C.A.P.S.O. and A.C.S.I. 11. President-Elect John Dahlem reported on his participation as the awards presenter for the Division IX Football Championship Game. 6 Page 6 CIF-SS BULLETIN -- Spring 2003 RULE REVIEW Bonafide Change of Address By Karen Hellyer CIF-SS Assistant Commissioner This year section staff has had to make several difficult calls regarding the definition of a bona fide change of address. Our schools have sought help in determining if a student is legitimately in residence within the appropriate attendance boundary. In two highly publicized cases, a parent changed his/her address and attempted to establish residency according to our rules. Staff had to advise the athletic director on whether or not the move was acceptable, and they were both very tough cases. I d like to spend a little time looking at Rule 219 and explain the criteria that we use to establish just what bona fide means. As a starting point, the section has ruled that a student may have only one bona fide residence at a time. Accordingly, a parent cannot rent an apartment for a period of time just to establish eligibility without actually living there. If a parent owns multiple properties, then the family (meaning the parent(s), guardian(s) or care-giver(s) together at the time the student established initial eligibility) may only have use of one of those facilities. If the family unit has changed address, then they must satisfy the athletic director that they no longer reside in the former address, visit the former address or use it to store clothing, possessions, pets or siblings. In some cases the older adult sibling may rent/lease the former address (at fair market value), but that person should not have been part of the family that was together at the time of establishment of initial eligibility of the athlete in question. Sometimes parents divorce before the student starts ninth grade and split time between homes. To establish eligibility look for a parent who can be considered the one who has physical custody in the sense of being the parent who registers the student, receives the grade reports and is listed on the school s emergency card as the first contact. Courts routinely grant custody on a 50/50 basis, but with physical custody to one person or the other. We worked very See RULE REVIEW on page 15. MINUTES OF THE EXECUTIVE COMMITTEE MEETING February 5, 2003 The February meeting of the CIF Southern Section Executive Committee was called to order at 1:03 p.m. by President Paul Breit at the C.I.F. Southern Section Office. All members were present, with the exception of Jeannine Martineau. 1. ADOPT AGENDA It was moved, seconded and passed to adopt the agenda. 2. MINUTES It was moved, seconded and passed to approve the minutes of the CIF-SS Executive Committee meeting of January 18, ACTION SESSION A. SOUTHERN SECTION ACTION ITEMS 1) Approval of Meeting Dates After discussion, it was moved, seconded and passed to approve the meeting dates for the school year, with the understanding that the January 16-18, 2004 Executive Committee meeting will be deleted from the schedule and the April 7, 2004 Executive Committee meeting date is tentative, subject to facility availability. 2) Request for Membership After discussion, it was moved, seconded and passed to approve for membership the Community Harvest Charter School for the school year, provided they attend and complete an orientation at the C.I.F. Southern Section Office. B. CLOSED SESSION At 1:30 p.m. the Executive Committee went into closed session to discuss the role and responsibilities of the Executive Committee and the Commissioner s performance regarding the Spalding ball contract. At 2:50 p.m. the closed session ended with the following action taken: 1) After discussion, it was moved, seconded and passed to add to future Executive Committee meeting agendas and Executive Committee Administrative Committee meeting agendas an item called Commissioner s Report of findings/sanctions. 2) After discussion, it was moved, seconded and passed by unanimous vote to add the Spalding ball contract and the Mission Viejo High School situation to today s agenda. C. SPALDING BALL CONTRACT A discussion was held regarding the Spalding ball contract. D. MISSION VIEJO HIGH SCHOOL The Executive Committee has directed the Commissioner to do the following things: 1) Create a press release stating that Mission Viejo High School was in violation of CIF Football Playoff Rules and the C.I.F. Southern Section Coach s Code of Ethics. 2) Direct the school and school district to investigate the situation and report back resultant action to the Executive Committee at the April 16, 2003 meeting. E. STATE FEDERATED COUNCIL ACTION ITEMS FOR THE FEBRUARY, 2003 MEETING After discussion, it was moved, seconded and passed to recommend support for all of the following items, with the exception of items #8 and #9. Boys Athletic Director Representative Stan Ford commended Paul Castillo for producing the Basketball Playoff Bulletin with a Table of Contents, reported on the Orange County Athletic Directors Association meeting he attended earlier in the day, in which concerns were expressed regarding difficulties getting spring sports officials in their area, officials asking for donations to work scrimmages, possible abuses in the Open House format used by some schools, Pop Warner football coaches also coaching at the high school level and the upcoming vote on the Association Rule at the March 13, 2003 C.I.F. Council Meeting. 2. Orange County Representative Marilyn McDowell reported that she is not running for her position on the Executive Committee due to time constraints. 7 CIF-SS BULLETIN -- Spring 2003 Page 7 MINUTES OF THE CIF-SS COUNCIL MEETING March 13, 2003 The March meeting of the CIF Southern Section Council was called to order by President Paul Breit at 9:10 a.m. at the Grand in Long Beach, CA. All leagues were present with the exception of Academy, Arrowhead, At-Large Barbara Willibrand, Camino Real, Condor, Harbor, International, Ivy, Metro, Miramonte and Pacific. 1. ADOPT AGENDA It was moved, seconded and passed to adopt the agenda as revised. 2. MINUTES It was moved, seconded and passed to approve the minutes of the CIF-SS Council meeting of January 23, Additionally, minutes of the CIF-SS Executive Committee meeting of February 5, 2003 and the Federated Council meeting brief were submitted as informational items. 3. CIF STATE FEDERATED COUNCIL MAY ACTION ITEMS John Dahlem, President-elect presented the following agenda items for the May CIF State Federated Council Meeting in order to give Southern Section delegates voting direction. FOOTBALL ADVISORY COMMITTEE PROPOSAL Bob Burt, member of the Football Advisory Committee, reviewed a proposal that intends to provide an equitable number of fall practice opportunities for all schools participating in football. Following discussion, it was moved, seconded and passed to approve the proposal. 6. CITRUS BELT AREA RELEAGUING PROPOSAL Paul Briet presented the proposed Citrus Belt Area Releaguing for the cycle. Following discussion, it was moved, seconded and passed by a vote of 9 to 1 to approve the Citrus Belt Area Releaguing. 7. STATE FEDERATED COUNCIL NON-ACTION ITEMS Paul Briet, Council President, presented the following agenda items for the May State Federated Council meeting: A. Risk Management Committee Proposal - A proposal which illustrates the financial responsibility for legal cost in the CIF. B. State Volleyball Committee Proposal - A proposal which recommends rally scoring for all rounds of the State Volleyball Championships, for all contests at the varsity level for all CIF Sections and all sub varsity contests for all CIF Sections beginning in CENTURY LEAGUE WATER POLO PROPOSAL Steve Anderson, Athletic Director, Canyon (Anaheim) High School, presented a proposal to revise Rule 3015: Maximum Contest in One Day, to allow three athletic contests on a non-school day. This will be an action item on the April 24, 2003, meeting of the CIF-SS Council. 9. CIF-SS BLUE BOOK COMMITTEE PROPOSALS Dr. Carol Osbrink, Chairperson of the Blue Book Committee, presented the following recommendations from the Blue Book Committee which will be action items at the April 24, 2003, meeting of the CIF-SS Council. A. Revision of Article 1, Rule Substitute the word Commissioner for Executive Committee. B. Revision of Article V, Rule Add language to broaden the authority of the Commissioner to apply sanctions or penalties for rule or organizational policy violations. C. Add to Article III, Rule Defines which groups may submit proposals to the CIF-SS Council for consideration; D. Revise Article V, Rule Cleans up language to reflect current practices. E. Revise Article XXXII, Rule Expands the noisemaker rule to include stadiums and playing fields. F. Revise Article II, Rule 219, Adds language to clarify bona fide change of residence and evidence to document the change. G. Revise Article II, Rule New language clarifies who fails to provide information regarding eligibility. 10. OFFICIALS FEES COMMITTEE PROPOSAL Ralph Trigsted, Chairman, Officials Fees Committee, presented recommendation from the Officials Fees Committee. These will be action items at the April 24, 2003, meeting of the CIF-SS Council. 11. NOMINATING COMMITTEE REPORT Paul Breit, President, presented candidates for Activities Director, Orange County Representative, Small School Representative and Superintendent Representative. This will be an action item at the April 24, 2003, meeting of the CIF-SS Council. 12. CIF-SS BUDGET Susana Arce, Treasurer, reviewed the proposed budget for the year. 13. COMMISSIONER S REPORT Jim Staunton, Commissioner, reported on Best Practices Coaching Education Seminar, Marmonte soccer rules and State CIF meeting with outside club team representatives. 14. TREASURER S REPORT Susana Arce, Treasurer, reported on the status of dues, sports fees and the just completed winter playoffs. COMMISSIONER OF ATHLETICS COMMISSIONER (Continued from page 3) We encourage schools to coach kids in principles of integrity, fairness, respect, and loyalty. If that is the case, then I believe that we owe a tremendous debt to all of those hard-working kids who, in the middle school years, decide that they want to play for their local school. Really, the hard working, loyal, dependable student is the one we should praise and seek for our teams. The high profile, big impact athlete may have an immediate impact, but the shortterm affect of his/her presence may be a long-term problem. If a coach wants loyalty from his students, he should be willing to practice it in return. Loyalty may be considered old-fashioned, but it is as important as ever in a world that has sacrificed a lot of other values in the name of progress.

In the Division II boys final, the Mater Dei Monarchs capped their dream season with a win over Woodcreek of Roseville. The Monarchs were crowned the No. 3 team in the nation for in the final USA Today polls. It was Mater Dei s fifth state title in the school s history in seven appearances. In the Division II girl s final, Troy defeated Vacaville, to earn their first girls basketball state title. Junior Meghan McGuire scored 27 points and pulled down 14 rebounds to lead the Warriors. In Division III Boys action, Foothill of Sacramento used a balanced attack to defeat Harvard/Westlake, Bryce Taylor had a big game for Harvard/Westlake with a game-high 23 points and 16 rebounds. Harris Chunh added 17 points. It is Foothill s second state title in the schools long history.
