The agenda for the meetng, scheduled at 3 p.m. Monday n Coates Room 100, states regents wll dscuss matters concernng personnel, a report from the Councl on Academc Affars, student dscplnary councl appontments, approval of canddates for May 1997 graduaton. Model Laboratory School and a report from de honors commttee. These are all routne ssues for de Aprl meetng of the board. What the agenda does not state s dscusson on the next academc year's budget Normally, the Aprl meetng ncludes dscusson about the budget, but Doug Whtlock, executve assstant to the presdent, sad t wll not be possble to dscuss the budget because of de May 12 specal sesson of the Kentucky General Assembly on hgher educaton. The meetng wll be about routne personnel matters that the board typcally deals wth at the Aprl meetng mnus the budget because t has to be put off Whtlock sad. "t would be a waste of effort to do the budget and then have to redo the budget" Whtlock sad the board wll have a specal meetng to dscuss the budget after the specal sesson. The legslatve specal sesson wll determne how much money Eastern wll receve from state funds. See Board/Page AS Fewer students prompt acton Assstant news edtor" After a steady declne n enrollment snce t peaked n 1992, the unversty s workng to brng the numbers back up. n fve years, total enrollment has dropped from 16,866 to 15,161 a drop of over 10 percent The largest drop was last year when student numbers fell 3.6 percent from 15,727 to 15,161. The largest contrbutor to the drop n total enrollment was oncampus enrollment, whch has dropped 13 percent n fve years. One of the reasons for the drop could have been that fnancal assstance letters were sent out n May. Ths year fnancal assstance letters were sent out Aprl 15 nstead of May lke last year, sad Susan Luhman, drector of fnancal assstance. Whle Luhman dd not say sendng de letters out was a drect effort to boost enrollment, she sad she ddn't thnk t would hurt "The letters that were sent out weren't all award letters," she sad. Paul Patton sgned de call for a specal sesson of the state legslature to begn May 12 to consder hgher educaton. Patton had orgnally showed ntentons to call the sesson May 5 but legslators called for a delay of the specal sesson. Along wth other legslators. Rep. Mke Bowlng, D- Mddlesboro, and Sen. Joey Pendleton, D- Patton: Specal sesson May 12. Hopltnsvlle, asked for a delay of the sesson. Durng the news conference, Patton sad he expects changes to be made to hs proposal for hgher educaton reform between now and May 12. The last three weeks have been very productve, he sad Patton sad durng that tme perod, he has made adjustments and mprovements to accommodate suggestons from people around the Commonwealth. Patton sad the legslators wll be consderng hs frst draft of legslaton on hs plan. Tm farly confdent whatever s presented wll be mproved n the legslatve process," Patton sad. The communty college ssue has become one of the most controversal and debated topcs n the governor's proposal for hgher educaton reform, and s the reason many legslators asked for a delay of the specal sesson. Board of Regents Char Jm Glbert and Board member Barbara Rcke have thrown out some nformaton that ndcates that the search process for a Funderburk wn new presdent has begun. Glbert sad he has talked after 1996 wth a consultng frm n Washngton about the search, and he may make look at several other consultng frms. Even wth assstance from a consultng frm, the decson wll be a tough one for the search commttee and, ultmately, the board. The board should be very choosy when decdng who wll lead ths unversty after Funderburk leaves. Funderburk holds a powerful place as longest-tenured presdent n the, state and has played a supportng role n Gov. Paul Patton's reform plans. Plans for effcency The new presdent should be able to make the unversty more effcent by knowng what postons are needed and whch ones are unnecessary. Funderburk dd ths by elmnatng unneeded postons, such as the job of vce presdent for admnstratve affars. After Joseph Schwendeman retred, Funderburk elmnated hs poston and delegated te job dutes to other departments. Eastern's role as a regonal unversty wll be defned by the May 12 legslatve specal sesson, and the new presdent should strve to mplement the new msson statement n a way that wll spotlght the unversty's best features. A new Eastern presdent should have the ablty to delegate. A presdent s at the top of the unversty and should be able to lead the unversty by havng faculty and staff perform ther jobs n a way that benefts the school. The standards The board should consder Eastern's standards under Funderburk's leadershp when lookng for a new presdent Eastern contnues to provde developmental courses and lower ACT score admttance standards than other unverstes because one of hs goals has been to gve anyone who wants a chance to attend Eastern that chance. The board wll have to consder the vews of presdental canddates on ths ssue. Do the canddates agree wth Eastern havng developmental courses and lettng students wth low ACT scores attend the unversty? They should also be lookng for someone who cares about the students at ths unversty. Student Senate Presdent Melody Mason and others say that Gov. Patton's reform plan doesnt take the lves of students nto account as much as t should. They sad they are not "products" and dont want to be treated as such. Students are, after all, what the plan s all about. f we aren't happy wth the way our educaton system works, we aren't gong to learn much of anythng and consequently aren't gong to be productve ctzens who acheve a hgher standard of lvng. The unversty needs a presdent who can delver what the students need and want n an educaton. The Board of Regents wll moot at 3 p.m. Monday n Coates Room 100, and wll dscuss the presdental We need a presdent who wll lsten to the students and faculty about problems and deas. They are at the root of learnng and should not be dsmssed by a presdent who thnks he or she s always rght or knows what/s better for the unversty than they do. n order to fnd a presdent who cares about students and s n touch wth the realty of the classroom and how t affects students, the board should be lookng for a presdent who has been a teacher before. Teachers are the medum of learnng to students and they know what works and what doesn't when t comes to that learnng. The new presdent should have an academc background that reflects how mportant he or she thnks educaton s. They should be comfortable n a classroom and have a serous concern for teachng excellence. Funderburk values good teachers. He establshed Foundaton Professorshps and mert pay to reward good teachng. Eastern's new presdent should care about the appearance of the unversty and the experence t provdes those who lve here and vst t Funderburk took specal care of physcal plant needs, ncludng havng them plant flower beds that had deterorated. Technology should be of mportance to the presdent the board pcks. Provdng the unversty wth technology should not be just lp servce to trendy deas but accessble to all students and faculty. The search begns The search commttee, whch hasn't been formed yet, should nclude a representatve from Eastern's student body as well as a faculty representatve. Rcke has sad the board has already receved several proposals from consultant frms that want to be part of Eastern's search. Not only for the hstorcal aspects, but as a part of the natural beauty of central Kentucky and as a source of water for Madson Countans, the polluton of the Kentucky Rver must be reversed. What once was a means for travel for people and ndustry n the early days of Kentucky's statehood, has wthered away to a rotten flow of pol- luted sludge. Saturday s Reclam the Rver Day. 6 0 RHA elects offcers for 1998 The Resdence Hall Assocaton offcally announced the electon of Jm Harmon and Brdgett Pugh as presdent and vce presdent, respectvely, followng Monday's campus-wde electon. Harmon and Pugh were runnng uncontested for the two top executve posts. Runnng as a tcket, they receved 128 of the 156 votes cast for the offces. Harmon, from Dover, Oho, and Pugh, from Dayton, served n leadershp roles ths year n RHA. Harmon was polcy char, whle Pugh was secretary. 8 Depot explosons affectng homes BY Lwct VAQM News wrter Jm Curry, a resdent of Wld Goose sland n Rchmond, s upset wth hs nosy neghbors, the Bluegrass Army Depot Curry sad the Army's practce of open detonaton to destroy agng ammunton s keepng hm awake durng the day when he comes home from hs thrd-shft job to sleep. n open detonaton, mnes are destroyed by settng them off wth other ammunton n 8-foot-deep pts whch are covered wth earth. He sad property damage s another symptom of the ammunton destructon takng place near hm and hs neghbors. However, f thngs go as the Army hopes, Curry and all resdents lvng n the area surroundng the depot wll rest better soon. Dave Easter, publc affars offcer for the depot, sad the Army s currently talkng wth two companes from the prvate sector about alternatves to open detonaton. One alternatve that s beng serously looked at s a chamber wthn a buldng n whch ammunton could be destroyed, Easter sad. ^What you have s ammunton, whch has a lfe cycle lke everythng else, and when the plants manufacture them, the ntent s that they'll be used n tranng or combat," Easter sad. He sad the ammunton beng destroyed s left over from the Cold War and s at the end of ts lfe cycle, makng t a hazard and dangerous to handle. "Presdent Clnton ssued an executve order whch called for the destructon of all dumb mnes," Easter sad. "At that pont, we had a large amount of those mnes at the depot n storage." Dumb mnes are mnes detonat- ed when stepped on. Some of the other ammunton used to destroy the dumb mnes are C-4 (plastc explosves), pellets (explosves cleaned out of other ammunton), M- 15 mne* and land mne clearng devces. Easter sad the Army. receved pettons several years ago from neghbors of the depot who wanted somethng done about the practce of open detonaton and the problems t was causng. The depot recently met wth local resdents to ask for ther support as the Army wll be askng the state for permsson to change from open detonaton to a better alternatve such as closed chamber detonaton. "t was to nform the communty we are attemptng to do what they wanted, and to get ther opnon to share wth the state," Easter sad. He sad the state wll not support a change from open detonaton f the communty does not support the change. No shootng the breeze Easter sad there are lmted condtons under whch open detonaton can be practced. Supervsors have a checklst of thngs to montor, ncludng temperature, relatve humdty, wnd drecton and cloud cover whch contrbute to the decson of whether to "shoot" or not. Open detonaton s called shootng, Easter sad. "The only tme they don't s when the wnd s blowng out of the north," Curry sad. "Resdents on the North sde have complaned more because they say they can't hang ther clothes out to dry, or even stand outsde because of the dust n the ar," he added. Curry sad open detonaton blows dust clouds on resdents around the ordnance when the ground s dry. Easter sad there s some polluton wth open detonaton. However, he sad the closed chamber detonaton would be desgned to flter metal, smoke, and partcles left behnd from the destroyed ammunton. Other postves of the closed chamber method would nclude better ar, less nose, less contamnaton from materals left n the ground, and ammunton could be destroyed year round, wth no lmtatons due to weather. Students who wll have peces on dsplay for graphc desgn are Chrs McDowell, Bran Porter, Molly Rectn, Joshua Sowards and Dan Woosley. Woosley sad the degree s a lot more work than a bachelor's degree. The Tennessee Wllams play concerns the.story of Tom (Andrew Bourne), a young man who s supportng hs overbearng mother Amanda (Mchelle Steele) and hs shy, wthdrawn sster Laura (Lashe Dunn). The play deals wth Tom's hardshps of dealng wth hs mother and hs own longng to escape and see the world. The story's man center s Laura's own problems wth her mother and her shyness. She spends most of the play admrng her collecton of glass ornaments and her mother attempts to open her daughter to the outsde world. The second act concerns the dnner that takes place between the famly and Jm (John Drago), a gentlemen caller who went to school wth Laura. Jm s nvted by Tom n a plan Tom has devsed that s too good to reveal here. Both acts brng Wllams' story to full-blooded realsm and emoton. The second act brngs Tom's ntentons to the front and the scenes between Drago and Dunn are sympathetc and have a gentle sweetness n them. Horn and hs wfe met at Eastern and were marred at the Rchmond Baptst Church on Valentne's Day n After graduatng from Eastern, Horn taught at Cornshvlle Hgh School n Mercer County, whch «would lke to someone from the Class of '32. Lee Horn, Class of 1932» he says no longer exsts. He sad he has taught hstory, scence, Englsh and math at dfferent tmes. He also coached athletcs at Cornshvlle. Teachng n those days n Kentucky, got $90 a month for nne months," Horn sad. "After seven years, left teachng and came to Oho." Horn says he then worked for Wrght Aeronautcs, whch bult nne-cylnder engnes at the begnnng of WW. He remembers when Presdent Roosevelt announced the bombng of Pearl Harbor whle he was workng there. Horn expressed hs amazement at how much the unversty has grown. "When was at Eastern, they had less than 2,000 students and only about nne buldngs," Horn sad. There were 109 graduates from the Class of 32." Horn sad the man thng he hopes for out of ths Alumn Weekend s to see someone he knows. There were 14 or 15 people from the Class of '32 at the 50th reunon, but only one other than hmself at a reunon a few years ago, he sad. " would lke to see someone from the Class of '32," Horn sad. Common conversatons heard around campus don't tend to be, "Gee, feel lke 've enrched myself exponentally by comng to Eastern. My class load and ntense preparaton make me proud to have learned." As far as the most recent mprovements, plans are under way for a new wellness center, but ndcatons seem to have made room to smply beneft the football team. Eastern had a tremendous opportunty to upgrade all sports, not just try to mprove a -AA football program. The Unversty of Kentucky has the Nutter Feldhouse on campus. Besdes an ndoor track. Nutter also possesses a carpeted nfeld where football, baseball and golf can practce when dealng wth late wnter and early-sprng Kentucky weather. Ths faclty also ncludes a gymnastcs practce area. When cold or wet weather hts the Rchmond area Eastern teams are forced ndoors for some to share space on the hardwood of the Alumn auxlary gym. f s a lmted space that serves as a practce faclty. Saturday nght the annual Maroon and Whte Game took the feld whch marks the end of sprng drlls. The scrmmage ptted the offense aganst the defense n a scorng battle. The offense took the game wth 1:54 remanng n the scrmmage wth a 10- yard rush by Bran "Bull" Durham to take the lead Austn Maddox added to the margn by kckng a feld goal to make the fnal score Coach Roy Kdd sad he was pleased wth how hs team played durng the scrmmage. Erdmann's squad competes at two stes, the Drake Relays and the Unversty of Kentucky Open.
