Season 2014 in Review (President s Report) a. Welcomed Life members thank them for being here b. Welcomed FNSW Lorenzo Crepaldi (Legal Counsel) & Shane Merry (Discipline Coordinator) c. Welcomed Catherine Forman and Jodie Banks from Bankstown City Council d. Welcomed BFR Representatives. e. TLB Acknowledged Harry Skalentis and the previous committee and committees before that. He acknowledged that sometimes decisions are made that maybe unpopular with some clubs. But we are looking to the future and Bankstown Football needs to change. Granville District is under pressure to continue its existance. f. On Monday night the board met to discuss the new regulations and they will be endorsed by the new board and distributed this week. g. TLB discussed his report. h. Whole objective is to grow in player numbers. Thanks to the clubs that have helped with this growth. i. We got a Constitutional change through this year. j. Increased our relationship with other organisations such as FNSW & BCC as shown by their representatives here tonight. Covered items such as facilities plans, synthetic pitches. Discussed the potential for increased income through summer soccer, futsal and we are looking to ways to increase participation. k. Congratulations to State Cup Finalists Rovers and Strikers G13s in Champion of Champions l. Still need to work with Bankstown City Lions and use of Jensen going forward. m. Confirmation of Minutes of the Annual General Meeting of the Association held on 2 December 2013 b. Proposed Jim Batch / Seconded Laurie Clarke - Passed 3. Receipt of Reports a. Financial Report Treasurer b. GR - thanks to Diane. We wouldn t have got through the season without her. c. Any Questions Mick Ground Fees higher GR noted they includes some of previous year. d. Ray Lovat Note 11 Legal Costs $6000 what are they for. GR Legal Advice for Constitution and appeals to FNSW. GR - advised that the Board should continue to get legal advice in the future. e. TLB Commented on Summer Soccer problems that was inherited from previous administration. Was a shemozzle. We decided to still go ahead with it and worked to get it finished. Did not get it going this year. f. Jenny Strikers Questioned where income for Region League / SAP GR in Note 2. Generates about $20k. g. Bankstown Sports Stars - Premier League Income? GR this is the PL Nomination Fees. Proposed Laurie Clarke / Seconded Sports Stars - Passed Copies of the reports are attached as addenda to these minutes. 4. Motion a. When it came to the Nominations it was realised that Nominations committee in relation to Elected vs Appointed Directors was around the wrong way. FNSW and FFA also acknowledged that this was the wrong way round in the model constitution. b. Notice of motion for resolution to clauses 2.1, 13.2(a), 14, 15 and 16 of the BDAFA Constitution Notice ed to Clubs 10/11/2014 was: As you are aware the new BDAFA Constitution was adopted by the clubs on 14 July this year. During the discussions leading up to and on the night of the vote for the constitution one of the key issues facing the clubs was how would future Boards of BDAFA be elected. If you refer to the current Constitution, it says simply that candidates for elected Director positions nominate for those positions. The Constitution also provides for appointed Directors. At the time of drafting the present Constitution, it was the intention that nominees for the position of elected Director be vetted by an independent nominations committee prior to being able to stand for election by the members. Following a review of the present Constitution with the interim Board, legal representatives from both FFA and Football NSW, it was concluded that while the intention and certainly the understanding was that a nominations committee would vet applications for elected Director positions, the Constitution is in fact is a little ambiguous on this issue and the interim Board, in consultation with Football NSW, decided that the best course of action was to propose amendments to the Constitution to clarify that: a. nominees for elected Director positions must be vetted by an independent nominations committee and only those nominees approved by the nomination committee be eligible to stand for election; and b. future Boards, having been vetted by the nominations committee and then duly elected by the members, may, subject clause 15 of the Constitution, appoint up to three appointed Directors. The interim Board believes that, in the interests of good governance and transparency for all candidates, BDAFA should at all times strive to have the best qualified and most committed individuals serve our sport. After lengthy discussions over a number of meetings, the interim Board identified a number of possible options to resolve the ambiguity. A copy of the amended Constitution was included with the notice. TLB read through and explained the amendments. TLB also discussed the election process. Election of six (6) Directors of BDAFA. Voting on the election of directors shall be conducted by an independent returning officer via secret ballot and determined on a first-past- the-post basis. d. Independent Returning Officers Catherine Forman and Jodie Banks / Bankstown Council assisted by Roy Davis (Life Member) e. Clubs were then asked to vote one by one. f. TLB congratulations to the new Board. Board will meet to finalise and issue the Regulations and determine portfolios. Terry Cross Congratulations to the Board and looking forward to working with them into the future. 6. General Business a. TLB - There were no submitted items for General Business b. Mick Shrimpton asked about changes to the proposed regulations. TLB thanked Birrong in particular for their thorough submission and indicated that all the submissions had been accepted even those submitted after the deadline and that all of the submissions were taken into consideration before finalising the regulations. c. Eric Byrne RWFC asked about clubs having input on future fees structure. Board confirmed that clubs will be given opportunities for input. d. BFR Ross Duckett running course for 13 year olds in the new year and another later in the year another and they are planning a female referees course as well. e. Sue Kanisek indicated that she didn t actually write Birrong s regulations submission. f. Laurie Clarke Asked about a PL Committee are we going to continue it. 10 BANKSTOWN DISTRICT AMATEUR FOOTBALL ASSOCIATION Level 1, 116 Cahors Rd Padstow NSW 2211 Ph: CHAIRMANS REPORT Welcome to my first report as Chairman. Firstly, my thanks to Harry Sklaventis and his committee for your effort during your time in charge of football in Bankstown has been based on a couple of key principles 1. Growing player numbers 2. Improving Governance 3. Improving relations with Stakeholders 4. Expanding football opportunities for those participating 5. Improving Facilities Following on from the successful football forum held in October, the new Committee developed our plan for the future, identifying the key areas that needed to be addressed. As everyone knows the Committee s mantra was to reverse the decline in player numbers over past seasons our vision was simple - Towards 10,000 and everything we have done or attempted to do is based on growing grassroots participation numbers. To our member clubs congratulations on working with us to achieve this primary goal. After almost a decade the new Constitution was adopted in July and saw the creation of a Board of management. The Board has also worked on ensuring we have processes in place to ensure that compliance is adhered to. I know I speak on behalf of the clubs when I pass on my personal thanks to our Administration Officer Dianne Graham for her commitment and growth in a very complex and difficult role. There were also a number of firsts, we launched the season by way of a function at the Sports Club, we introduced the BDAFA Cup, we entered a new partnership with the Bankstown City Lions, we had Under 12-Under 15 Regional Youth Squads, with the 14s and 15s making the semi-finals. We have also introduced a Skills Acquisition Program (SAP) for our under 9-11 players. We also purchased new Premiership shields for all Competitive sides and despite the wet weather cancelling our Gala Day also for our U6-U11 non Competitive sides. Thanks to DJ Trophies for their ongoing support for the non- Competitive participation trophies We continue to work with Council, Football NSW, local and state politicians for the development of the facilities across BDAFA. Earlier this year we made a submission to the State Government for $2.7m in funding which we anxiously await the outcome for. Proud Sponsors of BDAFA

To the Management Committee thank you for the contribution you have made not only this year but in many, many previous years; it is a thankless role to play. To Terry, Zoran, Ron and Laurie at the BFR thank you for the way in which the associations have worked constructively to improve on field performance on both sides. Discipline remains a problem and we need to support the BFR in their execution of the laws of the game. To the incoming BFR committee we look forward to further improving in the coming seasons. To all the players, coaches, managers and volunteers; particularly our Premiers Congratulations. To those sides who participated in both State Cup and Champion of Champions well done on your achievements and trust you gained from the experience of playing sides outside of Bankstown. Particularly to Revesby Rovers AA Mens and the Strikers U13 for your success and representing yourselves, your clubs and Bankstown in such a professional manner be proud of your achievements. To those who attended our Presentation Dinner I thank you and would like to pass on my gratitude do Dianne Graham and Susan Kanisek in particular for making the night a success. To all the award winners well done on a fantastic season. As season 2014 comes to a close, and we turn to look forward at 2015 and beyond there is still much to do. Not everything that is proposed will please everyone, but we will continue to work with the clubs to ensure that what is done is in the best interests of football and the long term success of BDAFA. I thank you for the trust you have placed in me, and I look forward to continue to grow opportunities for the development of Grassroots football in Bankstown for many years to come. Finally to the Board, Football NSW and the staff at Bankstown Council thank you for the ongoing support you have shown to us all as we continue to grow this game we love. In closing, on behalf of the BDAFA Board we would like to wish everyone a very relaxed and safe Festive Season and hope that 2015 is a successful New Year for all. 17 BANKSTOWN DISTRICT AMATEUR FOOTBALL ASSOCIATION INC ABN NOTES TO THE FINANCIAL STATEMENTS FOR THE YEAR ENDED 30 SEPTEMBER The special purpose financial report This special purpose financial report was prepared for distribution to the members to fulfill the committee's financial reporting requirements under the Bankstown District Amateur Football Association Incorporated's constitution and the Associations Incorporation Act The accounting policies used in the preparation of this report, as described below, are consistent with the financial reporting requirements of the Bankstown District Amateur Football Association Incorporated's constitution and with previous years and are, in the opinion of the committee, appropriate to meet the needs of members: (a) The financial report was prepared on a modified accrual basis of accounting, including the historical cost convention and the going concern assumption. (b) The requirements of accounting standards and other professional reporting requirements in Australia do not have mandatory applicability to Bankstown District Amateur Football Association Incorporated because it is not a 'reporting entity'. 24 INDEPENDENT AUDITOR S REPORT TO THE MEMBERS OF BANKSTOWN DISTRICT AMATEUR FOOTBALL ASSOCIATION INC We have audited the accompanying financial report, being a special purpose financial report, of Bankstown District Amateur Football Association Inc (the association), which comprises the statement of financial position as at 30 September 2014, the profit and loss statement for the year then ended, notes comprising a summary of significant accounting policies and other explanatory information, and the statement by members of the committee. Committee s Responsibility for the Financial Report The committee of Bankstown District Amateur Football Association Inc are responsible for the preparation of the financial report, and have determined that the basis of preparation described in Note 1, is appropriate to meet the requirements of the Associations Incorporation Act 2009 and is appropriate to meet the needs of the members. The committees responsibility also includes such internal control as the committee determine is necessary to enable the preparation of a financial report that is free from material misstatement, whether due to fraud or error. Auditor s Responsibility Our responsibility is to express an opinion on the financial report based on our audit. We have conducted our audit in accordance with Australian Auditing Standards. Those standards require that we comply with relevant ethical requirements relating to audit engagements and plan and perform the audit to obtain reasonable assurance whether the financial report is free from material misstatement. An audit involves performing procedures to obtain audit evidence about the amount and disclosures in the financial report. The procedures selected depend on the auditor's judgement, including the assessment of the risks of material misstatement of the financial report that presents fairly in order to design audit procedures that are appropriate in the circumstances. In making those risk assessments, the auditor considers internal control relevant to the entity's preparation and fair presentation of the financial report in order to design audit procedures that are appropriate in the circumstances. An audit also includes evaluating the appropriateness of the accounting policies used and the reasonableness of accounting estimates made by executive committee as well as evaluating the overall presentation of the financial report. I would like to foremost thank all the Clubs for the patience and support this year. I have tried my upmost to provide information and respond to requests in a timely manner. There have been a few times of frustration, however overall I have thoroughly enjoyed the challenges of being on the BDAFA Board (EC) this year. To my fellow Board members I would like to say thank you. We have worked collectively hard this year to steer the Association in a forwards direction and always remained committed to building stronger relationships, and promoting the Associations profile, with Council and Football NSW. To all the MC and Club Committee members, without your hard work the Association wouldn t be in the strong position it is day. The growth of an extra 900 players this year it is a testament to you and your clubs volunteers that do the hard yards behind the scenes that drives your Clubs success. Petar Finka and his coaches should hold their heads high with the success of their teams in With the introduction of SAP in 2015 the BDAFA development squads will grow to 128 players in total. This is the pathway BDAFA is developing for the talented players in our Association and District. These kids will now be the show piece for the Association and we wish them every success in the 2015 season. The Grand Finals were a huge success this year. The Ladies Competition finished with a bang at Marco Reserve with Panania taking out the Division 1 premiership. The Premier League finished off their season in grand style in front of a crowd around 2,000 at Kelso with Thistles taking out the Premiership. By seasons end everyone let down their hair at the annual BDAFA dinner which was a major success on the night. Well done to all the winners on the night. W we look forward to seeing them, as well as all the other players, again on the field in Have a safe and wonderful Christmas and New Year.
