Carried unanimously Matters arising In answer to a question about the cost of umpires training courses, AD explained that the 40 fee for a 13 week course should really be viewed as a bargain. Awards The following presentations were made: I. Jon Borland the Level 2 award II. Niven Roper a 25 years on field performance tie III. Eric Lummis and Terry Dorr 40 years on field performance ties Annual Report Secretary The secretary reflected on the fact that the growth of different officer roles means that the activities of the ACO are reflected in individually presented reports covering membership, performance and education/ training.
3 The secretary thus outlined the membership of the committee and gave a report of another successful social event the Annual Dinner. Alan Hill had been our guest speaker and had been very well received as was the quality of the meal provided by the Rugby Club. Thanks were paid for the hard working committee and the on-going support of the Derbyshire Cricket Board. Thanks were also paid to retiring members of the committee. John M Brown has retired as the scorers Officer after many years and Keith Hitchcock and John C Goodwin have also resigned from the committee. Finance Peter Gibson presented the Balance Sheet and the Income expenditure account for the year There was a modest surplus of 214 on the year with a little over 4k in our account. The Benita White Trust was at 501. Education Officer s Report: Alan Davies report highlighted the following points: Andy Lunn s promotion to the D list: Mick Glenn and Daron Gregory have been selected for Level 3 training: Les Hall, Matt Boyer, Steve Armishaw, Brian Parker, Mark Sharratt, Brian Hardy and Peter Green have achieved the level 1A qualification: All 15 candidates at Level 1 were successful. An introductory umpires training course had been delivered to the Andrew Flintoff Academy students at Derby College. The autumn Level 1A course had only three candidates. The uptake on courses at Level 1 is a course for concern although courses took place at Derby and Rolleston the one at Chesterfield did not go ahead. AD made mention of the projected changes to the training programme within the next 12 months. The existing Levels 1, 1A, 2, 3 will be replaced by Club Umpire, League Panel Umpire, Premier League Umpire and Elite Recreational umpire courses. He concluded by thanking his fellow trainers and the clubs who have hosted courses. Performance Officer s Report Dave Connor concentrated on three main areas. Firstly there was a review of the quality of captains marking of umpires which he held to be conducted with more thought than in Secondly he provided a review of how grading of umpires was done. He explained again that grades were linked to the standard of game where an umpire officiated most often. Finally he gave a review of how the observation/ assessment had worked in Membership Report Dave Price outlined his role as that of monitoring the membership details of all DCBACO cricket officials in the County. In other words he is able to liaise with ECBACO nationally and chase up those whose DBS certificates expire and those who might be late payers of their subscriptions. He appealed to members to notify of any changes to address details. In figures terms there were 175 members compared with 178 in the previous year.
4 Appointments Report Jon Salisbury outlined the difference between his role as appointments secretary for the DCCL and that of his responsibility for allocating officials for other organisations e.g. DCB making requests for officials. He nevertheless apologised to those members who felt that their abilities were not being sufficiently recognised within the DCCL and assured members that their level of expertise would be respected. As an organisation DCBACO would be much more robust in their internal communication to make sure that the appointments secretary knew the level of ambition each umpire was striving for. Scorers Officer Report John M Brown s report gave details of the courses which had taken place at Ockbrook and Chesterfield. There had been two Club Scorer courses and two TCS courses. In addition there had been two introductory courses for the DCB U-11/ U-12 squads and their parents. He stressed that the dispute between CricHQ and ECB over the use of TCS may well have affected the levels of attendance. He stressed the dispute was causing a worrying time for scorers. He confirmed his resignation from the Scorers Officer role and in doing so praised the qualities of his likely successor Jane Hough. Election of Officers Proposed Seconded Chair - D. 6 DCBACO EDUCATION OFFICERS REPORT OVER THE PAST NUMBER OF YEARS, I HAVE STARTED MY ANNUAL REPORT WITH A NUMBER OF CONGRATULATIONS AND I AM PLEASED TO CONTINUE THIS TREND FOR MY FINAL REPORT. TO 1) IAN THORNEWILL IN OBTAINING HIS LEVEL 3. 2) HASSAN ADNAN & ANDY LUNN WHO HAVE COMPLETED THE NECESSARY PAPERWORK AND HAVE SUBMITTED IT FOR LEVEL 3 ACCREDITATION. 3) ALAN DAKIN, SIMON THOMPSON, DAVID TRUBEE & BRIAN HARDY IN OBTAINING THEIR LEVEL 2. 4) DAVID COUSINS, ROBERT GUEST & PAUL THOMPSON IN OBTAINING THIER LEVEL 1a. 5) ALL THE CANDIDATES WHO WAS SUCCESSFUL IN OBTAINING LEVEL 1 6) JANE HOUGH ON HER APPOINTMENT AS A SCORER IN THE RECENT WOMENS WORLD CUP HELD AT DERBY. AS WAS STATED IN MY REPORT LAST YEAR THE ECBACO HAVE INTRODUCED A SET OF NEW TRAINING COURSES FOR UMPIRES THESE BEING STAGE 1, STAGE 2, STAGE 3 & STAGE 4. I AM PLEASED TO REPORT THAT 14 CANDIDATES SIGNED UP FOR STAGE 1 AT DERBY AND 11 CANDIDATES FOR STAGE 2 WITH NO RESPONCE FROM BURTON OR CHESTERFIELD. THESE COURSES DO NOT FULLY COVER THE LAWS OF CRICKET AS WAS THE CASE ON THE PREVIOUS TRAINING COURSES BUT MAINLY HOW TO APPLY THEM ON THE FIELD OF PLAY,IT IS EXPECTED THAT CANDIDATES LOG ON TO THE MCC e-learning MODULE WERE THE LAWS ARE COVERED IN MORE DEPTH. I HAVE RESERVATIONS ON WHETHER THIS IS THE BEST WAY TO GO BUT TIME WILL TELL. THIS REPORT DOES NOT COVER THE SCORERS ASPECT FOR THIS YEAR, THIS WILL BE COVERED IN THE SCORERS OFFICER REPORT. I WISH TO THANK ALL TUTORS WITHIN THE COUNTY WHO HAVE CONDUCTED OR HELPED ON ALL ASPECTS OF TRAINING DURING THE LAST 12 MONTHS AND A SPECIAL THANKS TO ADAM HITCHCOCK WHO AS TAKEN UP TUTORING ON THE STAGE 1 & STAGE 2 COURSES THIS WINTER. A SPECIAL THANK YOU TO JANE HOUGH FOR THE AMOUNT OF WORK SHE AS DONE WITH REGARDS TO ALL THE COURSES SHE HAS RUN WITHIN THE COUNTY TO TRY TO RECRUIT MORE SCORERS.
7 IN CONCLUSION I WISH TO PERSONNELY THANK THE COUNTY CRICKET CLUB & THE DCB FOR THE USE OF THEIR FACILITIES TO RUN THE COURSES & TO GLENDON DALLARD FOR HIS CONTINUED WORK ON UPDATING THE UMPIRES WEB-SITE. SOME OF YOU MAY BE AWARE THAT I AM STANDING DOWN AT THE AGM FROM THE POSITION OF EDUCATION OFFICER AFTER APPROX 25 PLUS YEARS, I MUST SAY THAT IT H AS BEEN MOST ENJOYABLE BUT I FEEL IT IS TIME FOR A CHANGE SEEING THAT ALL THE UMPIRES TRAINING IS BEING ALTERED. 8 DCBACO Appointments Officer Report As far as DCBACO is concerned my responsibility for appointments is limited to the majority of DCB Junior County games for both boys and girls. Most of these games take place in mid-week. The umpiring of District cricket fixtures also falls to myself. These games do present availability issues since most are played on Sundays. I also get requests for umpires from Derby University, Repton School, the Butterley and Jackson Cup competitions and a variety of one-off requests from various sources - for instance the Annual South Asian Tournament. On a fuller note as Appointments Officer, every effort has been made to liaise with the training team so that umpires can be offered opportunities which fit with their aspirations for themselves. I shall always welcome comments from individuals who may wish to challenge the programme of games they have been allocated Jon Salisbury DCBACO Appointments Officer
9 DCBACO Membership Officer s Report As Membership Officer, it is my role to monitor the membership of all umpires, scorers and cricket officials within the ECBACO. This involves closely liaising with Martin Gentle and his team at ECBACO Headquarters at Edgbaston. Could I ask that any changes to your contact details (addresses, phone numbers, addresses etc) are notified to me. Most circulars are now sent out via and if I have an out-of-date address then you will be missing out on important information. Of course, those who prefer to receive information by post can still do so. We now have 181 members (of which 20 still have to pay their fees). This compares with 175 for 2017 so we are heading in the right direction. As I have stated previously, the main benefit of becoming a member is the free insurance offered to all umpires and scorers whilst fulfilling their duties. Some of you will have noticed that we now have an on-line system in place for new and renewed DBS accreditation. After a few teething problems, this seems to be working well now and, in most cases, has speeded up the renewal process. This again is an important benefit of membership of the ECBACO. Again, as some of you will be aware that a new Data Protection Act is being introduced in May This requires us to inform all members of the data that we are holding about you and to gain your approval for this information. 10 CAPTAIN S MARKS DCBACO PERFORMANCE & DEVELOPMENT OFFICERS REPORT Last season the marks received from captains reached 100%. Although the marks continue to be on the high side, it remains apparent that captains are taking time to consider marks they award based on individual performances. The marks also indicate that captains in general appreciate the role of the umpire and that in the majority of cases standards are being maintained. Well done and lets maintain these standards. GRADINGS All umpires should by now have received their grade for As in previous years a sub committee assessed each individual. Whilst ECB ACO dictates how grades are to be allocated, the sub committee take into consideration, not only the division you did most of your officiating, but also captains marks, experience and level of education. OBSERVATIONS AND ASSESSMENTS All of our observers underwent retraining prior to the 2017 season which resulted in more detailed and meaningful reports being produced, which I am sure, by some of the comments received, was appreciated by those that were observed. As in previous years, the demand on those that need to be observed increases and as such we desperately need to increase the number of observers. So if you feel you would like to have a go at observing, whether it be on or off field, please get in touch. During the 2017 season, 14 Premier League umpires, 6 level 2 candidates, 3 level 1a candidates and 2 others were observed, in total 31 observations. There will be some changes during the 2018 season as to who will be observed, details of this are currently under consideration by the committee. I would like to take this opportunity to thank the current cohort of observers for their time and dedication and also thank the DCCL for their financial support to enable these observations to take place. MENTORING The role of the mentor, as mentioned in last years report, is to give newly appointed umpires, umpires progressing up the ladder and umpires that feel they have not yet reached the level they aspire to, the one to one support necessary to give them the confidence to progress. We try each season to partner these candidates with experienced umpires and
11 generally this works with some degree of success, however there is still room for improvement and all of us can play an active part by offering our help to those who need it. ACHIEVEMENTS I would like to congratulate the following, who, over the last 12 months have qualified to higher levels of education and umpiring: 1) Alan Payne, Hassan Adnam and Andy Lunn for retaining their D grade status. 2) Ian Thornewill for attaining his level 3 accreditation 3) Simon Thompson, Alan Dakin, Dave Trubee and Brian Hardy for attaining their level 2 accreditation. 4) Dave Cousins, Bob Guest and Paul Thomson for attaining their level 1a accreditation. CONTINUED PERFORMANCE & DEVELOPMENT Hopefully you are all aware that the new laws of cricket were released in October last year. The MCC have produced an excellent on line course explaining in detail all the laws and I am hoping that all of you with access to a computer have taken the opportunity to take advantage of this resource to update your knowledge and understanding of the laws. In addition to this resource, ECB ACO in conjunction with the MCC have developed a series of courses specifically aimed at the new laws. As such your committee has arranged a series of short refresher courses designed to help you with the application of these new laws. The first of which will follow the AGM. 12 DCBACO Scorers Officer s Report This time last year, after the AGM, John Brown told me he had sent out 1 in all the time he had been CSO. I think I sent 3 in the first month!. The ongoing problems for scorers with TCS and the link with play-cricket caused extra stress, especially after the link was accidently turned off. I m pleased to report that the ECB listened to scorers and have brought forward the release of its pro-scorer and, as part of the advance testing team, I m pleased to inform my scoring colleagues, its looking good. Last season I organised scorers for County U17 s and for Derbyshire Blind Cricket, allowing more scorers to get involved at a higher level. Two scorers achieved their Level 2 over the winter and I m hoping that our Level 3 candidate will be able to score at enough matches to gain that qualification. We had several new scorers join us at Level 1 and I continue to try and push membership to non ACO scorers. My thanks to John Brown for his continued support at all the scorers courses, his level of knowledge is invaluable in educating new scorers. Between us we have run one Club Scorer course and 3 Introduction to Scoring. I look forward to meeting new scorers in 2018 and reminding my ACO colleagues that we are the officials organisation, not just for umpires! Jane Hough DCBACO Scorers Officer
